The horticultural seed industry has made great progress in the last fifty years of its history after the independence of this country. The industry has accomplished self-sufficiency in major vegetable seeds and has even gained international competitive edge in certain crop seeds, particularly in hybrid cultivar development. However, the industry is facing a crisis at present coming from excessive competition among the domestic seed companies as well as the foreign currency crisis of the country. Several major seed companies have already been acquired by multinational corporations. Many people in the country as well as agriculturists are concerned about this situation. Although it is true that the industry is undergoing hard times, this crisis can be turned into a chance for making new progress depending on the joint efforts of the groups responsible, i.e., private companies, public institutions, and policy makers. Therefore, we have to turn this crisis into an opportunity for self-reform and progress. We should not be discouraged or give up. We Propose some ideas for the Progress of the seed industry. Public institutions and policy makers should do such things in cooperation as 1) training human resources for future breeders, 2) securing a wide range of genetic resources and improvement of the management system, 3) basic science research including biotechnology, 4) releasing breeding stocks from germplasm enhancement through use of exotic accessions, 5) support for breeding region- or use-specific cultivars, and 6) collection of foreign agricultural information for breeding cultivars for overseas markets. Eventually the responsible group for the final development of commercial cultivars, production, sales and management is private companies. Therefore, private companies also should have to do their best to develop competitive cultivars with a missionary spirit and endeavor for both domestic and overseas markets in cooperation with public institutions. Management based on competition, professionalism and rationalism is also urged. We are going to conclude with optimism that we can make a new vault of progress once the private and public sectors closely cooperate for the development of Korean horticultural seed industry by overcoming this crisis.
The development of autonomous driving and Advanced Driver Assistance System (ADAS) technology has grown rapidly in recent years. As most traffic accidents occur due to human error, self-driving vehicles can drastically reduce the number of accidents and crashes that occur on the roads today. Obviously, technical advancements in autonomous driving can lead to improved public driving safety. However, due to the current limitations in technology and lack of public trust in self-driving cars (and drones), the actual use of Autonomous Vehicles (AVs) is still significantly low. According to prior studies, people's acceptance of an AV is mainly determined by trust. It is proven that people still feel much more comfortable in personalized ADAS, designed with the way people drive. Based on such needs, a new attempt for a customized ADAS considering each driver's driving style is proposed in this paper. Each driver's behavior is divided into two categories: assertive and defensive. In this paper, a novel customized ADAS algorithm with high classification accuracy is designed, which divides each driver based on their driving style. Each driver's driving data is collected and simulated using CARLA, which is an open-source autonomous driving simulator. In addition, Long Short-Term Memory (LSTM) and Gated Recurrent Unit (GRU) machine learning algorithms are used to optimize the ADAS parameters. The proposed scheme results in a high classification accuracy of time series driving data. Furthermore, among the vast amount of CARLA-based feature data extracted from the drivers, distinguishable driving features are collected selectively using Support Vector Machine (SVM) technology by comparing the amount of influence on the classification of the two categories. Therefore, by extracting distinguishable features and eliminating outliers using SVM, the classification accuracy is significantly improved. Based on this classification, the ADAS sensors can be made more sensitive for the case of assertive drivers, enabling more advanced driving safety support. The proposed technology of this paper is especially important because currently, the state-of-the-art level of autonomous driving is at level 3 (based on the SAE International driving automation standards), which requires advanced functions that can assist drivers using ADAS technology.

In this paper, we develop a construction business information portal system. Our portal system consists of two major parts including a institution portal and a public portal. The institution portal is for the people working at governmental agencies and the public one is for general users. This paper adopted Method/1 as the development methodology of the portal system and made the portal using Java-based web application framework. After the development of the portal. we tested it step by step to improve its quality and run Help-desk for the stable operation and maintenance. In the future, we will develop some additional contents required by users.
Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.

The purpose of this study was to identify Web accessibility issues of healthcare websites of the Korean government and public agencies by evaluating these websites' accessibility in accordance with the Korean Web Contents Accessibility Guideline. This study conducted both automated and expert testing to assess the accessibility of a total of 27 health-related websites. The results of the assessment which was conducted in two stages indicated that institutions such as the National Hospital and National Rehabilitation Center demonstrated almost no Web accessibility error. In addition, the Korea Health Insurance Review and Assessment Service, the Ministry of Health and Welfare, the Health Services Agency, the Ministry of Food and Drug Safety, and the Korea Medical Dispute Mediation and Arbitration Agency attained very high web accessibility. However, the results of an expert evaluation highlighted that there were considerable errors in providing appropriate alternative text, which was not found in the automated test, and the color contrast of the text content did not comply with Web accessibility standard. Therefore, these websites did not support web accessibility for the sight-impaired. Furthermore, the present study found that it was difficult to deliver accurate information to users due to errors in the default language display and markup, and also, issues of skipping repeated content, content linearization, and compliance with keyboard use were considered as challenges that might arise for people with sight, cognitive and mobility impairments with respect to Web accessibility. It is the first study that evaluated accessibility of healthcare websites of the Korean government and public agencies based on the Korean Web Contents Accessibility Guideline. The present study made a contribution to research on Web accessibility by conducting expert testing, which provided a more complete assessment that identified the degree and specific issues of accessibility errors when compared to automated testing.
Currently Korean government is rushing the new electronic government system introduced as 'platform e-government' with big data and cloud computing technologies and systems, ultimately intending to provide the public institution services customized from the integrated counter or window for the heterogeneous resident services. In this regard, this study suggested how to design the new metadata information system in which mutual integration of information systems can take place, where heterogeneous services can be shared efficiently at the application and data unit, as a separate application that can provide a single one- stop service for residents' petition at the integrated level in the back-office based on the public data in possession of each of government ministries and related organizations. If this proposed system is implemented, the achievement of customized public service can be advanced one step forward in processing the petitions of the residents by organically connected link between 'Demand Chain' and 'Supply Chain' in the integrated window. In other words, it could be made possible through the unification of both the 'Supply Chain' performed in the office space of the officials at the back-office level and the 'Demand Chain' performed in the living space of the residents at the front-office level.

