A Consideration about the Status and the Development Plans of MND Smart Defense Innovation (스마트 국방혁신 추진현황 및 발전방안 고찰)

  • After being introduced "4th Industrial Revolution" in the Davos Forum 2016, it is continuously talked about "4th Industrial Revolution" as an industrial and social innovation momentum for solving structural problems of economy and society. In this situation, our government established "the Committee of 4th Industrial Revolution" as a control tower and announced a policy "4th Industrial Revolution recommendation for government" in 2019. The Ministry of National Defense is pursuing "4th Industrial Revolution" policies and organizing a team "4th Industrial Revolution Smart Defense Innovation Team" in accordance with government-wide policies from 2019. In this paper, I will look at the background and status of the Smart Defense Innovation policy. And I am proposing development plans to create practical results as like "Strengthening governance for the Smart Defense Innovation" and "Implementation of the budget for the Smart Defense Innovation" and so on.

The Direction of Capability-based Military Build-up (국가능력에 기초한한 군사력 건설방향)

  • Defense minister of the ROK, Kim Bong-sin suggested that the ROK′s military build-up policy will change from "scenario-based" to "capability-based". Entering the 1990s the ROK′s military build-up policy met difficulties to accomplish its goal, modernizing and strengthening of its force structure and weapon systems because of limited budget. The concept of capability-based military build-up could commit a fault in estimating total amount of defense resources required for force planing. This is because that the total amount of defense resources related to force plan for the 15 years is fixed to embody military strategy. The concept of capability-based military build-up plays a role as a constraint in choosing a military strategy. This has no connection with military build-up. Therefore the resources of mid-term military build-up program and scale of annual defense budget could be affected by the situations of its national economy. In this respect, the scale of annual defense budget and resources could be changed in accordance with national economic condition, however, the total amount of resources required to build-up military force for 15 years, namely resources of military force planing requirement for 15 years, is given already for the accomplishment of military strategy. The purpose of this study is to seek a direction of the ROK′s military build-up policy in a viewpoint of capability-based military build-up.

A Study on Informatization Performance Management: A Case of Defense Informatization Policy Evaluation (정보화 성과관리방안 연구: 국방정보화 정책평가 사례를 중심으로)

  • For the visualization of outcome is relatively limited in informatization filed especially, systematic and quantifiable performance management of IT projects and policies is needed. Thus, the government developed its informatization evaluation system and has reinforced it. And Ministry of National Defense (MND) continues to strive for the settlement of the informatization performance evaluation system as well. According to Defense Informatization Law which was legislated in 2011, informatization policies should be assessed annually through informatization policy evaluation system in terms of their enforcement and outcome. However, informatization policy evaluation has not carried out since its pilot enforcement just after the legislation of the law. Hence, we conducted informatization policy evaluation aimed at performance investigation of 31 policies in '14~'18 Defense Informatization Master Plan. We sophisticated the current informatization policy system and we provide guidelines and tools to support the development of performance goal and indicators for each of the policies. Then, the policies were assessed by the evaluation committee we organized for our study, and we analyzed the problems we tackled in the whole process of evaluation and provided proposals for effectiveness enhancement of defense informatization evaluation system. The proposals will be meaningful for performance management in defense informatization sector and in public informatization sector as well.

  • South Korea has the defense burdensharing agreement with the United States in reference to the U.S. troops stationed in Korea since 1991, based on Special Measure Agreement(SMA). Due to the growth of Korea's economic power and the U.S. provision of the security environment on Korean penninsula, the U.S. government steadily demanded the rise of contributions to common defense from South Korea and South Korea accepted most of the U.S. requests without proper principles of negotiation concerning the cost sharing. This paper analyzes the systems of the Korea-U.S. cost sharing program through a systems thinking, that yields desirable results with a little effort. The three policy leverages are: 1) the development of negotiation principles; 2) the policy making closely linked with National Defense Reform Basic Plan; 3) the policy making with responsibility burdensharing than cost burdensharing. This paper findings will contribute to the developing the Korea-U.S. cost sharing program by providing policy-makers and policy-practitioners with systematic understanding and insight into the dynamics of the program. Also, this will enable the program to execute more effectively with a concrete formula.

