Analysis of Marine Leisure base condition for the Archipelago at the Southwest Sea Area (서남권 다도해 해역의 해양레저 기반여건분석)

  • In this paper, we analyse the marine leisure base condition of the archipelago at the southwest sea area which has the natural advantage for marine leisure. We also discuss how to adapt the yacht business on the above area. At first, we analyse the current situation of the domestic marine leisure and draw up a plan to solve its problem. Finally we apply an environment friendly marina establishment to the archipelago at the southwest sea area and evaluate its validity.

Selective growth of micro scale GaN initiated on top of stripe GaN

  • We report on the growth and characterization of the nano- and micro scale GaN structures selectively grown on the vertex of GaN stripes using the metal organic vapor phase epitaxy method and conventional photolithography technique. The triangular shaped nano- and micro GaN structures which have semi-polar {11-22} facets were formed only on the vertex of the lower GaN stripes. Crystalline defects reduction was observed by transmission electron microscopy for upper GaN stripes. We also have grown the InGaN/GaN multi-quantum well structures on the semi-polar facets of the upper GaN stripes. Cathodoluminescence images were taken at 366, 412 and 555 nm related to GaN band edge, InGaN/GaN layer and defects, respectively.

  • Today, all the countries of the world newly recognize importance of sea on 70% area of the earth, which are focused on efforts for security of marine territory and fishes resources. On the security concerns of the ocean & fishes resources, Sea are very important on the ground of the importance of the ocean, thus international community has been trying to combat a maritime security threat and illegal fisheries. Coastal states need to have proper state's jurisdiction and exercise it's jurisdiction to response effectively to a maritime security threat and illegal fisheries. Here, many of the coastal states strengthened the rights in Exclusive Economic Zone(;EEZ) naturally, there are made cooperation activities and keen competition in the sea because deepening of complex understanding of the relationship between the surrounding countries with marine surveys & continental shelf development, island territorial sovereignty & marine jurisdiction in overlap of sea area on EEZ. In these circumstances, foreign fishing boats invaded to our territorial waters and EEZ many times. in addition, Chinese fishing boats are going to illegal fisheries naturally. On this point, a powerful crackdown of maritime enforcement organization had no effect on them. Also more and more their resistance gathered strength and tendency of a illegal activities became systematization, group action and atrocity little by little. So this thesis includes a study on the regal regulation, the system and formalities on the control of illegal fishing. And the author analyzed the details of the activities of illegal fishing and boats controlled by Korea Coast Guard(KCG), fishing patrol vessels of Ministry of Maritime Affaires and Fisheries(MOMAF) and Navy etc. from in adjacent sea area of Korea. In relation to this, the policy and activity plan were devised to crackdown to illegal fisheries of foreign fishing boats and then it was enforced every year. According to this, analyze the present conditions of illegal fisheries of a foreign fishing boats on this study, also analyze the present conditions of maritime enforcement organization & found out problems to compared it. protect the territorial waters, at the same time protection of marine mineral resources & fishes resources of EEZ including continental shelf, which has want to study for the role & response of maritime enforcement organization for the protection of fisheries resources and a proper, a realistic confrontation plan of maritime enforcement organization against illegal fisheries of foreign fishing boats.

  • Accidents between ships occur frequently at the traffic congestion area. Once a maritime accidents occur, it is likely to end up with critical damaged accidents. This paper develop a simulator for assessing quantitative risk based on statical maritime traffic data and realtime traffic distribution. Ship's passage risk assessment simulator consist of import of division of passage data, traffic distribution analysis and passage risk assessment analysis. Maritime traffic data of WANDO waterway apply to simulator for calculation of quantitative risk rate of waterway.

  • In approaching sea area of Busan harbour, there are many traffic vessels and external forces such as strong seasonal wind and lateral flow are existed. Since the area caused the risk of navigation and ship operators feel hard to enter/depart on Busan port, we carried our the evaluation of traffic risk and propriety at Busan no.1 fairway. In order to assess the safety in the fairway, we analyzed ship's traffic stream based on the marine traffic survey and evaluated the traffic safety of present Traffic Separation Schemes(TSS) and suggest TSS in the research using full mission ship-handling simulators. As a result, the suggested TSS has an effect on improving the traffic safety. In addition, this paper was to suggest the dredging area of depth of water, the passage of towing vessels and control of warships for preventing of maritime accidents in the Busan no.1 fairway.

  • This study aims at comparison and analyzing of marine officer license system for fishing vessels between South Korea and New Zealand. It is urgently required to establish Republic of Korea-New Zealand mutual certification system for marine officers who are on board ships within applicable area given that New Zealand will force foreign fishing vessels within New Zealand area to reflag from 2016 in accordance with the amendment of Fisheries Act. Secondly, to compare and analyze systems between two countries will contribute to the preparatory work related to ratification STCW-F convention as New Zealand already have completed law amendment to adapt the convention. Maritime law of New Zealand, Seafarers Act and Ship Personnel Act of Republic of Korea were compared and analyzed as references. The result showed that an improvement to corresponding level to the international convention and development of safety training by vessel type, and job descriptions according to the license class are needed to Republic of Korea system. Furthermore, it is suggested to prepare specialized training for deckhands as required in STCW-F convention and standard fishing vessel officer training record for designated institute of education. Therefore institutional complementarity and framework is required as it is expected that the nations of fishing in piscary demand to reflag Korean deep-sea fishing vessels or to ratify the STCW-F convention.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. Specially, except Mokpo-Gu fairway routeing is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated Therefore, this paper proposed a plan for safe passage through a maritime transportation environmental assessment with the analysis of surrounding environment, danger element of navigation, traffic observation and marine accidents.

  • Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.

Image-Based Maritime Obstacle Detection Using Global Sparsity Potentials

  • In this paper, we present a novel algorithm for image-based maritime obstacle detection using global sparsity potentials (GSPs), in which "global" refers to the entire sea area. The horizon line is detected first to segment the sea area as the region of interest (ROI). Considering the geometric relationship between the camera and the sea surface, variable-size image windows are adopted to sample patches in the ROI. Then, each patch is represented by its texture feature, and its average distance to all the other patches is taken as the value of its GSP. Thereafter, patches with a smaller GSP are clustered as the sea surface, and patches with a higher GSP are taken as the obstacle candidates. Finally, the candidates far from the mean feature of the sea surface are selected and aggregated as the obstacles. Experimental results verify that the proposed approach is highly accurate as compared to other methods, such as the traditional feature space reclustering method and a state-of-the-art saliency detection method.
