Purpose: This study developed an instrument to evaluate the health empowerment of North Korean women refugees and examined its validity and reliability. Methods: Through literature review and focused group interviews, 66 preliminary items with three constructs, including perceived control, perceived competence, and goal internalization were selected based on Menon's psychological health empowerment model. A questionnaire survey was conducted with 239 North Korean women refugees in the community from August 31 to September 4, 2020. Content, construct, convergent, and discriminative validity were evaluated. Cronbach's α was used to evaluate the reliability of scale. Results: The final instrument consisted of 31 items with three factors that were identified through confirmatory factor analysis. The convergent validity showed that the correlation coefficient was .52 (p < .001), which confirmed the validity of the developed measurement tool. Cronbach's α for all the items was .94, and Cronbach's α for the factors was .76~.91. Conclusion: This health empowerment scale has been developed to include aspects of health empowerment, provide a conceptual framework, and offer objective indicators to evaluate the effectiveness of a health education program.

In recent years, building commissioning has often been part of a standard delivery practice in construction, particularly in the high-performance green building market, to ensure the building is designed and constructed per owner's requirements. Commissioning, therefore, intends to provide quality assurance that buildings perform as intended by the design and often helps achieve energy savings. Commissioning, however, is not as widely adopted as its potential benefits are perceived. Owners are still skeptical of the cost-effectiveness claims by energy management and commissioning professionals. One of the issues in the current commissioning practice is that not every project is guaranteed to benefit from the commissioning services. This, coupled with its added cost, the commissioning service is not acquired with great acceptance and confidence by building owners. To overcome this issue, this paper presents a unique methodology to enhance owner's predicting capability of the degree of success of commissioning service using the Bayesian theorem. The paper analyzes a situation where a future building owner wants to use a pre-commissioning in an attempt to refine the success rate of the future commissioned building performance. The author proposes the Bayesian theorem based framework to improve the current commissioning practice where building owners are not given accurate information how much successful their projects are going to be in terms of energy savings from the commissioning service. What should be provided to the building owners who consider their buildings to be commissioned is that they need some indicators how likely their projects benefit from the commissioning process. Based on this, the owners can make better informed decisions whether or not they acquire a commissioning service.

Kiscon, Seumteo, KONEPS and CSI are representative construction-related DBs. All four DBs are operated by the public. However, the characteristics of data are different depending on the purpose. Therefore, it is difficult to utilize integrated data and it is only used sparingly. Creating and sharing a unique key that can identify a construction site will enable integrated accumulation and management of construction-related data for various purposes. At this point, it is most efficient to assign a unique key based on KISCON. KISCOn data conforms to the construction site definition and covers most of the public, private, architectural and civil works. In addition, there is an advantage in that DB construction is performed in the construction situation, which is a relatively preceding process. In the future, it is necessary to create a practical construction site integrated DB through the production of an integrated key table containing linkage information of unique keys for site management, performance indicators, and statistics production.
Many uncertainties affect the stability assessment of rock structures. Some of these factors significantly influence technology decisions. Some of these factors belong to the geological domain, and spatial uncertainty measurements are useful for structural stability analysis. This paper presents an integrated approach to study the stability of rock structures, including spatial factors. This study models two main components: discrete structures (fault zones) and well known geotechnical parameters (rock quality indicators). The geostatistical modeling criterion are used to quantify geographic uncertainty by producing simulated maps and RQD values for multiple equally likely error regions. Slope stability theorem would be demonstrated by modeling local failure zones and RQDs. The approach proided is validated and finally, the slope stability analysis method and fuzzy Laypunov criterion are applied to mining projects with limited measurement data. The goals of this paper are towards access to adequate, safe and affordable housing and basic services, promotion of inclusive and sustainable urbanization and participation, implementation of sustainable and disaster-resilient buildings, sustainable human settlement planning and manage. Simulation results of linear and nonlinear structures show that the proposed method is able to identify structural parameters and their changes due to damage and unknown excitations. Therefore, the goal is believed to achieved in the near future by the ongoing development of AI and fuzzy theory.

