The role of the People's Liberation Army during the Korean War and Prospect of China's Role in the event of Contingency in North Korea (6.25 전쟁 시 중공군의 역할과 북한 유사시 중국의 역할 전망)

  • The year 2010 is the 60th anniversary commemorating the Korean War. China intervened in the Korean War with the logics such as "To Resist the U.S.'s Aggression and Aid North Korea," "Save Endangered Home & defend Nation," and "If the Lips Are Gone, the Teeth Will Be Exposed to the Cold or If One of Them Falls, the Other is in Danger." However, China had a deep and long connection with North Korea through 1st Chinese Civil War, war against Japan imperialism, and 2nd Chinese Civil War. China has consulted with Kim Il-sung on his invasion of South Korea at the initial stage of development and played a casting vote role in the execution of the invasion plan. During the Korean War, the PLA supported the North Korea's regime by its action, and made the Korea Peninsula divide into two semi-permanently. Even after the war, China continues to maintain relations with North Korea by helping North Korea build the Kim Il-sung's Kingdom. Currently, whenever any issue related to North Korea rises in the international society, China definitely gets involved in those issues and exercises its power. Conditionally 'either armed aggression or, and wartime' in North Korea, China would follow the "Clause of Military Auto Intervention." In addition, China is very likely to establish refugee camps for North Koreans in the Northeastern-Three-Province and to provide rear bases or guerrilla camps for pro-Chinese sects. Furthermore, voluntarily playing a role as spokesman of North Korean Regime in the international society, China will exercise enormous influence on the reunification of the Korean Peninsula.

  • In this paper recently catastrophic oil spills from tanker casualties have polluted the marine environment. The Sea Prince casualties are analyzed and the systems to be introduced are considered. Also, the establishment of the national contingency plan and the decision-making procedure based on technical analysis are described. Based on the discussions the Rapid Response Technical Support System is derived for the support of salvage and oil spill removal operation. The System will contribute to the protection of life and assets from the marine casualties and to keeping the clean and safe ocean.

  • Lumpy skin disease (LSD) is one of the most important emerging transboundary diseases. Recently, LSD has emerged in many countries in the northern hemisphere. The LSD virus has a huge genome and is highly resistant to environmental conditions. The virus is also host-specific and large ruminants, such as cattle and domestic water buffalo, are particularly susceptible. In addition, wild ruminants can serve as potential reservoirs for spreading the LSD virus. The emergence might be related to climate change in various regions because LSD is an arthropod-borne infectious disease. This disease causes enormous economic losses, such as leather damage, decreased milk production, abortion, and death in infected ruminants. The economic importance of LSD in the bovine industry has forced countries to develop and implement control strategies against the disease. With the recent global spread and the economic impact, LSD will be discussed intensively. In addition, effective preventive measures are suggested based on the presence or absence of LSD outbreaks.

  • The Railroad Safety Act was implemented in 2005 due to the increased concerns regarding railroad safety since the Daegu subway fire in 2003. In line with this, the Act became a standard to build the total railroad safety systems which has been overlooked compared to the quantitative growth of the railroad business. The minister of the ministry of Land, Transportation and Maritime Affairs lays down the Act for railroad Companies to conduct emergency programs in response to the emergency occurring on the railroad such as fire, explosion, derailment, etc. By enacting the Safety Act, the nation's construction of the contingency management system for railroad emergency increased", and it made the railroad company prepare the Emergency SOP by establishing 'The guideline on the Establishment of the railroad Emergency Plan' in order to support the efficiency of the Act. In line with this, I would like to analyze a matter of system development and the main function of the "railroad Emergency Training Program" for activation improvement of standardized operation procedure developed through the 'Total capitalize Safety Technology development'.

토착 미생물의 활성에 의한 유류오염 토양 정화 실험

  • Many methods have been developed for the remediation of contaminated soil and groundwater. Among those technologies, in-situ bioremediation is most likely to be cost-effective method for petroleum hydrocarbon contamination. But the in-situ bioremediation can require more time to remediate hydrocarbon-contaminated soil and groundwater than other methods. Therefore we intended to save time of in-situ bioremediation using a biological additive to activate indigenous microbes in soil. The additive, 'Inipol EAP 22' stimulates the growth of specific flora, significantly accelerating the speed at which hydrocarbons are biodegraded. And it hans been tested in accordance with protocol approved by the USEPA and is registered on the National Contingency Plan Product Schedule List. In the experiment, three soil samples contaminated with fuel oil were prepared in the same concentration. Inipol EAP 22 was not added to one sample and was added to the other two samples with 5% and 10% of hydrocarbon by weight respectively. And $CO_2$gas derived from bacterial respiration was analyzed in each samples for 15 days. As a result, 145% and 153% of $CO_2$ evolution (microbial respiration) against the sample without 'Inipol EAP 22' occurred in samples with 'Inipol EAP 22' addition of 5% and 10%, respectively

