A Study on the Problems and Improvement of the Safety Management Law of Nuclear Facilities -Focused on Safety Management of Aquatic Products- (원자력시설 안전관리 법제의 문제점과 개선방안 연구 -수산물의 안전관리를 중심으로-)

  • The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

  • Recently, the maintenance concept of infrastructure has been changed from the stability management of the structure determined by the safety inspection of the existing facilities to the asset management related to evaluating and managing the performance of the facilities. For management of the property of the facilities, it is necessary to efficiently classify their information for the maintenance and service level of the facilities and to manage them. In the case of power plant facility, especially, it is a complex structure, which is constructed in a various component and detail. In this study, therefore, the components of power plant facility were classified into facilities, spaces, parts, and elements considering the type of integrated construction classification system in Korea. To reflect the deterioration rate of the facility in accordance with environmental conditions such as airborne salt and humidity etc., it was classified by adding direction, interior, and exterior condition of each component not to be considered in the existing classification system for its effective and systematic maintenance, since it is generally located in the coastal area due to the operation of the power generation structure. The classification system developed in this study can be used as fundamental data for development of the computer system for asset management of power plant facility.

  • Many of the researchers have tried to enhance the satisfaction of both users and owners of social infrastructures by applying the asset management methodology. This study is to develop more efficient asset management framework for bridge management. Based on various literature review, an asset management procedure for bridge management was suggested, and appropriate practices at each step were given. The suggested procedures include the determination of operation and maintenance strategy, level of service, performance measure, valuation of assets, and decision-makings. In addition, this study suggests an applicable decision-making process for the resource distribution based on the management strategy.

U.S. Policy and Current Practices for Blending Low-Level Radioactive Waste for Disposal (저준위 방사성폐기물의 혼합 관련 미국의 정책과 실제 적용)

  • In the near future, many countries, including the Republic of Korea, will face a significant increase in low level radioactive waste (LLW) from nuclear power plant decommissioning. The purpose of this paper is to look at blending as a method for enhancing disposal options for low-level radioactive waste from the decommissioning of nuclear reactors. The 2007 U.S. Nuclear Regulatory Commission strategic assessment of the status of the U.S. LLW program identified the need to move to a risk-informed and performance-based regulatory approach for managing LLW. The strategic assessment identified blending waste of varying radionuclide concentrations as a potential means of enhancing options for LLW disposal. The NRC's position is that concentration averaging or blending can be performed in a way that does not diminish the overall safety of LLW disposal. The revised regulatory requirements for blending LLW are presented in the revised NRC Branch Technical Position for Concentration Averaging and Encapsulation (CA BTP 2015). The changes to the CA BTP that are the most significant for NPP operation, maintenance and decommissioning are reviewed in this paper and a potential application is identified for decommissioning waste in Korea. By far the largest volume of LLW from NPPs will come from decommissioning rather than operation. The large volumes in decommissioning present an opportunity for significant gains in disposal efficiency from blending and concentration averaging. The application of concentration averaging waste from a reactor bio-shield is also presented.

Assessment Items for the Level of Service for Tunnel Facilities from an Asset Management Perspective (자산관리관점에서 터널시설물의 서비스 수준 평가항목에 관한 연구)

  • Korea was followed by a rapid increase in road construction investment in late 1980s with the help of strong economic conditions. As a result of such investment, it will be expected that there must be a rapid increase in demand for maintenance or rehabilitation of the facilities after 2010. We are developing asset management information systems for enhancing user's satisfaction and innovating the facility management techniques within a limited budget. We suggested the assessment items for the Level of Service for tunnel facility's operation and maintenance(O&M), in this study. We have surveyed for the importance of assessment items by considering both user's viewpoints and facility management agency's viewpoints. We came to realize the relative importance of the items based on this survey using the Analytic Hierarchy Process(AHP) method proposed by Satty. The relative importance of assessment items in terms of the user's viewpoint was identified in descending order such as safety, mobility, accessibility, convenience, O&M efficiency, comfort, rural revitalization, environment, and information. Also, the importance of the items in terms of the management agency's viewpoint was identified in descending order such as safety, mobility, accessibility, environment, rural revitalization, convenience, O&M efficiency, information, and comfort. It means that safety of tunnel facilities is more important than mobility, although which is the basic function of the road facility, both in agency's and user's concern. Therefore, the agencies have to pay more attentions and efforts to ensure safety of tunnel facilities when they establish the investment plans for the tunnel facility O&M.

