Development of Korea-ASEAN Wetland Knowledge Sharing Platform and Future Suggestions (한-아세안 습지 지식공유 플랫폼 개발 및 제언)

  • This study analyzed global Knowledge Sharing Platforms and collected stakeholder's suggestions to develop the "Korea-ASEAN Wetland Knowledge Sharing Platform (KSP)." As a result of the analysis, ① financial support and ② knowledge outcomes are essential to maintain the KSP and conduct the platform sustainably. Stakeholder suggest three significant projects (① comparative analysis of the inventory of wetlands in the Korea-ASEAN region, ② knowledge gap analysis in wetland research trends, and ③ establishing a web infrastructure for wetlands information sharing). The "Korea-ASEAN Wetland KSP" defined to be consistent with the international conventions (e.g., Ramsar Convention, Convention on Biological Diversity) goals by comprehensively considering the literature analysis and stakeholder suggestions. Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) selected as the fundamental model of the KSP. As with IPBES, knowledge management and assessment, capacity building, policy support, communication and participation adopted as the platform's core objectives. The KSP will be able to share knowledge related to the same type of wetland ecosystem within the Korea-ASEAN region and provide necessary information for establishing science-based policies.

  • Recently, it is very important to create economic value as well as develop core algorithms and technologies in the field of R&D. Various R&D projects make an effort to do the technology commercialization of their results and, as part of efforts, many studies on business model(BM) are conducted to create economic benefits in using the developed technology. However, it is difficult to use the general business model methodologies, which are usually utilized for companies, to the government's research due to different processes and characteristics between them. And for the practical application of business models, it needs to systematize conceptual business models in technical perspective through technical architecture analysis. In this study, a business model development process and a technical architecture analysis for national R&D project is developed for the technology commercialization. In addition, the process is applied to Korean Land Spatialization Program (KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the feasibility of its practical application.

Development of Transgenic Crops and Research Projects for Biotechnology Application (유전자 전환작물 개발 연구 현황과 과제)

  • The main objective of this topic is to establish strategies and to plan biotechnology researches which are related to the agricultural improvements especially focusing on the crop breeding in Korea. From 1960's to 1980's government policy had been emphasized to develope high yielding cultivars for the self sufficient supply of the staple food crops. As a result, considerable increase of rice production has been made with accumulating technology and man's powers. Recently genetically modified crops harboring useful characteristics have been developed using biotechnology and released in the developed countries. National research institutes and private companies have been developed biotechnology researches to establish competitive capabilities, however they have not been successfully used in commercialization. Therefore it is necessary to promote the practical. application by connecting molecular technology with conventional breeding. Proposed research projects are; (1) basic researches including plant genome studies, (2) developing new cultivars through gene transformation, (3) screening and producing antioxidants, secondary metabolite substances and edible vaccines. To set a government policy, both domestic and international research trends were reviewed and possibility of success based on the economic view point were discussed. The intellectual property and preservation of environment play a key role to decide the research priority. It is also necessary for us to make one step system for the distribution of research resources such as microorganisms, genes cloned, plant seeds and research informations for promoting research activities.

Spatial Factors' Analysis of Affecting on Automated Driving Safety Using Spatial Information Analysis Based on Level 4 ODD Elements (Level 4 자율주행서비스 ODD 구성요소 기반 공간정보분석을 통한 자율주행의 안전성에 영향을 미치는 공간적 요인 분석)

  • Since 2021, government departments have been promoting Automated Driving Technology Development and Innovation Project as national research and development(R&D) project. The automated vehicles and service technologies developed as part of these projects are planned to be subsequently provided to the public at the selected Living Lab City. Therefore, it is important to determine a spatial area and operation section that enables safe and stable automated driving, depending on the purpose and characteristics of the target service. In this study, the static Operational Design Domain(ODD) elements for Level 4 automated driving services were reclassified by reviewing previously published papers and related literature surveys and investigating field data. Spatial analysis techniques were used to consider the reclassified ODD elements for level 4 in the real area of level 3 automated driving services because it is important to reflect the spatial factors affecting safety related to real automated driving technologies and services. Consequently, a total of six driving mode changes(disengagement) were derived through spatial information analysis techniques, and the factors affecting the safety of automated driving were crosswalk, traffic light, intersection, bicycle road, pocket lane, caution sign, and median strip. This spatial factor analysis method is expected to be useful for determining special areas for the automated driving service.

