Software agents reduce human involvement to a certain extent by automating routine tasks. However, most of agents have assisted with only a few steps in the multi-steps process of electronic transactions. In order to help users with the important steps in the electronic transactions, software agents need to persuade other parties to act in particular ways. While negotiations have many shapes and forms, this paper focuses on a particular class of negotiation, that is competitive business environment based negotiation. For negotiation with other parties in this contort, it is necessary for autonomous agents to consider environmental variables-the number of competitors, the number of negotiation parties, the maximum time by which they must finish their jobs, and user's preferences. Previous negotiation decision functions for the automated negotiation have used only time or the static numbs of negotiating parties as negotiation criteria, although competitive business environment should include potential competitors who can snatch negotiation parties away. This paper attempts to evaluate the performance of a negotiation decision function that considers the potential competitors in competitive market environment as well as that of a negotiation decision function that does not. For this evaluation, this study adopts the electronic marketplace as an application domain because many buyers and sellers compete for limited resources in the marketplace.
In recent years, dynamic collaboration (DC) among cloud providers (CPs) is becoming an inevitable approach for the widely use of cloud computing and to realize the greatest value of it. In our previous paper, we proposed a combinatorial auction (CA) based cloud market model called CACM that enables a DC platform among different CPs. The CACM model allows any CP to dynamically collaborate with suitable partner CPs to form a group before joining an auction and thus addresses the issue of conflicts minimization that may occur when negotiating among providers. But how to determine optimal group bidding prices, how to obtain the stability condition of the group and how to distribute the winning prices/profits among the group members in the CACM model have not been studied thoroughly. In this paper, we propose to formulate the above problems of cooperative negotiation in the CACM model as a bankruptcy game which is a special type of N-person cooperative game. The stability of the group is analyzed by using the concept of the core and the amount of allocationsto each member of the group is obtained by using Shapley value. Numerical results are presented to demonstrate the behaviors of the proposed approaches.

This paper discusses a method of selecting variant groups to be reviewed for LGR (Label Generation Rule) of Internet Top-Level Hanja Domain. The most difficult problem in setting up LGR of Internet Top-Level Hanja Domain is how to treat Hanja variants. If domains containing variants (e.g.: 東海國) are directed to different addresses, confusion will arise. Therefore, it is desirable that such domains are directed to the same address. Since variant groups of Korea and China are not same, we need to unify variant groups of Korea and China. In the process of reviewing 3093 Chinese variant groups, the author found that Korea does not need to review Chinese variant groups which include no or just one Korean Hanja character. Korea only need to review Chinese variant groups which include two or more Korean Hanja characters. By doing so, the author could reduce the number of Chinese variant groups to be reviewed by Korea from 3093 to 303, which is only one-tenth of the original number of Chinese variant groups. After Korea finishes reviewing 303 Chinese variant groups selected according to the method suggested in this paper, the job of setting up LGR of Internet Top-Level Hanja domain will be accelerated by negotiating with China.
Despite the growing numbers of regional problems (e.g. conflicts between the state and localities, inter-local conflicts, etc.) associated with the state-led developmental projects, the Korean social sciences have been unable to offer satisfying explanations and solutions to the regional problems. This is mainly because the existing works, which have been taken captured by the assumptions of "methodological nationalism", significantly lack the socio-spatial understandings of the state actions and the relations between the state and localities, thereby seeing the issues of regional development mainly in terms of either the economic efficiency defined at the national scale, or the plan rationality of the national bureaucrats. With this problem orientation in mind, this paper aims to explore the ways in which the state and localities are interacting, conflicting and negotiating with one another through the mediation of the state-led developmental projects. Focusing on the developmental processes of Masan Export Processing Zone from the mid-1960s to the early 1970s, it examines the multi-scalar processes through which the state-led industrial complex developmental processes have been influenced by the complex and dynamic interactions among social forces and actors acting at diverse geographical scales (e.g. the global, national, local, urban, etc.). This analysis shows that the regional policies of the Korean developmental state were more heavily influenced by the interactions, contestations, and collaborations among social forces and actors, acting in and through the state, at various geographical scales, rather than by the economic and techno-bureaucratic rationality.