  • Doing CABG in patient with renal transplantation requires special concern to keep and preserve renal function safely during and after operation. We experienced two cases of CABG for treatment of myocardial ischemia. who underwent renal transplantation 2 and 3 years ago respectively. The first patient received single reversed saphenous vein graft at LAD and second one received double saphenous vein graft at LAD and OMI. Peri & postoperative urinary volume and renal function test were comparable with preoperative status in both cases. Although abnormal lipid metabolism due to long term use of immunosuppressive regimen act a causative role in development and progression of coronary artherosclerosis in renal transplantation patient, CABG can be done safely with some precaution including maintenance of adequate mean blood pressure and blood level of immunosupressive regimen during cardiopulmonary bypass.

  • The building HVAC systems have very different qualities of performance and durability with the superintendent's ability for management and maintenance. The poor management of these systems finally lead to the shortening of the life expectancy and result in the increase of operating costs and energy consumptions due to low efficiencies. This study presents an example of appropriate use of the LCC(Life Cycle Cost) analysis in a process of maintaining and repairing old HVAC equipments, by demonstrating the difference of optimal economic life, decrease of running cost, and energy consumption according to the management level of the HVAC equipments. But there are no reliable life expectancy and performance history data at present for optimal management of various building service equipments. Therefore, it is necessary to construct long-term database on operation results of them for more accurate and optimized LCC analysis.

  • With the growth and maturation of IT industry, the necessity of audit about development, maintenance and management of high-quality information system is gradually increasing. In addition, the necessity of inner auditing system, which could totally verify and evaluate the effectiveness of project according to the characteristics of organization conducting information-oriented business, also being proposed. Government offices including Korea Institute of Science and Technology(KISTI) collectively controlling nationwide science-technology related information have no guiding principle or organization within themselves even though performing information-oriented businesses are becoming more bigger and complicated. In this paper, we propose scheme for devising framework, which can audit construction and operation of knowledge information, check list and guideline. In addition, we present concrete ways for adapting these schemes to institutes which manage science-technology knowledge information. Audit framework consists of points of time in audit, audit domain and audit criterion. Points of time in audit are defined as three phases as followings: pre-audit, in-progress audit and post-audit. Audit domain includes 16 detail audit domains and especially we set 11 check items and 40 detail investigation items for database implementation business. We expect that management level of science-technology implementation business of organizations using this research result will increase and they could offer high-quality information service.

The Development Progress of Korean Aviation Industry and its Investment Strategy Based on the Evidence and the 4th Industrial Revolution

  • This study examines the history of Korean aviation industry and presents the investment strategy based on the evidence and the 4th industrial revolution. Looking at the evolution of the Korean aviation industry and its technological development will be a great help to support industrial and technological innovation in the future. The modern aviation industry is divided into stages of development, focusing on maintenance of equipment introduced in advanced countries, localization through license assembly, production of products based on technology, and international joint development. The development of aeronautics technology has been progressing towards a general improvement of economic efficiency, aircraft safety efficiency through environmental-friendliness, unmanned operation, and downsizing. The Korea Aerospace Research Institute has secured key technologies through development of several aircrafts such as Experimental Aircraft Kachi, EXPO Unmanned Airship, Twin-engine Composite Aircraft, Canard Aircraft, Multi-Purpose Stratosphere unmanned-airship, Medium Aerostats, Smart UAV, Surion, EAV-2H, KC-100, and OPV. The development strategy is discussed at the level of the evidence-based investment strategy that is currently being discussed, and so the investment priorities in aircraft is high. Current drone usage and development direction are not only producing parts using 3D printer, but also autonomous flight, communication (IoT, 5G), information processing (big data, machine learning). Therefore, the aviation industry is expected to lead the fourth industrial revolution.

  • Most fossil power plants and many critical components will be approaching the end of their nominal design life. At the same time, utilities are finding it economically attractive to extend the use of these plants for several more years, Especially Main steam pipe that operated under high temperature and pressure, often under the more severe operating conditions associated with cycling duty, is most important pipe system and critical component in fossil power plant. To extend the viability of older pipe system and to improve the operation and maintenance reliability, some technologies of precise diagnosis and life management have evolved out of the necessity. The purpose of this study is to descrive the related technologies and show the example of one power plants. The branch area from main steam to turbine was the high stressed zone. To evaluate the degradation of the pipe material, replica, visual check, magnetic test, hardness test were done at the welding spot. The degradation level of welding point was E/F, so the remaining life of the welded area was about 0-25%.
