This study simulated the effect of the quantity flexibility contract(QFC) on the Korean military inventory system. The results shows that the QFC make the inventory system more efficient. For validity of this study, we assume the basic four demand patterns (increase, decrease, high variation and long seasonality) which are the exogenous variables of these simulation systems. We measured the difference of the traditional military inventory system's and new QFC system's performances. Under the all demand patterns, QFC models have little inventory than the traditional systems. We suggest, therefore, the military change the supply contract into QFC for decrease inventory and expect the results of this study applied to the company level.

The purpose of this study is to propose a model of the contract type and contract category in the process of programs in each stage which is the procurement by defence improvement program of a large long term programs. When requiring the contract, contractor confirms the contract type and contract category of the review the contract in bulk, separate contract by repeatedly. For the study of improvement method we used previous research paper, reports of DAP A and KIDA, laws of contract and other several materials. and we also applied the rational contract type and contract category for the general mass production program weapon system based on the analysis of contract states concluded with DAPA and old-DAPA, and collect the public opinions of the defense industry.

The main purpose of this study is to investigate the relationships among individual career management behavior, organizational career management help and organizational commitment based on psychological contract. The research model takes multi-dimensional perspective. The empirical study has been done using data collected from 360 military officers. The research findings are as follows: First, individual career management behavior is directly linked to the experience of organizational career management help. Second, both individual and organizational career management behaviors are connected to organizational commitment. Especially, career help from military organizations is closely related to affective commitment. Third, psychological contract fulfillment plays a key role in mediating the relationship between organizational career management help and affective commitment. These findings provide some support for the dimensional effects of individual career management behavior on organizational career management, psychological contract fulfillment and organizational commitment in military sector.

In defense and military facility projects, adjustments to contract amounts due to design changes directly or indirectly affect factors such as increased construction costs and extended construction periods. Moreover, they can lead to differences of opinion and conflicts between the military and contracting parties. This case study analyzed the integrated management of defense and military facility projects by the Gyeonggi Southern Facilities Division, which oversees projects in Seoul and the southern Gyeonggi Province region for the Army, Navy, Marine Corps, and Air Force. Out of 388 completed projects, 103 cases with design changes were selected for analysis, aiming to ensure the reliability of data regarding the proportion of design changes in project completion. The study classified samples by the causes of design changes specified in the Ministry of Planning and Finance's contract regulations, assigning rankings based on the occurrence rates of each cause. Furthermore, it analyzed detailed factors for each cause of design change and derived implications to propose improvement measures. Considering the limited access to military primary data, this case study is expected to contribute to minimizing design changes in defense and military facility projects. Additionally, it is anticipated to be practically useful for subsequent research on contract amount adjustments resulting from design changes.
The timely procurement of military supplies is essential to maintain the military's operational capabilities, and contract work is the first step toward timely procurement. In addition, rapid signing of a contract enables consumers to set a leisurely delivery date and increases the possibility of budget execution, so it is essential to improve the contract process to prevent early execution of the budget and transfer or disuse. Recently, research using big data has been actively conducted in various fields, and process analysis using big data and process mining, an improvement technique, are also widely used in the private sector. However, the analysis of contract work in the military is limited to the level of individual analysis such as identifying the cause of each problem case of budget transfer and disuse contracts using the experience and fragmentary information of the person in charge. In order to improve the contract process, this study analyzed using the process mining technique with data on a total of 560 contract tasks directly contracted by the Department of Finance of the Air Force Logistics Command for about one year from November 2019. Process maps were derived by synthesizing distributed data, and process flow, execution time analysis, bottleneck analysis, and additional detailed analysis were conducted. As a result of the analysis, it was found that review/modification occurred repeatedly after request in a number of contracts. Repeated reviews/modifications have a significant impact on the delay in the number of days to complete the cost calculation, which has also been clearly revealed through bottleneck visualization. Review/modification occurs in more than 60% of the top 5 departments with many contract requests, and it usually occurs in the first half of the year when requests are concentrated, which means that a thorough review is required before requesting contracts from the required departments. In addition, the contract work of the Department of Finance was carried out in accordance with the procedures according to laws and regulations, but it was found that it was necessary to adjust the order of some tasks. This study is the first case of using process mining for the analysis of contract work in the military. Based on this, if further research is conducted to apply process mining to various tasks in the military, it is expected that the efficiency of various tasks can be derived.

According to the National Contract Law, when determining Estimation cost Contract officers should consider contract quantity, contract period, supply and demand condition, difficulty of contract enforcement, terms and condition, and other various conditions based market price, costing based pricing, and appraisal. And they should not overestimate or underestimate the estimation cost. But the estimation cost system is used as preparedness for audit against the contract law. In this study, we identified the factors affecting estimation cost and analyzed their influence on estimation cost.

Change orders have been widespread in both the private and public construction sectors. In particular, in the case of G2B (Government to Business) contracts, adjustment of contract price and/or schedule extension is a frequent occurrence due to change orders. To uncover the causes of change orders and suggest an appropriate strategy, this study analyzed 296 cases of change orders in military facility construction projects from 2008 to 2010. The analysis revealed that the major causes of change orders are users' additional requirements (28.38%), a change of finishing materials (23.99%), and change of footing type (17.57%), in that order. Building on the results of this analysis, the authors suggest plans for practical improvements. Specific recommendations include 1) reflect user requirements at the early stage, 2) minimize the use of additional budget due to change orders, and 3) reduce the process and time for contract amendment, among others. The results of this study may provide significant implications to those involved in military construction projects, particularly project owners (i.e., the Ministry of Defense) and contractors.

This paper deals with $\ulcorner$Requirement Decision Model for Repair Parts supplied by the Government$\lrcorner$ which is to reduce Aircraft Contract Maintenance Cost. It aims to find solutions to the fundamental problems of the Aircraft Contract Maintenance System. Under the current Aircraft Contract Maintenance System, it is hard to forecast the exact demand of repair parts, so support rate of Repair Parts supplied by the Government is restricted under 50 percent. It is inevitable to purchase Repair Parts from the firm with much higher price than those of Government source. However, absence of fixed demand pattern makes it difficult to improve accuracy of demand forecast. As a solution to these problems, this model prevents a cost increase due to the unit price difference between Repair Parts supplied by the Government and Repair Parts purchased by the Firm. It also reflects demand characteristics of each repair part, and prevents continual stock increase by setting an upper limit on the amount of Repair Parts supplied by the Government. The effectiveness of this model is verified by empirical analysis using the latest raw data. By applying this model to real situation, we expect to reduce about 4 billion won every year.

The purpose of this study is to investigate the moderating effects of psychological contract violation and self-control on the relationship between abusive supervision and subordinates' work-related attitudes. Results show that abusive supervision was positively related to subordinates' turnover intention, whereas it was negatively related to their organizational commitment. Futhermore, it is surprising that the moderating effects of psychological contract violation and self-control showed an unexpected pattern. Implication of these results as well as strengths, limitations, and avenues for future research are discussed.
Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.
