The safety management of a road network comprises four basic inter-related components:identification of sites(black spot) requiring safety investigation, diagnosis of safety problems, selection of feasible treatments for potential treatment candidates, and prioritization of treatments given limited budgets(Persaud, 2001). Identification process of selecting black spot is very important for efficient investigation of sites. In this study, the accident prediction model for EB method was developed by using accident data and geometric conditions of black spots selected from four-leg signalized intersections in In-cheon City for three years (2004-2006). In addition, by comparing the rank nomination technique using EB method to that by using accident counts, we managed to show the problems which the existing method have and the necessity for developing rational prediction model. As a result, in terms of total number of accidents, both the counts predicted by existing non-linear regression model and that by EB method have high good of fitness, but EB method, considering both the accident counts by sites and total number of accident, has better good of fitness than non-linear poison model. According to the result of the comparison of ranks nominated for treatment between two methods, the rank for treatment of almost sites does not change but SeoHae intersection and a few other intersections have significant changes in their rank. This shows that, with the technique proposed in the study, the RTM problem caused by using real accident counts can be overcome.
In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. The purpose of this study was to assess the vulnerability of forest ecosystem to climate change in South Korea using socio-environmental indicators and the results of two vegetation models named as Hydrological and Thermal Analogy Group(HyTAG), and MAPSS-Century 1(MC1). The changing frequency and direction of biome types estimated by HyTAG model was used for quantifying sensitivity and adaptive capacity of forest distribution. Similarly, the variation and changing tendency of net primary production and soil carbon storage estimated by MC1 model was used for quantifying sensitivity and adaptive capacity of forest function. As socio-environmental indicators, many statistical data such as financial autonomy rate and the number of forestry officer was prepared. All indicators were standardized, and then calculated using the vulnerability assessment equation. The period of vulnerability assessment was divided into the past(1971-2000) and the future(2021-2050). To understand what policy has a priority to climate change, distribution maps of each indicators was depicted and the vulnerability results were compared among administrative districts. Evident differences could be found in entire study area. These differences were mostly derived from regionalspecific adaptive capacity. The result and methodology of this study would be helpful for the development of decision-making supporting system and policy making in forest management with respect to climate change.
Due to the continuous expansion of the highway, the opening of the high-speed railway(KTX), etc, the demands of domestic air transport decreasing. In the circumstances, airports and local governments are spending themselves in taking a measure to activate local airports. In this aspect, this study seeks the smooth flow of human movement through the activation of Daegu International Airport by analyzing the present condition of Daegu International Airport in relation to the appearance of the high-speed railway, deducing plans for activating airports, and presenting the roadmaps for long-, mid- and short-term roles for the development of Daegu Airport, and Presents substantial fulfilling plans to secure the competitive power of Daegu International Airport by speeding up the flow of air goods of the area for the long run. It is suggested in the study that by setting up an organization exclusively responsible for activating Daegu International Airport in the city of Daegu, supporting local travel agencies to promote consistent demands, supporting aviation companies to employ Daegu International Airport as a major air base, establishing airlines with priority for airports that open newly in local cities of Japan and establishing and expanding airlines in China areas be promoted actively. Ministry of Construction & Transportation makes it a means of main airport Policy to only support Incheon International Airport to be a hub. However not only Incheon International Airport should be an amok representing the country, but also the wide Metropolitan area should supply the demands, and airports based in the West and East Coast areas need to be developed in the future. It is suggested that since air demands of domestic local airports are based on the demands of the of gin destination in neighboring region, multiple bases need to be developed. It is suggested that by developing not 1 in mega hub (Incheon International Airport) but 1 in mega hub. 2 in regional hub (the West and East Coast) and Jeju foy the tourism hub in our developing airports system.

Manure management is a top priority on both dairy and swine farrns at present. This experiment was carried out to determine the effect of different types and N rates of liquid manure on forage yield and quality of oats(Avena sativa L.) in Suweon, 1997. Seven treatments consisting of chemical fertilizer $120kg\;N\;ha^{-1}$, liquid cattle manure 120, 240 and $360kg\;N\;ha^{-1}$, and liquid swine manure 120, 240 and $360kg\;N\;ha^{-1}$ were arranged in a randomized complete block design with three replications. As increasing N rate of the liquid manure, the plant height was increased, but dry matter content of oats was decreased as increasing liquid manure N rate. There were significant differences in dry matter yield of oats among the liquid manure N rates(P<0.05). Crude protein(CP) content of oats ranged from 14.7 to 24.1% (P<0.05), and CP yield was orderly ranked as liquid swine manure $360kg\;N\;ha^{-1}$>liquid cattle manure $360kg\;N\;ha^{-1}$>liquid swine manure $240kg\;N\;ha^{-1}$(P<0.05). Acid detergent fiber(ADF) content of the liquid cattle manure treatment showed a slightly higher than that of the liquid swine manure treatment(P<0.05). Neutral detergent fiber(NDF) content of the liquid cattle manure treatment was lower than that of the liquid swine manure treatment(P<0.05). Relative feed value(RFV) of the liquid cattle manure treatment decreased with increasing liquid manure N rates compared with that of the liquid swine manure treatment. Based on the results of this experiment, it is indicates that to increase the N rates from liquid manure application could be obtained from the increase of forage yield.
