우리나라 산촌의 인구 추이와 미래 전망 (A Sudy on Population Change and Projection in Korean Mountainous Area)

  • This paper analyzed the characteristics of population change from 2000 to 2018 in 466 mountainous areas using resident registration data from the Ministry of the Interior and Safety, and projected the population in those areas through 2050 with the cohort change ratio method. The population had dramatically decreased from 2000 to 2009. With the slowing population decrease after 2010, the population has increased gradually since 2014. Especially the population of ages over 65 in 2018 had increased 34% compared to 2000, while the working age population had decreased 29%. This shows that population aging becomes serious problems in the mountainous area. Assuming the cohort change ratios from 2010 to 2015 and child-woman ratio in 2015 remain constant, it appeared that the projected population of the mountainous area dropped to 1.26 million in 2030 and 820,000 in 2050. It is expected to have a population with an inverted pyramid structure showing a gender imbalance with more females in 60's and 70's. Although it continues to show the recent population growth in mountainous area, population in mountainous area is expected to consistently decrease. Therefore, it is required to develop policies and strategies to promote an influx of people into mountainous area for maintaining functionality and sustainability of mountainous areas.

  • 현재 우리나라 山村에서는 농경지의 휴경화가 날로 심각해져가고 있으며, 이에 대한 종합적이고도 정밀한 분석과 이를 기초로 한 보전대책이 시급히 수립되지 않으면 여러 가지 문제를 불러일으킬 수도 있는 상태에 이르렀다. 이에 본 연구에서는 일찍부터 시작된 일본의 농경지보전대책이 우리나라 휴경지 문제를 연구하고 해결하는 데 많은 시사점을 제공해 줄 수 있을 것으로 ale고. 일본 中山間地域의 계단식 논에 대한 보전 배경과 정부의 보전정책을 종합적으로 살펴보는 동시에, 일본에서 성공적인 사업으로 평가받고 있는 오카야마씨의 \`타나다 (棚田)\`보전사업을 사례로 그 추진과정과 성과. 성공요인 등을 검토해 보았다.

중산간지 조건불리지역 선정기준 설정 및 유형화 (A Study on the Development Selection Criteria of Hilly/Mountainous and Less-Favored Areas)

  • The purpose of this study is to define the concept of Hilly/Mountainous and Less-Favored Areas from the viewpoint of agricultural infrastructure, and to establish selection criteria and categorize of that areas. Using three type guidelines which were the rates of forest(above 50%), farmhouse population(above 50%) and infrastructure improvement(below 50%), the regions of 605 Eup Myon were selected to Hilly/Mountainous and Less-Favored Area. And for applying to regional development planning, the legions of eup myon were classified 4 types using average of the rate of forest and aged farmhouse population(75%, 17.5%). To conserve the farmland in Hilly/Mountainous and Less-Favored Areas, it requires continuous research on systematic approach method. Especially, it is necessary to investigate a development formula according to farmland scale and desolated degree through analysis of the actual condition of farmland.

도시근교 농촌지역에 있어서 산지·구릉지의 개발방향 (A Study on the Design Guideline for Development of Hilly in the Rural Area)

  • It is focused on the desirable development alternations for sprawled unplanned on mountainous hilly areas in the residential areas development of the rural areas, mainly on the idyllic housing residential areas. The major research findings were as follows : (1) 85% of the idyllic housing residential areas of the suburban rural area was developed on the mountainous hilly areas. (2) For the desirable development on the suburban rural area, Environmentally Symbiosis Land Use Plan, diversification of Housing type such as Earthing Row House, diverse housing site planning techniques considering the conditions of mountainous hilly areas, for common space planning, land development, housing planing, hillside development, should be devised. (3) New regulations of strengthening construction permits, District Plan should be introduced in law and system management.