Today, most researchers conduct their studies through the full-text of e-journals. Therefore, an important base for domestic development of science and technology is to obtain the full-text of quality e-journals by overseas researchers and to provide it to Korea's researchers. This study aims to build a system based on the National Archiving Center for the full-text of e-journals and to make a service system for providing them to the public by acquiring the full-text of quality overseas e-journals. To do this, an analysis was made of the outcome of introducing such a system for full-text of e-journals in comparison with the investment. As a result, 112 more institutions, that is, from 47 institutions to 159 institutions, have introduced the system as of 2012, and the number of downloaded full-texts increased at least 2.17 times.

The ECC(Elliptic Curve Cryptogrphics), one of the representative Public Key encryption algorithms, is used in Digital Signature, Encryption, Decryption and Key exchange etc. The key operation of an Elliptic curve cryptosystem is a scalar multiplication, hence the design of a scalar multiplier is the core of this paper. Although an Integer operation is computed in infinite field, the scalar multiplication is computed in finite field through adding points on Elliptic curve. In this paper, we implemented scalar multiplier in Elliptic curve based on the finite field $GF(2^{163})$. And we verified it on the Embedded digital system using Xilinx FPGA connected to an EISC MCU(Agent 2000). If my design is made as a chip, the performance of scalar multiplier applied to Samsung $0.35\;{\mu}m$ Phantom Cell Library is expected to process at the rate of 8kbps and satisfy to make up an encryption processor for the Embedded digital information home system.
Defamation lawsuits of public figures against media have been an issue since Roh government set in. Dissension between the government and media has probably acted as the key factor on this problem. Accordingly, arguments on the defamation lawsuits of public figures occurred the political issues such as opposition between the Progressive and the Conservative Parties or between the ins and the outs and showed the limits to suggest an appropriate judgment or solution. This study will analyze how the court makes its judgement on their rights and the limits by understanding the characteristic and the problem of defamation lawsuits made by senior government officials including a politician, the government, the president, and etc. As results, the defamation lawsuits of politicians and senior government officials showed specially noteworthy matters in salvation (damage suits), the amount claimed, court costs, ratio of winning lawsuits, and etc. The result on the tendency of the court decision showed the following matters in confusion: it holds the media responsible for the burden of proof by applying the inappropriate criterion; The applied laws, especially in the inferior court decision, do not show the consistency of the burden of proof between the misconception/ intention (malice)/ accident/ purpose of slander on the legal principles of public figures. Therefore, this study suggests the court to apply an appropriate law, let alone regulating the Anti-SLAPP law, so that it curtails the rights of public figures; limits the salvation of damage suit; and protects the right only in the case of false accusation by applying the existing law of "the Protection of the Deceased's Defamation Law." In order to dissolve the confusion when applying the laws on the public figures, the study insists the court to positively apply the Constitutional Court made criterion on "people" and "content." The study also insists to distinguish "intention(malice)," "accident," and "purpose of slander" and variant sorts of the burden of proof should be applied to each.

In this study, a study on the cooperative system of the Chungnam Library's joint preservation data center and a plan for the construction of the use service was proposed based on the analysis of the current status of the preservation library of the Chungcheongnam-do public library. In order to establish a cooperative plan for the joint preservation archive and to promote the provision of services, the current state of the collection of 62 public libraries in Chungnam-do and the status of the preservation archives that are operating separately were identified. As a result of the study, it was found that all matters related to the operation of the joint preservation archive should be made through agreements or consultations between the participants, and the operation of the joint preservation archive should also be made under a systematic cooperation system between the participants. To this end, it is necessary to establish a cooperative system for the Chungnam Library Joint Preservation Archives, and to form and operate the Joint Preservation Archives Steering Committee, a consultative body (cooperation network). In addition, all matters related to the operation of the Joint Preservation Archive, such as transfer criteria, must be regulated and implemented through consultation with the Joint Preservation Archive Steering Committee.