A study on the operation characteristics of oversized exhaust port applicable to double-deck tunnel (복층터널에 적용 가능한 화재 연동형 대배기구 운영 특성 분석 연구)

  • Recently, the number of underground road development projects has been increasing to solve traffic problems in the national capital region and metropolitan areas with intensified overcrowding, and there has been a tendency to plan underground roads by applying a double-deck tunnel technology that has advantages in constructability and economical efficiency. The double-deck tunnel has a structure where one excavation section is divided into two parts and used as up and down lines, and is mainly used as a road for small vehicles only due to its low floor height. In addition, due to the small cross-sectional area, it has characteristics different from those of general road tunnels in terms of ventilation and disaster prevention. In this regard, this study proposed an operational plan that applies an oversized exhaust system, which is one of semi-transverse ventilation systems, to small cross-sectional tunnels like double-deck tunnel with low floor height, and a comparative analysis between smoke exhaust characteristics according to the fire occurrence locations and oversized exhaust systems was conducted using the Fire Dynamics Simulator (FDS). The results showed that unlike uniform exhaust, intensive smoke exhaust using the oversized exhaust port maximized the delay effect of smoke diffusion and limited the smoke within 50 m above and below the fire point.

Development of Manufacturing Planning for Multi Modular Construction Project based on Genetic-Algorithm (유전자 알고리즘 기반 다중 모듈러 건축 프로젝트 수행 시 모듈러 유닛 공장생산계획수립 모델 개발)

  • The modular construction has several advantages such as high quality of product, safe work condition and short construction duration. The manufacturing planning of modular construction should consider time frame of manufacturing, transport and erection process with limited resources (e.g., modular units, transporter and workers). The manufacturing planning of multi modular construction project manages the modular construction's characteristics and diversity of projects, as a type of modular unit, modular unit quantities, and date for delivery. However, current modular manufacturing planning techniques are weak in dealing with resource interactions and each project requirement in multi modular construction project environments. Inefficient allocation of resources during multi modular construction project may cause delays and cost overruns to construction operation. In this circumstance, this research suggest a manufacturing planning model for schedule optimization of multi project of modular construction, using genetic algorithm as one of the powerful method for schedule optimization with multiple constrained resources. Comparing to the result of the existed schedule of case study, setting optimized scheduling for multi project decrease the total factory producing schedule. By using proposed optimization tool, efficient allocation of resource and saving project time is expected.

Analyzing the Changes of Spatial Structure and Officially Assessed Land Price by Using Space Syntax (공간구문론을 이용한 공간구조와 공시지가 변화 분석)

  • Land price contains the comprehensive characteristics of urban space, representing the social and economic features of the city. Accordingly, land price can be utilized as an indicator, which can identify the changes of spatial structure and socioeconomic variations caused by urban development. This study attempted to explore the change in land price by the road construction. Methodologically, it adopted Space Syntax, which can interpret urban spatial structure comprehensively, to identify the relationship between the forms of road networks and land price. The analytical results show that the correlation between 'integration index of Space Syntax' with 'officially assessed land price' was the highest, and as integration was higher, 'officially assessed land price' increased. Subsequently, using regression equation, it tried to predict the land price changes of surrounding areas, according to the new road construction in case area. As shown above, the research methods or study results have the advantage of predicting the changes in land price that can attract high concern of residents in an easy way. In addition, it will contribute to establishing relevant polices and smoothing business promotion through the enhancing residents' understanding by suggesting the change in land price in advance before the execution of urban regeneration and development projects.

Development of a Greenhouse Gas Monitoring System for Construction Projects (건설사업의 온실가스 모니터링 시스템 개발)

  • For several decades, economic growth has achieved in the aspect of productivity and effectiveness not environmental friendly. As a result, global warming is a major agenda to solve. Therefore, global effort to sustainable development has been adopted like UNFCCC and Kyoto protocol that aimed to reduce greenhouse gas. However, the construction industry has only focused on applying techniques for using less energy sources not monitoring sustainable construction and development. Therefore, this study developed a tool for monitoring greenhouse gas emissions in construction industry. The proposed system evaluates and estimates BAU (Business as usual) for each phase of a construction project. For this purpose, analyzed the greenhouse gas emission factors coincide to life cycle of a construction project. The scope of monitoring is determined according to data availability and emission factor. Then, the system framework is developed and the calculation logic is proposed the system features provide comparison between the emission estimates for eco-friendly design and the actual emission of construction and operation phases. The system would be utilized as a tool for supporting to green construction realization and green construction performance evaluation.

