Epiphytic communities on marine plants of Seychelles (Indian Ocean Island group associated with East Africa) were investigated in January - March of 1989 during the $15^{th}$ biological voyage of the research vessel cademic Alexander Nesmeyanov. A seagrass species, Thalassodendron ciliatum, and macroalgae (Sargassum spp. and Halimeda spp.) were tested for host substrates and biomass of their dominant epiphytes were assessed. Also, in order to understand the effect of shading and nutrient filtering by epiphytes, two series of photosynthetic rates were compared for Th. ciliatum host leaves having 10% and no epiphytes. Total of 84 species of algae and main taxons of benthic animals were identified from three different host plants. An average biomass of the epiphytes on Th. cihiatum was $184.6g\;kg^{-1}$ and dominant species were green alga Halimeda opuntia, red algae Dictyurus occidentalis and Gelidiella myrioclada. These dominant species and their biomass were remarkably varied with depth increment. On Sargassum spp., an average biomass of the epiphytes was $0.18g\;kg^{-1}$ and the maximum biomass was never exceeded $0.16g\;kg^{-1}$. In the case of Halimeda spp. an average biomass of the epiphytes was $8.0g\;kg^{-1}$, and dominant species were Peyssonnelia dubyi, sponges and decapods. Photosynthetic rates of Th. ciliatum were significantly reduced in the leaves having 10% epiphytes (1.72 times lower, t=6.718, p<0.001).
The species composition and biomass of marine algae at the discharge canals of three (Gori, Wolseong and Uljin) nuclear power plants on the east coast of Korea were investigated seasonally from February 1992 to October 2000. As a result, 103-107 species of marine algae were found at the discharge canals during the past nine years. In general, algal communities established at the discharge canals were less diverse than those at the intake canals and control sites. 43 species (6 blue-green, 9 green, 10 brown and 18 red algae) of marine algae occurred more than 1/6 frequency and thus can be categorized as warm tolerant species. Among these, two green (Urospora penicilliformis, Cladophora albida), four brown (Sphacelaria divaricata, S. rigidula, Sargassum coreanum, S. fulvellum) and four red algae (Stylonema alsidii, Bangia atropurpurea, Hypnea charoides, Chondria crassicaulis) are recorded as warm tolerant marine algae for the first time in Korea during this study. Enteromorpha compressa, Padina arborescens, Amphiroa zonata and Ahnfeltiopsis flabelliformis were common species found more than 50% frequency at the discharge canals of all three nuclear power plants investigated. Dominant species in biomass were Padina arborescens and Amphiroa zonata. Results showed that, as a whole, the red algae appeared as predominant algal group at the discharge canals of all three nuclear power plants on the east coast of Korea. However, the biomass proportion of dominant algae at the discharge canals of each nuclear power plant varied over the year during the past nine years.
China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

The Purpose of this study is to develope the method for early recovery of the biodiversity in the oligotrophical costal area, it is important in the recovery of the biodiversity to make kelp forest grow in the concerned area. In order for it, sufficient nutrient is required as well as the proper seedbed, Hence in this study, granulated fertilizer, which contains nutrient, such as nitrogen, phosphorus and etc, is coated by cement paste, and then is mixed in to the porous concrete in order to provide seedbed and nutrient simultaneously. As a result of examination of growth property of marine plants of multiple performance concrete for kelp forest regeneration, seaweeds is adhered plentifully when the number of days is longer. when the granular fertilizer mixed. adherence and growth of marine plants is excellent and is stabilized over the long run. In case 6 month of the number of days immersed, marine plants and growth will appear.
The red seaweed Eucheuma serra is a high yielding source of lectins. The plants were collected from a depth of 5-6 meters and cultured in the laboratory, field and deep seawater. A Daily Growht Rate (DGR) of 3.5% was observed at 18℃ with a low light of 30μmol photon $ m^{-2} · s^{_1}$ in the laboratory. When the plants were cultured in the field at different depths during winter onths of December and January, best growth was observed at 1 m depth and a DGR of 2.14±0.04% was recorded. The plants grown in the tank with a continuous supply of deep seawater showed a DGR of 8.2% The results indicate that E. serra can be cultivated in large scale both in deep seawater in the tank and in the field for the extraction of lectins at a commercial scale.

