This paper is to analyze the trend and implications of the publication of China's defense and security white papers. To this end the paper is composed of 5 chapters titled instruction; publication details and composition of China's defense and security white paper; the gist of the white paper on national defense and security during the Chinese president Xi Jinping era; the implications of Chinese white paper on national defense and security during the Chinese president Xi Jinping era; and conclusion. The Chinese Ministry of National Defense had published seven books every two years since 1998 to 2010. In 1995, the ministry published a white paper titled 'China's arms control and disarmament' for the first time. In 2013, it published a white paper titled 'The Diversified Employment of China's Armed Forces' and 'China's Military Strategy' in 2015. All have the common characteristic of being a propaganda policy reflecting China's strategic calculations. It seems that China has began to publish defense white papers in a proactive manner, due to the following factors: (1)pressure on China to demand military transparency from neighboring countries such as the United States; (2)the erosion of the 'China threat.' and (3)confidence in the achievement of China's military modernization. The 'active defensive strategy' and the 'strong defense strategy' of Si Jinping are implied in the words "China's dream is a dream of a powerful country and dream of a strong nation is essential to construct a strong nation." His these strategies have raised security concerns for neighboring countries. We need to maintain and reinforce strong ROK-US security cooperation, and hedging strategies to harmoniously promote ROK-China economic cooperation.

The purpose of this study is to examine the concepts of cultural administration and art management, their context, and elements that each concept pursues, and to establish the domains and systems of cultural administration and art management in Jeju. Seven values were selected through the consideration of commonalities and differences and previous studies, and sub-indicators of each value were determined. Factors were analyzed using the AHP method. Cultural administration is based on the areas of publicity, equity, and transparency, while art management is based on productivity, publicity, and responsiveness. Cultural administration needs to focus on a system for the preservation and utilization of local culture, co-evolution of culture, and expansion of culture and arts education. Art management needs to focus on the level of achievement of goals, the level of output versus input, and the system for preserving and utilizing local culture. In addition, it was found that there is a need to establish a system in Jeju with a common aim of the co-evolution of culture and preservation and the utilization of local culture.

Recently, environmental issues have become serious, and Jeju Island is promoting a pilot project of a smart collection system(waste weight-based collection system) at clean houses in Yongdam 1-dong. However, the new system faced an opposition from elderly residents who were not accustomed to using machines or smart devices. In order to solve this problem, it was intended to suggest policies related to this by conducting environmental education and identifying problems with the effect of environmental education awareness through data analysis method. The results showed positive answers in most of the satisfaction and achievement evaluations, but it is also true that most of the residents need to be educated and more information should be given. In order to vitalize education, it is important to increase the number of instructors and support them to increase their expertise. It is also important to take a practical process that strengthens public relations, shares information, and links with the local community to increase the actual participation of local residents. In addition, it is critical to secure a budget from local governments to maintain education and public awareness, and it will be helpful to link with talent donation projects in the region.
The paper has focused on examining the sense of educational process in the light of Xugua zhuan[序卦傳], the Sequence of the Hexagrams as one among Ten Wings in I Ching, particularly on the 11 Iching-hexagrams from ch'ien[乾] to t'ai[泰]. The process involved in this part of the Book of Change can be recognized as both the micro and macro levels, which can eventually leads us to construct the circular system of thought[環相型]. This gives us a possibility to consider the values of education beyond the dualism such as intrinsic and extrinsic as well as traditional and progressive ones. Particularly some crucial defects from child-centered education have been critically examined so that the concept of education can be taken seriously in the light of the teacher-side. Thus this provides us a necessity to dub 'education' as '敎育', not as '兒育' in the Oriental context. As shown in the paper, the cosmic dual forces of I Ching also enables us to dissolve some conflicts arisen in the educational welfare system and situations, and then shows us why we should respect for the teachers' stances though we have to consider the interests of children to be educated. Thus we need to re-examine the content of the Book in the link with the Western systems of educational theory.

The government is trying to create jobs by providing 160 billion won in 2021 to revitalize youth start-ups, but the number of youth unemployment and potential unemployment is hitting a record high of 1.2 million due to the shock of employment due to COVID-19. Although start-ups are encouraged as an alternative to revitalizing jobs, the success rate of young start-ups is low due to lack of start-up funds and experience. The purpose of this study is to understand the need to diversify start-up education and career education by understanding start-up policies through one-time funding and short-term education. The results of the study on the factors affecting the willingness to start a business were as follows, by sampling 344 students from specialized high schools preparing for employment and 344 young people in their 20s who are seeking jobs. First, among the entrepreneurship subvariables, innovation, autonomy of job value, and desire for economic achievement are significant, and the older the person surveyed, the more positive the perception of the entrepreneur was. Second, as you get older, your will to start a business decreases, and your experience in successful start-up models and start-up education has an impact on your will to start a business. Third, perception of entrepreneurs is a partial medium effect, which indirectly influences the willingness to start a business and directly or indirectly influences the willingness to start a business through the autonomy of job values, the desire to achieve economic and entrepreneurship.
The cooperative network structure influences the academic performance of the research institute. In particular, South Korea's Government-Funded Research Institutes(GRI) need to establish an efficient cooperative system as a leading national R&D implementer. This study applied the Small World structure, which has been discussed as an efficient network structure, and the centrality of representing the characteristics of nodes to the cooperative network of GRI in Korea. Based on the SCIE published data from 2010 to 2019, we analyze how the Small World characteristics and centrality of GRI contribute to academic performance using a network analysis and Feasible GLS regression. The GRI cooperative network has shown that the Small World network structure facilitates the academic performance. In addition, centrality indicating the degree of direct connection showed positive significance, but centrality indicating the degree of intermediary was not significant or negative. The results of this study explain that the higher the number of institutions that exchange and cooperate, the higher the academic performance, and the higher the performance of the institutions that serve as the center of cooperation. In addition, it was established that the stronger the cooperative network of GRIs have the characteristics of Small World, the more effective it is to create research results. This study applies centrality and Small World previously discussed as an efficient network structure to the GRI cooperation network and provide implications for establishing policies and strategies related to R&D cooperation among GRIs.