This research has developed the criteria and index for systematically and objectively assessing the quality of river water by fixing the various factors that affect Gyeongin ARA waterway's water quality through analysis with the Delphi Technique and analytic hierarchy program (AHP) Method. Based on the results, the highest criteria are, in order of importance, physical and environmental factors 28%, administrative factors 26%, natural fixed factors 26% and finally, cultural and social factors 20%. The three dimensions of the criteria show that for the internal physical and environmental factors, the most important are the loss of self-purification capacity, and the external factors are Gulpocheon and the sludge deposit due to Gyulhweon-weir the bridge. The facility factor in management was affected by the coagulation and waste water disposal facilities. The problem for the policy and institutional factors was seen in the regulatory area. The aquatic ecology/ point pollution source for the natural fixed factors show that it is due to the polluted water of Gulpo-cheon and the living environment/ non-point pollution source is shown through the inflow water from other rivers. Cultural and social factors show that the economical causes were due to the cargo and passenger flight operations and the external factors of having a lack of sewage treatment equipment have an importance effect. In order to estimate the order of priority through logical evidence and objectivity, future research must be continued on the evaluation indexes to measure the specific methodology and technique needed to improve the Gyeongin ARA Waterway.

The era of autonomous vehicles, which drive themselves and in whose operation the driver does not intervene, is fast approaching. The safety of autonomous vehicles can be guaranteed only if they recognize the road infrastructure. However, the road infrastructure consists of road safety facilities, traffic operation systems, and cross-sectional concerns, which include a variety of components, such as types, shapes, and sizes. Therefore, it is necessary to prioritize the road information. This study was conducted to select the priority with which the road infrastructure attributes should be acquired using the AHP (Analytical Hierarchy Process) method. The road infrastructure attributes were categorized into 2 levels, levels 1 and 2, which consisted of 3 and 26 types of attributes, respectively. As a result of the AHP analysis, it was found that the highest priorities of the road infrastructure are the road safety facilities, traffic operation systems and cross sectional concerns. Also, in level-2, the priorities of the safety barriers (road safety facilities), traffic signals (traffic operation systems), and the median (cross sectional) are the highest. Also, this study provides application examples of road infrastructure extraction with the Point Cloud. The results are expected to support the recognition of technology for autonomous vehicles.
Purpose - Numerous studies have tried to assess the role of a warranty as an explanatory instrument for product quality. While one study argued that manufacturers signal their superior quality to consumers by extending the duration of a warranty, quality is not necessarily related to warranty and a warranty for a short duration is a sign of high product quality. However, there are limitations to measuring product quality in terms of a single variable such as a warranty. Some other studies have evaluated the influence of brand power or value and price on the supposed quality of a product while the influence of warranty was found to be insignificant. Research design, data, methodology - The study analyzes the influence of brand power and the country of origin effect on consumers' perception of product quality in line with warranty and establishes a priority strategy. Especially, consumer experience has a significant influence on state of the art technology products like applied home electronics as these goods are generally quite expensive and consumers expend significant energy in purchasing them, so the associated warranty and brand can have a critical role in the decision making process. The price of the product was excluded in this discussion as it continually varies with the market share of the product. Results - The results of the analysis are as follows: First, each of the factors such as the standard of the warranty, brand power, and country of origin effect influences the degree of satisfaction of an individual. Second, the factors brand power and quality of the warranty interact both complementarily and synergistically at a time, depending on the brand power. As brand power is more significant, the degree of satisfaction is greater in case of products with low quality warranty compared to those with high quality warranty. Third, the brand power and country of origin effect present a complementary interaction. Fourth, the country of origin effect and quality of a warranty interact synergistically. Conclusions - Thus, the higher the quality of warranty, greater is the increment in the degree of satisfaction. The comprehensive study on the effect of the country of origin on the purchase decision process and the degree of satisfaction compared to the other elements shows that in case of Japanese and Korean markets the brand power of a company is desirable in sustaining the quality of warranty to the industrial average. Also, there is no significant improvement in the perceived quality of the product when the quality of the warranty is lowered. Therefore, the warranty effect diminishes when the value of the brand is known, while it perishes when both the brand power and the country of origin effect are strong enough.
Colors in design elements are visual non-verbal symbols both sensual and emotional. It is the first priority in the selection of products for the consumers, and also represents differentiated strategies and coherent integration symbols for the brand. Colors in advertising is an important tool to represent the long-term image management for the brand as well as the product image and concept of the advertise. The theme of this paper is to develop creative advertisement analyzing colors from automobile video ads. Analysis results showed that video ads with small cars under 2000cc preferred pastel colors with high saturation and brightness to emphasize on individuality rather than authority. On the other hand video ads with big and luxury cars upper 2000cc preferred dark colors with lower saturation and brightness. Small car video ads focused on product appearance showing the practical value of the car, big luxury car video ads focused on the symbolic image feeling the difference between the representation of the ads. Colors used in advertisement represents the sensitivity of the consumers. In video ads the concept of the color should be set by identifying on who the globule targets are and on what item you show by identifying the corresponding colors sensitivity to suit your advertising strategy will increase the value of the brand and products.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.
