The Role of Weather and Climate Information as a Growth Engine for Passing the Gross Domestic Product per Head of $20,000 (국민소득 2만달러 달성의 성장엔진으로서 기상정보의 역할)

  • High quality meteorological information is the typical product of service business industry which can offer the investment initiative by reducing the uncertainty and by activating other related industries. It requires a high level of meteorological technology and of ability to transform such technology as merchandising products. According to the analysis of the WMO data, the level of Korean meteorological technology is comparable to that of the nation with $17,500, GDP per head. However, the income of the meteorological business agent earns in Korea is 8 billion 4 hundred million won which is less than a tenth of that made by the US or Japan. The potential for such business field in Korea will be strong enough, if one can overcome such weak points. In addition, the efforts made by the government to advance the meteorological technology have been actualized gradually. Korean government will have a chance that is comparable to offering jobs for 20,000 unemployed by creating incomes of 40 billion won by meteorological technology as a sustained economic growth engine. It is proposed that government stimulate demand and supply by focusing on sales quantity than the price. The key points for creating the new demand are marketing and outsourcing of weather and climate information by maintaining the cooperative relationship between private and public sector.

  • The Korea Meteorological Administration(KMA) has been released life-related indexes such as 'Life industrial weather information' and 'Safety weather information' while other countries' meteorological administrations have been made 'Human-biometeorology' and 'Health meteorology' indexes that concern human sensibility effections to diverse criteria. Although human sensibility changes have been studied in psychological research criteria with diverse and innumerous application areas, there are not enough studies that make data mining based validation of sensibility change factors. In this research I made models to estimate sensibility change caused by weather factors such as temperature and humidity, and validated by collecting sensibility data from SNS text crawling and weather data from KMA public dataset. By Logistic Regression, I clarify factors affecting sensibility changes.

  • As a result of the fast development of Information communication technology, the competitive advantage of companies and the service quality of nonprofit organizations has been largely changed. Corresponding to this kind of change, companies have tried to make production improvement, competitive strengthening, and organizational innovation. Meanwhile, the nonprofit organizations directed by the government are pursuing the service innovation from general administration area to the public service for civilians. In relation to this, risk management of the company's information systems outsourcing has largely been studied until now. However, the study of risk management for nonprofit organization information systems outsourcing has rarely been made. In this paper, to provide the theoretical base for further research, we have attempted to develop the evaluation framework for risk management of information systems outsourcing considering the characteristics of nonprofit organizations.

  • In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

  • In wireless Internet environment that demand of wireless Internet service increase steadily, wireless PKI(Public Key Infrastructure) service is appearing on stage as necessary essential base technology for information protection service offer, In this paper, we propose the method for verification to reduce the communication overload using VID to CSMP made with a goal of the performance guarantee for security and use in a real time and examine the existent certificate verification methods. The performance of security and the use in a real time is guaranteed by managing the note of authentification by the person who verifies and reducing the amount of the data transmission using VID.

  • Owing to the increase in large and complex construction projects, the design paradigm of architecture and civil engineering projects has changed from 2D CAD to 3D CAD. For this reason, to meet the strong requirements of project contractors, various efforts have been made to adopt a Building Information Modeling (BIM) technology for effective construction management. On the other hand, compared to architectural projects, only a few civil engineering project cases have been conducted in the perspective of public contractors. This is because the characteristics of civil project contractors and the negative pursuit of adopting BIM technology due to the lack of a current BIM system and technologies. Recently, positive changes in adopting BIM technology for public projects were anticipated by public owners, such as the Public Procurement Service and the Ministry of Land, Infrastructure and Transport. In this regard, this study analyzed the current BIM technology status of public owners in Korea to adopt the BIM policies and guidelines of the Korean government. Strategies for adopting BIM technologies for Korean public owners are also discussed based on an analysis of civil engineering BIM project cases.

  • The March 1979 accident at Three Mile Island provided physicians specializing in radiation medicine an opportunity to observe the field under conditions never seen before. Since no, injuries occurred at the site or within the community, medical personnel were immediately involved in efforts to allay fear, provide accurate information, and replace labortory resources rendered ineffective by the release in the reactor building. Valuable insights concerning medical emergency planning are derived from the accident; suggestions are made for handling any future mishaps.

Event Log Validity Analysis for Detecting Threats by Insiders in Control System

  • Owing to the convergence of the communication network with the control system and public network, security threats, such as information leakage and falsification, have become possible through various routes. If we examine closely at the security type of the current control system, the operation of the security system focuses on the threats made from outside to inside, so the study on the detection system of the security threats conducted by insiders is inadequate. Thus, this study, based on "Spotting the Adversary with Windows Event Log Monitoring," published by the National Security Agency, found that event logs can be utilized for the detection and maneuver of threats conducted by insiders, by analyzing the validity of detecting insider threats to the control system with the list of important event logs.

  • This study examines the mobility of the disadvantaged population groups in terms of public transportation using the 2014 smart card data in Seoul, Korea. Particularly, we focus on the disadvantaged population such as senior group, junior group, and low-income population group. Based on the spatial distributions of public transportation mobility levels and the disadvantaged population groups, we identify specific areas where public transportation service should be improved for the disadvantaged population. As a result, we identify 15 administrative-dongs where the ratio of the disadvantaged population is high while the mobility index of public transit is low. The main contributions of this study are as follows. First, we use the smart card data which contains the information of actual trip made by individuals and develop the evaluation process of urban mobility for the disadvantaged population groups. Second, we identify the specific areas where public transportation service should be improved for the different group of the disadvantaged population. Lastly, we discuss policy implications to improve the urban mobility of the disadvantaged population.

Effective Maintenance of Urban Facilities via Smart Phones (스마트폰을 활용한 도시시설물 유지관리 효율화 방안)

  • Rapid urbanization is being portrayed around the world au causing difficulty to manage public hygiene and maintain public order. Common problems often detected in urban areas including traffic congestion and the deterioration of the ecological environment are also being exacerbated. Despite all the effort being made by the government and local governments to manage urban facilities, urban residents are subjected to various levels of difficulty, due to the number of facilities to be managed exceeding the number of management personnel and the lack of an adequate management system. The aim of this study is to propose a management method using smart phones to improve the maintenance efficiency of urban facilities. First, the one-stop maintenance of urban facilities, including facilities information management, maintenance management and history management, is made possible by using smart phones to collect and transfer pictures and the locations of the urban facilities. Second, maintenance management is based on the location and picture information of the subject, not the location of the smart phones, which enables a prompt understanding of and actions to be taken for the facility. This method is especially effective as the smart phone application sends the facility status information directly to the maintenance personnel. Third, all of the information and figures relating to the facilities is managed using a database, resulting in the easy utilization of the history management and data. Fourth, all of the urban residents have access to this information via smart phone applications and, therefore, expanding the role of the facility maintenance personnel is made possible without any additional investment in infrastructure. Lastly, the location-based information enables the management of roads, trees and trails.
