A NETWORK MODEL FOR NAVAL OFFICER MANPOWER PLANNING

  • For a large organization such as a military service which can foresee future growths in its manpower requirements, a systematic tool that can provide analysis of its present manpower structure and policies in terms of meeting the future requirements, is in order today. This paper proposes a network model for such a purpose. The ROK Navy officer corps manpower system is studied and formulated as a network model, which may be expressed as a linear programming problem of minimizing total cost. An appropriate cost concept is developed and the out-of-kilter algorithm of Ford and Fulkerson is computer programmed to be used as a solution procedure for this network problem. A case study is conducted with a set of hypothetical data on a possible Navy combat-line specialty manpower problem.

해군 함정 승조원 수 예측 모형에 관한 연구 (A Study on a Manpower Forecasting Model for Naval Ships)

  • The low birthrate and the need for national defense reform in Korea drive the Navy to develop efficient human resource planning such as a manpower forecasting model. However, to our knowledge, there is no study exploring the manpower forecasting model for naval ships in Korea. The purpose of this paper is to develop a model for forecasting manpower demand in naval ships. Data for analyses were drawn from 19 ships in the Korean Navy. Results indicate that mission type is significantly related to the number of manpower. Specifically, battleships need the more manpower than the battle support ships. The results also showed that the weight of hull structure-engine and the weight of the weapons system significantly increased the number of manpower. However, the weight of the combat system was not significant. In addition, whereas the automation level of hull structure-engine and the automation level of weapon system was found to be negatively related to the number of manpower, the automation level of combat system was positively related to it. The model developed here contributes to an advanced human resource planning of the Korean Navy. Implications, limitations, and directions for future research are discussed.

  • The main purpose of this study is to develop an watch duty scheduling focused on Korea Navy Ship, PCC class, in port. The watch duty scheduling is a type of a scheduling problem which both considers the readiness of the ship and fair duty for each person. In this study, we analyzed the personal ability and military occupational speciality and developed a manpower scheduling by using heuristic. We find an efficient and effective watch duty schedule which improved results.

  • 육 해 공군 부사관은 군을 유지 발전시키고 이끌어가는 근간이므로 인력획득업무는 매우 중요하다. 현재 부사관의 모집업무는 각 군이 양성기관별로 중복 운영하면서 지원자의 진로에 대한 궁금증을 효과적으로 해소해 주지 못하고 있는 실정이다. 부사관 선발제도는 군 고유성유지와 획득전문가 활용 및 법령개정 측면에서는 유리하였지만 홍보, 선발효율성, 국민편익증진, 예산절감 등에서 미흡하다고 보여진다. 따라서 각 군별 모집에 대한 일원화를 모병업무 전담기관인 병무청에서 운영한다면 각 군의 노력과 자원을 절감하면서 우수한 간부인력을 획득할 수 있으며, 부사관 지원자들이 적시에 정확한 정보를 제공할 수 있고, 편리한 시설과 시스템을 통한 향상된 서비스를 제공할 수 있을 것으로 기대된다.

  • 한반도의 전장환경은 주변국의 정치상황, 4차 산업혁명에 따라 무기체계의 발전으로 매우 급변하고 있다. 또한 인구의 감소로 군 인력 모집이 급감하는데 영향을 주어 군 구조를 개편하지 않을 수가 없게 되었다. 최근 5년간 모집 인원이 1만 명이 부족하다는 기사들이 나오는 시점에서 이번 연구는 매우 의미 있는 연구라고 할 수 있다. 또한 대학도 학령인구의 감소로 인해 신입생 모집의 급락하고 있고, 협약대학들도 이 문제에 대해 매우 심각하게 대응하고 있다. 인력감소의 환경 속에서 소요군인 군은 우수한 부사관 확보를 위해서 노력해야 하며, 협약대학들은 우수한 부사관을 양성해야 한다. 이 문제의 극복 방법으로 문헌 연구한 결과들을 바탕으로 해결 방안을 도출하여 해군과 해군 협약대학 모두가 활성화 되는 방안을 제시하고자 한다.

