A Study on the Establishment of Preventive Measures for Electric Fires Using the 4M Technique (4M 기법을 활용한 전기화재 예방대책 수립 연구)

  • The purpose of this study is to reduce the probability of occurrence of electric fires as a preemptive preventive measure, and to strengthen the capability of preventing electric fires by strengthening the cooperative function between electric fire-related departments and establishing a cooperative system. In this study, the general aspects of electric fires were identified by reviewing the literature such as ignition mechanisms of electric fires. And the major electrical fires that occurred in the last 10 years were classified into ignition factors (short circuit, overload/overcurrent, and earth leakage/ground fault) and ignition sources (wiring/wiring appliances, electrical equipment/household appliances). And the 4M technique was used to analyze the potential causes of ignition at the fire site and to suggest preventive measures. In the case In this study, out of 48 electrical fires in the past 10 years, 16 short-circuit fires, 3 overload/overcurrent fires, 3 short-circuit and earth fault fires, 16 fires in wiring/wiring appliances, and 10 fires in electrical equipment/home appliances classified as cases. And prevention measures were presented in terms of human, machine, media, and management by using the 4M technique. For the preemptive prevention of electric fires, strengthening the compulsory electrical safety inspection and making it mandatory to report when new or expanding electric facilities, charging a fee for electric safety inspection for detached houses and granting benefits subject to inspection completion, improvement of the electric safety voluntary inspection table and safety indications; It was suggested as a policy to organize and operate electrical safety inspection personnel in a two-person team (mixed), establish a close work cooperation system with related organizations, and strengthen electrical safety education and publicity.

Survey on the Needs of Korean Medicine Doctor for Community Care Education Programs (한의약 건강돌봄 교육 프로그램에 대한 한의사 요구도 조사)

  • Objectives : This study conducted a survey on the needs of Korean medicine doctors for health care education programs specializing in traditional Korean medicine. Methods : The study selected Korean medicine doctors who had experience participating in outpatient consultations. Data collected through surveys underwent frequency analysis on performance, importance, difficulty, and educational needs using SPSS 24.0. Additionally, an Importance-Performance Analysis (IPA) was conducted using importance and performance data. Results : According to the results of the IPA analysis, in the area of "keep up the good work" there were activities such as fee Claims (A3), comprehensive assessment (B4), care plan development (B5), client and caregiver interviews (C8), chronic disease monitoring (C9), musculoskeletal and other pain management, musculoskeletal rehabilitation (C10), mental health management (C11), and fall prevention (C15). In the "concentrate here" priority action area, skin care including pressure sore management (C13) was identified. Conclusions : The traditional Korean medicine community care service is expected to expand further, so it is anticipated that the developed educational programs will contribute to the activation of traditional Korean medicine health care business.

Improvement of Personnel Cost and Placement Scale of Quality Manager for Construction (건설공사 품질관리자의 인건비 및 배치규모 개선)

  • In order to calculate the quality management cost of construction work, the process must conform to relevant laws and regulations. In details, the cost of the various items such as quality test fee and quality control activity cost are required to be calculated. Regarding the quality management costs, the labor cost is applied to the quality examination fee and the calculation unit quantity in the construction quality management duties. The application of the unit price of the labor cost stipulates that Construction Association of Korea and Korea Engineering & Consulting Association apply the unit price which is surveyed and published. However, in the related laws and regulations, the standard of the quality manager and quality tester is not clear. This accounts for the confusion in the cost of construction management and the cost of labor. In the current law, the allocation standard of quality control personnel is specified according to the size of the construction, but the standard of placement of quality testers is not specified. At the construction site, there is no assignment criteria manpower for quality testers except quality managers, or very little work is being done. The quality control personnel conducts the quality test work to be carried out by the quality tester, and this carrying out heavy work. Therefore, it is difficult to maintain quality control activities. In this study, the labor cost of quality management expenses and the allocation criteria of quality managers and quality testers are established and presented for the purpose of securing the quality of the construction work and preventing the construction work. It is stipulated that the standards of the relevant laws and regulations, which are not clear, should be classified into quality control personnel and quality testers according to the size of the construction. Based on the unit price of Korea Engineering & Consulting Association, the personnel expenses of quality managers and quality testers are proposed to apply the unit price of engineer (professional engineer, specialist, advanced, intermediate, beginner) and skilled technicians (advanced, intermediate, beginner).

  • Marine recreational fishing is one of the most popular outdoor leisures and the number of people who are participating is sharply increasing more and more because of the increasement of their income and demand for marine leisure. However our ecosystem is inevitably facing marine environmental deterioration and overfishing. That is because marine recreational fisheries resources are common property resources which can be catched by anyone not willing to pay for them except their private costs as commercial fisheries. Also fisheries resources unlike other resources are renewable resources and have a critical zone. That is, having a possibility of severe depletion may result from high discount rates used by private exploiters. This paper is focused on that marine recreational fishing license system which is adopted in most advanced countries such as Canada and U.S. and included in deterioration. And money obtained by license fee should be spent for more improvement fishing culture and welfare for marine recreational fishers.This system can lower the high rates of discount and be useful to become a sustainable marine recreational fishing industry.

