북미지역 기록관리체제에 관한 비교 연구 (A Comparative Study on Archives Management System in North America)

  • 기록관리의 관행과 법률은 각 국가가 가진 다양한 역사와 전통에 따라 다양하며 그 국가가 처한 특수한 상황에 따라 달라지기도 한다. 본 글에서는 역사적으로는 비교적 짧지만 기록관리에서는 선진국인 미국과 캐나다의 기록관리체제를 기록관리 관련법령, 기록관리기구측면에서 살펴보고자 한다. 그리고 중앙의 기록관리기관을 중심으로 기록물 수집, 분류목록, 열람 및 이용체제에 대해 살펴보고자 한다. 마지막으로 미국과 캐나다에서 기록관리 전문인력의 양성제도와 기록관리사의 지위에 대해 살펴보고자 한다.

  • The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.

Study on the Relationship and Validity of the Management Evaluation Factors in Public Firms With a Focus on the Port Authorities

  • According to the results of the management evaluation of the nation's public firms over the past seven years, the rating of the port corporation is generally insufficient. According to the results of the seven-year study 2011-2017, the average debt ratio of the port corporation was 34.5%, two to three times lower than that of the general public company, the operating profit ratio of sales was three times higher, and the value added per person was 1.6-1.9 times better. However, the aggregate score and grade were generally low, with 4.1% of the total number of employees of the general public corporation, 10% of the average total assets, and 1% of the average sales volume. The distributed analysis results and panel return analysis results show that the size significantly impacts the overall score and grade. Additionally, major business standards such as port volume, not controlled by the port corporation, appear to have a decisive influence on the low grade of the port corporation. Thus, it appears that improvement and supplementation of key business indicators of port construction are urgently needed in the management evaluation system, which can be properly controlled.

중소기업의 정보화를 위한 CALS 도입 정책 방안 (CALS Implementation Policy for Information-based Management of Small and Medium Companies)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center). 철도 비상사고 비상대응 훈련 프로르갬 개발에 관한 연구 (A Study on Developing the Training Program for the Emergency Response against Railroad Emergency Accidents)

  • The Railroad Safety Act was implemented in 2005 due to the increased concerns regarding railroad safety since the Daegu subway fire in 2003. In line with this, the Act became a standard to build the total railroad safety systems which has been overlooked compared to the quantitative growth of the railroad business. The minister of the ministry of Land, Transportation and Maritime Affairs lays down the Act for railroad Companies to conduct emergency programs in response to the emergency occurring on the railroad such as fire, explosion, derailment, etc. By enacting the Safety Act, the nation's construction of the contingency management system for railroad emergency increased", and it made the railroad company prepare the Emergency SOP by establishing 'The guideline on the Establishment of the railroad Emergency Plan' in order to support the efficiency of the Act. In line with this, I would like to analyze a matter of system development and the main function of the "railroad Emergency Training Program" for activation improvement of standardized operation procedure developed through the 'Total capitalize Safety Technology development'.

  • While the local plant market is reducing its volume, the plant market over the world since 2000s is rapidly expanding. The nation's construction companies, aggressively dedicated in launching out overseas plant market, increase the volume of orders in that sector, but there also are much difficulty in the project management as those projects ordered are gradually large scaled with more cutting-edge high-tech requirements along with comparatively higher risk. Though the local construction companies have developed their own types of measures to analyze the risk evaluation putting into practice, the specialized decision-making model for the overseas plant market or the risk measure understandable easily and applicable practically is not yet shown. This paper aims at providing the methodology to evaluate the risk by way of constructing the risk evaluation process in order to induce risk measuring elements through appropriate indexing system. Furthermore, through studying the risk management system, it aims to seek for a thorough risk management method from beginning of the project to the end.

우리나라 국민의 우주위험인식 수준과 국가 재난정책 (Public's Recognition of the Space Object's Re-entry Situations and the National Space Disaster Management Policy)

  • Since the mankind started its space mission, the number of artificial space objects has been increasing exponentially. It contains not just the space machines which are in use but the machines which are out of order. Meantime, those dead machines are being a serious danger, a real threat to human's lives and property because of it could re-enter into the earth's atmosphere and fall to the ground causing mega-disaster. As the number of space activities gets growing so far, the re-entry of the space objects will be a lot more happened in the future. Therefore, not just natural space object like asteroids but the artificial space object like artificial satellite and space station can cause the disaster by falling to the ground. To protect our nation and our property, the government has set up the space disaster management center in Korea astronomy and Space science Institute. In this study, we surveyed public's recognition of the space object's re-entry situation and analyzed it to contribute building national space disaster management policy.

연안침식방지를 위한 관리체계 개선방안 (A Study on Improvement of Management Framework for Coastal Erosion Protection)

  • Recently, coastal erosion has become an important issue in relation to keeping territorial integrity of a nation as well as protecting the coastal marine ecosystem. This study examines some apprehensions about the effectiveness of the existing legal system concerning prevention of coastal erosion. After examining several case studies in Scotland, the USA, and the Netherlands, this study proposes appropriate revisional legal measures that can be applied in Korea: first, the coastal management act should be revised for stronger, enforceable and practical legal grounds emphasizing minimal coastal erosion; second, the proposed "Comprehensive Coastal Erosion Prevention Plan" should be established and implemented in four steps such as characterization of issues through surveys of stakeholders and demand assessment, plan establishment, execution, and maintenance and management; third, there is a demand to establish and implement a legal framework to support monitoring activities which provide important data and information to prevent coastal erosion; fourth, the chronic region of damage is designated as the "Vulnerable Area" to be protected and managed accordingly; fifth, the "Coastal Coordination council" is established and operated for developing an integrated coastal management policy and visions for sustainable coastal zone, as well as coordinating and intervention of any activities which may cause coastal erosion.

  • With ever-change and increasingly competitive business environments, firms strive to employ a variety of marketing strategies and execution in order to survive in the market. Also the internet connected around the world completely diminished the limit of time and distance and company have enveloped keen competition out of each nation and continent in the world market. To fulfill these demands of customer, they need a concept of eCRM(Web based Customer Relationship Management), and go from selling products and services, or gathering customer requests, up to the phase of solving customer's problem by real time or Previous action. With the help of Internet, the frequency and speed of the problem solving has improved greatly.

병원구매윤리의 인식에 관한 연구 (A Study of Recognition of Purchasing Ethics in the Hospital Management)

  • This paper deals with recognition differences about the purchasing ethics scale of hospital of Koreans and New Zealanders in order to compare the recognition differences of purchase ethics of people of two countries in the hospital management. The results are as follows : 1. From the viewpoint of recognition about the purchasing ethics scale of hospital of Koreans and New Zealanders as two examining objects, egoism tendency is the lowest and deontology tendency is the highest commonly. 2. Koreans' two separate tendencies mentioned above shows that Korean people have been influenced by Confucian culture in spite of its high speed industralization. 3. New Zealanders' two separate tendencies mentioned above shows that they have performed their duties faithfully despite the fact of New Zealand is a nation of globalization index 2. 4. Average differences between the purchasing ethics scale of hospital shows that Koreans' ethical sensitivity is somewhat higher than of New Zealanders. 5. From the viewpoint between of the purchasing ethics scale of hospital, the egoism and utilitarian scales show big differences in ethical tendencies, and deontology scale shows differences in them.