The overarching question of this study is how a typical rice cultivation system in Gimje, Korea was keeping up with the triple-win challenge of climate-smart agriculture (CSA). To answer this question, we have employed (1) quantitative data from direct measurement of energy, water, carbon and information flows in and out of a rice cultivation system and (2) appropriate metrics to assess production, efficiency, GHG fluxes, and resilience. The study site was one of the Korean Network of Flux measurement (KoFlux) sites (i.e., GRK) located at Gimje, Korea, managed by National Academy of Agricultural Science, Rural Development Administration. Fluxes of energy, water, carbon dioxide (CO2) and methane (CH4) were directly measured using eddy-covariance technique during the growing seasons of 2011, 2012 and 2014. The production indicators include gross primary productivity (GPP), grain yield, light use efficiency (LUE), water use efficiency (WUE), and carbon uptake efficiency (CUE). The GHG mitigation was assessed with indicators such as fluxes of carbon dioxide (FCO2), methane (FCH4), and nitrous oxide (FN2O). Resilience was assessed in terms of self-organization (S), using information-theoretic approach. Overall, the results demonstrated that the rice cultivation system at GRK was climate-smart in 2011 in a relative sense but failed to maintain in the following years. Resilience was high and changed little for three year. However, the apparent competing goals or trade-offs between productivity and GHG mitigation were found within individual years as well as between the years, causing difficulties in achieving the triple-win scenario. The pursuit of CSA requires for stakeholders to prioritize their goals (i.e., governance) and to practice opportune interventions (i.e., management) based on the feedback from real-time assessment of the CSA indicators (i.e., monitoring) - i.e., a purpose-driven visioneering.
Despite the institutional, organizational, and technological advances in the level of national records management that has occurred during the past several years, there has been no significant change in the condition of records management within individual public institutions, which may be an outset for records management. In order to begin the advance in national records management with overall innovation in records management by public institutions, it is necessary to distinctly set up the direction of innovation and a project to carry out. Also, a person in charge of records management, who is supposed to lead records management in each institution, should share the directions and projects. Against this backdrop, this study aims to define "the evaluation of records management" as a vehicle to establish a common goal for the innovation of records management and the role of a person in charge of records management as well as to develop evaluation indicators that might be applicable to all public institutions. With this aim, the study drew requirements of records management from domestic and overseas cases in the evaluation of records management conditions as well as the laws and standards of records management, and a roadmap for national records management innovation. Then, the study developed evaluation indicators by classifying the requirements according to three areas involving an organizational environment, records management job, and records management in the offices that create and file their own documents. The organizational environment area is concerned with the evaluation of the records management policy and the responsibility of an institution, and the evaluation of human resources and physical environment. The records management business area includes the measurement of the level of jobs, such as the records creation control conducted by the records management authority of each institution, the management of records schedules, the accession, preservation, and appraisal of records and their service, and the monitoring of records management. The area of records management in the offices is composed of the creation, registration, arrangement, and transfer of records as they are intended to be used during the monitoring of records management conditions. The study made it possible to measure all evaluation indicators with a quantitative evaluation method by clearly proposing the standard for objective and accurate evaluation.
In this study, an automated sensor to measure forest fire surface fuel moistures was developed to predict changes in the moisture content and risk of forest fire surface fuel, which was indicators of forest fire occurrence and spread risk. This measurement sensor was a method of automatically calculating the moisture content of forest fire surface fuel by electric resistance. The proxy of forest fire surface fuel used in this sensor is pine (50 cm long, 1.5 cm in diameter), and the relationship between moisture content and electrical resistance, R(R:Electrical resistance)=2E(E:Exponent of 10)+13X(X:Moisture content)-9.705(R2=0.947) was developed. In addition, using this, the software and case of the automated measurement sensor for forest fire surface fuel moisture were designed to produce a prototype, and the suitability (R2=0.824) was confirmed by performing field monitoring verification in the forest. The results of this study would contribute to develop technologies that can predict the occurrence, spread and intensity of forest fires, and are expected to be used as basic data for advanced forest fire risk forecasting technologies.

