학교회계직원 인력운영 방안에 대한 국제비교 분석 - 한국·네덜란드·독일·스웨덴 중심으로 - (An International Study on Different Factors Operating Personnel Strategies of School Temporary Workers: Focusing on Korea, Holland, Germany, Sweden)

  • 교육현장에서 학교회계직원의 효율적 인력운영방안에 대한 요구가 점점 커지고 있다. 국가적 차원에서 이들의 고용안정화, 처우개선 및 교원의 행정업무경감 등에 활용될 수 있는 학교회계직원의 행정체제의 새로운 패러다임과 개편 방향을 모색하고 있다. 현 시점에서, 이를 위한 정보가 부족한 실정이다. 본 연구는 이러한 문제의식을 바탕으로 우리나라의 학교회계직원 운영관리 방안의 주요 문제 및 쟁점을 살펴보고, 네덜란드, 독일, 스웨덴의 학교회계직원 운영시스템의 특징을 살펴보면서 학교회계직원의 직무능력 향상과 효율적인 인력관리를 위한 운영방안을 통합적 관점에서 밝히고자 하였다. 나아가 본 연구는 교육청, 교육지원청, 일선학교 차원의 효율적 인력운영방안 모색 결과를 기초로 하여, 각 기관에서 학교회계직원의 효율적 인력운영을 위한 정책적, 제도적 방안을 제시하였다.

업무용 빌딩 내 사무실의 실내공기질 평가 (Assessment of Indoor Air Quality in Commercial Office Buildings)

  • Recently, concerns regarding indoor air quality in offices have continued to increase. Thirty offices in five metropolitan commercial buildings were surveyed from February to April 2004. Sampling was performed during normal business hours. Thermal comfort factors such as temperature and relative humidity, carbon dioxide ($CO_2$), carbon monoxide (CO), formaldehyde (HCHO), respirable dust, $PM_{10}$ were sampled and analyzed to determine the mean, standard deviation, range, and correlation for each of those parameters. The data was then compared to office as standard of Ministry of Labor, and guideline applicable to the indoor environment. The results represented that the temperature was slightly higher than the standard of American Society of Refrigerating and Air-Conditioning Engineers (ASHRAE), the relative humidity was lower that the standard of ASHRAE. The range of the 8-TWA concentration of $CO_2$ was 639 ~ 786 ppm, but 33.3% of the total thirty offices exceeded the 1000 ppm as ceiling concentration. The concentration of CO was less than 3 ppm, which was similar to that of offices in Japanese. The mean concentration of formaldehyde was 0.032 ppm, and only 2 % of total samples (193) exceeded the 0.1 ppm, standard of formaldehyde in office air. The concentration of respirable dust and $PM_{10}$ was not exceeded the standard of those parameters, $150{\mu}g/m^3$. The concentration of those parameters in the office air was statistically correlated.

산업안전보건법상 관리대상 유해물질 선정기준 마련에 관한 연구 (A study on the establishment of the criteria for selection of Hazardous substances requiring management in Occupational Safety and Health Act)

  • Objectives: This study was performed in order to establish reliable and relative selection criteria for hazardous substances requiring management(HSRM) in the Occupational Safety and Health Act in Korea. Methods: To determine the relative criteria and weight of evidence for HSRM, we analyzed the difference between the selection method of priority substances in studies by KOSHA(Korea Occupational Safety and Health Agency) and the European Union Risk Ranking Method(EURAM). In addition, 597 hazardous substances with exposure limit valueswereanalyzed and the posted health hazards classification by MOEL(Ministry of Employee and Labor), MOE(Ministry of Environment), and EU CLP(Classification, Labelling and Packaging regulation) were compared based on GHS(Globally Harmonized System of classification and labelling of chemicals) criteria. The existing HSRM(167 substances) were evaluated for suitability by the proposed criteria in this study. Results: As a result of this study, the criteria and procedures for selecting HSRM in the Occupational Safety and Health Act were arranged utilizing GHS health hazard classification results, occupational disease cases and domestic use situations. Conclusions: The applicability of the proposed criteria was proved via the evaluation of existing HSRM(167 substances). Most HSRM (161 substances) were found to correspond to a significant health effect or substantial health effect. The question of whether to include the six substances that have been found to have general health effects as HSRM would be require further research.

