  • To enable the government and local authorities to anticipate the public's response to emergency measures, it is crucial to formulate theories on residents' behavioral reactions and establish appropriate evaluation models that cater to local conditions. However, prior research has primarily relied on simple surveys to assess individual disaster preparedness progress, while in the United States, the National Household Survey explores the behavior, attitudes, and motivations of citizens. Nonetheless, relying on simple survey analyses presents limitations. Therefore, our study aims to develop a social science behavioral analysis model that includes risk perception and emergency preparedness evaluation items for drought. We will achieve this by examining both domestic and foreign behavioral models. The ultimate goal is to present an effective response strategy for managing drought risk that incorporates the developed model. The drought risk perception and behavioral model employed in this study involves evaluating individual risk perception of drought disasters, individual effectiveness, and motivation analysis for drought disasters, government satisfaction with drought disaster management, and individual acceptance of drought prevention policies.

Design Study for the Improvement of Storage Space in the Problem of Domestic Ambulances (국내 구급차 내 수납공간의 문제점과 개선방안을 위한 디자인 연구)

  • This research proposed a design direction for the ambulance interior storage space based on the placement and access to the equipment to facilitate an emergency medical practice taking into account the safety and efficiency by the emergency medical technician ergonomic factors. Therefore, through a field survey for the current derivation of the storage space problem 'placement', 'enable', 'management' like these three items resulting clarity, accessibility, simplicity and functionality of the four functional elements by targeting ambulances in operation in this country. First, there is a need to improve standardized of cabinet sizes fit to loaded meet emergency equipment standards. Currently, the equipment designed to use a simple storage cabinet has had problems in the usability. Second, it must be located in the continuous exposure in progress to the user's traffic line. Third, the problem was the insufficient function of the cabinet to ensure the safety of patients by paramedics from the emergency rescue equipment and due to the leaning of the ambulance driving. Besides, it was pointed out that in addition to the proposed alternatives, including the agenda, states that safety belt replacement equipment, emergency personnel and patients with the handle of a guardian for the efficient use storage space within the 119 ambulance. However, in the present study suggest that there is a state proceeds mainly limited usability in the field, having been installed.

A Survey of Prevention of Drowning Accidents in Korea

  • Purpose : The purpose of this study was to report the incidence of drowning accident in order to prevent and decrease the accidents of drowning. Methods : Data were obtained on all accidents of drowning accidents occurred were identified by using the Emergency Activity Daily Report Data from the National Emergency Management Agency (NEMA). Results : The age, location, days, season of the drowning accident were examined. The Chi-square test was used to compare each group. All comparisons were made at the p<0.05 level of significance. The result show that the age of drowning accidents for victims aged 20-29 was 27.9%, and for victims aged 30-39 years, 18.7%. In reguard to the age group, drowning accidents was age 20-39; 51(44.8%). In reguard to the locations, the number of drowning accidents in a lake or reservoir was 62(53.4%). The number of drowning accidents in a lake or reservoir during etc was 51(58%). In reguard to the days, the number of drowning accidents on Saturday was 30(25.8%), on Sunday 32(27.6%). The weather of drowning accidents was sunny 60(51.8%), rainy 40(34.4%), cloudy 16(13.8%). The season of drowning accidents was summer 53(45.7%). In reguard to season, two groups are significantly different. Conclusion : Drowning is a leading cause of injury related accidents. Understanding the characteristics of drowning is the first step to developing prevention strategies that may be beneficial for people of all ages and under nearly all circumstances are increased swimming ability, lifeguard staffing, providing life jackets, and public education activities.

Convergence awareness of basic emergency treatment by private ambulance drivers (민간구급차 운전자의 기본 응급처치 지식에 관한 융복합적 의식조사)

  • The purpose of the study was to investigate the awareness of basic emergency care by private ambulance drivers. A self-reported questionnaire was completed by 300 private ambulance drivers in Seoul, Gyeonggi, and Incheon from February 20 to April 1, 2013. The questionnaire consisted of basic life support related airway management(3 items), respiratory management(9 items), circulation(4 items), consciousness(4 items), and infection control(3 items). The awareness of infection control accounted for 87% and emergency care including airway, breathing, consciousness, and respiration was 60%. The knowledge of emergency care was 15.20(maximum 23.0 points). Consciousness was 2.55(maximum 4.0), airway management was 2.08(maximum 3.0), respiration was 5.35(maximum 9.0), circulation was 2.56(maximum 4.0), and infection control was 2.64(maximum 4.0). In order to improve the quality of private ambulance drivers, it is important to develop the emergency care program and expansion.

The first KREDOS-EPR intercomparison exercise using alanine pellet dosimeter in South Korea

  • This paper presents the results of the first intercomparison exercise performed by the Korea retrospective dosimetry (KREDOS) working group using electron paramagnetic resonance (EPR) spectroscopy. The intercomparison employed the alanine dosimeter, which is commonly used as the standard dosimeter in EPR methods. Four laboratories participated in the dose assessment of blind samples, and one laboratory carried out irradiation of blind samples. Two types of alanine dosimeters (Bruker and Magnettech) with different geometries were used. Both dosimeters were blindly irradiated at three dose levels (0.60, 2.70, and 8.00 Gy) and four samples per dose were distributed to the participating laboratories. Assessments of blind doses by the laboratories were performed using their own measurement protocols. One laboratory did not participate in the measurements of Magnettech alanine dosimeter samples. Intercomparison results were analyzed by calculating the relative bias, En value, and z-score. The results reported by participating laboratories were overall satisfactory for doses of 2.70 and 8.00 Gy but were considerably overestimated with a relative bias range of 10-95% for 0.60 Gy, which is lower than the minimum detectable dose (MDD) of the alanine dosimeter. After the first intercomparison, participating laboratories are working to improve their alanine-EPR dosimetry systems through continuous meetings and are preparing a second intercomparison exercise for other materials.