Study of the Geriatric Health Care Facility in Japan (일본의 노인보건시설에 대한 연구)

  • The objective of the present study is to review of the system, type of care and utility of the Geriatric Health Care Facility(GHCF) in Japan. Geriatric Health Care Facilities in Japan were started with subsidies from the Ministry of Health and Welfare in 1987 to encourage return of the elderly from hospitals to their homes rather than other destinations such as nursing homes or hospitals. Concerning to the type of care, there is the difference between GHCF and other geriatric care facilities(i.e., geriatric hospital and nursing home). GHCF provides both medical and nursing care. The following services are available for the GHCF's user's. As institutional care services, rehabilitation training, ADL exercise, nursing care and management of medicine, are available. For the out-patients, supplying meals, taking a bath, and rehabilitation services, are also available. The medical treatment fee at the facilities is about US $ 1,500 per month. Expenses for meals, daily necessities, shall be borne by the recipient, Those expenses are about US $ 360 per month. In anticipation of the coming of the aging society, the Goverment must be formulated consecutively several vital policies of measures, especially GHCF, for the elderly in the future few years.

  • The exist email program between Ship and Land has developed to reduce communication fee because of high satellite communication cost and low speed. Owing to this proper, the exist program has less flexibility and high speed. but to add or change functions is not easy. and it also have many difficulties for programmer to develop marine application because of delicate Satellite Radio communication. In this paper we design new protocol which consist of packet to give flexiblity and implement windows service program for programer to make marine applications easily like monitoring data, DB for Ship Management System, Planned Maintenance System.

The Evaluation of Socio-Psychological Carrying Capacity based on Marginal Utility Theory Model : The Case Study of Bukhansan National Park (한계효용이론 모델을 이용한 북한산국립공원 사회.심리적 수용력 평가)

  • Bukhansan National Park is facing dramatic increase of visitors since no entrance fee charge effected in January of 2007. This study was carried out to estimate socio-psychological carrying capacity of Bukhansan National Park based on marginal utility theory model, provide management tactics by stages. 512 visitors to Bukhansan National Park were surveyed during the October of 2008. The data analysis indicated that sociopsychological carrying capacity was estimated as approximately 65,000 people per day for Bukhansan National Park.

A Study on the Problem about Oriental Treatment Fee Based on Valuation of Resources (투입자원 평가에 근거한 한방 침구 부항 시술 수가의 문제점에 관한 연구)

  • Objectives : The purpose of this study is to reexamine current oriental medical treatment fees based on valuation of input resources which are the treating time, the treatment's difficulty, and the material cost. Methods : This study obtained the following results by reviewing the answers given by 172 oriental medical doctors from March 1 to April 15, 2006. To investigate material cost, we took inventory of treatment materials used by 2 oriental hospitals. Results : The current system does not reflect well enough the treating time and treatment's difficulty. Considering current oriental treatment fees, material costs are too much of doctors' fees. Especially, Wang-ssuk-dduem, which is another form of moxibustion treatment, was spent as much as 74.6% on materials cost. Conclusions : The findings suggest the current oriental treatment fees should be revised to reflect the actual input resources into oriental medical doctor activities and to avoid a distortion of physicians' behavior.

  • The main purpose of this study is to identify the factors influencing the implementation performance of ERP system from the investment such as hardware, software and consulting fee. The main goal of this study to analyze of ERP system implementation in various sections depending on the amount of investment and research about the contribution of ERP utilization on overall PCB business activities. Survey questionnaires were distributed via post and fax to PCB (Printed Circuit Board)Company in Korea. The results of this study can be summarized as follow. First, only 43.1% of respondents implemented ERP system at the enterprise level, which shows that ERP system does not completely play its role as a truly integrated system. Second, companies shows higher satisfaction rate with selectively invested on particular sub-modules. Third, the efficiency of ERP system can be maximized by improving efficiency on core areas through selective investments. Also, this can be maximized by performing overall investments on the general environment in addition to the direct investment on ERP. Lastly, 59.26% of respondents reported that the utilization of ERP has highly significant effects on the contribution of business whereas 29.63% respondents reported as significant effects on the business. These shows positive effects of ERP on the contribution of business.

A Study on Calculating the Fee Range of Broadcasting Contents : Focus on IPTV

  • Concerns have been growing about whether domestic internet protocol television (IPTV) can establish a solid foothold in the pay TV market, largely because of the lack of IPTV-only content and service differentiation. It has been difficult for IPTV providers to attract valuable PPs (program providers) to strengthen their positions, and IPTV providers have invested much money into procuring content. To survive this difficult situation, IPTV providers need to reappraise their profit sharing methods and content distribution structure to facilitate the expansion of their subscriber base. This can be done by attracting valuable PPs to IPTV providers and securing extra revenue by distributing more content for their PP partners. The IPTV industry has a different structure and value chain from the digital cable industry. Moreover, profit sharing schemes among participants in the IPTV industry are complicated. Thus it is essential to analyze the criteria for profit sharing, the selection of attributes in profit sharing, and their cause-effect relationship in developing fair pricing for broadcast content in the IPTV industry. This study introduces the attributes that need to be considered for the pricing of content and profit sharing among IPTV providers and PPs. In addition, this study uses system dynamics to analyze the relationship among those attributes along with additional associated factors for the pricing of content.
