방사선동위원소.방사선 응용을 위한 IAEA 프로그램의 참여 제고 방안 (Establishment of a Strategy for the Promotion of an Active Participation in the IAEA Program related to Applications of Radioisotopes and Ionizing Radiation)

  • 본 연구는 방사성동위원소 및 방사선 응용 분야에 있어서 우리나라가 연구개발 사업을 추진하는 데 도움이 될 수 있도록 국제원자력기구(IAEA) 프로그램의 현황을 검토하고 향후 전망을 제시하였다. 특히 국제기구를 통한 공동연구 프로그램 참여를 증진시킬 수 있도록 IAEA 프로그램 참여시 이점을 고찰하고 이의 필요성을 강조하였다. 또한 신규 참여 증진을 위한 방향을 제시하고 이의 효율적인 운영 방안을 제안하였다. 본 논문에서 제시된 전략과 구체적인 방안이 향후 국제공동연구 확대를 위한 정책 수립에 활용되고, 방사선기술 응용 연구를 수행하는 국내 산 학 연 연구기관의 국제공동연구 참여 증진에 기여할 수 있기를 기대한다.

공동주택 리모델링 수요에 대응한 정책 추진방안 (Policy Direction in Responses to Demand for Apartment Remodeling)

  • This study aims to seek a proper policy direction in response to the demand for apartment remodeling. As the research methods, we diagnosed the current status of the remodeling policy and analyzed the demand for apartment remodeling nationwide. According to the result of analysis, we suggested the fundamental direction and tasks for remodeling policies to be pursued at the government level. The results of the study are summarized as follows. First, the result of analysis showed that the demand for environmental improvement(performance improvement) remodeling project was much higher than other types of remodeling projects. The percentage of unit increased-type remodeling that can secure business feasibility is about 10% and only 30% when it comes to reducing project costs. The remaining 70-90% need to be promoted in environmental improvement remodeling projects which dependent on the residents' payment. Second, in order to prepare a policy action plan in response to the demand for apartment remodeling, it is necessary to set up clear policy goals and strategies for apartment remodeling in advance at the national level. Along with proactive goals and strategies, graded policy support should be accompanied per type of remodeling and business demand. We also suggest to simplify administrative procedures and support the R&D research to develop technologies. It would help to utilize the unit increased-type remodeling. On the other hand, for utilizing the environmental improvement remodeling which takes up a relatively high proportion, the policy should take care of as follows: offering housing performance information, rationalizing long term repair reserve, fostering small companies and experts. Finally, apartment management system should be advanced from the perspectives of managing old apartments and institutional foundations such as new construction and customized regulations for differentiated remodeling should be accompanied.

기술융합 구조 분석을 위한 사례연구: 2-mode 네트워크분석 활용 (Case Study for Analysis of Technology Convergence Structure with Social Network Analysis)

  • 본 사례는 기술융합의 구조를 네트워크 기법을 이용하여 분석한 것이다. 좀 더 구체적으로 설명하면, 제품군을 매개로 투입기술들 간의 융합구조를 네트워크 분석 기법을 적용하여 분석하였으며, 제품군과 투입기술을 동시에 고려하기 위해서 2-mode 네트워크 분석을 적용하였다. 제품군은 개발목표에서 파악하여 표준산업분류에 따라 정의하고 기술은 개발에 투입된 기술들로 파악하여 국가과학기술표준분류에 따라 정의하였다. 본 연구의 대상은 중소기술정보진흥원의 융복합기술개발 사업에 신청한 401개 과제이다. 분석결과, IT분야는 특정기술이 다양한 제품군에 연결되는 구조이지만 BT분야에서는 특정 제품군을 중심으로 일부 기술은 공통적으로 적용되지만 상당수의 기술이 각기 제품군에 투입되고 있는 형태이다. 따라서 융합분야 마다 기술융합의 구조가 다른 것을 파악할 수 있었다. 투입기술의 연결중심성과 제품군을 매개로한 투입기술의 연결 중심성도 약시 차이가 있다. IT분야에서는 임베디드S/W가 2가지 경우에 모두 연결중심성이 가장 높았다. BT에서 발효공학과 기능성화장품기술이 투입기술의 연결중심성은 가장 높았지만 기능성화장품기술만 제품군을 매개로 투입기술의 연결중심성은 가장 높다. 즉, 특정제품군에 투입빈도가 높은 기술이다. 본 사례는 실제 기술개발과제에서 기술융합을 정의하고 그 구조를 분석하였다는 것이다. 본 사례의 의미는 융합기술개발과제를 관리하고 기획하는 데 유용한 분석 툴을 제시했다는 것이다.

