초등학교 과학교과 학습공간 이용분석에 관한 연구 (A Study on the Using Analysis of Science Subject Learning Space Corresponding to Learning Contents and Method in Elementary School)

  • Recently, there are three major trends in building school facilities by government. First trend is to reconstruct facilities that have been built for 30 years. Second is the creation of a new town, new construction demanded from the redeveloping area. Finally, third is to build educational convenience facilities such as gymnasium, auditorium and cafeteria etc. When building or reconstructing school facilities, it is important to consider the 7th Education curriculum. The purpose of this study is to propose the guide line of the planning the dimension of Science Laboratory in in elementary school, corresponding to teaming contents and method.

  • When constructing buildings, planning, design, construction, using & maintenance as building life cycle. Due to industrialization in 1960s and development of new town from the late 1980s to the early 1990s, Korean housing supply rate reaches almost 100%. After construction companies confronted limit of new building construction, they recognized remodeling as a part of construction, and organized remodeling team or FM team to improve sustainable industrial area. However, since companies in Korea are lack of experience and research activities for remodeling, it makes obstacle to improvement of remodeling business. So the objective of this study is to help carry out remodeling business by suggesting the counterplan through investigation of a risk of apartment remodeling business.

  • Environmental matters are one of key issues of today's world. At this point, advanced countries are proposing and planning various kinds of policies for sustainable communities. Space designers in those countries are more concerned with regeneration or slow development than development and innovation. As the new government of Korea was started in 2008, it announced 'design Korea project' as key agenda for national competitiveness. But it seems that they are focusing on development of new town than the concept of preservation or regeneration on which most advanced countries put their bases. In these regards, this research starts with the idea that environmental factor in space design is very important and it is directly connected with human survival. With this idea, the researching team created experimental space titled 'regeneration' as one of eco-friendly education program. The team aimed at building up or 'designing one man space-one to one ratio' in deserted place with recycled stuffs. With the idea of 'regeneration' in space, the researcher aims at awakening the sense of environment and putting it into practice in daily living.

The Surrey Research Park: A Case Study of Strategic Planning for Economic Development

  • The development of the Surrey Research Park by the University of Surrey is an addition to a number of existing strategies to collaborate with industry that it has developed over its 120 year history. The potential to undertake this development was based on owning a substantial land holding that the University acquired when the Borough Council for the town of Guildford invited the University to relocate from Battersea in London to its new location in 1966. Initial plans for the Park in 1979 were accelerated in 1981 in response to plans by the then government to reduce funding for Higher Education in the UK. Beyond a broad master plan for the site that was based on topography and access to the site the plans that were developed were based on a survey of 100 companies that were deemed to be in the target market for the site and a review of the other 7 science parks that were being developed in the UK in 1981. The findings from this proved to be important in developing the master plan for the site. Another important influence on the project was the objectives that were defined for the 3 stakeholders in the project of the University, the tenant companies and the planning authority relate to economic development, a competitive advantage of tenant companies, knowledge transfer, the profile for the University and the capacity to generate income proved to be a valuable framework on which to develop a master plan. These details were underpinned by five objectives which served the three stakeholders in the site. Those for the University included commercial potential, knowledge transfer and image and reputation; those for the town primarily related to economic development and the plan was to help tenants gain a competitive advantage by locating on the site. In addition a number of success indicators were defined for the project against which to measure performance and have remained as a useful set of parameters on which to base the assessment of the performance of the site. In combination with these indicators a further analysis deals with the success factors that are considered as important in influencing performance. The paper sets details the history of the park and covers the success indicators and factors and reviews these in the context of the original objectives for the site.