The ability to creatively pursue new knowledge and perspectives across various disciplines has established itself as a basic literacy for living in the 21st-century convergence era. With the development of various creative education programs, assessment tools that can objectively and systematically evaluate learners' academic achievement are also required. Therefore, this paper proposed the self assessment, peer assessment, creativity assessment, and reflection tool based on the hyper blended practical model as assessment tools for creative convergence education programs for elementary and secondary school students. The developed assessment tools attempted to develop more completed evaluation methods by modifying two items and deleting four items through validity tests. In addition, the evaluation tool was applied to 596 elementary and secondary school students nationwide, and the application results were analyzed through one-way ANOVA and Wordcloud system. As a result of the analysis, it was found that the self assessment and the reflection tool need to develop questions according to the grade group. In addition, we proposed to use these assessment tools in blended classes or various educational activities in the changing classroom environment. We hope that this paper provides implications for developing evaluation systems and tools for creative convergence education.
This study intends to explore the content and organization characteristics of elementary school science textbooks in the astronomical domain from the perspective of understanding the astronomical spatial concept. This study analyzed the relevant unit of the achievement criteria in the 2015 revised science curriculum for the 'space' domain in elementary school science textbooks in comparison with that in secondary school textbooks according to the spatial concept analysis criteria by texts, illustrations, and inquiry activities. As a result, elementary school science textbooks were found to be organized around phenomena rather than concepts, targeting observable celestial bodies linked to real life in order to optimize the amount of learning content. However, the learning contents of astronomical observation related to observation and phenomena-centered real life should stimulate the curiosity and imagination of elementary school students and encourage their intellectual participation. Students need to be supported for understanding of the spatial concept to find an answer to the question of 'why'. The content organization for core concepts should be organized around the transferable spatial concept rather than simply focusing on presenting results by accurately describing the phenomena observed by students through scientific practice in order for students to answer various questions that arise in the course of scientific practice.

Purpose: This study explored nursing students' experiences of attending clinical practicum courses in 2020 during the COVID-19 pandemic era, focusing on their confidence in clinical competency and job readiness. Methods: The data for this study were collected using online questionnaires that were uploaded to a free online survey website and distributed via a link to the survey to 334 nursing students attending four-year nursing colleges at four national universities. Data analysis was done with descriptive statistics, independent t-tests, and ANOVA. Results: The participants were mostly female (83.2%) college seniors (78.1%). About 60% of the participants practiced between 40% to 100% of their clinical practicum hours in alternative ways. Almost a third of the participants reported that they were not ready for a job (30.2%). However, participants' confidence in clinical competency and job readiness was not related to the rate of alternative practice, but rather to both achievement of educational outcomes and satisfaction in the nursing practicum. Conclusion: Due to COVID-19, it is evident that effective and efficient materials and ways of delivering clinical courses are constantly to be sought and developed. In particular, recently graduated nurses who experienced abrupt and considerable alterations in their clinical practicum courses due to COVID-19 are in need of attention while they strive to make clinical adaptations.
In modern society, the field of life is expanding to complex and diverse fields according to changes in lifestyle. As people's consciousness also changes, various social problems are involved, and countermeasures are being taken in various ways. In particular, as the issue of school violence has become a subject of interest, government-related ministries have jointly set up a reporting center and professional counselors are receiving and consulting on damage reports. Counselors experience mental and physical exhaustion in the course of their work. Therefore, the need to contribute to effective counseling work is raised by studying the factors that cause burnout. This study collected the experiences of 10 counselors working at 117 reporting centers from February 2019 to May 2020 through interviews and analyzed them with Colaizzi's phenomenological research method. The exhaustion factors derived from the results of the study were first experiences such as conflict between counselors during the period of institutional integration in the "117 reporting center experience", and secondly, professional counselors experienced emotional exhaustion, inhumanization, and lack of achievement. In order to prevent and overcome the exhaustion factors of counseling agents, it was necessary to prepare measures to promote fraud. This is expected to be useful data for improving the working environment of special job counselors in the era of industrialization and informatization in which various anonymous counseling methods are used.