  • The development of the ethnic minorities and mountainous areas (EMMA) is currently receiving the attention of countries around the world. This is demonstrated through a large number of studies, in many respects, in many different countries. The objective of the study is to find out the current situation of the commodity market in the ethnic minorities and mountainous areas (EMMA) of Vietnam. In particular, the authors will study whether there is a link between the ability to access governmental policies and the characteristics of this commodity market. To achieve the goal, the authors employed the secondary data collection method to gather the relevant information on government policies for EMMA and conducted an interview of seventy (70) enterprises in the Northern midlands and mountainous regions and the Central Coast to clarify the characteristics of commodity market. By Levene's test, the results showed that the accessibility to governmental policies has a certain influence on the development of the commodity market patterns in the EMMA in terms of diversification of distribution forms and sales method of the business. These findings brought some basic solutions to further enhance the role of the government in developing commodity markets in the EMMA of Vietnam.

택지개발지역의 입지유형에 따른 공원녹지확보 적용지표 개발 (Development of Applied Indicator according to Locational Type for Secure of Parks and Green Areas in Residential Land Development District)

  • 본 연구는 택지개발사업의 계획지표로서 입지적 특성을 반영한 공원녹지확보를 위한 지표를 제시하고자 하였다. 연구대상지는 2001~2008년까지 협의 완료된 도시개발사업지 31개소이었다. 대상지의 개발 전 토지이용유형에 따라 입지의 유형을 구분하였고, 공원녹지율, 산지 및 조성형공원녹지율, 녹지변동률 등 유형별 입지적 특성을 분석하였다. 입지유형은 산지입지형, 경작지입지형, 시가지입지형 등 3개의 유형으로 구분되었다. 입지적 특성으로서 경작지입지형의 공원녹지율이 24.9%로 가장 높았으며, 시가지입지형은 22.7%로 가장 낮은 수치를 보였다. 공원녹지율은 산지입지형의 경우, 개발전 산지형공원녹지에 대한 의존비율이 10.5%로 높았고, 경작지입지형과 시가지입지형의 개발사업지는 조성형공원녹지율이 높은 것으로 분석되었다. 녹지변동률의 경우, 경작지입지형의 훼손이 32.8%로서 가장 심각하였고 산지형녹지변동률 측면에서는 산지입지형의 훼손이 가장 높은 것으로 분석되었다. 입지유형별 협의지표를 선정한 결과, 경작지입지형은 공원녹지율, 녹지변동률, 산지입지형은 공원녹지율, 산지형녹지변동률, 조성형공원녹지율, 시가지입지형은 녹지용지율을 각각 공원녹지확보 지표로 설정하였다.

GIS를 이용한 산지의 능선구분 프로그램 개발 (Development of Ridge Distinction Program of The Mountainous Districts using GIS Program)

  • 본 연구는 산지관리법의 산지전용허가기준 중 산지표고기준을 개선하기 위해 GIS를 이용하여 능선구분 프로그램을 개발하였다. 본 연구에서 개발된 능선구분 프로그램은 산지를 구분하기 위해서 집수면적이 30ha 되는 지점의 유출구를 산자락 하단부로 가정하였고, 산정부를 구분하기 위해서 5부 능선을 적용하였다. 능선구분에서의 오류를 제거하기 위해 임상도를 이용하여 산지가 아닌 지역을 제거하였다. 본 연구를 통해 개발된 프로그램의 적용성을 검토한 결과, 현행 산지관리법을 적용했을 경우 약 3%($30,956m^2$)가 5부 능선이상 지역으로 분석된 반면에 프로그램을 적용했을 경우에는 약 58%($696,300m^2$)가 5부 능선이상 지역으로 분석되었다. 이러한 결과는 산정부 및 산자락 하단부 기준의 적용방법이 다르기 때문에 나타났다. 본 연구를 통해 개발된 능선구분 프로그램을 시 군에 보급하기 위해서는 산정부 및 산자락 하단부 기준의 객관성을 입증해야 하며, 제도적으로 능선구분개념을 수정해야만 할 것이다.

