Energy Transition and Roles of Local Governments: Renewable Energy Policy under the Moon Jae-in Administration (에너지전환과 지방정부의 역할: 문재인 정부의 재생에너지 정책을 중심으로)

  • In December 2017, the Moon Jae-in administration announced a major policy shift away from nuclear and coal, committing itself to the vision of creating a society where renewable sources account for 20% of its electricity generation by 2030. This energy transition involves not just a technical transition from conventional energy sources to renewable energy but also active participation of multiple stakeholders in the energy governance. While energy policy making has long been dominated by the central government in Korea with the aim of managing the supply for rapid industrialization and economic growth, the Moon administration aims to diffuse the central government's authority across various actors in society. Among those actors, this study focuses on the roles that local governments play in energy transition. Despite deepening local autonomy since 1995, Korean local governments have remained policy targets or recipients in the energy policy domain. This article discusses how such a traditional role has evolved under the new administration's energy transition policy and examines what challenges and limitations local governments face in creating a more decentralized energy governance system.

Policy on Administrating Childcare Centers for the Healthy Development of Young Children: Focusing on Policy Reviews and Suggestions for the New Korean Government (영유아의 건강한 성장을 위한 어린이집 운영 정책: 정책 고찰과 새 정부의 정책 제언을 중심으로)

  • Objective: This study purposed to provide implications in regards to the Moon Jae-in Administration that launched in May 2017. Three sectors of childcare polices on administration of childcare centers were reviewed in terms of supporting the healthy development of young children. Methods: Medium and long-term childcare plans and the main policies of previous administrations since 2004 when the Childcare Act was completely reformed, as well as the 'Five-year policy for the Moon Jae-in administration of state affairs' that was announced on July, 2017, were reviewed in terms of publicness of childcare, regulations on operation of childcare services, and customized childcare programs for diverse needs. Results: It was proposed that the concept of publicness of childcare should be conservative when focusing on public childcare centers. The regulations on operating childcare services should focus on improving structural dimensions of childcare quality to keep the well-being of children a top priority. Furthermore, diverse programs should be designed and implemented to satisfy changes in childcare surroundings and the various needs of children and their families. Conclusion/Implications: The Moon Jae-in administration is expected to outline childcare policies and carry out tasks under the new paradigm. The healthy development of young children should be embodied as the final goal that forms the vision of childcare policies based on publicness, rationality, and diversity.

Dynamics of Honeymoon and Statics of Structure: Changes and Continuity of Foreign Policy in the Moon Jae-In Administration (하니문의 동학(動學)과 구조의 정학(靜學): 문재인 정부의 외교정책, 변화와 연속성)

  • A seismic change is under way in diplomatic topography surrounding the Korean Peninsula. A new dynamic is being generated that could lead to a breakthrough in the nuclear stalemate and to an end of hostility between the two Koreas. Moon Administration's bold and creative foreign policy, which is alleged to place South Korea in the "driver's seat", is probably responsible for what is happening on the Korean Peninsula. However, on the other hand, Moon Administration's foreign policy shows a lot of continuity with foreign policy of previous conservative governments. In particular, the Moon government's emphasis on the vitality of the ROK-US alliance and its commitment to close coordination with the US in dealing with nuclear issues of North Korea is the hallmark of the continuity in South Korea's foreign policy. Emphasizing and sharing the notion of the continuities in foreign policy could contribute to social integration by garnering bi-partisan support. It could also spawn sense of stability, predictability, and confidence to diplomatic counterparts in other countries. And it could help avoid the negative effects of expectation-reality gap in the event that the outcome of all the diplomatic endeavor falls short of expectation held by citizens.

A Study of the Transition Process in Presidential Electronic Records Transfer and Improvement Measures : Focused on the Electronic Records of the 19th President Moon Jae-in's Administration (대통령 전자기록물의 이관방식 변천과 개선방안 연구 19대 문재인 정부 대통령 전자기록물을 중심으로 )

  • Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.