고속도로 톨게이트 부스 내 공기 중 PM10의 노출평가 (Exposure Assessment of PM10 in Expressway Toll Booths)

  • Objectives: This study was conducted in order to evaluate $PM_{10}$ concentrations at eight highway tollgate booths from July to September 2017. Methods: A total of 16 samples were collected from eight toll booths. Each $PM_{10}$ sample was collected using a 37 mm PTFE filter attached to a Personal Environment Monitor. Results: The geometric mean concentrations of $PM_{10}$ in the toll booths was $83.51{\mu}g/m^3$. The mean $PM_{10}$ concentrations measured on freight roadways were much higher than those of measured on general roadways($102.46{\mu}g/m^3$ and $68.05{\mu}g/m^3$, respectively). $PM_{10}$ was revealed to be higher in the morning($105.59{\mu}g/m^3$) than at dawn or in the afternoon($71.26{\mu}g/m^3$ and $61.22{\mu}g/m^3$, respectively). The mean $PM_{10}$ concentration in toll booths ventilated through an air conditioner was higher than that for those using a window or no ventilation. The rate of exceeding the Ministry of Environment Maintenance Limit($200{\mu}g/m^3$) was 6.25%, and the rate of exceeding the Ministry of Labor Recommended Limit($150{\mu}g/m^3$) was 12.5%. Conclusions: In order to protect the health of toll booth workers exposed to airborne dust, it is necessary to check the exposure level from indoor air quality on a regular basis and to manage it appropriately according to the results.

이주배경 아동·청소년 정책에 대한 비판적 분석과 대안 모색 : 가족과 교육 아젠다를 중심으로 (Critical analysis of policies for children with immigration background in Korea : Focusing on agenda of family and education)

  • 이 연구는 2006년 이후 급속하게 전개되어 온 한국사회 이주배경 아동 청소년 정책의 가시적. 비가시적 아젠다를 비판적으로 분석하여 새로운 정책 패러다임을 모색하려는 목적에서 이루어졌다. 그동안 다양한 차원에서 이루어져 온 이주배경 아동 청소년 정책은 한국사회의 변화를 촉발시키며 다문화사회의 저변을 구축하는 긍정적인 기능을 수행해왔다. 그럼에도 불구하고, 이주배경 아동 청소년에 대한 낙인과 부정적인 이미지의 확산 등 정책의 역효과 문제, 이들에 대한 집중지원으로 인한 일반 소외계층 아동 청소년에 대한 역차별 문제 등으로 많은 비판의 대상이 되어 왔다. 이 연구는 이러한 현실을 염두에 두고 성장기인 이주배경 아동 청소년에 직접적인 영향을 미치는 가족과 교육 정책 아젠다를 분석하여 그 의의와 한계 그리고 시사점과 향후 방향성을 제시하였다.

화학물질 관리 연구-2. 환경부와 고용노동부의 관리 화학물질의 구분, 노출기준 및 독성 지표 등의 특성 비교 (Study on the Chemical Management - 2. Comparison of Classification and Health Index of Chemicals Regulated by the Ministry of Environment and the Ministry of the Employment and Labor)

