  • The creation of S&T knowledge and development of S&T- based innovation has spread worldwide from traditionally advanced countries to traditionally developing countries, often under the direction of governments. Korea is an exemplar in this new locus. Korea's burst in Science and Technology during the last three decades has made Korea a substantive player in the global production of S&T knowledge and its application to business. Although Korea still trails the US and other top countries in the quality of research, it has leaped from its 1980s standing as bit player in the knowledge economy to being among the leaders in the early 21st Century. This paper shows that Korea's advance benefited from its active participation in the global market in higher education, in international research collaborations, and its close ties to the U.S. Korea's experience offers lessons for other countries who seek to advance by becoming knowledge economies. Korea proves that a developing country can gain comparative advantage in knowledge production and use; that government policy can stimulate such a development; and that openness to the world of higher education and research is the best way to move forward and overcome the middle income trap.

  • With the recent acceleration in the adoption of IT in industries, converged Construction-IT has been drawing attention as a new market driver in the IT fusion industry. Despite the simultaneous implementation of U-Cities all over Korea in a manner suiting each city's own attributes, Technical Criteria to build an optimized IT-infrastructure have not yet been prepared. To solve this problem, a standard for U-City construction should be prepared. This research, therefore, draw sample contents in order to establish and verify the criteria for U-City construction. The findings are expected to be meaningful, in that they would serve as significant data for establishing the criteria for future U-City construction.

  • Dynamic changes in the field of labor relations have become a general trend in the world practice. These changes are due the impact of globalization and technological innovation above all. Concept of "precarization of employment" appeared due the new emerging labor relations. This term has been used for more than thirty-five years, but there is still no generally accepted definition of it. A wide range of authors' viewpoints on problem of precarization makes it vague and impossible to strictly to identify its borders. Features of its manifestations in different countries also complicate the problem. Kazakhstan is a country with export-oriented economy of raw materials. At the same time government try to solve the problem for the industrial-innovative development of the economy. These two factors bring additional specific features in the manifestation of the precarization of employment in the country. The aim of the paper is to identify the features of "precarization of employment" concept in Kazakhstan's practice, based on the proposed definition.

  • The sofa industry, which is now one of the major furniture industries in Korea, has developed since 1970s as the apartment building boom and the rise of living standards triggered its demand. Among others, durable and high-quality leather sofa had been most favored and excelled other sofas since mid-1980s along with the growth of national economy before IMF control tightened money market in late 1990s. Leather sofa is still favored and its industry has great possibilities to increase as people tend to seek higher and more personalized living conditions with the stabilization of economy. However, there are several problems in the sofa industry due to the current economic difficult conditions, i.e.; 1. It is hard to cut down the cost of raw material as the supply mostly depend on import. 2. It is hard to keep product quality due to technical difficulties. 3. There are still illegal duplicates of foreign or domestic competitors'design. The aim of this study is to examine the reality of the leather sofa industry in Korea and to suggest new vision for its progress.

  • In the knowledge and network economy, standards and standardization become an important factor in determining the competitiveness of nations and firms. This paper analyses some cases of firms' strategic standardization. We defined the concept of standards, standardization, strategic standardization, and standardization management, which have been unfamiliar in the academic society. The standardization strategy can be categorized into four types according to firm's management objectives or benefits, including technological innovation, market creation/extension. cost-down, and accreditation. This classification of standardization strategy is very useful in analysing the various kinds of the cases of strategic standardization implementation. We found that standards and standardization have a positive influence on firm's overall performance. In some cases, for example, Dell Computer, Sun Microsystems, Deere & Company, etc., strategic standardization plays a role as a key success factor(KSF).

And this region also exists in a very severe climate condition as 90% of the region is covered with permanently frozen land on the other. This vast region has many of the world's richest natural resources : woods, fish, non-metals, energy resources, and other. The Russian Far East Region is prompts to participate in the world economy, specifically Asian and other Parcific Natiops along with the recent changes in the national structure of Russia. • Due to the widespread availability of the internet, large-scale and dynamic distributed projects in industry are becoming popular. We present a distributed, collaborative, and adaptive control approach for decentralized multiple projects, which is one of representative project environments in modern e-enterprises. In this paper we deal with short term scheduling and rescheduling of resources, which are shared by multiple projects. We in specific, address the dynamic nature of the situation. We model this as a dynamic economy, where the multiple local markets are established and cleared over time trading resource time slots(goods). Local markets are modeled using a combinatorial auction mechanism. Due to the dynamic and distributed nature of economy, through our approach we can achieve higher levels of flexibility, scalability and adaptability.