Population stratification can cause spurious associations between genetic markers and disease locus. In order to handle this population stratification in haplotype-based case-control association studies, we added population indicators as covariates to the haplotype trend regression model proposed by Zaykin et al. (2002). We investigated through simulations how both population stratification and measurement error in the estimation of true population of each individual affect type I error probabilities of the association tests based on both Zaykin et al.'s (2002) model and the proposed model. Based on those results, in the situation that there exists population stratification but there is no error in population classification of each individual, our proposed model does satisfy a type I error probability whereas Zaykin et al.'s (2002) model does not. However, as the measurement error increases, a type I error probability of our model correspondingly becomes larger than a nominal significance level. It implies that as long as uncertainty in the estimation of true population of each individual still remains, it is nearly impossible to avoid false positive in case-control association studies based on haplotypes.

BACKGROUND: Silicon tetrachloride reacts with moisture in the atmosphere to generate hydrogen chloride, which affects the environment. Since silicon tetrachloride and its by-products are dispersed in the atmosphere in a short time after the silicon tetrachloride release into the atmosphere, it is difficult to directly assess the extent of environmental impact. In the present study, the exposure test of silicon tetrachloride or hydrogen chloride was examined in order to establish the criterion of the range affected by the silicon tetrachloride release, and the actual crops in the area exposed to silicon tetrachloride leakage were analyzed. METHODS AND RESULTS: For the experiment of exposure to silicon tetrachloride or hydrogen chloride, the leaves of red-pepper and corn were used in glass sealed containers. In the actual accident area, 59 samples from 10 different kinds of crops were collected. The pretreatment of the sample was performed by freezing and grinding, and then extracted using distilled water. The pH and concentration of chloride ($Cl^-$) ion of the extracted solution were measured using pH meter and ion chromatograph, respectively. CONCLUSION: Exposure to silicon tetrachloride caused visible damage, increasing the concentration of chloride ion, and decreasing the pH as well as hydrochloric acid. In the actual crops of the affected area, the tendency was the same as the result of the laboratory test, and the range of influence could be estimated through the concentration of $Cl^-$ ion over 2,000 mg/kg, and the correlation evaluation between the concentration of $Cl^-$ and pH. Therefore, the concentration of $Cl^-$ ion and the correlation between $Cl^-$ and pH would be considered as the factors to estimate the influence range of silicon tetrachloride release.

In this study, we conducted a comparative study on user's perception and behavior on public system service (PSS) using institutionalism theory and MGA (multi-group analysis) methodology. In particular, this study focuses on how institutional isomorphism is applied to public system services and how MGA can be implemented correctly in a variance based SEM (structural equation model) such as PLS (partial least square). A data set of 496 effective responses was collected from pubic system users and an empirical research was conducted using three segmented models categorized by public proximity theory (public firms = 113, government contractors = 210, private contractors = 173). For rigorous group comparisons, each model was estimated by the same indicators and approaches. PLS-SEM was used in testing research hypotheses, followed by parametric and non-parametric PLS-MGA procedures in testing categorical moderation effects. This study applied novel procedures for testing composite measurement invariance prior to multi-group comparisons. The following main results and implications are drawn : 1) Partial measurement invariance was established. Multi-group analysis can be done by decomposed models although data can not be pooled for one integrated model. 2) Multi-group analysis using various approaches showed that proximity to public sphere moderated some hypothesized paths from quality dimensions to user satisfaction, which means that categorical moderating effects were partially supported. 3) Careful attention should be given to the selection of statistical test methods and the interpretation of the results of multi-group analysis, taking into account the different outcomes of the PLS-MGA test methods and the low statistical power of the moderating effect. It is necessary to use various methods such as comparing the difference in the path coefficient significance and the significance of the path coefficient difference between the groups. 4) Substantial differences in the perceptions and behaviors of PSS users existed according to proximity to public sphere, including the significance of path coefficients, mediation and categorical moderation effects. 5) The paper also provides detailed analysis and implication from a new institutional perspective. This study using a novel and appropriate methodology for performing group comparisons would be useful for researchers interested in comparative studies employing institutionalism theory and PLS-SEM multi-group analysis technique.