There has been increasing concerns regarding marine mineral resources as the land energy resources has been depleting from worldwide energy crisis. Also, all the coastal countries around the world are getting into the high competition as EEZ implemented to widen each country's marine autonomy. Especially, the adoption of EEZ in UN's marine regulation agreement at the January of 1996 has aggravated conflicts among coastal countries and eventually resulted in critical agenda to determine the boundaries of EEZ among such countries. It is imperative for us to have negotiation with neighboring countries to determine the boundaries of EEZ. For the preparation of such negotiation, it is essential to have data such as mineral distribution, deep-sea geology, related agreement and marine laws, etc. Therefore, this study mainly concentrates on analyzing existing data of resources exploration and establishing standards for each type of data and manipulating data based on such standards, thereby building a database for more efficient management of EEZ data from marine resources survey. MRIS has also been developed to diversely analyze and visualize graphic and attribute data considering data usage and inter-relationship in the database. This system can provide various spatial analysis and spatial searching techniques to enable easier comparison of cost-benefit analysis and data provision of any area in EEZ thereby facilitating major policy making. In addition, the system can support sustainable management of marine resources of EEZ regions and data supply for systematic management of national marine resources. Furthermore, this will be very useful for negotiating with neighboring countries to determine EEZ boundaries to lead more favorable results.
From the beginning of 1990s , also in the shipping industry, especially liner shipping industry competition has been more intensive and difference of the service quality among shipping companies has been learned . On the other hand, a shipping company has some limitations to do its international mission for itself just by broadening service area. For this reason, the necessity for the global strategi alliance among the shipping companies, which is orginally aimed at sharing of facilities and organixation, has been developed. Through strategic alliance, liner shipping companies do not need to input the additional capitals to increase the material assets such as vessel capacity and spread the risk by the enlargement of the market. Also, they can secure the competitive edge through efficient utilizaton of assets. The purpose of strategic alliance of Hanjin Shipping Ltd., can be summarized as follows ; broadening of service area, cost reduction through vessel sharing, realization of rationalized shipping service by terminal and equipment or facilities sharing. Liner strategic alliances are agreement among liner companies to pol their equipment , andterminals for joint operations and services in which each alliance partner continues to serve its market using jointly operated or used inland feeders,inland terminals, port terminals, and mainline fleets of ship as well as joint pools of containers and equipment. Strategic alliances are generally more formal agreements than consortia and impose longer term and far reaching obligation on their members. It also acts as one in developing and advancing the strategic aims of the alliance members. The most important objective for liner strategic alliances is cost reduction and improvement in capital asset utilization. Main aims of strategic alliance drawn in this paper, can be enumerated follows : 1. improvements in service frequency and quality : 2. improvements in vessel and equipment utilization and thereby reductions in fixed and variable cost ; 3. improvements in market shares and high value cargo booking ; 4. reductions in intermodal storage and port terminal throughput costs ; 5. improvements in negotiating powers with ports and feeder transport providers ; 6. reduction in financial and other fixed costs such as insurance; 7. coordination and integration of MIS and EDI systems and service for greater efficiency and market penetration ; and, 8. improvements in logistic chain management and economic of scale by equipment depot, terminal, and vessel sharing.

The objective of this study is to identify ways to resolve conflicts arising from building new roads or expanding existing roads by introducing negotiation techniques to the Jeju government. A case of city planning (Jungjeong-ro, Seogwipo City, Jeju Special Self-Governing Province) was analyzed in this study in an aspect of negotiation. In the case, the Committee for Promoting and Vitalizing Jungjeong-ro conducted negotiations from February, 2011 to December, 2011. This study proposes ways to establish systems which resolve problems during negotiation processes and frame concepts related to negotiation in the overall administrative systems. Firstly, setting up a negotiation management team within the provincial office and supporting it fully is needed. Secondly, there should be a process in which decisions made by the negotiation team become authoritative. Thirdly, for smooth negotiation processes, it is necessary to formulate ground rules and make negotiating parties obey them thoroughly. Fourthly, a negotiation clinic team should be established at the Jeju provincial government. Fifthly, there should be a negotiation school within the framework of human resources development. Sixthly, If officials do their negotiation jobs positively, a reward system should be established to give them adequate rewards. Lastly, concept of negotiation should take root in administration in general.
