해양구난 활성화를 위한 법제도적 연구 (A Legal and Institutional Study on the Activation of Marine Salvage)

  • 해양에서 발생하는 사고는 선박, 선원 및 해운기업뿐만 아니라 사회 전반에도 매우 큰 영향을 미치며, 따라서 해양사고가 발생하였을 경우, 이를 신속하고 효율적으로 구난하는 것은 매우 중요하다. 특히, 대규모 해양오염이나 인명사고를 수반하는 해양사고는 매우 심각한 피해를 발생시킬 수 있기 때문에 해양사고를 당한 인명, 선박 및 재산을 효율적이고, 신속하게 구난하는 것은 특히 중요하다. 그러나 국내의 해양구난을 위한 역량은 매우 빈약한 상황이며, 비교적 좋은 장비 등을 갖추고 있는 해양경찰 또는 해군 등 공공부문과는 달리 민간구난업은 매우 열악한 기술적 및 경제적 상황에 처해 있다. 해양구난은 단순히 경제적 측면의 중요성뿐만 아니라 국가 안보적 측면에서의 중요성도 있기 때문에 이를 활성화하는 것은 매우 중요한 문제이다. 이에 본고에서 해양구난을 활성화하기 위한 방안을 법제도적 측면에서 검토하고 관련 개선방안을 제시하고자 한다. 개선안은 민간 및 공공부문을 포함한 전체적 활성화 방안과 민간부문의 활성화 방안을 제시하였다.

웹 GIS 기반 해양 공간데이터의 사용자 콘텐츠 제작 지원시스템 개발 (Development of the UGC Support WebGIS System for Marine Spatial Data)

  • 지금까지는 웹 GIS 시스템 개발이 대부분 미리 제작된 정형화된 공간정보를 사용자에게 일방적으로 서비스하는 유형이 대부분이었다. 하지만 최근에는 사용자가 공간정보 콘텐츠를 직접 제작할 수 있는 대화식 웹 시스템이 주목을 받고 있다. 이러한 추세에 따라 본 연구에서도 해양과학 연구자들이 웹상에서 공간데이터를 직접 제작할 수 있는 UGC(User Generated Contents) 제작 지원 시스템을 개발하였다. 본 시스템의 주요 장점은 해양과학 연구업무에서 기본적으로 필요한 해양조사자료와 해양공간정보를 제공할 뿐 아니라, 사용자가 원하는 연구해역의 해안선 점 자료 추출, 해양조사 계획을 위한 공간계획도 제작 및 관측 후 탐색적 분석을 위한 해양과학 주제도 제작을 수행할 수 있다는 점이다. 이러한 대화 방식의 UGC 제작 지원 시스템은 연구자들에게 해양공간정보 활용을 보다 쉽고 편리하게 함으로써, 해양공간데이터의 활용성 증대는 물론 연구업무의 효율성을 향상시킬 것으로 기대된다.

차세대 해양생명공학사업 추진 전략수립 연구 (A study on Strategic Planning of Marine Biotechnology for Next Generation)

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

통합관리를 위한 해양연구시설·장비 표준분류체계 (Standard Classification System of Marine Research Facility and Equipment for an Integrated Management)

  • 다학제적인 해양연구가 활발하게 수행됨에 따라 다양한 종류의 해양연구시설·장비가 매년 구입되고 있다. 그러나 해양 연구시설·장비 중, 환경자료 수집 및 시료채취 등에 사용하는 다양한 종류의 현장 관측장비들을 현재의 국가연구시설·장비 표준분류체계로 분류하여 관리하는 데 어려움이 있다. 한국해양과학기술원의 경우 미분류상태로 적절히 관리되지 않는 연구시설·장비가 약 30% 정도이다. 본 연구에서는 해양 연구시설·장비를 특성에 따라 중분류군 7개와 소분류군 36개로 분류하고, 국가연구시설장비 표준분류체계에 의해 해양 연구시설·장비를 효율적으로 관리하기 위해 '환경관측/분석장비'라는 대분류군을 국가연구시설장비 표준분류체계에 추가하기를 제안한다. 그리고 해양 연구시설·장비 중 실험실에서 운영하는 장비들은 기존의 국가연구시설장비 표준분류체계에 따라 분류할 것을 제안한다. 이를 통하여 우리나라 전체의 해양관련 연구시설·장비를 체계적으로 분류하여 효과적으로 관리할 수 있을 것으로 기대한다.

감항 능력 부족과 보험자의 면책 특권에 관한 해석론적 고찰 (A Study on Unseaworthiness and Exclusive Right of Insurer on It)

  • One of the fundamental duty of the assured in a marine insurance contract is maintaining seaworthiness of the ship insured. Since duty of the seaworthiness of ship is a shipowners implied warranty in the marine insurance, the breach of the duty of seaworthiness by assured is recognized as immunity for the underwriter. This is a measure to protect the underwriter through prevention of unexpected casualties which may be occurred from the unseaworthiness. In the Korean Marine Insurance Act the legal character of the assured's duty of seaworthiness is not clear whether it is a legal duty or contracted one. Accordingly, in this paper the author pointed out that the duty of seaworthiness of the ship should be interpreted according to the English Law. As a conclusion, the hull insurance does not require even implied warranty concerning seaworthiness, since it is recognized as one of implied fundamental warranty of the English Marine Insurance Act. Especially, this issue pointed out is very meaningful and advisable under the consideration of the existing conditions of the marine insurance regime for the distant-water fishing vessels and the catch carriers in Korea.