프랑스 신도시개발 및 관리에서 꼬뮌협력체에 관한 연구 (A Study on the Role of the Commune's Cooperation in the French New Town Development and Management System)

  • 프랑스는 신도시개발과 관리를 위해 꼬뮌간 상호협력성에 기반한 다양한 형태의 꼬뮌협력체를 운영하고 있다. 꼬뮌간 상호협력의 목적은 대규모 재원이 필요한 공공서비스(상 하수도, 쓰레기 처리 등)를 통합 운영함으로써 더 체계적이고 질 높은 서비스를 제공하기 위함이다. 다수 이해당사자간의 협력을 바탕으로 1차 목표인 도시개발을 달성한 이후에도 지역차원의 협력적 운영-발전으로까지 이어졌다. 이 연구에서는 프랑스의 협력적 도시개발과 관리를 위한 꼬뮌협력체의 설립과 변화과정을 고찰하고 그 특징과 의의를 도출하였으며, 신도시개발법인(EPA), 신도시조합(SAN) 그리고 도시화 공동체(CA)를 중심으로 고찰하였다. 먼저, EPA 설립과 도시개발 과정에서 다양한 이해당사자가 공동의 목표를 실천해 나갈 수 있는 의사결정구조는 도시개발 목표를 다수 지자체가 공유한다는 점에서 의미가 있다. 둘째, 신도시조합(SAN) 방식은 기존 꼬뮌공동체 운영시 보장되지 못하였던 꼬뮌의 자율성을 확보하면서 더 유연하게 협력과 연대를 유지할 수 있게 되었다. 이는 협력체가 이해당사자간 협력의 범위를 자율적으로 선택할 수 있도록 함으로써 유연성을 높였다는 의미가 있다. 셋째, 도시 개발 이후 효율적 관리를 위해 기존의 신도시조합에서 도시화공동체(CA)로 협력의 형식과 내용이 변화하고 있다. 이는 상호협력이 개발에 기반한 특수목적의 행정법인에서 출발하여 도시가 성숙단계로 진입함에 따라 신도시와 주변지역을 포함한 지역계획과 관리로 전환함을 의미한다. 이를 통해 꼬뮌협력체는 해당 꼬뮌의 지속가능성을 실천하는 협력적 주체로 진화하고, 개발 효과를 지역에 정착시키고 안정적 행정운영까지 할 수 있게 된다. 프랑스 꼬뮌협력체가 한국 신도시개발에 주는 시사점은 첫 번째는 다수 지자체간 협력적 계획체계와 운영을 통해 개발의 효과가 개발예정지구에 한정되는 것이 아닌 개발지구를 포함한 모도시 지역까지 공통의 목표 설정과 확산이 가능하다는 점이다. 두 번째는 이러한 확산효과를 촉진하고 효율적 도시관리를 위해서는 기존 지방자치법 등에서 규정하고 있는 행정협의회, 조합등의 조직을 공간계획 단계에서부터 참여시킬 수 있는 거버넌스 체계 구축과 도시관리의 범위와 내용이 단순히 물리적 계획 뿐만 아니라 지역간 연대와 공동체성 회복을 위한 다양한 프로그램과 연계할 수 있는 방안 모색이 필요하다.

For bottom-up business people recognize and understand the transition to a new seonjinji tour, the continued education of residents and leading to the village to town to put all my energy into education, including the leader of the residents of the town desperately needs strengthening and capacity. In addition, town residents also important for the development, awareness and active participation, residents and the local government, and established a partnership with a group of experts monitoring implementation of the main city in the shape of lack of food is the most important part is fill.

Examining Japanese Planning System through the National Territory and Housing Policies: A Focus on Changing Characteristics and Implications

  • There are similarities between Korea and Japan in terms of national planning and development system and housing policies. Japan has suffered from great shifts of social and economic systems due to skyrocketing land prices for three times and the collapse of the bubble economy after the Second World War. The study reviews historically important changes in the national territory and housing policies for last 60 years in Japan. It also investigates changing trends and characteristics of many socioeconomic indicators with regard to population, housing and other fields in response to these policies. First of all, Japan has experienced significant economic growth before and after the 1960's, and the era of national rebuilding projects in the 1970's. After then, the period of the bubble economy has emerged since 1980; however, it suffered from skyrocketing land values between the late 1980's and the early 1990's, and the collapse of Japanese bubble economy in the early 1990's. In response, many urban regeneration policies and projects were proposed to recover the national economy since 2000. It is found that these national territory development and housing supply policies throughout the country have been influenced by the changing characteristics of social and economic conditions. Since the housing supply ratio in 1968 reached up to around 100% on average, Japan has been focusing attention to improving the residential and living quality for existing housing stock rather than supplying new housing units through large-scale new town projects. These experiences are full of helpful suggestions for our future housing and urban regeneration policies as we reach to more than 100% of housing supply ratio on average.

