APEC SEN Maritime English Communication Packages

  • As the importance of maritime communication in a cross-cultural onboard working environment grows, the importance of developing systematic supporting aids both for learning and teaching maritime English has been emphasized. Given that English communication proficiency is one of the most critical factors in determining a seafarer's competency, a systemic supporting system for enhancing maritime English communication capabilities is essential not only for them to professionally carry out and conduct assigned duties onboard, but also for them to navigate success in their lives through increased labour mobility both at sea and onshore. The APEC Seafarers Excellence Network initiates the production of Maritime English Communication Packages for seafarers in APEC regions, under the leadership of the Republic of Korea. This paper introduces the design of APEC SEN Maritime English Communication Packages, which include textbooks, audio-lingual materials, online/mobile life-long learning platform and testing aids, ultimately for upand re-skilling of seafarers to increase their employability, mobility and preparedness for the future shipping industry where globalisation is expected to further accelerate.

A Human Robot Interactive System 'RoJi '

  • A human-friendly interactive system that is based on the harmonious symbiotic coexistence of human and robots is explored. Based on interactive technology paradigm, a robotic cane is proposed for blind or visually impaired travelers to navigate safely and quickly through obstacles and other hazards faced by blind pedestrians. Robotic aids, such as robotic canes, require cooperation between human and robots. Various methods for implementing the appropriate cooperative recognition, planning, and acting, have been investigated. The issues discussed include the interaction between humans and robots, design issues of an interactive robotic cane, and behavior arbitration methodologies for navigation planning.

  • 항행안전시설은 유선통신, 무선통신, 인공위성, 불빛, 색채 또는 전파를 이용하여 항공기의 항행을 돕기 위한 시설로 악기상 상태에서도 항공기가 안전하게 운항할 수 있도록 각종 정보를 제공하는 시설이다. 항행안전시설은 항공기 운항의 모든 과정에서 이용되는 시설이며, 동 시설에 문제가 발생하는 경우 항공기 운항의 지연, 결항 발생 및 대형 항공사고로 이어져 막대한 인명과 재산피해를 불러올 수 있다. 항행안전시설 관리운영에 있어 안전문화에 대한 안전성숙도에 따라 여러 가지 성과를 가져오게 될 것이다. 본 연구의 목적은 항행안전시설의 관리 운영에 있어 안전문화에 대한 안전성숙도가 조직원 성과, 고객 성과 및 사회적 성과 등의 운영성과에 미치는 영향을 조사하는 것이다. 구조 방정식 모델을 이용하여 분석 결과를 제시하였으며, 그 의미는 결론에 제시하였다.

시간 기반 컨텐츠를 위한 항해 시스템에 대한 실증적 연구 : 디지털 TV를 중심으로 (An Empirical Study of Temporal Navigation System for Time-based Contents: Focused on Digital TV Systems)

  • 인터넷과 디지털 방송 둥의 확산으로 영화나 음악과 같은 시간 기반 컨텐츠(time-based contents)와 이를 이용할 수 있는 디지털 TV와 같은 새로운 정보기기가 급속하게 보급되고 있다. 이에 따라 시간 기반 컨텐츠를 위한 여러 가지 다양한 항해 지원 시스템이 개발되고 있으나 이에 대한 이론적인 연구나 실증적인 연구는 이루어지지 않고 있는 실정이다. 본 연구의 목적은 사용자가 시간 기반 컨텐츠를 항해하는 과정을 설명할 수 있는 이론적인 체계를 구축하고, 이에 따라 현재 제공되고 있는 시간 기반 항해 시스템의 유용성을 실증적으로 평가하는 것이다. 이를 위해서 본 연구에서는 인지과학 분야에서 발전되고 있는 에피소딕 인덱싱 이론을 기반으로 시간 기반 항해 과정을 설명하고자 하였으며, 이 이론에 따라서 서로 다른 역할을 할 것으로 기대되는 두 가지의 항해 지원 시스템으로 키 프레임(key frame)과 자동 되감기(auto-rewind)를 선정하고 그 유용성을 평가하기 위해서 두 차례에 걸친 실험을 수행하였다. 이 두 가지 시스템에 대한 유용성을 평가한 실험 결과, 시간기반 항해 지원 시스템은 사람들이 시간기반 컨텐츠를 항해하는데 도움이 된다는 것과 함께 채널 선택시 에피소딕 인덱싱에서 인출이 이루어지는 것으로 나타났으며, 이러한 효과는 컨텐츠의 장르 특성에 따라 달라지는 것으로 나타났다. 본 논문은 끝으로 이러한 연구 결과의 시사점 및 한계점을 제시하였다.

선박교통관리제도의 비용편익분석모델에 관한 연구(II) (A Study on the Cost Benefit Analysis Model of Vessel Traffic Services(II))

  • The introduction of coastal vessel traffic services enables vessels in coastal waters to navigate in safety or to get her position with ease and prevents the vessel from becoming cause of casualties. But it needs relatively huge amount of cost to construct and operate and maintain. Thus we must be checked with economical adequacy of the the proposed coastal vessel traffic services by comparing the cost of the construction, operation and maintenance with the expected benefit made by the expected decrease in marine casualties. In previous paper, a proper cost-benefit analysis model for the Korean practice will be suggested. In this Paper, the proposed the cost-benefit analysis model of coastal vessel traffic services was applied to the Koje coastal waters 20mi1es from the top of Maemul-Do and Yokchi-Do. As the result, we confirmed the propriety of the cost-benefit analysis with the application of the proposed model to Koje waters. Also, it is verified that the introduction of coastal vessel traffic services, as proposed, is adequate and economical. The cost-benefit analysis model proposed in this study could be used to investigate the economic Propriety of new aids to navigation and traffic safety facilities in the future.