자동차 산업분야의 효과적인 제조협업 구현을 위한 디지털 엔지니어링 적용 방법론에 대한 연구 (The Methodologies of Digital Engineering Applications to Manufacturing Collaborations in Automotive Industries)

  • Very special and tentative considerations including emotional aspects are required to apply any new mechanism and methodologies for manufacturing fields due to several reasons. This study reviews the characteristics of manufacturing collaborations through specific cases applied digital engineering to enhance the collaboration performance in manufacturing domains. Two cases of collaboration related with automotive manufacturing process are analyzed to extract meaningful insights for better collaboration model suggestions. The first case deals the robot simulation to find out advance errors in jig and fixture design during the various welding process of body-in-whites. The effective communication protocol to share their idea and agreed schedules are essential for this collaboration. More severe requirement of collaboration between R&D and manufacturing departments are studied in the second case for e-coating process. The invisible barriers among different departments are lowered by the process application of Computer Aided Engineering which can make sure their own interesting effectively. Those technical and managerial suggestions can be used when the information system and standard process are sought to implement and update not only when innovation projects are executed.

초음파에너지가 간접분사식 디젤기관 성능에 미치는 영향 (Effects of the Ultrasonic Energy on the IDI Diesel Engine Performance)

  • 본 연구에서는 수송용 경유를 연료로 사용하고 있는 간접분사식 디젤기관에 있어서 연료에 초음파 에너지를 조사하였을 때의 기관성능 및 배출물질 특성 변화에 대해 조사하였다. 실험은 경유에 초음파 에너지를 조사한 연료와 상용 경유를 간접분사식 디젤기관에 적용하여 다음과 같은 결론을 얻었다. 본 운전조건하에서, 초음파 에너지를 조사한 경유로 디젤기관을 운전하였을 경우,상용 경유 운전 시에 비해 지압선도, 열발생율 및 출력이 상승하고 질량연소율이 단축되었으며 제동연료소비율과 매연은 감소하였다. 또한, 보다 안정화되면서 완전한 연소가 이루어졌으며 질소산화물은 증가하였다.

4P Model for Strategic Research Planning: Focusing on the Cases of Korea Research Institute of Chemical Technology

  • The demand for efficient utilization of input resources and productive outcomes is increasing as the government's R&D investments in Government-funded research institutes (GRIs) expand. These changes call for improving research-planning activities, which are defined as a set of activities wherein objectives are established, strategies for acquisition and expenditures of research resources are devised, and utilizations of research outcomes are addressed. This study introduces the integrated 4P analysis model that identifies the relationships among patents, papers, products, and projects. It looks into 4P analysis structure and its efficiency as a research planning means through case studies of the Korea Research Institute of Chemical Technology. This study introduces 4P analysis applied to KRICT, which can be utilized for outcome-oriented research planning of GRIs. At the same time, it investigates into the benefits and implications of 4P analysis. It proffers policy suggestions on such aspects as how research planning of GRIs should go through changes in a strategic and systematic way.

  • As the standards organization under ISO responsible for the development of all international financial services standards, ISO/TC 68 plays a key role in the development and adoption of new technologies in the banking, brokerage and insurance industries. In this paper many of its current work projects are introduced for developing ecommerce standards. We need to discuss the recommendations on XML conversion with ISO and other international standard organizations. Each country try to adopt the international standards even though domestic technical standards and barriers. To solve this problem of interworking between these standards, harmonization activities are nedded. For development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.Our principal focus is on facilitating national and international trade, through the simplification and harmonization of processes, procedures and information flows, and so contributing to the growth of global commerce.