  • Objectives: The aims of this study were to investigate the classification system of chemical substances in the Occupational Safety and Health Act(OSHA) and Chemical Substances Control Act(CSCA) and to compare several health indices (i.e., Time Weighted Average (TWA), Lethal Dose ($LD_{50}$), and Lethal Concentration ($LC_{50}$) of chemical substances by categories in each law. Methods: The chemicals regulated by each law were classified by the specific categories provided in the respective law; seven categories for OSHA (chemicals with OELs, chemicals prohibited from manufacturing, etc., chemicals requiring approval, chemicals kept below permissible limits, chemicals requiring workplace monitoring, chemicals requiring special management, and chemicals requiring special heath diagnosis) and five categories from the CSCA(poisonous substances, permitted substances, restricted substances, prohibited substances, and substances requiring preparation for accidents). Information on physicochemical properties, health indices including CMR characteristics, $LD_{50}$ and $LD_{50}$ were searched from the homepages of the Korean Occupational and Safety Agency and the National Institute of Environmental Research, etc. Statistical analysis was conducted for comparison between TWA and health index for each category. Results: The number of chemicals based on CAS numbers was different from the numbers of series of chemicals listed in each law because of repeat listings due to different names (e.g., glycol monoethylether vs. 2-ethoxy ethanol) and grouping of different chemicals under the same serial number(i.e., five different benzidine-related chemicals were categorized under one serial number(06-4-13) as prohibited substances under the CSCA). A total of 722 chemicals and 995 chemicals were listed at the OSHA and its sub-regulations and CSCA and its sub-regulations, respectively. Among these, 36.8% based on OSHA chemicals and 26.7% based on CSCA chemicals were regulated simultaneously through both laws. The correlation coefficients between TWA and $LC_{50}$ and between TWA and $LD_{50}$, were 0.641 and 0.506, respectively. The geometric mean values of TWA calculated by each category in both laws have no tendency according to category. The patterns of cumulative graph for TWA, $LD_{50}$, $LC_{50}$ were similar to the chemicals regulated by OHSA and CCSA, but their median values were lower for CCSA regulated chemicals than OSHA regulated chemicals. The GM of carcinogenic chemicals under the OSHA was significantly lower than non-CMR chemicals($2.21mg/m^3$ vs $5.69mg/m^3$, p=0.006), while there was no significant difference in CSCA chemicals($0.85mg/m^3$ vs $1.04mg/m^3$, p=0.448). $LC_{50}$ showed no significant difference between carcinogens, mutagens, reproductive toxic chemicals and non-CMR chemicals in both laws' regulated chemicals, while there was a difference between carcinogens and non-CMR chemicals in $LD_{50}$ of the CSCA. Conclusions: This study found that there was no specific tendency or significant difference in health indicessuch TWA, $LD_{50}$ and $LC_{50}$ in subcategories of chemicals as classified by the Ministry of Labor and Employment and the Ministry of Environment. Considering the background and the purpose of each law, collaboration for harmonization in chemical categorizing and regulation is necessary.

인구 고령화와 임금구조: 1990년대 이후 한국 남성 근로자의 세대규모효과에 대한 실증분석 (Population Aging and Wage Structure: An Empirical Study of Cohort Size Effect on Korean Male Worker since 1990)

  • 최근 우리나라는 고령화가 급속도로 진전되면서 향후 생산가능인구의 감소와 더불어 인구구조, 특히 연령구조(age structure) 또한 급격한 변화를 겪을 것으로 예상되고 있다. 이에 본 연구는 이러한 인구구조의 변화가 임금구조에 미치는 영향을 파악하기 위해 연령별 세대규모(cohort size)에 초점을 맞추어 세대규모효과로 인해 연령-임금 프로파일이 어떻게 변모하였는지를 분석하였다. 실증분석은 Wright(1991)의 모형을 기초로 노동부의 '임금구조기본통계조사' 원자료($1990년{\sim}2006$년)의 남성 근로자 데이터를 활용한 Weighted OLS 회귀분석으로 이루어졌다. 추정결과에서는 고졸 근로자 및 대졸이상 고학력 근로자에게서 세대규모효과가 발견되었는데, 고졸 근로자의 경우 기존 Welch(1979)나 Wright(1991)의 연구와 유사한 결과가 나타났지만, 대졸이상 근로자의 경우 반대로 정(+)의 신규진입효과와 부(-)의 지속효과가 나타났다. 따라서 고졸 근로자는 임금수준에서 세대규모로 인한 불이익을 받는 반면, 고학력 취업자의 경우 최근 청년실업 및 취업난의 상황에도 불구하고 상대적으로 작은 세대규모로 인해 임금수준에서 이득을 보고 있다는 것을 보여주고 있다. 이는 기존의 연구가 주로 노동수요 측면에 치우쳐 있다는 점에서 노동공급측면에서 인구 고령화에 따른 인구구조의 변화에 관심을 둔 연구가 필요하다는 것을 시사한다.