Comparative Analysis of Health Administration and Policy through Inaugural Address of Minister of Health and Welfare (역대 정권별 보건복지부 장관의 취임사를 통한 보건행정 및 정책 비교분석)

  • Objectives: The purpose of this study is to comprehensively compare the trends of health administration and health policy in the field of health care using the semantic network analysis in the inaugural address of the Ministry of Health and Welfare of each regime in Korea. Methods: This study used a language network analysis method that uses Korean Key Words In Context (KrKwic) program and NetMiner program in sequence. The analysis was conducted by Minister Hwa-joong Kim during the Moo-hyun Roh government, Minister Jae-hee Jeon during the Myung-bak Lee government, Minister Young Jin of Geun-hye Park government and Government Jae-in Moon's inaugural address of Neung-Hoo Park Minister, respectively. Results: The key words differentiated by each regime are that the Moo-hyun Roh Government's Minister Hwa-joong Kim had high connection centrality values in the words 'balanced development', 'comprehensive' and 'reform'. Minister Jae-Hee Jeon of Myung-bak Lee Government had high connection centrality values in the words 'poverty' and 'return'. In the case of Minister Young Jin of Geun-hye Park Government had high connection centrality values in the words 'demand', 'Customized' and 'Life cycle'. In the case of Minister Neung-Hoo Park of Jae In Moon Government had high connection centrality values in the words 'Welfare state', 'Embracing' and 'Soundness'. Conclusions: If the role of health administration in the health care field and the health care policies are constantly changed according to the policies of each regime, it is inconsistent and it is difficult to approach from the long term perspective for public health promotion. In the future, health policy should be developed and implemented with a long-term perspective and consistency based on the consensus and participation of the people with less influence on the change and direction of each government's policies.

  • Two 2 and 7 months-old holstin and one 3 months-old native Korean calf suffering from respiratory illness were submitted to the National Veterinary Research Institute for euthanasia and pathologic examination. At necropsy diffuse lobar pneumonia was present in apical cardiac and diaphragmatic lobes in all calves. Microscopically acute multifocal bronchiolitis and interstitial syncytial cell formation were frequently observed. in addition occlusion of bronchiolar lumen due to cellular proliferation and fibrosis accompanied by interlobular septal emphysema were also present. Immunohistochemically bovine respiratory syncytial virus antigen were positively identified in lung lesions including bronchial and bronchiolar epithelium alveolar macrophages and lymphocytes.

Labour Policy of Moon Jae-in Administration : Evaluation and Prospect (문재인정부 노동정책 1년 : 평가와 전망)

  • Now labour policy of Moon Jae-in Administration is very different from the labour reform politics of the past ages in its structural conditions. Especially the difference is in the fact that the new labour policy is originated from the Candlelight Revolution in 2016 which has resisted to the 20years-long neoliberal domination. This kind of change in the political situation made a optimistic prediction with regard to the possibility of successful labour reform. However the future is in many points so uncertain that we could not confirm the success of labour reform at all. The uncertainty always resides in the structural unbalance between labour movement power and capitalist state power bloc in Korea. In this sense strategical orientation and practices of the democratic labour movement(KCTU) are very critical to produce some positive outcomes.

Assessing Agenda Setting for the South Korean Peace Initiative of Moon Jae-in

  • Former South Korean President Moon Jae-in implemented a project called the Peace Initiative, which prioritized a "peaceful and prosperous Korean Peninsula" as the core national agenda and involved using a peace-based frame instead of a unification approach to address inter-Korean relations from a different perspective. This initiative was evaluated in this study using a revised version of the pyramid model to assess the input-output-result process underlying the project and determine whether it generated results that differed from those achieved by the previous administration. To these ends, this research compared Moon's key presidential speeches with those of his predecessor, Park Geun-hye, as input, news commentaries and responses from major players as output, and the trend of perceptional and attitudinal changes in public opinion as results. Although Moon failed to accomplish significant policy effects on inter-Korean relations because of geopolitical challenges and the transfer of power to the conservative party, the analysis revealed that the input, output, and partial results of inter-Korean dialogue reflect some progress.