  • This paper addressed the analysis of the trend and direction of the US defense strategy based on their third offset strategy and presented the practical policy implication of ensuring the security of South Korea appropriately in the future national defense environment. The countermeasures for the development ability of advanced weapon systems and secure core technologies for Korea were presented in consideration of the US third offset strategy for the future national defense environment. First, to carry out the innovation of national defense in Korea based on artificial intelligence(AI), the long-term basis strategy for the operation of the unmanned robot and autonomous weapon system should be suggested. Second, the platform for AI has to be developed to obtain the development of algorithms and computing abilities for securing the collection/storage/management of national defense data. Lastly, advanced components and core technologies are identified, which the Korean government can join to develop with the US on a basis of the Korea-US alliance, and the technical cooperation with the US should be stronger.

Improving the Security Policy Based on Data Value for Defense Innovation with Science and Technology (과학기술 중심 국방혁신을 위한 데이터 가치 기반 보안정책 발전 방향)

  • The future outlook for defense faces various and challenging environments such as the acceleration of uncertainty in the global security landscape and limitations in domestic social and economic conditions. In response, the Ministry of National Defense seeks to address the problems and threats through defense innovation based on scientific and technological advancements such as artificial intelligence, drones, and robots. To introduce advanced AI-based technology, it is essential to integrate and utilize data on IT environments such as cloud and 5G. However, existing traditional security policies face difficulties in data sharing and utilization due to mainly system-oriented security policies and uniform security measures. This study proposes a paradigm shift to a data value-based security policy based on theoretical background on data valuation and life-cycle management. Through this, it is expected to facilitate the implementation of scientific and technological innovations for national defense based on data-based task activation and new technology introduction.

A Study on Strategic Management Model of National Defense Records Centers (국방기록물관리기관의 전략적 운영모형에 관한 연구)

  • A total of 133 defense records centers exist in the country, and checking their common problems, as well as the inherent problems and strategies of individual archives, is necessary to solve them. The Strategic Management Model of the defense records centers is a tool developed to check the archives' operational problems and solve them strategically. The researchers tried to help the military records centers in checking the problems and obtaining the strategic judgment of the commander to improve their work process. This study proposes the use of the model in individual defense records centers that establish midand long-term development plans with policy agencies, such as the Ministry of National Defense, to establish a records management policy and improve the said records centers. Based on literature studies, 67 items were developed in seven areas, reflecting the characteristics of experts' verification, statistical analysis, and defense records centers. This study also proposes the improvement of the records centers' strategy by citing cases that exhibit the use of the strategic operation model by the Ministry of National Defense.

National Defense Decision-Making : Prospects and New Directions (국방의사결정 : 전망과 대비방향)

  • In light of the recent developments of transitory nature, it is likely that national defense decision-making will be more difficult to make for years to come. In other words, sudden changes in security environment would call into question the basic assumptions on which we have built our national defense planning and increase the number of the uncertain factors in the decision-making process; the subdivision and ramification of national defense management would increase the factors for decision-making and complicate even further the mutual interactions among these factors; the accelerated pace of sophistication and diversification of weapon systems and military technology would increase the risk of failure and system costs geometrically; and the reduced level of acceptance among the people on the sanctification of national defense in proportion to the rapid progress toward a more democratic and industrial society would engender an increased criticism or checking role by the National Assembly or by the mass media. As the changes in national defense environment and conditions create an innumerable number of new tasks, this paper intends to suggest a few core policy measures to improve the quality of national defense decision-making. More specifically, it proposes to 1) eradicate entirely the bureaucratic behavior and tendencies; 2) utilize actively the brain staff for quality assurance of decision-making; 3) and introduce and apply as a whole set, a total system, or an incorporated pack age the PPBEES(Planning-Programming-Budgeting-Executing-Evaluating-System)/LCMM (Life-Cycle Management Model for System Acquision), the OR/SA(Operations Research/Systems Analysis), and DMIS (Defense Management Information System).

A Study on the Development of National Defense Leadership through the Change of Civil-Military Relationships (민군관계의 변화와 국방리더십의 발전방안에 관한 연구)

  • This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.