기업사례를 통한 과학기술혁신정책의 평가 및 시사점: (주)바이로메드 (The Evaluation of the Korean Science, Technology, Innovation Policy: A Viewpoint of an Individual Firm, Viromed(Ltd))

  • The paper evaluates the Korean science, technology, and innovation policy(STIP) in terms of an individual firm. The firm is Viromed(Ltd), a new technology-based venture company in the field of biotechnology. The case is compared with the 'Hwang Project', which is known as a typical failure case in Korea. In order to evaluate the Korean STIP, we establish 6 areas, which are technological infrastructure, institutional infrastructure, human capital infrastructure, technology market, industrial base, and innovation networks. The study shows that the policy schemes relating with technological infrastructure, institutional infrastructure, human capital infrastructure, and industrial base play a positive role in the start-up, development and innovation of Viromed(Ltd). However, we can hardly find the role of Korean government in fostering the technology market, transferring the technological output to economic performance. Although the international networks with the British, American, and Japanese firms or investors were a key success factor of the growth of Viromed(Ltd), the role of the government in this policy area was not enough. As for the 'Hwang Project', we suggest that the government should consider the possibility of commercialization in choosing R&D projects and determining the size of financial aids. Since the evaluation of the Korean STIP is based on an individual firm, the results of the paper need to be confirmed by a systematic comparison with other cases or industries.

국가연구개발사업 통합 법률안 제정의 방향에 관한 검토 (A Study on the Direction of Comprehensive Legislative Bill on Management of National R&D Projects)

  • 국가연구개발사업은 현재 각 부처 별 다수의 법률에 근거하여 운영되고 있다. 일선 연구자 입장에서의 행정 절차 상 불편함과 국가 연구개발 중장기 계획 상 일관성의 부족이 문제로 지적되었다. 이에 수년 전부터 국가연구개발사업에 공통적으로 적용할 법률의 필요성이 제기되었으나, 실제로 제정되지는 않았다. 이 논문에서는 여러 정부 부처를 아우르는 국가연구개발사업 법률 제정 시 사안 별로 공통 적용을 해야 할 것과 그렇게 하지 말아야 할 것을 구별한다. 관련 정부 조직 개편에 있어서는 각 정부 부처들의 국가연구개발사업 기획 기능 강화와 국가과학기술자문회의 및 과학기술혁신본부의 정부 부처 간 사업 조정 기능 강화, 그리고 전문기관의 사업 관리 기능 전담을 법적으로 규정할 것을 주장한다. 국가연구개발 중장기 계획의 일관성 제고가 이 법률안의 취지에 포함되나, 중장기 계획은 지속적으로 제 개정이 필요하기 때문에 법적으로는 근거 조항만 두고, 국가과학기술자문회의가 범부처 중장기 계획을 수립하도록 할 것을 주장한다. 또한 부처 간 사업 조정 시 유사 및 중복 사업이 아닌 경우, 사업이 축소되지 않고 각 부처가 개별적으로 진행할 수 있는 근거 조항이 필요함을 주장한다.

국내 모듈러주택의 설계표준화를 위한 구조대 모듈정합 설계기준 및 사례 (MC Design Standards and Practices for Design Standardization of Domestic Modular Housing)

  • At present, there are many companies that can produce modular housing. However, if the housing projects are conducted without design standards and principles, each company will supply housing according to its own design standards, resulting in a loss of opportunity to promote standardization at a national level. Korea's modular construction technology is still in its infancy, and there is a lack of MC design applications due to the limited construction market. In recent years, however, related R&D has been carried out by the Ministry of Land, Infrastructure and Transport in order to activate modular construction. As a result, test-beds for public rental housing are currently being built, and the public rental housing applied with the modular construction method is expected to spread in the near future. In this regard, this study seeks to promote more economical and efficient production and supply of modular housing. To this end, it investigates the current status of modular construction, analyzes the problems and proposes a serious of MC design standards as part of the design standardization and open system for modular housing industry to solve the problems.
