The Implications and Characteristics of the Policies for Park and Green Spaces in England (영국 공원녹지 정책의 최근 경향과 특성)

  • Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.

Determination of Pollutant Unit Loads from Various Transportation Landuses (교통관련 포장지역 비점오염원에서의 오염물질 유출원단위 산정)

  • Human activities and land-use practices are intensely widening the urban areas. High impervious surface areas cover much of urban landscapes and are the primary pollutant sources which can lead to water quality and habitat degradation in its watershed. As the urban areas expand, transportation land-use such as parking lots, roads, service areas, toll-gates in highways and bridges also increase. These land-uses are significant in urban pollution due to high imperviousness rate and vehicular activities. To regulate the environmental impacts and to improve the water quality of rivers and lakes, the Ministry of Environment (MOE) in Korea developed the Total Pollution Load Management System (TPLMS) program. The main objective is to lead the watershed for a low impact development. On a local scale, some urban land surfaces can be emitting more pollution than others. Consequently, in urban areas, the unit loads are commonly employed to estimate total pollutant loadings emitted from various land-uses including residential, commercial, industrial, transportation, open lands such as parks and golf courses, and other developed land like parking areas as a result of development. In this research, unit pollutant loads derived specifically from transportation land-uses (i.e. branched out from urban areas) will be provided. Monitoring was conducted over 56 storm events at nine monitoring locations during three years. Results for the unit pollutant loads of transportation land-use are determined to be $399.5kg/km^2-day$ for TSS, $12.3kg/km^2-day$ for TN and $2.46kg/km^2-day$ for TP. The values are higher than those of urban areas in Korean MOE and US highways. These results can be used by MOE to separate the pollutant unit load of transportation landuses from urban areas.

The Potential Assessment and Creation Programming of Biotopes in Small and Medium City in Korea (우리나라 중소도시 비오톱 공간의 조성방안)

  • This study suggests the methods of the assessment and creation of biotopes in small and medium sized cities, in Korea. For this purpose, Chonju city was selected to classify and asses the biotope types. Moreover, relevant legislations to conserve and enhance urban biotopes were examined. The results of this study are as follows: 1) There were two approaches to asses the potential of urban biotopes in medium-sized cities. One was the urban scale evaluation for urban green spaces and the other was the biotope scale evaluation for the classification and evaluation of biotopes. 2) The urban scale evaluation was developed through overlaping analysis of landuse and vegetation factors. This study also included the conception of watershed. In this conception, three watersheds in Chonju city were characterized. According to these characteristics, individual programs for conservation and enhancement of urban green space were suggested. 3) For the biotope scale evaluation, Selected site was inclusively mapped and field investigation actually was carried. There were total 9 types of bitopes. Especially landuse was appeared in various evaluation items were vegetation structure, area of green space, condition of vegetation and vegetation profile. Mt, Gonji and Dukjin park, Chonbuk national University and fields were evaluated highly I the potential. 4) The biotope programs were based on the results of assessment and physical characteristics of biotopes. The uniform and simple levels on vegetation must be modified with various levels of vegetation structure and vernacular plants. And the physical characteristics like Points, Corridors and Patches can be organized by the conception of biotope networking theory. 5) The proper legislative environment was the clue elements for the biotope programs. Until now, only five types of parks and two types of green space are defined and the minimum size of green space has been proposed by the law. So, it is necessary to enlarge the conception of green space in legislation and improve the quality of green space by amending the related regulations. This study has limitation because it was selected only in Chonju. Through the continuous studies, we need to apply this other small and medium sized cities, South Korea. Also the data collection and management of theme maps such as actual vegetation, landuse and a soil must be done preliminary.

Landscape Urbanism in Special West Chelsea District Rezoning and High Line Open Space Redevelopment Project (웨스트 첼시 개발과 하이라인의 역할에서 나타난 랜드스케이프 어바니즘의 성격)

  • Landscape urbanism emerges as an alternative to the urban design theories of the past century, emphasizing landscape as an organizing principle, integrating the medium of different elements of the urban environment. However, ongoing criticism of the theory's lack of consideration for physical urban morphology has not supported the integrity of the theory. Large parks, which many proponents of the theory have referred to, possess valuable and interesting points in their design and management. This also shows the limitation of not being able to show the close physical relationship between open space and the city. In this study, the High Line project was analyzed to verify it as founded on landscape urbanism, providing that landscape urbanism drives the urban morphology on a small scale rather than a large one. This paper concludes that landscape urbanism should include small parks as one kind of study model with the small grained interaction between open spaces and the cities under this category to broaden and deepen the perspective. Also, the effort to analyze quantified and physical consequences of the theory through close observation should be followed to extract the design strategies to be applied to future projects.

Policy Implications for the Success of a Trekking Time Restriction Policy in National Parks (국립공원 입산시간지정제 정착을 위한 정책 제언)

  • In this paper, we examined factors that affect the success of a policy on trekking time restriction using questionnaire survey data collected from the visitors of seven national parks where the trekking time restriction policy is in force as of 2014. Results suggest that the trekking time restriction policy has been successfully publicized. In total, 60.7% of the survey respondents were aware of trekking time restrictions in the national parks they were visiting. Using exploratory factor analysis, we identified three latent factors (visitors' careless trekking, park rangers' insufficient management and visitors' unpreparedness) that the visitors perceived the causes of trekking accidents in the national parks. Multiple regression analysis on the three extracted factors and respondents' socioeconomic status shows that the respondents who read information signs in national parks and who judged visitors' careless trekking and visitors' unpreparedness as the causes of trekking accidents tended to agree more with restricting trekking time. These results indicate that visitors who do not agree with the trekking time restriction tend to attribute trekking accidents in national parks not to individual visitors, suggesting that educating visitors is more effective in preventing trekking accidents in national parks than installing and maintaining safety facilities by park rangers.