전군 공통 서비스 구현을 위한 국방 IoT 적용방향 연구 (A Study on the Application of Defense IoT for the Implementation of Common Service in the Army, Navy, and Air Force)

  • The Army, Navy, and Air Force are currently making various efforts to apply defense IoT technology by reflecting the characteristics of each military. However, there are concerns that comprehensive collection, management, and analysis may be limited because each military has no overlapping system or guaranteed interoperability of data, and there are inefficient aspects in terms of using and investing a limited defense budget. In this study, evaluation items and priorities for pilot projects were selected by applying Delphi technique and AHP method to determine which projects are preferentially effective when commonly applied in terms of Army, Navy, and Air force. As a result of the analysis, the project basis and driving force, project feasibility, performance and ripple effect, redundancy and connection were identified in the order of IoT-based small detachment units and unmanned base construction, intelligent smart unit, smart ground ammunition depot, and smart training management system. According to the comprehensive results reflecting the weights of each evaluation item, the fact that small detachment units and unmanned base construction project are recognized as the first project to be applied to the Army, Navy, and Air Force is a valid approach to be effective while each military is burdened with personnel management because of the reduction of manpower. Through the research results, it is expected that the direction of application to the policy of the defense IoT project can be confirmed in terms of efficient use of limited budgets.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

항공 MRO 산업 사례를 통한 해군 무기체계 정비방안 고찰 (Research on Naval Weapons Systems MRO by analyzing Aerospace MRO Industry)

  • MRO is important concept in military logistics. It is required to reforming military budget and manpower because of decreasing troops and other factors. For this reason, military logistics needs to change and improvement. MRO is necessary concept in this situation. In that case, How improve Naval Weapons Systems MRO for this changing time? For example, ROK air force applies Aerospace MRO industries in their Weapons Systems. But, ROK navy's MRO concept is uncertain and current MRO is divided just three step, Organizational Maintenance, Field Maintenance, Depot Maintenance. So it is time to develop systematic MRO concept for improving Naval Weapons Systems and Logistics. In this research, This0 study is about expanded application of PBL and the need to make relationship between Private enterprise and Military.

캐나다군 여성인력 활용사례와 그 시사점 (A Case Study on the Use of Female Human Resources in the Canadian Military and Its Implications)

  • 캐나다군은 제1차 세계대전에 참전하여 전쟁의 장기화로 나타난 지속적인 병력 부족으로 인해 모병제의 한계를 인식하고 여성인력의 활용범위와 역할을 확장하였다. 최초 의료지원으로 시작한 여성인력의 활용은 여성부대 창설과 함께 육·해·공군의 전투지원 임무로 확대되며 그 필요성과 중요성이 증대되었다. 제2차 세계대전 종료 이후 병력감축과 함께 여성부대가 해체되었고, 여성인력의 비중도 총원의 1.5%로 제한되었다. 국방부는 여성인력 복무 여건 개선을 위한 캐나다 왕립 여성 지위 위원회의 권고를 점진적으로 수용하며 캐나다 군내 여성인력 역할 확대의 분기점을 맡는다. 캐나다 국방부는 여성인력에 대한 장기간의 전투실험, 관찰과 분석을 통해 전투병과에 적합하다는 결론을 내렸다. 또한 1991년 걸프전쟁과 2001년부터 시작된 아프가니스탄 전쟁에서 캐나다 여성인력이 남성과 동등한 수준의 전투 능력과 지휘 능력을 보여주며 여성인력의 필요성을 다시 한번 증명하였다. 우리나라 역시 최근 지속되는 출산율 감소로 인구절벽과 병력 부족 문제가 대두되고 있다. 캐나다군의 여성인력 활용의 역사와 현재의 모습을 통해 우리 군이 나아가야 할 방향에 대한 시사점을 도출하고자 한다.

  • By deriving the limitations of the test evaluation, it was intended to suggest a plan to improve the test evaluation system for the appropriateness of the number of ship crews according to the design and construction of troops-saving ships. Currently, the number of crew members by ship type is confirmed and specified in the ROC(Operation Requirement Performance) in the early stages of design, such as conceptual design, but there is a limit to testing and evaluating the appropriateness of ensuring reliability of combat performance.