In the new web based learning environment which has recently emerged, a variety of new learning objectives and teaching methods suited to this learning environment have been adopted. Recently, web based project-based learning methods have received a great deal of attention from those wishing to improve learning performance. The objective of this study is to identify the impact of characteristics of communication media and instruction behavior on collaborative interaction and project performance through web based group projects. The characteristics of communication media were divided into richness, flexibility, and ease of use, and the characteristics of instruction behavior were divided into support and expression, which are independent variables. Collaborative interaction as a mediate variable, was divided into information sharing and negotiation. Project performance was the dependent variable. To verify the proposed research model empirically, an experiment was conducted in which learners participated in on-line and off-line courses with group projects. The group project was conducted virtual product development(VPD), and designed a web-site about the VPD. At the end of the project, a survey was conducted. Of the 270 students, 239 responded. The students were assigned to groups of 3 or 4 members, and represented different genders and levels of computer competence. The reliability, validity, and correlation of research variables were analyzed using SPSS 14.0, and the measurement model and the structural goodness-of-fit of the research model were verified through SEM analysis using Lisrel 8.54. We found important results as follows; First, richness and ease of use has positive impacts on each of sharing information and negotiation. This suggests that richness and ease of use are useful in sharing information which is related to the task and agreeing in opinions among group members. However, flexibility has not positive impacts on sharing information and negotiation. This implies that there is no great difference in performance of PC and information literacy of user. Second, support and expression of instructor have positive impacts on sharing information and negotiation. This indicates that instructors play an important role in encouraging learners to participate in the project and communicating with them, sharing information related to the project, making a resonable decision and finally leading them to improve a project performance. Third, collaborative interaction has a positive impact on project performance. This result shows that if the ability to share information and negotiate among students was improved then a project performance would be improved as well. Recently, in the state of revitalized web based learning, it is opportune that web-based group project is practically conducted, and the impact of characteristics of communication media and characteristics of instruction behavior on sharing information, negotiating among group members and improving a project performance is verified. On the basis of these results, we propose that forms of learning, such as web based project, could be one of solution which is to enforce interaction among learners, and ultimately improve learning performance. Moreover web-based group project is able to make up for a weakness which makes it difficult to make interpersonal relations or friendship among learners in computer mediated communication or web based learning.
Road design guideline provides the directions on how to design a road alignment based on design speed, and this guideline has a design expectation in that design speed is supposed to be equal to the operating speed of drivers. Horizontal curve design is also based on design speed, and minimum radius is derived based on the drivers comfort while negotiating the curve. However, side friction reflecting drivers comfort is lower than a physical friction measured on wet road surface, therefore, it is reasonable to regard the criterion on minimum radius has a safety margin. Futhermore, the practical preference of choosing the larger radius than minimum leads to a noticeable gap between design speed and operating speed, so links to the violation of design expectation implicated in the guideline. In order to review this assumption, friction and operating speed at rural roads was measured and observed. As the results, a safety margin brought out by the gap between comfort-based friction and measured friction is qualitatively derived. Also, the gap between design speed and operating speed presumably caused by the safety margin and practical preference is analysed. By this, it is suggested that current design guideline should provides not only the minimum radius but also the management of road alignment design to minimize the gap between the design speed and operating speed.
The "rules of private international law" or "conflict of law rules" work to determine the governing law, the law applicable to international contracts. These rules permit parties' autonomy to choose the law applicable to their contracts in cases of both litigations and arbitrations. In this regards, the present article examines parties' five options for the choice of the law governing their contracts, which the parties should consider when negotiating and drafting an international agreement. This means that parties in international contracting should check the contents of the law that they are to choose as the governing law before doing so. The first option is to submit the contract to its own law, which can be the safest and simplest solution generally. However this option is subject to the consent of the other party, and is not appropriate when the domestic law chosen contains mandatory rules strongly protecting the other party. Secondly, the option of choosing the other party's law is not preferable in general. Even though the other party is strong enough to succeed in insisting on applying its own law, the other party is advised to counter-offer a neutral solution by suggesting the application of a transnational set of rules and principles of international contract, such as Unidroit Principles. The third option to choose the law of a third country should be taken with the caution that it should be harmonized with either, in case of litigations, the international jurisdiction clause which makes the country chosen have the jurisdiction over the dispute arising under the contract, or, in case of arbitrations, the way of selection of the arbitrator who has good knowledge of the law chosen. The fourth option of submitting the contract to the lex mercatoria or the general principles of law including the Unidroit Principles can be a advisable solution when a dispute is designed to be submitted to experienced arbitrators. The final and fifth is to be silent on the choice of the governing law in contracting. This option can be usefully available by experienced negotiators who are well familiar with the conflict of laws rules and enables the parties to avoid the difficulties to agree on the governing law issue and leave it open until a dispute arises.