한국 수산물 가공식품기업의 이미지가 제품 평가 및 구매의도에 미치는 영향 (Effects of the Enterprise Image in Korean Processed Marine Product Industry on Consumers' Product Evaluation and Purchase Intention)

  • The purpose of this study is examining an influence of a corporate on processed marine product's purchase intention with moderating effect of consumers' product evaluation adding processed marine product's evaluations as new variable. The hypothesis of a positive influence of processed marine product's corporate image on processed marine product's purchase intension is partially supported. Specifically, product itself, service, reliability, and communication among the factors of a processed marine product's corporate image significantly affect processed marine product's purchase intension whereas corporate social responsibility does not affect processed marine product's purchase intention. Processed marine product's evaluation also positively affects processed marine product's purchase intention. It implies that there are somewhat differences between influences of various factors of a processed marine product's corporate image on processed marine product's purchase intention but are overall influences of a processed marine product's corporate image on processed marine product's evaluation both directly and indirectly. Nowadays, consumer considers not only good quality of product but also its invisible image and value. Therefore, future studies should consider various ways to investigate a processed marine product's corporate image and processed marine product's product evaluation.

기관 수리.정비업체 관리 개선방안 연구 (Study of Improvement of Marine Engine Mechanical Shops)

  • Most small and petty marine engine mechanical shops are jumbled up and their facilities are falling behind, and is varying. By theses reasons, it's capacity becomes weak and also by the insufficience of the promotion policy, it is hard to be expected to improve their business. The feature, management, manpower, facilities for the marine engine mechanical shops were researched and their problems were analyzed. In this study, the way to strengthen their capacity and to manage the shops efficiently was researched.

소형선박 운용자의 냉각수 관리에 관한 고찰 (A Study on the Management of Engine Coolant in Small Fishing Vessels)

  • Majority of marine accidents that occur on fishing vessels are engine accidents. This comprises more than 26 % of the total annual fishing vessel marine accident cases. Large numbers of engine accidents happen in the cooling water system, which are mostly caused by negligence on regular check-up and repair. Notably, small-sized ships have higher engine accidents occurrence rate compared to medium-and large-sized ships. Based on the Report of the Korea Ship Safety Technology Authority, engine accident cases reached 3,032 out of the total 3,081 cases. This study researches on the differences between the small-sized ship pilot, an operator of a vessel engine of less than 200 tons, and a 6th level marine engineer, in terms of the relationship between management forms and what causes the marine accidents in association with the cooling water system. It also studies and analyzes the differences in frequency of the accident occurrence between the two groups. ${\chi}^2$ qualification was imposed through the SPSS statistical analysis program and it got qualified at the significance level of 5%. The research shall be utilized as one of the base line data for the reduction of marine accidents.

해양산업 인적자원개발 방향 탐색 (An Exploration of Direction for Human Resource Development in Marine industry)

  • The purpose of this research is to grasp the present state of marine lifelong education and to provide direction for maritime industry. In this research, we first saw our country present ocean industry and the ocean lifelong education concept and definition besides formal school education to secure ocean human capital. Second, we researched about the ocean lifelong education that has been progressing by the organization, and by this, we inferred what to improve from our country ocean lifelong education. As a result, the improvement point for present ocean lifelong education of our country was first, the reflect of variety of marine related information in our country lifelong education is low, second, the learners were mostly children and teenagers, third, most of the were event education. Forth, it is good that there are a lot of experimenting programs, but most of them were experiment of ocean leisure sports and visiting the facilities, and because these are one-time thing so it was hard to secure marine citizenship or help them set their career in marine. Fifth, all facilities had similar contents for the experimenting program, and sixth, education period was concentrated on May and November.

해양공간의 현안진단 및 정책지원 필요성에 대한 사례연구 : 인천지역 해양특화산업을 중심으로 (A Case Study on the Need for Diagnosis of Current Issues and Policy Support in Marine Space: Focusing on the Specialized Marine Industry in Incheon)

  • 본 연구에서는 사례연구 대상지역(인천)의 특화산업에 대해 LQ지수분석을 통해 해양특화산업을 도출하고, 특화산업의 해양공간 활용현황과 용도구역 설정에 따른 현안을 진단하였다. 대상지역의 해양산업에 대한 LQ지수(Location Quotients, LQ) 분석을 통해 사업체수 기준 LQ지수 1.08, 종사자수 기준 LQ지수 1.67로 전국평균 대비 높은 해양바이오산업을 인천지역 해양특화산업으로 선정하였다. 해양특화산업인 해양바이오산업의 현안진단을 위해 영흥도 실증 배양장 사례 검토 및 가장 낮은 특화도를 나타낸 해양에너지개발 부문에서의 현안 진단을 통해 해양용도구역의 중첩문제, 이해관계자간 민원발생 이슈 등 현장문제 해결을 위해서 객관적이고 정량적 근거를 기반으로 정책의사결정지원시스템 마련이 필요하다는 결론을 제시하였다.