In this paper we observe the protective coatings carbon for steel, aluminium and titanium alloys were obtained by plasma electrolytic oxidation (PEO) under unipolar and bipolar conditions. The anticorrosion properties and the thermal stability of the surface layers were studied by electrochemical impedance spectroscopy and potentiodynamic polarization. It was found that the application of the bipolar PEO mode enables one to synthesize the surface layers that possess enhanced anticorrosion and mechanical properties. results of research of antiscale PEO - coatings for marine power equipment are presented. The combined method of prevention of corrosion and scale formation was tested at the industrial plants of Russian Shipyard "Zvezda".
In recent decades, numerous instances of blockages have been reported in coastal nuclear power plants globally, leading to serious safety accidents such as power reduction, manual or automatic power loss, or shutdown of nuclear power units. Loss or shortage of cooling water may compromise the reliability of the cooling water system, thus threatening the operational safety of power plants and resulting in revenue reduction. This study provides a comprehensive review of the current state of cooling water system safety in coastal nuclear power plants worldwide and the common challenges they face, as well as the relevant research on cooling water system safety issues. The research overview and progress in investigation methods, outbreak mechanisms, prevention and control measures, and practical cases of blockages were summarized. Despite existing research, there are still many shortcomings regarding the pertinence, comprehensiveness and prospects of related research, and many problems urgently need to be solved. The most fundamental concern involves understanding the list of potential risks of blockages and their spatially distributed effects in surrounding waters. Furthermore, knowledge of the biological cycles and ecological habits of key organisms is essential for implementing risk prevention and control and for building a scientific and effective monitoring system.
The species composition and distributions of benthic marine plants on the East Coast of Korea were studied. We examined all species found in the intertidal and subtidal zones at four sites seasonally from August 2006 to May 2009. Of the 148 species identified, 92 were rhodophytes, 39 were phaeophytes, 16 were chlorophytes, and 1 was a seagrass. The most species (125) were found at Jukbyeon, while the fewest (99) were found at Chuksan. Overall, the numbers of species were highest during the spring and lowest in autumn. Seventy-five species (50 rhodophytes, 15 phaeophytes, 9 chlorophytes, and 1 seagrass) were found at all four sites. The dominant species providing cover were melobesioidean algae, Sargassum spp., Phyllospadix japonica, and Corallina pilulifera. The vertical distribution of benthic marine plants was characterized by C. pilulifera, Sargassum spp., Hizikia fusiformis, Grateloupia elliptica, Symphyocladia latiuscula, Grateloupia lanceolata, Ulva pertusa, and Chondria crassicaulis in the intertidal zone; Sargassum spp., P. japonica, Prionitis cornea, C. pilulifera, and Acrosorium polyneurum at 1 m depth; Sargassum spp., P. japonica, and melobesioidean algae at 5 m depth; and melobesioidean algae at 10 m depth. There was variation among the sites, presumably due to differences in the local conditions.

Offshore plants is an intensive industry where real value is able to be created when EPCIC(Engineering, Procurement, Construction, Installation, Commissioning) is combined. Many universities and educational institutions have established major fields and graduate schools related in offshore construction and engineering as well as safety training and occupational courses. Most of the personnel who have graduated and passed those educational institutions have been working in domestic shipbuilding companies and marine equipment manufacturers. Therefore, customized education and training should be developed according to the educational demands required and then skilled personnel are needed to be supplied at proper times. This study, therefore, has found personnel demands inside and outside the country and occupational sections of offshore plants. Consequently, this study suggests making up a council comprised of shipbuilding companies, marine equipment manufacturers and educational institutions with government organization, and also researches the necessity of getting a job of personnel trained by the customized education. These results are expected to contribute to the development of education curriculum of domestic offshore plant as well as ODC(Offshore Development Center).
The vegetative and reproductive features of Grateloupia filicina (Lamouroux) C. Agardh (Cryptonemiales, Halymeniaceae) from different parts of the Indian Coast were studied. The plants grow in wide range of habitats and showed a lot of morphological variations. The development of the thallus is multiaxial type and the medullary region is composed of irregular, branched and stellate shaped cells. The gametophytic plants are dioecious and the male plants are smaller compared to female plants. The carpogonial branch is two-celled and formed on an a accessory branch system known as ampulla. Cystocarps are spherical to sybspherical with distint ostioles and scattered on the thallus surface. Tetrasporangia are common and tetraspores are either cruciate or decussate. Bisporangia are occasionally encountered. Our study suggests occurrence of two intraspecific taxa of G. filicina i.e.: var. luxurians and var. filinina from India coast.
