An Analysis of Government R&D Investment and Its Policy Implications (정부연구개발사업 투자현황분석 및 정책적 시사점)

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "Survey, Analysis and Evaluation of National R&D Programs"in FY 2000. this paper reviews the government R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields. It is found that R&D spendings on the areas of industrial development, information technology, and development research are funded pretty high. Also, it turns out that, considering program objectives and character of work, there are some redundancies of R&D programs among government agencies. Policy implications are suggested.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $\$3$ billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has establisher a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $\$400$ million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

The Program Evaluation and Analysis of Creative Research Initiatives (창의적연구진흥사업 사업평가 및 분석)

  • The objective of this research is to evaluate the Creative Research Initiative Program (CRI), a national R&D program funded by the Ministry of Science & Technology in Korea. The evaluation of CRI covers the following research questions; 1) Have it set a unique position and characteristic distinguished from other government-funded R&D programs\ulcorner 2) Are the achievements of the program relevant to its goal\ulcorner 3) What is its performances and how much is it achieved its goal\ulcorner The results are the followings; 1) CRI is perceived as a pure basic research, distinguished from other national basic research programs, such as the Coal Oriented Basic Research Program and the SRC and ERC. 2) CRI is a well-adapted R&D program in confront of the environmental changes and R&D needs, as well as follows the planned R&D areas. 3) CRI have performed well in the raising-up world-class research leaders and the nation-wide diffusion of creative R&D culture, while it got few performances in the overcoming the limitation of the existing technologies and the independent development of original key technologies for future industries. However, the duration of the program, 5 year, is too short to expect concrete outcome, such as creating original technologies. Many of the outcomes of CRI gets a lot of attention from top class scientists in the world, it is expected to generate various R&D performances in the future.

A Study on the Way to Enhance Research Performance out of the International Joint Projects under the Framework of National R&D Programs, Focusing Basic and Fundamental Technology (국가연구개발사업을 통한 국제공동연구 성과 제고 방안에 대한 연구 : 기초 및 원천분야를 중심으로)

  • This study explores the way to enhance research performance focusing basic and fundamental technology when researchers conduct international joint research with counterparts in foreign countries, funded under the National R&D programs. In order to retain validity and objectivity, mixed approaches including qualitative and quantitative are adapted at the first step. Through this step, main factors affecting the research performance can be addressed, such as the number of SCI papers published, conference attendance held both in domestic and foreign countries, researchers holding PhD involving in projects. Then, at the second step, DEA methodology is applied to explore the way to enhance research performance, based on the analysis at first step. The result at second step shows that the various ways can be drawn according to programs respectively and the general assumption of research funds and number of projects affecting positive outcome is not absolutely mentioned. Therefore, this study implies that input variables including research funds are not compatible with research performance in terms of international joint research and suggests further that the decisive outcome and management be reconsidered according to the programs respectively under the national R&D program.

  • This study analyzed the important factors in service quality for public usage of national R&D facilities and equipments, and, using those factors, performed the importance-performance analysis for several national R&D programs in order to examine what service quality factors should be concentrically improved in each programs. Additionally, the in-depth interview with program managers and R&D facility experts was performed to realize the managerial issues subject to the characteristics of programs regarding the national R&D public facility management. As the results, this study made some political suggestions such as the reformation of promoter's role regarding the formulation of the government policy to support those programs. For example, it is more suitable for colleges as the subject of programs to be invested for self-research purpose rather than public usage, for independent corporation to be centered on the more general and common production fields, and for the government R&D agencies on the leading and special technical fields.

  • Currently, The budget expenditure for national R&D has been on the rise, and the quantitative performance in national R&D programs has been increasing accordingly. However, a growth of qualitative performance can not reach to an upward trend of quantitative performance. For a poor qualitative performance such as patent grades and technologies with low efficiency of technology transfer, the performance evaluation centered on "number of cases" is necessary to improve and start to introduce various "qualitative performance indicators". This paper focuses on "Triadic Patent Families" being measurable the overseas competitiveness of patent applied in major countries(the US, Europe and Japan). It analyzes the influencing factors to evaluate the quality of qualitative performance of R&D program. The result of this analysis shows a significant effect on the creating of triadic patent families within factors of R&D scale and project characteristics. This paper is significantly meaningful to expand insufficient triadic patent families to the target of interest rather than early study relatively, and to analyze the influencing factors of the creation of triadic patent families.

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "survey, analysis and evaluation of national R&D programs" in FY 1999, this paper reviews the government R&D expenditures by concerned variables such as program objectives, sector of performance, character of work and technology fields. This paper also carries out an analysis on the government R&D supports as ways for the promotions of high technology-based start-ups and SMEs and regional innovation activities. It is found that relatively high investment is made in the industrial technology areas and development research, and there are some redundancies of R&D programs among ministries and agencies in terms of technology fields, program objectives and character of work. Policy implications and future research directions are suggested.

  • Reference linking based on a identification system is being widely used both domestically and overseas. National R&D information contains all information related to the R&D programs such as the output and equipment information resulting from the participant and project information. The reference linking service enables the user to freely look up output of a certain program, participant of a project, equipment information from the project or participant and all other information that originates from a R&D project without having to search for it. The reference linking service in the area of national R&D will enable the linking of heterogeneous information produced at different sources.

A Study on the Regulations of National R&D Performance Management System (국가연구개발 성과관리 법제 운영에 관한 소고)

  • In order to accomplish the successful performance management of the national research and development programs, it is necessary to establish the legal system that provide a institutional foundation and to set up and practice the relative substantial operating system. This paper aims to study the problems and improvement measures of the Performance Management System in National R&D Programs. For this purpose, the development of legal system on the performance management in national R&D programs was surveyed, the problems in existing laws and ordinances on the performance management were analyzed, and lastly the improvement measures on the legal system of the performance management were suggested. The legal system of performance management is being composed of and managed with The Framework Act On Science And Technology that prescribed the national science and technology policy direction, and Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc. that prescribed the basic policies of performance management process and methods, and Regulations On The Management, Etc. Of The National Research And Development Projects that prescribed the concrete methodologies on performance management. Results of the study, it is necessary that the performance management laws and ordinances need improvement of Compatibility, the object and range of performance management system extend more widely to the whole field of national R&D programs in principle, and the performance management process and methods improve reasonably considering the goal and direction of national R&D policy.

Status of Korean Photovoltaic Policy and National R&D Projects (한국의 태양광 정책 및 국가 R&D 과제 현황)

  • The photovoltaic (PV) industry, which occupies about 80% share of domestic new and renewable energy (NRE) sales, has played an important role in the development of the Korean NRE industry. This was made possible by the government's implementation of the 3rd Basic New and Renewable Energy Plan, which promoted strategic PV R&D, infrastructure building, and a variety of PV deployment programs. For instance, 'One Million Green Homes', 'Feed in Tariff', and 'Renewable Portfolio Standards' programs contributed greatly to the dissemination of PV systems in the country. Furthermore, these programs were supported with more than 380 billion Won over 6 year period (2007~2012). The strategic PV R&D contributed to the fast follow-up in commercial technologies. Because of the recent, sharp decline in PV prices caused by oversupply and economic crisis in European countries, both foreign and domestic PV companies are going through painful restructuring. Under these circumstances, the Korean PV industry needs to find a new strategy for making a breakthrough, and in this sense a proactive role of the Korean government is desperately needed.