Resource Leveling using Genetic Algorithm (유전알고리즘을 활용한 자원평준화 방법론)

  • Resource leveling minimizes resource fluctuations by deferring the earliest start times (ESTs) of non-critical activities within their corresponding total float. The intentional float-consumption for resource leveling purpose reduces the schedule delay contingency. This paper presents a method called Genetic Algorithm based Resource Leveling (GARL) that minimizes resource fluctuations and float-consumption impact over project duration. It identifies activities that are less sensitive to float-consumption and performs resource leveling using those activities. The study is of value to project scheduler because GARL identifies the set of activities to be deferred and the number of shift day(s) of each and every activities in the set within its total float expeditiously. It contributes to establish a baseline schedule which implements an optimal resource leveling plan. A case study is presented to verify the validity and usability of the method. It was confirmed that GARL satisfies the project duration constraint by considering resource fluctuations and float-consumption over project duration.

  • The regulation of HNS has been intensified by the international trends including OPRC-HNS Protocol and '96 Convention which was driven by the high amounts of cargo. Due to the characteristics of HNS that would possibly bring potential damage with personnel and assets, effective management and prompt actions are required definitely. In order to respond effectively against HNS accidents, Korea Coast Guard (KCG) is in the process q development of HNS accident response manual and information system which allows On-Scene Coordinator(OSC) and personnels for rescue including an information for hazardous materials, sensitive area to be affected, solution methods and more. Furthermore, KCG is also building up establishment of national and local contingency plans for HNS in accordance with OPRC-HNS Protocol. It is also advised to proceed for the government to solve the anticipated obstacles that include protection equipments to get close to the site, experts allowing to manage accidents and organizations specialized for overall HNS related matters. The proposed issues described above are planned to conducted on basis of government.

A Study on the Japanese Maritime Oil Spillage Management System and Activities (일본의 해양유탁 방제체제와 방제활동에 관한 연구)

  • Japanese oil companies have begun to set up a mutual support system to prepare for any large scale oil spillages due to the huge increase in size of tankers since 1973. In 1990, the Petroleum Association of Japan established the Oil Spill Response Department and has been conducting researches on management of oil spill combatting materials and the effective prevention of maritime oil disasters. Japan Coast Guard, in accordance with the regulations of the OPRC in 1995, formulated the national contingency plan and built a mutual-contact network among the related government institutions. Its Guard & Rescue Department. Disaster Prevention Section has been working for the maintenance of oil spill combatting materials and coordinating related work with private organizations. The Japanese government has been strengthening the maritime oil spillage management system since the Nakhodka wreck incident in 1997.

Offsite Consequence Modeling for Evacuation Distances against Accidental Hydrogen Fluoride (HF) Release Scenarios (Hydrogen Fluoride (HF) 누출 사고 시 피해 범위 예측 및 장외영향평가를 위한 모델링 활용 방법)

  • This study intends to provide initial evacuation distances for the public in case of accidental releases of hydrogen fluoride (HF). HF is a very toxic chemical that is widely used in the chemical, electrical, and electronics industries. Consequence modeling programs, such as ALOHA and PHAST, were used to help formulate a contingency plan in case of an HF leak. For the purpose of this study, the release of entire quantity of HF in 10 min is defined as a worst-case scenario and the release from a partial line rupture is used as an alternative case scenario as National Institute of Chemical Safety (NICS) guidelines. Once the discharge rates were calculated based on the scenarios, the ERPG-2 endpoint distances have been obtained for representative daytime and nighttime weather conditions. This paper presents graphs that can be used to enact swift evacuation orders and emergency response plans in the case of accidental releases of HF.

A Case Study on the Risk Management for the Long-term Preservation Business Activities Related to Electronic Records (전자기록 장기보존 위험관리 사례)

  • This paper showed results of the risk management project in detail which was conducted by National Archives of Korea(NAK) in 2010. In the project NAK examined its long-term preservation business of electronic records using DRAMBORA(Digital Repository Audit Method Based on Risk Assessment). NAK has defined 44 different risk elements related to its business activities, assessed and classified them into several grades according to the severity calculated by risk probability score and risk potential impact score, and developed precise management plans for two of the most serious risks. This paper introduced the management plan for one of them. The risk was numbered with NR04 and described by 'Loss of integrity of records information'. This paper explained mitigation strategies, contingency organization, disaster control responsibilities, and personal mission cards for the NR04. This paper planned to give comprehensive understandings to Records Management Organizations about the risk management approaches as an effective way for business management through the case study.
