Policy Issues for Integrated Approach to Rural Regional Development (농어촌지역개발의 종합적 접근을 위한 정책 과제)

  • The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

Types of Perception toward Ethical Issues in Perioperative Nurses: Q-Methodological Approach (수술실 간호사의 윤리적 이슈에 대한 인식 유형: Q방법론적 접근)

  • Purpose: This study was aimed at identifying the types of perceptions of ethical issues among perioperative nurses. Methods: Q-methodology focusing on individual subjectivity was used with data collected in November 2016. Thirty-four Q-statements were selected and scored by the 35 participants on a 9-point scale with normal distribution. Participants were perioperative nurses working in advanced general hospitals and general hospitals. The data were analyzed using the PC-QUANL program. Results: A total of 35 perioperative nurses were classified into 4 factors based on the following viewpoints: self-centered (type 1), onlooking and avoiding (type 2), patient-centered (type 3), and problem-centered (type 4). The 4 factors accounted for 57.84% of the total variance. Individual contributions of factors 1, 2, 3, and 4 were 41.80%, 7.18%, 5.20%, and 3.66%, respectively. Conclusion: The major contribution of this study is the clarification of perioperative nurses' subjective perceptions of ethical issues. These findings can be used in formulating effective strategies for nursing educators, professional nurses, and nursing administrators to improve ethical decision-making abilities and to perform ethical nursing care by the appropriate management of ethical issues in everyday nursing practice.

Trends and Issues of e-Learning Curriculum for Human Resources Development in the Corporate Context

  • The purpose of this study was to analyze majors trends and issues of e-Learning curriculum for human resource development in the corporate context. The e-Learning curriculum was chosen as the subject of research consists of 2,710 lectures that were given from 2007 to July 2009 for the recent three years by providing at Ministry of Labor and Korea Research Institute for Vocational Education & Training. In order to investigate trends and issues, it was employed theme analysis which is one of the types of document analysis that approach a qualitative research methodology. As a result of this research, 7 major trends and issues in e-Learning curriculum for HRD in the field of corporate education were drawn; ① Strengthening expertise through learning of job related professional knowledge, ② Cultivation of common & essential knowledge for a job to increase work performance efficiency ③ Organizational management strategy for improving performance, ④ Organizational management and operational strategy for actively responding to environmental changes, ⑤ Leadership as a strategy for cultivating core personnel and field-centered practical leadership. ⑥ Creating a happy workplace through the work-life balance, ⑦ Strengthening global communication skill. Based on these analysis, practicals and theoretical implications of e-Learning professionals and HR researchers for HRD were suggested.

A Study on the Issue of Conflict between the Innovation and Regulation in Emerging Industries (신산업 분야 혁신과 규제 갈등 이슈에 대한 분석 방안 연구)

  • Emerging Industries often do not match the structures and contents of existing regulations, and regulations that impose excessive burdens compared to the regulatory purpose are continuously created. These results, the emerging industries struggle to growth. In order to respond to these regulatory problems, the regulatory management policies are establishing in each country, and research on the reasonable regulatory methods and its effects on industry has continued. But companies still complain of difficulties in business due to regulations. In the background, it is analyzed that there are limitations in response to regulatory issues of the emerging industry, such as the lack of standards and expertise that can be judged as 'problems', and delay in recognizing and improving the problems of the competent ministries, over-interpretation of the risks of new technologies, and vague concerns about accidents etc., the regulation corresponding limitations is existed. In this regard, this study seeks to lay the groundwork for analysis of the major regulatory conflict issues and the reasonable countermeasures by identifying the regulatory conflict issues arising from the emergence of the innovative technologies and services, and analyzing studies to resolve them.

Study on the Application of the Serious Accidents Punishment Act in Construction Sites and Practical Improvement Measures for Legal Deficiencies

  • This study analyzed the practical issues in the Serious Accident Punishment Act (SAPA) for construction sites and proposed measures to improve provisions that are detached from reality. The Act aims to prevent major accidents across various industries, with a particular emphasis on the construction sector. While the Act's intention is commendable, several significant legal flaws have emerged during its implementation. These issues were critically analyzed and strategic recommendations were proposed. Key issues include ambiguous legal definitions, the differential impact of the law on small and large businesses, and the increased administrative and managerial burdens. This study proposed specific measures to enhance the clarity of legal terminology and technology, balance the responsibilities between small and large businesses, and streamline administrative processes. Additionally, methods for effectively revising the regulations and reasonably complying with them on-site were proposed. By addressing these issues, we aim to improve the effectiveness of the law, ensure fair application, and ultimately create a safer working environment in the construction industry. The recommendations are expected to serve as valuable resources for future revisions and improvements to SAPA and contribute to the broader goal of sustainable industrial safety and development.

