With the advent of the telecommunication era, a mobile phone becomes a necessary communication device in modern society. For silent tactile signal, vibration motors have become one of the generic components in most mobile phones. Conventional vibration motors employ three-phase windings with mechanical brushes for commutation. However, mechanical commutation in these prior arts greatly deteriorates its life span, reliability, and productivity due to structural intricacy. This paper introduces a novel design of solenoid-type vibrators using electromagnetic and mechanical analysis. The proposed vibrators have a simpler structure and longer life span by eliminating wear-prone commutation parts in vibration motors.

The government has the responsibility to prevent abuses of monopoly and promote competition in order to maximize consumer welfare. The government should address the asymmetry in the information as much as possible and ensure consumer choice. The subsidy seems to reduce the burden on the consumer service charges and handset prices but it actually distorts the market through price discrimination. The government caused the principal-agent problem by neglecting their appropriate role to prevent distortion of the mobile telecom market. The money used as subsidy is part of excess profit and could be transferred to down the price of mobile phone and charges and it would become a benefit to consumers. Separate announcement of subsidies by Mobile Communications Terminal Distribution Structure Improvement Act is a little developed policy but it was not actually realized. The market price close to that from perfect competition structure is plausible, ultimately.

The Multiple vital signs management system using Mobil phone is designed with Wireless sensor network and CDMA which are integrated to create a wide coverage to support various environments like inside and outside of hospital. Health signals from medical sensor node are analysed in cell phone first for real time signal analyses and then the abnormal vital signs are sent and save to hospital server for detail signal processing and doctor's diagnosis. We developed integrated vital access processor of sensor node to use selective medical interface(ECG, Blood pressure and sugar module) and control the self-organizing network of sensor nodes in a wireless sensor network. chronic disease such as heart disease and diabetes is able to check using graph view in mobile phone.

Greater use of mobile phone devices seems inevitable because the health industry and cancer care are facing challenges such as resource constraints, rising care costs, the need for immediate access to healthcare data of types such as audio video texts for early detection and treatment of patients and increasing remote aids in telemedicine. Physicians, in order to study the causes of cancer, detect cancer earlier, act in prevention measures, determine the effectiveness of treatment and specify the reasons for the treatment ineffectiveness, need to access accurate, comprehensive and timely cancer data. Mobile devices provide opportunities and can play an important role in consulting, diagnosis, treatment, and quick access to health information. There easy carriage make them perfect tools for healthcare providers in cancer care management. Key factors in cancer care management systems through a mobile phone health approach must be considered such as human resources, confidentiality and privacy, legal and ethical issues, appropriate ICT and provider infrastructure and costs in general aspects and interoperability, human relationships, types of mobile devices and telecommunication related points in specific aspects. The successful implementation of mobile-based systems in cancer care management will constantly face many challenges. Hence, in applying mobile cancer care, involvement of users and considering their needs in all phases of project, providing adequate bandwidth, preparation of standard tools that provide maximum mobility and flexibility for users, decreasing obstacles to interrupt network communications, and using suitable communication protocols are essential. It is obvious that identifying and reducing barriers and strengthening the positive points will have a significant role in appropriate planning and promoting the achievements of mobile cancer care systems. The aim of this article is to explain key points which should be considered in designing appropriate mobile health systems in cancer care as an approach for improving cancer care management.

As it is developing and growing up the mobile telecommunication, commercial mobile, and the application on it, the smart phone is attracting public attention techniques, hereafter. In this paper, we can make the context-awareness platform to supply users with the interface for their appropriate contexts using the smart phone. Therefore, we use the sensors in the smart phone, and the values from them are analyzed. As a result, we can estimate the user's contexts, such as the sitting and standing, movement, the lights, positions, locations, etc. In addition, we happen the suitable events from them for users. Therefore, we can provide the perspective interfaces for them. In addition, to prove the more efficiency of the proposed platform, we implemented the shooting game, and could know that the performance is the more advanced than the others. The proposed algorithm can be used for the mobile environments, which high efficiency is required such as the game, or the implementation of mobile applications which are more efficient to the user interfaces, etc.

Recently, it is expected that the domestic production of multimedia devices including smart phones and tablets will be over 7 billion in total. Mobile earphones, one of the main parts in such devices, have been produced more than the production of multimedia devices. Manufacturers cost a lot to test the performance of mobile earphones because the quality of mobile earphones is very important even if their prices are low. This paper has proposed the integrated equipment to reduce the costs and time for the performance test of existing mobile earphones.

The purpose of this study is to identify the types of consumer problems involving the use of online game services in Korea. This study analyzed the consumer damage cases by age and type that were reported to the Korea Consumer Protection Board (KCPB). The results of this study are as follows: The online game complaints varied by age. In the case of children, most complaints involved phone charging online game fees without parents' consent. There were similarities in the victimization of teens and children according to reason for complaint, handling result and type of damage. However, based on method of charging, mobile phone and credit card payments were causes in the case of teen victimization. Meanwhile, complaints among adults showed more complexity than the previous two groups such as cases relating to online game companies illegally seizing game items and game accounts, and charging fees for unused services caused by identity theft. By type of charging method, most complaints involved phone and mobile phone payments. According to the analysis result of online game victims, the monetary damage of consumers did not differ among socio-demographic variables such as age, residence, gender and occupation but there was difference in the method of charging. In the handling period, differences could be seen by age, year, gender and type of damage.

The explosive growth in wireless networks and Internet services has created considerable demand for mobile Internet services based on the mobile phone. Mobile Internet has become the new business model in telecommunication market, therefore the open network policy for mobile Internet has been formulated and implemented by the government in Korea. In spite of the open network policy for mobile Internet, there has been no systematic analysis of the various interconnection issues, including pricing, in mobile Internet network. This paper aims to suggest the interconnection pricing methods for mobile Internet network by reviewing the current pricing models for various communications services, and adapting them to mobile Internet communications circumstances. Results of this paper can be used as a guideline for government policy directions and management decision making after the introduction of the open network policy for mobile Internet.

Mobile devices become a pak of our daily life due to their versatility, such as the wireless phone calls, the wireless accessibility to Internet, the display of multimedia content, and the communication with nearby mobile devices. Third generation telecommunication service provides an easy access to the Internet for nubile devices. Mobile users pay a fee charged by the telecommunication provider based on the amount of data transferred. This paper introduces a special ad hoc network in which mobile devices cooperate each other to download an interesting content from the Internet in order to reduce the telecommunication cost. The mobile devices, called the peers, in the ad hoc network are assigned a portion of the target file, and are responsible for downloading the portion using their 3G connection. Then, the peers exchange their downloaded portion with other participating peers using their cost-free ad hoc connection in order to reconstruct the whole content. According to the simulation results, large number of participating peers saves the telecommunication cost up to 90% with as few as 10 peers, although it slightly increase the overall content reconstruction time.

Partly due to the climate changes, flooding occurs more often than before. Particularly high urbanization causes more damages by flooding with unexpected downpours. Recent mobile telecommunication technology can help to reduce the damage by a natural disaster with quick alarming process. This research aimed to implement a flood warning GIS service system based on open source software and mobile hybrid application program with LBS. The developed system utilized location information of mobile clients for smart phone users to get alerted to flooding immediately. This service system would be very useful in urban areas to reduce the flood damages.