산촌지역 인구변동의 특성 분석과 장래 추계 (A Study on Population Change and Projection in Korea Mountainous Area)

  • 이 연구는 코호트 변화율법을 이용하여 우리나라 산촌지역 인구변동의 특성을 분석하고 장래 산촌인구를 추계한 것이다. 분석대상이 되는 산촌은 산림청에서 지정한 산촌진흥지역으로, 산림면적 비율 70% 이상, 인구밀도 111인/$km^2$, 경지면적 비율 21% 이하인 읍 면으로 정의한다. 산촌의 인구변동 특성을 살펴보면 지난 20년 간 산촌 인구는 급격히 감소하였고 노령화 지수는 상승하였다. 연령별로는 10~30대 젊은 층의 인구 유출이 많고 40대 이상 장년층의 유입이 증가하였다. 젊은 세대 인구가 감소하는 것은 교육과 취업을 위해 도시로 이동하는 경우가 많기 때문이며, 장년층 인구 증가는 귀농 귀촌에 대한 관심 증대의 영향으로 생각된다. 이러한 추세가 지속된다면 산촌인구는 2030년에 68만 명, 산촌의 노령화 지수는 1,035로 상승하여 국토의 균형 발전과 산림의 지속가능한 경영에 문제를 초래할 것이다. 따라서 산촌경제 활성화와 안정화를 위한 정책적 개입이 필요하다.

산지재해 발생 위험지역 분석을 위한 드론의 적용 (Application of Drones for the Analysis of Hazard Areas in Mountainous Disaster)

  • Terrain data for disaster analysis in hazardous or disaster areas is not only important but also needs to be built quickly. In particular, the introduction of drones is in the early stages of research using drones in a variety of fields such as shooting, analyzing and managing hazardous areas. It is expected that drone will be faster, safer and more effective than existing data collection method in case of small scale disaster hazard area and disaster area where equipment or manpower input is difficult. Therefore, in this study, drone shooting was performed for hazardous areas in mountainous roads located in Samcheok city, Gangwon province, and ground reference points were measured by RTK-GPS. The measured data were converted into DSM (Digital Surface Model) data by coordinate correction using Pix4D postprocessing program and then applied to the analysis of the hazard area of mountainous area. As a result, it was shown that it is effective to identify the risk by using the basic terrain data obtained from the drones.

Long-term Investigation of Soil Chemical Properties in Paddy Fields Located in Different Topographic Areas of Jeonbuk Province

  • The aim of this study was to examine the selected soil chemical properties of paddy fields in different topographic areas to efficiently manage nutrient valances of the paddy fields in Jeonbuk Province. Three-hundred soil sampling sites in paddy fields were selected from the different topographic areas in Jeonbuk Province. The soil samples were collected every four years from 1999 to 2015. Soil pH and exchangeable K and Mg concentrations declined during the experimental periods. However, almost all the chemical properties were within the proper levels for paddy soil, except exchangeable Mg concentration. Distributed areas of the paddy fields with soil pH below 5.5 continuously increased, but the paddy fields with lower concentrations of soil organic matter and available $P_2O_5$ than the proper levels declined after 2007. In addition, the paddy fields with available $SiO_2$ below the proper concentration decreased from 83.3% of the total paddy fields studied in 1999 to 61.0% of the total fields investigated in 2015. The paddy fields with lower exchangeable K and Mg than the proper levels increased after 2003 whereas the fields with lower exchangeable Ca concentration decreased. Dominant landform of coastal and plain areas was fluvio-marine plains that was distributed in 53.7% and 40.9%, respectively. Local valley and fans was a dominant landform of mountainous and middle-mountainous areas, which was 51.8% and 67.6%, respectively. Dominant soil textures distributed in coastal and plain areas were silty loam and loam. Those in mountainous and middle-mountainous areas were sandy loam and loam, respectively. Soil pH was relatively higher in coastal area and the comparatively higher content of soil organic matter was found in costal area than other areas. The concentrations of available $P_2O_5$, exchangeable Ca, and exchangeable Mg were generally higher in mountainous, coastal, plain areas, respectively, but available $SiO_2$ and exchangeable K concentrations were not significantly different among the different topographic areas.