  • We investigated the sanitary characteristics of Alaska pollock Theragra chalcogramma roe as a raw material based on the standards of several countries. The standards for raw materials of Alaska pollock roe for lead, total mercury, $^{134}Cs+^{137}Cs$, and $^{131}I$ were those of the South Korean Ministry of Food and Drug Safety; Staphylococcus aureus, Salmonella spp., Clostridium botulinum, methyl mercury, $^{134}Cs+^{137}Cs$, $^{131}I$, $^{239}Pu$, and $^{90}Sr$ were those of the United States Food and Drug Administration; lead, methyl mercury, inorganic arsenic, chrome, $^{134}Cs+^{137}Cs$, and $^{131}I$ were those of the Ministry of Agriculture of China; nitrite ion, $^{134}Cs+^{137}Cs$, $^{239}Pu$, and $^{235}U$ were those of the Ministry of Health, Labor and Welfare of Japan; $^{134}Cs+^{137}Cs$, $^{131}I$, $^{239}Pu$, and $^{90}Sr$ were those of Codex; and $^{134}Cs+^{137}Cs$, $^{131}I$, $^{239}Pu$, $^{241}Am$, and $^{90}Sr$ were those of the European Food Safety Authority. The results for the global standard items other than C. botulinum (lead, total mercury, methyl mercury, inorganic arsenic, chrome, $^{134}Cs+^{137}Cs$, and $^{131}I$, S. aureus, and Salmonella spp.) suggest that Alaska pollock roe is safe for use as a raw material.

MZ·X세대의 사회적지지와 노후준비도 관계에서 노인일자리사업 관심도와 회복탄력성의 매개효과 (Mediating Effect of Interest in Elderly Job Project and Resilience on the Relationship between MZ and X Generation's Social Support and Retirement Readiness)

  • 본 연구는 MZ·X세대의 사회적지지와 노후준비도의 관계에서 노인일자리사업 관심도와 회복탄력성의 매개효과를 살펴보는데 목적이 있다. 본 조사는 D광역시와 G도의 G시, Y시, A시의 MZ·X세대 359명의 수집자료를 SPSS 27.0과 AMOS 27.0 프로그램을 사용하여 신뢰도 및 빈도분석, t / F-검증, 기술통계 분석, 상관관계분석, 구조적관계의 통계를 사용하여 분석을 하였다. 연구결과, 첫째, 노인일자리사업 관심도, 사회적지지, 회복탄력성과 노후준비도는 유의미한 상관관계가 있는 것으로 나타났다. 둘째, 사회적지지와 노후준비도 관계에서 노인일자리사업 관심도와 회복탄력성은 부분 매개가 검증되었다. 따라서, MZ·X세대의 노인일자리사업에 대한 관심과 회복탄력성을 높이기 위해서 사회적지지체계로서 정서적, 평가적, 정보력, 물질적 지지체계의 마련과 보건복지부, 고용노동부, 여성가족부와 같은 정부기관의 노인일자리 사업정책의 현실성 있는 정책이 필요하다.

The Actual Conditions of Visiting Rehabilitation in Japan Identified through Japanese Government Reports

  • Purpose: In Japan, the Long-Term Care Insurance Act has stipulated visiting rehabilitation since 2000. This study aimed to identify the actual conditions of visiting rehabilitation in Japan through a literature review of reports published by the Japanese government. Methods: This literature review was conducted on eight articles among various government reports on the topic of the actual conditions of visiting rehabilitation. These reports were published by the Ministry of Health, Labor and Welfare of Japan based on their own investigations or reports from an external agency entrusted with the task, and were issued between 2000 and 2021. Results: The characteristics of the visiting rehabilitation offices, their number, manpower allocation, the number of users, and their visits to each office were identified. Also, the characteristics of the users, number of users, age and required degree of long-term care, causative disease, and required medical care were identified. To evaluate the actual status of the visiting rehabilitation service, the service use time, frequency, period of use, intervention by doctors and the degree of such intervention, therapist's service content, visitors' address before the use of the service, reason, and timing of the service introduction, evaluation of the service effectiveness, combination of services and transfer destination after termination, and status after service termination were checked. Conclusion: Based on the Japanese experience where visiting rehabilitation was introduced and applied to long-term care insurance, it would be meaningful to review the factors that required benchmarking among the Japanese service models while designing a similar model in Korea.