Estimation of Economic Benefits Based on Appropriate Allocation of Emergency Medical Beds by Region in South Korea (지역별 응급의료병상 적정 분배에 따른 경제적 편익 추정)

  • Background: This study aimed to assess the appropriate allocation of emergency medical beds across 17 provinces and presume the economic benefits associated with such allocation. Methods: To estimate the optimal allocation of emergency medical beds by province, data from the Statistics Korea's "cause of death statistics (2014-2021)," regional statistics on "area, population, gender, age," and "population projections" were utilized. The "number of emergency beds by city and district" provided by the Health Insurance Review and Assessment Service was also used. In estimating the economic benefits of preventing avoidable emergency deaths due to the expansion of emergency medical facilities, guidelines from the Korea Development Institute and the Korea Transport Institute were referenced to calculate the wage loss costs associated with emergency deaths and estimate the economic benefits. Results: The optimal ratio of emergency medical beds allocation by region was highest in Gyeonggi, Seoul, Gyeongnam, Gyeongbuk, and Busan, while Daejeon, Jeju, and Sejong showed lower ratios. Additionally, the prevention of avoidable deaths and economic benefits resulting from the increase in emergency medical facilities were highest in Gyeonggi, Seoul, Gyeongbuk, Gyeongnam, and Busan. However, when standardized by population, the prevention of avoidable deaths and economic benefits were analyzed to be highest in Gyeongbuk, Chungnam, Jeonnam, Gyeongnam, and Busan. Conclusion: The results of this study can serve as foundational data for future policy measures aimed at addressing the imbalance in the supply of emergency medical facilities across regions. Considering regional characteristics in the distribution of emergency medical facilities is expected to ultimately increase the efficiency of national finances and yield economic benefits.

Emergency Response Strategy for Mitigating Industrial Disasters on Construction Site (건설사업장 산업재해 피해 저감을 위한 비상사태 대응방안)

  • Construction sites have various risks, and safety managements are enforced based on the law such as Industrial Safety and Health Act, etc. Safety management by the law saves lives and preserves health of workers by removing and understanding risks in advance. When the emergency situation has come, poor response causes loss of lives and physical damages. This study suggests basic strategy that can mitigate the industrial disaster in all construction sites. A survey was conducted to identify the current safety consciousness and to evaluate first aid ability of coworkers. Finally, four measures were suggested: (1) designating muster points; (2) hiring occupational health managers; (3) increasing the first aid ability of coworkers; and (4) carrying safety brochure. The proposed suggestions can be helpful in mitigating the construction disaster, and in responding the major accident efficiently within a short time.

A Study on the Fire Hazard of Transportation Oil (수송기관용 오일의 화재위험성에 관한 연구)

  • The purpose of this study is to conduct the study of the combustion and thermal characteristics through transportation oil for the analysis of fire hazard. Transportation oil breaks down into fuels such as diesel for civilian demands, gasoline, DF1(diesel for military), high sulfur diesel(for marine), kerosene and JP1(for aviation), and lubricants like brake fluid, power steering oil, engine oil, and automatic and manual transmission oil. The experiments of flash point, ignition point, flame duration time, heat release rate were carried out using TAG closed cup flash point tester(AFP761), Cleveland open cup auto flash point analyzer(AFP762), KRS-RG-9000 and Dual cone calorimeter. As a result, the fuel's ignition points were lower than lubricants, especially that of gasoline was not conducted as it has below zero one. Gasoline has the highest ignition point of about $600^{\circ}C$, while the other fuels showed $400{\sim}465^{\circ}C$. For flame duration time, lubricants had over 300 seconds, but fuels had less than 300 seconds except high sulfur diesel(350 seconds). Total heat release rate ranged $287{\sim}462kW/m^2$ for lubricants and gasoline showed the highest total heat release rate, $652kW/m^2$.

Permeability Coefficient of Unsaturated Soil in Steep Slope Failure Area (붕괴가 발생한 급경사지의 현장 투수계수)

  • To examine saturation characteristics of an unsaturated soil in the steep slope area with collapse, it separated dry season from rainy season and measured water content and permeability, and measured permeability by using a tension infiltrometer in the site. In addition, it conducted electrical resistivity survey to look into thickness of ground and geological structure of underground. The collapsed slope increased depth of weathered zone compared to upper slope, and there electrical resistivity anomalous zone caused by the filtrated underground water was observed. The permeability of the collapsed area was observed high compared to upper and lower slopes of retarding basin without collapse, and the permeability measured by dividing the dry season and rainy season was measured high in case of dry season.

  • This study made a nationwide metropolitan region map on the basis of disaster vulnerability and administrative boundary, and based on it, it divided small-sized regions and constructed disaster history of each region. For the disaster vulnerability, the study wrote slope, aspect, curvature, wetness index, and drainage density, compared and analyzed regions with disaster and geomorphic elements to distinct the factor with high correlations, and based on it, it divided small-sized regions for forecasting and warning system of middle regions(Gangwon province, Chungchung province, and Jeolla province). Through the method, Gangwon region were divided into 4 small-sized regions, Chungchung into 5 small-sized regions, and Jeolla into 6 small-sized regions.