A Study on the Major Elements of an Arbitration Clause in International Investment Contracts (국제투자계약상의 중재조항(Arbitration Clause)의 주요 구성요소에 관한 연구)

  • The purpose of this paper is to examine the major elements of Arbitration Clause in international investment contracts and to help the investor, especially foreign investors, considering these elements when they draft the contracts. First of all, to describe the extent of the arbitrable issues broadly is very important by using the phrase such as "disputes in connection with". Furthermore in order to be enforceable, the issues must be a subject-matter to be submitted to arbitration in accordance with the laws of the place of arbitration and the law application to the merits of the disputes (N.Y. Convention, Art. II). Second, the appointment of the arbitrators usually shall be based on the principle of freedom of contract. If the parties do not agree on the appointment, it is decided in accordance with the arbitration rules of the institution by the tribunal. Third, the procedural rules of the arbitration are the arbitration rules of the arbitration institution in case of institution arbitration, unless otherwise agreed. Forth, what is the most importance element of Arbitration Clause is the place of arbitration. In this case, also the principle of freedom of contract has priority. Unless otherwise agreed, Washington is the place of arbitration in case of ICSID Arbitration, but in case of ICC Arbitration, neutral third country may be the place of arbitration. However in case of ad hoc arbitration, both parties should indicate the place. If not, the whole arbitration may be paralysed by an uncooperative party. Besides the major elements, I examined the relation between the arbitration clause and award enforcement in terms of sovereign immunity. The enforcement of awards in the field of state contracts many encounter the problem of the sovereign immunity, which means that the State itself or the State enterprise is the contract partner. To avoid the this problems, it is advisable for the parties insert the clause such as ICSID Model Clause XIX.

Research strategy for $CO_2$ geological storage (이산화탄소 지중저장을 위한 연구개발 전략)

  • $CO_2$ is known as the major source of the green house effect and the volume produced from electricity generation and transportation sector in Korea constitutes the large portion. In order to reduce the green house effect, several treatment methods can be the major research topics such as the scheme to fundamentally restrict the production of $CO_2$ creation, to perfectly sequestrate the produced $CO_2$, to reuse the separated $CO_2$, or to permanently dispose $CO_2$ in an appropriate storage site. Among of them, R&D strategy and geotechnical research issues are explored in this paper in an effort to realize geological storage for the sequestrated $CO_2$ in local storage sites. $CO_2$ is known as the major source of the green house effect and the volume produced from electricity generation and transportation sector in Korea constitutes the large portion. The Trend and Issues of the Gerontological Nursing Study in Korea (국내 노인간호연구 분석과 발전방향)

  • Issues related to the elderly have been recognized in Korea and nursing schalors have tried to study these issues. It is hard to say which the direction we, are going or have to go, since there has been little systemic effort to establish gerontological nursing field yet. Therefore, it is necessary to find out the trend and the guidelines of gerontolotical nursing studies for the future. Dissertation and published articles related to the elderly in the nursing field from 1991 to the Feburary of 1997 were are reviewed. Total 127 studies were analysed in terms of concept, design/methodology, and results, and the nature and issues of the gerontologic nursing studies in Korea were explored. The results are as follows : 1. There was no clear chronological definition of the elderly. 2. The most popular research design was an exploratory/descriptive study. 3. The major concepts studied were physical and mental health. 4. Among those studies using instruments which were developed and modified and/or translated by researchers, the reliability and validity were rarely reported. 5. Theory based studies were rare. We suggest the following issues for future studies : 1. The chronological and other criteria related to the defition of elderly is needed. 2. Physiopsychosocial characteristics of Korean elderly and their mangements in terms of intervention studies need to be conducted more systemically. 3. Social issues from the change of types and functions of family such as single elderly family need to be studied. 4. Participation in and collaborate with other disciplins are needed. 5. Development and test of instruments to measure phenomena or concepts is needed. 6. Macroscopic approach such as policy also needed. 7. Theory based studies are needed.

A Study on Public Policy through Semantic Network Analysis of Public Data related News in Korea (국내 공공데이터 관련 뉴스 의미망 분석을 통한 공공정책 연구)

  • Public data has been transformed from provider-oriented information disclosure to a form of personalized information sharing centered on individual citizens since government 3.0. As a result, the government is implementing policies and projects to maximize the value of public data and increase reuse. This study analyzes the issues related to public data in the news and seeks the status of government agencies and government projects by issue. We conducted semantic analysis on domestic online news and public agency bidding information including public data and conducted the work of linking major key words derived with social and economic values inherent in public data. As a result, major issues related to public data were divided into broader access to public data, growth of new technology, cooperation and conflict among stakeholders, and utilization of the private sector, which were closely related to transparency, efficiency, participation, and innovation mechanisms. Also major agencies of four issues include the Ministry of Strategy and Finance and Seoul, Ministry of Culture, Sports and Tourism and Gyeonggi-do, Ministry of Trade, Industry and Energy and Incheon, and Ministry of Land, Infrastructure and Transport and Gyeongsangbuk-do. Most of the issues are being led by the government.
