Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.

본 연구는 한국복지패널 1~3차년도 조사 자료를 이용하여 국민기초생활보장제도 수급동태의 특성 및 수급탈출의 결정요인을 분석하였다. 본 연구에서는 수급탈출을 탈출 후 빈곤하지 않은 탈빈곤적 수급탈출과 탈출 후 여전히 빈곤한 탈제도적 수급탈출로 분류하였다. 분석 결과는 다음과 같다. 생명표 분석 결과, 전반적으로 수급탈출확률 수준이 낮고 수급기간이 길어질수록 수급탈출확률이 낮아지는 현상이 관찰된다. 이산시간 해저드 모형의 분석 결과, 연령, 교육수준, 건강상태, 결혼지위, 부양아동 유무, 취업형태 등이 탈빈곤적 수급탈출에 영향을 미치는 것으로 나타났다. 한편 탈제도적 수급탈출에는 수급기간과 수급진입시기를 제외한 모든 변수가 통계적으로 유의한 영향을 미치지 않았다.

본 연구는 전국 345명의 사회복지전담공무원의 제도에 대한 인식 및 평가를 중심으로, 국민기초생활보장제도의 개선방안에 대한 평가와 이에 영향을 미치는 요인을 분석하였다. 분석결과, 사회복지전담공무원의 제도 및 수급자에 대한 인식 및 평가 수준에 따라서 각 개선방안에 대한 평가에 차이가 나타났다. 특히, 사회복지전담공무원의 재직년수, 업무량 수준에 따라, 그리고 국민기초생활보장 급여수준, 수급자의 탈빈곤 가능성, 자활근로사업의 성과에 대한 사회복지전담공무원의 제도 인식에 따라 개선방안 중 근로능력자 제한규정에 대한 평가가 다르게 나타났다. 이러한 분석결과를 바탕으로 제도 시행 10주년을 맞이한 국민기초생활보장제도의 주요과제와 개선방안을 탐색하였다.

본 연구는 한국의 '생애주기별 산림복지' 시설사례들에 대한 연구를 통해 국내 산림복지시설의 특성을 분석하고, 이를 바탕으로 우리나라 산림복지 정책에 적용시킬 수 있는 시사점을 도출하기 위해 수행되었다. 이를 위해, 여러 가지로 산재해 있는 생애주기별 산림복지 시설사례들의 통계자료들을 하나로 통합하여 분석하였다. 우리나라 생애주기별 산림복지 시설의 특성에 대해서 살펴보면 첫째, 각 생애 주기에 해당하는 산림복지 시설들 간의 양적인 불균형이 나타나고 있다. 둘째, 생활권 주변 숲에 위치한 시설이 부족하다. 셋째, 시설들이 대부분 국공유림에 위치하고 있다. 그리고 이러한 특성을 바탕으로 다음과 같이 관련정책에 적용시킬 수 있는 제언을 할 수 있다. 첫째, 각 생애주기의 수요에 맞게 필요한 시설들을 골고루 설치할 필요가 있다. 둘째, 좀 더 생활권에 가까운 곳에 산림복지 시설을 만들어 접근성을 높일 필요가 있다. 셋째, 우리나라는 산림의 대부분이 사유림으로 구성되어 있다. 이러한 현재의 상황은 더 많은 국토를 고르게 활용하여 국민에게 산림복지의 혜택을 제공할 경우보다는 불리한 측면이 있다고 할 수 있다. 따라서 민간자본의 도입을 확대하고 사유림을 활성화시켜, 더 많은 사람들에게 산림복지의 혜택을 제공하고 국 공유 및 사유림 산림복지시설의 양적인 균형을 맞추기에 유리한 조건을 형성 필요가 있다.

This review was performed to investigate the current researches on the welfare of rearing environments system in farming chicken, including stocking density, perch, housing system and research trend. The investigation indicated that most of the developed countries took much efforts into making appropriate regulations to improve the welfare of rearing environment about broilers and laying hens, particularly more parts in laying hens. Recently the regulations have varied a lot, to be more detailed than before. Moreover, some regulations give valuable suggestions to improve well-being of poultry industry such as additional facilities. Until now it has been known, the quality of the products will improve and the income of producers will increase along with the improvement of welfare. Therefore the relevant agencies and organizations can strengthen the belief of consumers especially the competition is so fierce today. In conclusion, improvement of poultry welfare should be carried out in the real situation and international trends to create the appropriate rules such as professional consulting and training.

