For this, it analyzed the residents' needs for the SCS and grasped the composition system of the needs and estimated the factors considered in the planning of the SCS. This study focused on seeking out the user-oriented design criteria for the planning of the SCS. The results of this study are as follows: First, as the results subdividing the residents' needs to understand the various requirements for the SCS, the composition system was classified into the fundamental SCS and the individual SCS. The fundamental SCS's to be considered as basic facilities in the planning of the multi-family housing complex, and the individual SCS to be more suited to a particular group. Second, regarding the investigation of detail guidelines in the SCS planning, it was found that there was a difference in the considered factors and the preferred locations according to the kinds of each SCS, the types of facilities, the main users of facilities, and the contents of activities available in the facilities.

  • As the construction of multi-family housings, especially apartments, has been increased since 1970s, the multi-family housing becomes one of the main housing types in Korea. With the increase of multi-family housings, managing them becomes an important issue. Since 2010, the government has made a lowest price award system by a competitive bid compulsory to promote the development of housing management systems. Although competitive bids were implemented, the maintenance company was finally selected by the price without any other consideration. Consequently, the quality of management service was not enhanced. The purpose of this study is to suggest the improvement scheme of multi-family housing management system. In this study, the bidding data of "K-apt", the bidding method and the successful tendered price are analyzed. The results of analyzing bidding materials, the proportion of applying a lowest price system was 67.7%. Also many diverse ways to select the best management company were used, but most of these ways were violate the law and guidelines of Ministry of Land, Transport and Maritime Affairs. It meant that the lowest price award system was not implemented by strict standards and didn't correspond with the needs of residents of apartment. This condition made the housing maintenance quality low and deteriorated the management industry development. To enhance this condition, a new standard to select the management company, which are included contents of quality of managing quality, management expenses and companies' soundness, is necessary.

  • This study was conducted to investigate the living environment of semi-basement housing units in multi-household houses. It analyzed measurements of temperature and humidity obtained from the housing units. For this study, temperature and humidity sensors were installed in 10 semi-basement housing units to measure interior temperature and humidity for 13 months. A survey was conducted to get information about the occurrence of dew condensation and mildew and to investigate residents' satisfaction level with the residential environment. According to the result, all the housing units under study had dew condensation and mildew. The average summer temperature of the 10 housing units was $27.84^{\circ}C$, and average humidity was 64.91%RH, while the average winter temperature was $20.6^{\circ}C$, and the average humidity was 40.12%RH. Depending on the condition of each housing unit, deviation was big. Residents' average level of satisfaction with the living condition was 2.03 which shows a low satisfaction (on a scale of 1-5 with 5 being completely satisfied.).

The purpose of this study is to investigate housing evaluation (satisfaction), moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident, and to suggest the development direction for comprehensive housing services including the community level. Data used for analysis in this study are from 2016 Seoul panel survey of public rental housing residents. A total of 3009 questionnaire from public rental households were collected in 2016 Seoul panel survey. In order to investigate housing requirements, we analyzed household characteristics, housing satisfaction, moving plans, welfare services, residential activities and community facilities, social environment. In this study, the difference of residential satisfaction, moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident is analyzed to identify their housing demands. As a result, there were differences in residential satisfaction, moving plan, and residential service depending on type of public rental housing and characteristics of residents. Residents in public rental housing modified from the multi-family housing after purchase showed lower residential satisfaction, and higher intention for moving plan compared to residents living in other type of public rental housing. In the residential service, residents in permanent lease type have higher experience of housing service as well as demand on housing service. Especially single household, elderly household, female household, or household with handicapped person indicated higher demand for housing services.

  • In suite of a high supply of multi-family housings, the government's housing policies have only been focusing on the construction of housings and their supply, while being almost indifferent to the maintenance management of them. As a result, a considerable amount of inconvenience to the use of housing resources and habitation of residents occurred. Accordingly, on this paper, the current housing policies and their inspections on the maintenance period are compared and analyzed with suggestions for improvement. Analysis shows that repairing of housings at appropriate time not only significantly delays the deterioration of housings, but also keeps the function of housings to their original condition. Therefore, through an efficient management of repair maintenance, wearing of buildings can be delayed and their functions can be improved.

The results are followings. First, invigoration project of the small-scale schools had been started in villages communities themselves and was institutionalized to local government. To invigorate the small-scale schools was started vacant housing remodeling first in the village itself from 1992. After twenty years had passed, the project was institutionalized to local government in 2013. Second, to enact ordinances about invigoration project of the small-scale schools is the accomplishment of participations and activities of residents who predicted decreasing the number of students in elementary schools. These activities have influenced their communities positively. Finally, to supply multi-family housing for rental or to remodel vacant housing is more effective in increasing residents through influx of students of elementary schools. The average number of students increased from 56.8 in 2013 to 73 in 2018 in 30 elementary schools targeted for invigoration project of the small-scale schools. In particular, the effect in schools targeted the project of rental housing is shown more than schools targeted the project in vacant housing remodeling. In addition, low ratio in the number of closed school is shown in Jeju-do.