주민 참여에 의한 지역공공시설 계획과 건축적 특성에 관한 연구 -일본(日本) 기옥현 궁대정(宮代町) 신청사(新廳舍)를 대상으로 - (A Study on the Planning and Architectural Characteristics of Regional Public Facilities through Resident Participation - Focused on the New City Hall of Miyashiro in Saitama pref., Japan -)

  • The object of this study is the new city hall of Miyashiro in Saitama pref., Japan, which was built through local resident participation. The purpose of this study is to offer the reference data of regional public facilities by researching the process, role and meaning of resident participation and architectural characteristics and meanings. The results of the study are as follows. First, the new city hall of Miyashiro was built through voluntary will and efforts of the residents. Through close cooperation of the local residents, administration and specialists, it took into significant consideration regional conditions and individual characteristics. Second, the new city hall of Miyashiro applied the concept of barrier-free for children, the aged and handicapped, etc. Third, the new city hall of Miyashiro introduced wooden structure making the most of the merits of lumber. Finally, the new town hall of Miyashiro took sustainability into consideration by striving for the efficiency of energy application.

지역 내 입지특성과 잠재력을 반영한 원도심 활성화 방안 -청주시 원도심 지역을 중심으로- (Revitalization Planning Strategies for Inner City Based on Locational Characteristics and Potentials -Focused on Cheongju Inner City-)

  • 청주시는 80년대부터 시작된 택지개발 및 신시가지 조성 등으로 인하여 지속적으로 도시가 확장되어 나감에 따라 원도심은 상권쇠퇴, 주거환경 악화 등 쇠퇴가 가속화되고 있다. 본 연구에서는 개별 도시재생사업의 연계 및 파급효과의 극대화를 통해 원도심을 활성화시킬 수 있는 방법을 제시하고자 한다. 이를 위하여 먼저 대상지의 선정 후 쇠퇴원인 및 양상을 파악한 뒤 대상지의 입지특성 및 잠재요인을 검토하여 주요현안을 도출하였다. 또한 지역 내의 입지특성과 잠재력을 반영하여 원도심지역을 활성화할 수 있는 4개의 추진전략 및 세부사업을 구상하였다. 본 연구의 결과는 실제 사업화가 이루어지지 않아 효과성을 검증하기에는 한계가 있으나, 도출된 세부사업의 대부분이 주민참여를 통해 도출되었다는 의의를 가질 수 있으며, 향후 대상지와 유사한 입지특성을 갖는 지역의 활성화방안 수립 시 참고자료로써 활용될 수 있을 것으로 기대된다.

도시공간구조 분석에 관한 연구 - 진주시를 사례로 - (A Study on the Urban Spatial Structure - A Case Study of Jinju City -)

  • 본 연구는 기존 구도심부 상업지역의 공동화로 인한 쇠퇴현상이 나타나고 있어 현 시점에서 진주시의 도시공간구조를 살펴보고자 하였다. 도시공간구조 분석의 범위는 구득자료의 한계와 연구의 목적을 감안하여 진주시의 동지역으로 한정하였다. 진주의 도시공간구조를 밝히기 위하여 다변량해석(Multivariate Analysis)을 사용하여 분석한 결과 7개의 지역(중심지, 공업지, 일반주거지 등)으로 유형화할 수 있었다. 진주시는 장래 낙후된 도시이미지의 쇄신, 서부경남의 중심도시로의 부활을 위해서는 앞서 지역별 현상을 감안하여 도심 노후지역의 전면적인 도심재개발, 재건축사업 및 재정비촉진사업 등이 필요할 것으로 보이며, 상평공단 이전 및 초장동 일원과 연계한 신도시 건설, 현재 계획 중인 혁신도시의 차질 없는 추진이 필요할 것으로 판단된다.