Investigation on Enhancing Efficiency in International Cooperation for Climate Change Adaptation of Republic of Korea (우리나라의 기후변화적응 국제협력에 대한 고찰)

  • To cope with various issues in the aspect of climate change adaptation of UNFCCC, Korea began preparing a Five-year National Climate Change Adaptation Plan in 2010 to be implemented from 2011~2015, for the purposes of securing a concrete system to adapt to climate change. Compared with the policies and measurement tools of developed countries, Korea's climate change adaptation capabilities suffers from a number of limitations including insufficiencies of basic information, human resources for research on climate change, and technology in risk and vulnerability assessment. At the same time, Korea maintains superior information technology systems, and comparatively strong climate change adaptation technologies. Recently, with the establishment of the Korea Adaptation Center for Climate Change as a specialized research organization in climate change adaptation, Korea has upgraded its ability to adapt to climate change and to provide support to other Asian countries which are vulnerable to climate change. In consideration of the close relation between climate change adaptation policy and technology development with the environmental industry, Korea's pursuit of cooperation and technical support for developing countries in the Asia region can be seen as the commencement of a long term investment for the nation's future. International cooperation on climate change adaptation between countries in the region can build a mutually complementary and integrated partnership in business, research, education, and other areas. Furthermore, Korea can also participate in the exploration of common issues as landmark projects that can attract global interest with developing countries.

Abstracting Services in Korea (한국의 초록서비스에 대하여)

  • The purpose of this study is twofold: to investigate into general characteristics of the abstracting services in Korea and to discuss general directions of development of the abstracting services in the country. This study is designed to achieve the purpose by gathering and analysing data related to the abstracting journals published in the past ten years and by comparing the results with similar data gathered by the investigator in 1984. The major conclusions made in this study is summarised as follows. (1) Researchers and professionals working in limited numbers of subject fields are benefited by abstracting services of recent achievements in research and development in Korea. Those in most of the fields have essentially no abstracting services of such achievements. Even many researchers and professionals in the limited numbers of the fields that have some elementary abstracting services are not informed of research results in their fields because the abstracting journals are scattered in many narrow subjects and in many cases, the abstracting journals only cover publications in some specific forms and kinds. (2) Abstracting journals of general subjects, which are supposed to be of more or less help to the researchers in the subject fields that have no abstracting journals of their own, have rapidly increased in number in the past ten years. Most of such abstracting journals carry thesis and dissertation abstracts, and the rest those of research papers published in specific places, in specific forms, by specific institutes, and of reports of research projects sponsored by specific foundations. These abstracting journals are not of the kind that comprehensively provide general readers with current awareness of publications of research results in Korea. (3) Most of the abstracting journals existing in Korea are published by institutions of higher education and research institutes, and the rest by commercial publishers, industrial firms, libraries, information centers, government agencies, research foundations, learned societies, etc. Those which publish many titles are small in number and those publish one or two titles are large in number. The former is largely made up of institutions of higher education and research institutes. (4) Ten years ago, there was not a single publishing house that produced abstracting journals. Three commercial publishing houses now produce abstracting journals. As this change occurs, centers of excellence are founded and competitive elements are introduced in abstracting services. This change, in turn, is expected to improve quality of the other abstracting journals in Korea. (5) The abstracting journals published in Korea are classified by type into those of dissertations, research papers, journal articles, patent specifications in that descending order. The fact that Master's and doctoral dissertation abstracts are dominating in Korea is due to the irrational practice of publishing those abstracts at many institutions. (6) Most of the abstracting journals existing in Korea are published by national or government-supported research institutes in order to publicise their own research outputs. Their coverage of literature is normally narrow, and naturally their value to users is limited. (7) The abstracting journals published in Korea increased in number at the rate of $77.8-100\%$ every five years in the past twenty-five years. Most of the abstracting journals that ceased to be published during the period survived for two years. (8) Korean is the desirable language for the abstracting journals designed to be distributed within Korea. About half of the abstracting journals published in Korea is printed in Korean and the other half in foreign languages, and in Korean with foreign languages. All the abstracting journals in foreign languages are printed in English xcept one, which is printed in Japanese. (9) Some twenty percent of the abstracting journals in Korea is published monthly, bimonthly, and quarterly. Others are published annually, biannually, and irregularly. The latter may not function properly as a current-awareness tool due to long intervals between their issues. It is particularly undesirable that about half of the abstracting journals in Korea is published irregularly. Most of the abstracting journals published in Korea are distributed freely to individuals and institutions selected by the publishers. (10) The abstracting journals published by the use of computers increased drastically in the past ten years. The abstracting journals produced by the conventional type-setting method will probably disappear In Korea in another ten years to come. Automation of the production of abstracting journals does not simply mean technical, economic improvement of publishing processes but availability of machine-readable databases that can be used for other purposes, including the generation of other publications and the provision of machine literature searching capabilities. Necessary steps should be taken for this important development that is occurring in the abstracting services in Korea.