Impacts of Urban Green Spaces on Air Quality (도심지역 녹지의 국지적 대기환경영향에 관한 연구)

  • This study was to find out the quantitative relation between urban treed area(neighborhood parks) and the atmosphere environment in real condition, focusing the gas-phase non-reacting air pollutants(SOx and NOx) decreasing function of trees in urban area. It also developed a quantitative analysis method for evaluation of the atmosphere influence in the type of treed areas. We set up the Pagoda Park in Seoul and its neighbourhood as a modelling area to analyse air quality impacts by urban neighbourhood park trees. From the modelling result of the Pagoda Park case study, it is concluded that urban neighbourhood park has an important meaning to suppress construction of emission sources which drive the urban polluted air quality worse, even though park's trees have relatively small air purifying function. Especially in the urban area severely contaminated by air pollutants, the first considered air quality management policy is conservation of green spaces in neighborhood park.

Damage Status of the Urban Forest Trails in Jinju, Gyeongsangnam-do (진주시 도시생활권 등산로 훼손실태에 관한 연구)

  • This study was carried out to establish a management plan for urban forest trails with analysis of trail damage types and soil physicochemical properties on 3 urban forest parks in Jinju, Gyeongnam-do. We found that soil hardness was significantly higher in forest trails than forest area at 0 cm and 5 cm at a significance level of 0.05. However, we could not find any significant differences for other soil properties. For the trail damage types, the most common types were as follows: trail expansion (66%), trail erosion (59%), side road (57%), and trail boundary erosion and root exposure (41%). The results showed no difference in most of these types between the trails and forest area, indicating that the forest area might be damaged as well as the trails. Priority should be given to prepare measures that prevent soil compaction from overcrowded hikers.

Application of importance-performance analysis to management of urban parks - Case study in the children's Grand park- (중요도-성취도 분석을 이용한 도시분원의 원리방법에 관한 연구 -어린이대공원을 사례로-)

  • Purposes of this study were to apply and examine that the importance-performance analysis(IPA) could be a useful park management tool. The IPA is an easily-applied technique developed in marketing field to measure attribute importance and performance. It displays them simultaneously on a 4-quardrant action grid; therefore, park managers can upgrade current services and address marketing strategies for various user segments. The children's grand park was selected as a study are. Two different types of questionaires were utilized for data analyses. They were collected from one respondent by on-site distribution or by mail survey, because attribute importance and performance should be rated before and after visiting a park, respectively. Then, total data was segmented systematically by 2 variables-age and benefit sought. Action grids from order to meet the needs of each segment. Several comments on both data collection methods and segment variables selection were described to improve the IPA in recreation settings for future researches.

Constraints of Visit to Community Park - Focused on the TaeJon City's Community Park (도시 근린공원의 방문제약 요인 - 대전광역시를 대상으로 -)

  • This study aims to examine constraints on visits to urban community parks and to find ways to elevate the efficient use of parks. To achieve this, the study relied on empirical study method and the descriptive method; additionally, present condition survey was performed with a user interview, on the assumption that a park visit is a form of leisure. As a result, the item of 'insufficient lighting facilities' shows the highest mean and the item of 'low quality of park' follows Previous research also revealed that the item of 'the lack of lighting facilities' is a major factor on user dissatisfaction, so a design and management program for night time users are fully researched and elaborately accomplished. Also, the high response of 'low quality of park' shows that the park supply policy in Korea focusses mainly on quantity so far, and it shows that user's dissatisfaction for park facilities becomes one of the major constraints of park visit. The factor analysis, on the object of 35 items except 2 items, appeared 5 factors: accessibility, inner discord, companion, family matters, park-itself-matters. Oneway Anova test showed that 4 factors except 'park-itself-matters' have reliable difference in constraint cognition by age and education. The visit constraint of 'park-itself-matters' did not appear different by any personal characteristics. Without regard to personal characteristics, it is regarded that this factor has the greatest effect upon park visits. In general, people who are disadvantaged strongly cognize constraints even in leisure such as a park visit, which is a simple and inexpensive leisure activity. Therefore, a park like a pocket park, which is small but located in a neighborhood, is more needed than a central park like a symbolic and huge park in every new city. Careful concern for night activity should be accomplished in the planning process.

Water Quality Assessment of Major Drinking Waters in Natural Parks (자연공원내 주요 음용수의 수질환경평가)

  • The purpose of this study is to evaluate water quality characteristics of main drinking waters in natural parks, for providing the basic information of water quality and to propose the appropriate management method. to maintain the water quality standards. As a result of the analysis, microorganisms were mostly detected in the nature of natural park. And some sites are currently using UV sterilizer and ozone treatment, and it is considered appropriate to extend the use to other main drinking water. It is also good to boil drinking water at home. Turbidity is expected to improve through environmental cleanup. Overall, the main drinking water in the natural park is suitable for water quality standards, and it is considered that maintenance such as cleaning is necessary.
