어장 도적방지 시스템 구현에 관한 연구 (Implementation of Aquaculture Security System)

  • 본 논문에서는 어장에 침입하는 도적을 방지하기 위한 어장보호 시스템을 기술한다. 이 시스템은 어업인들의 요구에 따라 저가부터 고가 및 단순 기능부터 복합 기능 등 다양한 형태로 구성할 수 있도록 구성하였다. 진도 전복단지에서 현장실험결과, 구축한 시스템이 넓은 어장에 대해서 감시가 가능함을 확인하였다.

  • Korea has maritime jurisdiction over an area 4.5 times larger than the nation's inland area, but negotiations with surrounding nations on the maritime boundary delimitation have still not been completed satisfactorily. In particular, maritime boundary delimitation has become an important issue in terms of maritime security and resource exploration. Considering national interests, the delimitation of the maritime boundary is essential. However, no system to help the decision-makers involved in maritime boundary delimitation has yet been systematically constructed. Therefore, the aim of this study was the development of a system to support such decision-making. In this study, considerations related to maritime boundary delimitation were investigated through expert advice and international precedents. Based on these considerations, data were collected from several organizations, and a spatial database was systematically constructed. Finally, MBDSS (maritime boundary delimitation support system) was developed to support maritime boundary delimitation. This GIS-based system provides visual information about the considerations for the maritime boundary delimitation. Thus, it could help decision-makers to choose appropriate boundaries during the negotiation. Furthermore, this system is expected to be utilized as a scientific tool on the delimitation of maritime boundaries.

  • Kenya is a sovereign country with a vast potential in maritime industry. Though Kenya is known to have made it in IMO white list on $14^{TH}$ May 2010, she is making huge investments in maritime industry in an effort to have a share of booming world maritime industry and sea trade. Statistics has it that 90% of trade volume is carried on the sea, which is strong indication that for any country inspiring to be an economic powerhouse it has to have a lion share of sea trade volume, and one of the proven ways in gaining economic success is by investing heavily in maritime infrastructure. The purpose of this paper is to give a brief description of marine traffic status in port of Mombasa which is the largest port in Kenya, highlight vital features of multi-billion Lamu port investment under taken by the Kenyan government and finally discuss the future of maritime industry and Kenyan seafarer.

  • 스마트 자율운항선박(MASS)은 해사안전 및 해양환경 보호를 위한 안전성, 신뢰성, 효율성 기반의 친환경 스마트 해상운항 서비스의 제공을 목표로 추진하고 있으며, 향후 해운 해사 항만 물류, 조선 및 기자재산업 등 해양과 관련된 산업 전반에 걸쳐 급격한 변화를 가져올 것으로 예상된다. 이에 본 연구에서는 자율운항선박 도입과 관련한 정책 우선순위를 파악하여 산업별 대응 전략을 마련하고, 해운 항만 조선 분야를 포괄하는 스마트 해상물류체계 구축을 위한 정책방안을 제시하였다.

  • 해양사고를 야기하는 인적오류는 일반적으로 규정위반, 실수, 간과, 무기억 등 네 가지 요소로 구분되어 있다. 그러나 실제 해운회사의 사고기록을 조사해 보면, 이러한 네 가지 요소로 분류 불가능한 경우가 있다. 특히, 불합리한 작업의 양, 위기관리 능력의 부족, 오해, 불확실성의 이해 부족, 인적 오류의 미반영 등은 기존 네 가지 분류에 포함될 수 없는 것으로 조사되었다. 본 연구에서는 해양사고를 야기하는 해기사의 인적오류를 식별하고 분류하며 평가하기 위한 방법을 고찰하고, 새로운 분류 요소를 식별하였다. 실험결과, 새로운 식별 요소의 개발이 필요하고, 개발한 식별 요소가 해기사의 인적오류 평가에 유효함을 알았다.

