  • It was announced that 'making a better wellbeing city program' is a new core quality of life policy of Roh Mu-Hyun government. The policy is comprehended as a sign of regional policy changeover, that give empathize to human ware oriented governance from hard ware oriented physical elements input policies. To be effective, It is important to introduce a institutionalization of dynamic social relations in regional community such as participations of civil society. In the case study of Jinju city, a medium scale city located in southern part of Korean peninsular, Invitation of the innovation city, initiated by the alliance of city government and growth coalition, was making progress. Through alliance of labor unions and citizen associations, the public management of public bus companies were succeeded. But the restoration of historical places were suffered a setback by conflicts of interests with development profits. In these contexts, it is insisted that the core of 'making a better welling being city program is introducing of human ware oriented regional policies, such as institutionalization of citizen associations participation.

  • Recently, one of the received attraction fields in web based service is 'Human Relationship Service' that is called SNS. This relationship map service is able to deliver information to user more easily and visually because it is intuitive data that is linked with offline real world. While past map service put physical real information in the map, present map service is evolving into new communicative platform that expresses social relationship beyond simple search platform that shows real world. In this paper, we propose smart social grid system using sketch map that is based on online map service structure. This system has features such as standardized interface provision for various SNS, use to governance hub tool in case of establishing a personal network through expanded social grid, a role of bridge to mashup software linked with other SNS, user environment construction that reproduces social grid data, and the faster service setup by improved search technology.

  • The research tries to find appropriate nations and cities of the international supporting centers according to Korean firms' requests. It also tries to find out proper designs of governance structure and strategic and operational control system of the center. Two methods are used to find out Korean firms' requests. One is the expert interviews and the other is the questionnaire survey. The email survey is sent to 120 firms of IT service, package software, telecom facilities and broadcasting equipment industries. Their opinions in addition to interview results are used as a basis of selecting potential regions for new centers and types of their services. According to survey results, southeast asia is the most preferred region and Indonesia, Vietnam, Thailand, Malaysia and Singapore are selected as potential nations for a location of the center in southeast asia. However, the survey result is not fully agreed with the interviewees' opinions. The interviewees tell that there are not much demand in nations with low purchasing power and low IT industry level. That is, Indonesia and Vietnam are not proper places for the centers.

  • We introduce two distributed IP address auto-configuration mechanisms for mobile ad hoc networks. RADA (Random ADdress Allocation) is based on random IP address selection, while LiA (Linear Address Allocation) assigns new addresses sequentially, using the current maximum IP address. An improved version of LiA, hewn as LiACR (Linear Address Allocation with Collision Resolution) further reduces the control overhead. Simulation results show that, when many nodes join a network during a short period, RADA assigns addresses more quickly than LiA and LiACR. However, RADA uses the address space less efficiently, due to its random allocation of IP addresses. Hence, RADA is particularly useful in battlefield scenarios or rescue operations where fast setup is needed, while LiA and LiACR are more suitable for ad hoc networks that are moderate, confined and subject to some form of governance control, such as that orchestrated by a wireless service provider.

  • Our main concerns in this paper are with the several kinds of social economy organization in rural South Korea, in where social exclusion is likely to be prevalent over time. Approximately, there are 2,500~3,000 social economy organizations which have been set up from 1990s. Most of their operational social aims are either to offer jobs or to provide social services for the vulnerable social groups in rural communities. They have several normative principles as a social economy organization. But the two principles were less supported than the others; 1) the community's initiative and participation, and 2) sharing surplus with community. The social economy organizations are involved in various types of business. The greatest number of social economy organizations are doing businesses in agriculture and agro-industry. On average, their value of asset is worth of 300 million wons. They are indebted for 130 million wons, averagely. Their average surplus is 110 million wons. Most of them are small businesses. It is enough to say that the social economy is at an early stage in rural South Korea. The social economy is confronted with some challenges, as follows. Firstly, the social economy organizers should be based on the needs of community in both setting up a new social economy organization and managing businesses. Secondly, networking and cooperation between social economy organizations should be expanded and strengthened. Thirdly, the sound governance with public sector should be built.

  • The political reformation in Indonesia is a determinant factor of the change in political communications and the roles of media. Currently, the political elites need media support, since it contextually has a significant role. Whoever has a good relationship with the media, will be loved by the public. On the other hand, the media also have a vested interest in the elite in running businesses and building the power of industry. Policies and capital pose a challenge to maintaining the continuity of the media. Independence and control of media are at stake, when the interests of the media and the elite collaborate with each other and then build a benefit on both sides. Meanwhile, the role of social media also cannot be neglected. The Indonesian political communication system is characterized by the presence of social media in a pseudo-relationship between the elite and the public. This paper tries to explain the growing trends of research in the academic environment and the research trends in political practice in Indonesia after the occurrence of post-reformation era in legislative and executive elections. The method used is the meta-analysis of research outcomes of university (dissertations) and secondary data sources. Data processing is done by meta-analysis of secondary data. The results of meta-analysis research indicate that, the objective conditions, in Indonesia, especially the political conditions, stimulate new spaces in communication research. The study of political communication becomes dominant in the academic environment. In addition, communication research is also characterized by a shift from the linear perspective (positivistic paradigm) to the interactive perspective (naturalistic paradigm). On the other hand, the development of politic and governance situations in Indonesia has prompted the establishment of polling agencies that help citizens understand the maps of political power and candidates in general elections and regional head elections.

  • Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.