본 연구는 한 일 양국 연금복지사업의 비교를 통하며 복지부문 운용의 인식제고 및 국민복지 향상을 도모하려는 목적에서 수행되었다. 일본의 연금적립금 운용에서 참고하여야 할 사항은 시대적 요구에 따라 가입자의 복지증진을 우선하여 연금적립금을 관리 운용하여 온 점이다. 최근 우리 나라에서도 다양화된 복지수요가 늘어나 연금가입자를 위한 복지투자사업의 필요성이 점차 커지고 있다. 그러나 국민연금기금은 공공부문, 금융부문, 복지부문으로 나뉘어 운용되는데 복지부문에 대한 기금운용은 매우 미미하다. 따라서, 연금가입자 및 연금수급자의 복지증진을 위한 복지부분운용의 확대에 관한 연구는 시대적 과제라고 하겠다. 본 연구에서는 연금적립금의 복지부문 운용을 가입자의 사회적편익으로 보아, 수익성을 현재 이용자의 편익과 장래수급자의 수익으로 파악하여 복지투자사업의 개념을 재정립하였다. 또한 연금관계자의 복지운용 확대를 위한 엘리트론적 정책노력 촉구와 복지투자시업에 대두되는 환금성문제 등의 해결방안 제시, 그리고 복지투자사업의 효율적 운영을 위한 관리체계의 정비 등을 제안하고 있다. 불론 복지투자사업은 연금제도의 안정과 국민경제에 지속적인 기여가 전제되어야 한다. 따라서 복지사업을 효율적으로 시행하기 위해서는 사업의지와 사업목표를 확고히 설정하여 국민복지 향상을 위한 적극적인 정착결정이 이루어져야 할 것이다.

Homeownership is much more than a financial calculation. It is a socio-psychological phenomenon. During the last decade studies of homeownership have demonstrated a positive link between homeownership and positive social outcomes including welfare perceptions and attitudes. This study compared welfare perceptions between homeowners and renters in Korean Welfare Panel Survey using data collected in 2019. The study analyzed six continuous outcomes of welfare perceptions. Six variables indicating welfare perceptions included: (1) welfare and work disincentives; (2) welfare recipients are lazy; (3) welfare selectivism; (4) national minimum; (5) free university education and; (6) free child care and kindergarten. This study acknowledged bias arising from selection on observables. To control these biases, this study employed analytical approaches including the treatment effect model. Results of this study confirmed that attainment of homeownership is not possible for everyone. Findings from this study have provided some evidence that homeowners and renters have different perceptions on welfare listed above. Finally, issues relating to homeownership and welfare perceptions were discussed. Implications for social work practice and research were further discussed.

본 연구는 국민기초생활보장 수급자와 비수급자의 복지태도에 대한 상호관계 이해도를 바탕으로 비교하여 살펴보는데 목적이 있다. 이를 위해 한국복지패널(Korea Welfare Panel Study) 2016년(11차) 자료를 활용하였으며, 성인 382명을 대상으로 성향점수(PSM) 매칭 후 차이분석(DID)과 구조방정식 AMOS을 이용하여 분석하였다. 주요 결과는 다음과 같다. 첫째, 국민기초생활보장 수급자는 비수급자 보다 복지태도에 유의한 영향을 미치지 않았다. 둘째, 국민기초생활보장 수급자와 비수급자 모두 특수적 프로그램 복지정책이 복지태도에 유의한 영향을 미쳤다. 셋째, 가치인식인 정부신뢰, 사회인식은 국민기초생활보장 수급자와 비수급자 모두 유의한 영향을 미치지 않았다. 본 연구결과를 통해 사회 구성원의 삶의 품질을 높이는 정책 방향 정립에 있어 기초자료를 제공하였다.