자율운항선박 도입을 위한 수치해도 데이터 활용 해상교통분석 개선방안 (A Study on Improvement of Maritime Traffic Analysis Using Shape Format Data for Maritime Autonomous Surface Ships)

  • 해상교통분석은 복잡해지는 해양환경에 따라 발생하는 문제해결을 위해 다방면으로 시행되고 있다. 하지만 4차 산업혁명으로부터 도래된 자율운항선박 개발 등의 해사분야 동향은 해상교통분석에도 변화가 필요함을 암시한다. 이에 해상교통분석의 개선점을 식별하고자 관련 연구를 분석하였으며, AIS데이터의 활용도가 높은 반면에 해도정보의 활용은 그 중요도에 비해 부족한 것으로 조사되었다. 이에 본 연구는 자율운항선박의 상용화에 대비한 해상교통분석의 개선점으로서 수치해도 데이터와 선박운항데이터인 AIS데이터를 복합적으로 활용하는 방법을 제시하였다. 연구결과로써 해상교통분석에 수치해도데이터를 활용하였을 때 추출 가능한 해상교통특성을 제시하였으며 이는 향후 자율운항선박의 도입을 위한 해상교통분석에 활용가능할 것으로 기대된다.

해양안보 위협 확산에 따른 한국 해군의 역할 확대방안 (Strategic Approaches and the Role of Naval Forces to Counter Increasing Maritime Threats)

  • South Korean national security strategy should be developed to effectively handle and counter increasing maritime threats and challenges. There are three major maritime threats South Korea faces today; maritime disputes on the EEZ boundary and Dokdo islet issues, North Korean threats, and international maritime security. Maritime disputes in the region are getting intensified and turned into a military confrontation after 2010. Now regional countries confront each other with military and police forces and use economic leverage to coerce the others. They are very eager to create advantageous de facto situations to legitimize their territorial claims. North Korean threat is also increasing in the sea as we witnessed in the Cheonan incident and Yeonpyoung shelling in 2010. North Korea resorts to local provocations and nuclear threats to coerce South Korea in which it may enjoy asymmetric advantages. The NLL area of the west sea would be a main hot spot that North Korea may continue to make a local provocation. Also, South Korean national economy is heavily dependent upon foreign trade and national strategic resources such as oil are all imported. Without an assurance on the safety of sea routes, these economic activities cannot be maintained and expanded. This paper argues that South Korea should make national maritime strategy and enhance the strength of naval forces. As a middle power, its national security strategy needs to consider all the threats and challenges not only from North Korea but also to maritime security. This is not a matter of choice but a mandate for national survival and prosperity. This paper discusses the importance of maritime security, changing characteristics of maritime threats and challenges, regional maritime disputes and its threat to South Korea's security, and South Korea's future security strategy and ways to enhance the role of naval forces. Our national maritime strategy needs to show middle and long term policy directions on how we will protect our maritime interests. Especially, it is important to build proper naval might to carry out all the roles and missions required to the military.

미국의 해기사 교육제도와 취업현황에 관한 연구 (A Study on the U.S. Maritime Education Methodology and Engagement Status for the Graduates from Maritime Colleges)

  • This paper presents the educational methodology shipboard training methods of Maritime Colleges in U.S.A. and the fields of engagement in business of the graduates from them. There are two Maritime Academies, i.e. U.S. Merchant Marine Academy (USMMA) and U.S. Coast Guard Academy, which are supported by federal government and six Maritime Colleges operated by each State. Maritime Administration (MARAD) in the Department of Transportation (DOT) supports the training of merchant marine officers and crew members with a focus on safety in U.S. waterborne commerce. The shipboard training methods are not unique, but have various process. One is continuous sea term training onboard during sophomore (100 days) and junior year (200 days) in case of USMMA, the other is summer sea term training onboard every three months during freshman, sophomore and junior years in case of SUNY Maritime College. They offer also one month ship simulator training ashore. The employment status for the 1999 year graduates from USMMA shows 43 percent in the field of maritime afloat, 34 percent of maritime ashore, 22 percent of active duty military and 1 percent of others.
