Development of Safety Devices for Marine Leisure (해양레저 안전장비 개발)

  • This paper describes two kinds of personal hand-held electronic devices to support marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

  • According to SOLAS Convention, a voyage data recorder(VDR) is to be fitted onboard ships to assist in the marine casualty investigation However, a review of Korean Maritime Safety tribunal(KMST), shows that the current VDR systems is inconvenient in practical because the storage format of VDR and the casualty reproduction method are different from one manufacturer to another making it economically and timely difficult for the maritime casualty investigation bodies to carry out investigation in a proper manner. To solve this problem, this paper proposed a newly designed VDR Analysis System(VDRAS), which decodes the voyage data of VDR producea by different manufacturers, reproduces the condition at the time of casualty in an accurate, and performs necessary checks.

  • The statistics of Korean Maritime Safety Tribunal and Japan Marine Accidents Inquiry Agency shows that the major muses of collision at sea are Improper lookout and Non-compliance with marine traffic rules. Those two muses are occupying more than 70% of collision, and it's clear that those muses are undoubtedly closely related to simple human error. In this paper we tried to find out the root muses of this kind of human error of OOWs(officers on watch) through risk identification method and studied how to tackle them via risk control theory. In conclusion, the measures studied in this paper could be applied to help OOWs avoid their own human error as well as be used in shipping company for their fleets' safety management.

  • Realization of e-Navigation for maritime safety has become a hot research topic of these years. There has been lots of requirements of the convergence of VTS and new IT technology for prevent maritime accident caused huge mount of damage such as environmental damage of oil spill, human life and property. This paper aims to design of an intelligent VTS system based on context awareness and aids to navigation structure. The proposed system provides timely decision supporting mechanism using by situation awareness, reasoning, risk management technology and also provides information of aids to navigation for secure navigation.

  • In this paper, marine accidents recently happened in Korea and Japan for 5 years, especially through the analysis of accident characteristics for fishing vessels, including small vessels were analyzed. Also propose a new maritime safety communication network in the form of a comprehensive considering the wave propagation characteristics and operational characteristics of radio communication equipments should be installed in the vessel through comprehensive analysis of the regulation according to the radio equipment and the ship's location identification device installation and operation.

  • Cyber attacks can be caused by all equipment that perform communication functions, and the link between ship and land due to the development of communication technology means that the ship sector as well as the land sector can be easily exposed to cyber threat vulnerability. In this paper, we analyze cyber threat trend changes to identify cyber security vulnerabilities in the maritime sector and propose measures to enhance cyber security through other industry case studies.

  • Most of the maritime accidents are the crash that occurred by complex coastal terrain, increased maritime traffic and frequent weather changes. Therefore, transportation safety is exactly determined using accurate environmental informations, but if informations are inaccurate or insufficient, accident risk can be increased. Therefore, ship need the system that can accurately generate transportation safety information. This paper proposes the transportation safety system and performance evaluation in the real environment. The proposed system includes database of environment informations and navigation algorithm using PPP method to estimate the accurate ship position. Therefore, this system can accurately calculate distance or freeboard between ship with other factors. Futhermore, when weather is deteriorated, crew can sail with database based 3-D monitoring module in the transportation safety system. To verify the function and performance, data of Kyungin ARA waterway and ferry is used to evaluation.

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • In near future, more congested and dangerous marine traffic environment due to the rapid marine traffics increase and ship handling difficulty by enlargement of ship size is predicted. In this paper, an navigation supporting system proposal made to enhance the safe navigation by providing the collision avoidance informations to the navigator via marine traffic environment assessment. Proposed navigation supporting system displays results of marine traffic environment assessment, degree of the dangers and gives reason of danger which is enhance situational awareness of navigator. For this purpose, results of marine traffic environment assessment which is obtained via real time assessment sent to the designated server and through the connection with navigation supporting system navigator being enable to see all those informations on the computer screen Navigator would utilize those information to make a decision in the difficult waterways and thus safe navigation could be enhanced.
