Debt and credit problems in Korea have been escalated during the past decade. The number of people with debt and credit problems is in its historic high. In May 2008, about 2.48 million debtors are officially classified as bad debtors and 7.20 million people have low credit scores. People with low credit scores are in disadvantageous situation in the financial market thus their financial transactions and activities are limited. In 2004, Korean government introduced various credit rehabilitation programs. However, most of these problems are remedial in nature and preventive programs such as credit counseling and debtor education are lacking. The purpose of this review is to examine US credit counseling and debtor education programs to obtain insights for preventive credit program developments in Korea. The review focused on programs offered through National Foundation for Credit Counseling, Jump Start, and Cooperative Extension Services from two large land grant Universities. From the program review suggestions and recommendations for educational contents, program and educator developments, and program quality control were discussed.

This paper examines the factors affecting financial exclusion, and proposes the strategies for enhancing the role of credit unions as financing source for small business startups. Credit cooperative institutions have played an important role in assisting people and communities who suffer from social and financial exclusion such as small business owners. But many of them have closed and lost their operational grounds by financial restructuring. Accordingly people with low credit scores have faced with increased financial constraints and the government has proposed various measures to assist them. Credit unions should develop strategies more actively to ease their financial constraints, expand and reinforce the operational grounds through relationship banking, enhance competitiveness by community based specialization strategies and developing models.
Developing countries including poor countries cannot accumulate enough domestic saving and government budget for their industrialization. They need to finance the capital for development from abroad sources; foreign direct investment (FDI) and official development assistance (ODA). The developing countries can improve their business climate for more ODA. This paper examines whether ODA improve the business climate of developing countries. In this paper, the business climate are measured by the starting business scores and the scores of credit and protecting investor in Doing Business project of World Bank. According to the empirical result, ODA has significant effect on the starting business scores for low and lower middle income countries, but insignificant effect for upper middle countries. In the case of the scores of credit and protecting investor, ODA has significant effect only for lower middle income countries.

This study aims to investigate the potential of alternative credit assessment through Social Networking Sites (SNS) as a complementary tool to conventional loan review processes. It seeks to discern the impact of SNS usage characteristics and loan product attributes on credit loan repayment. To achieve this objective, we conducted a binomial logistic regression analysis examining the influence of SNS usage patterns, loan characteristics, and personal attributes on credit loan conditions, utilizing data from Company A's credit loan program, which integrates SNS data into its actual loan review processes. Our findings reveal several noteworthy insights. Firstly, with respect to profile photos that reflect users' personalities and individual characteristics, individuals who choose to upload photos directly connected to their personal lives, such as images of themselves, their private circles (e.g., family and friends), and photos depicting social activities like hobbies, which tend to be favored by individuals with extroverted tendencies, as well as character and humor-themed photos, which are typically favored by individuals with conscientious traits, demonstrate a higher propensity for diligently repaying credit loans. Conversely, the utilization of photos like landscapes or images concealing one's identity did not exhibit a statistically significant causal relationship with loan repayment. Furthermore, a positive correlation was observed between the extent of SNS usage and the likelihood of loan repayment. However, the level of SNS interaction did not exert a significant effect on the probability of loan repayment. This observation may be attributed to the passive nature of the interaction variable, which primarily involves expressing sympathy for other users' comments rather than generating original content. The study also unveiled the statistical significance of loan duration and the number of loans, representing key characteristics of loan portfolios, in influencing credit loan repayment. This underscores the importance of considering loan duration and the quantity of loans as crucial determinants in the design of microcredit products. Among the personal characteristic variables examined, only gender emerged as a significant factor. This implies that the loan program scrutinized in this analysis does not exhibit substantial discrimination based on age and credit scores, as its customer base predominantly consists of individuals in their twenties and thirties with low credit scores, who encounter challenges in securing loans from traditional financial institutions. This research stands out from prior studies by empirically exploring the relationship between SNS usage and credit loan repayment while incorporating variables not typically addressed in existing credit rating research, such as profile pictures. It underscores the significance of harnessing subjective, unstructured information from SNS for loan screening, offering the potential to mitigate the financial disadvantages faced by borrowers with low credit scores or those ensnared in short-term liquidity constraints due to limited credit history a group often referred to as "thin filers." By utilizing such information, these individuals can potentially reduce their credit costs, whereas they are supposed to accrue a more substantial financial history through credit transactions under conventional credit assessment system.

Logistic discrimination is an useful statistical technique for quantitative analysis of financial service industry. Especially it is not only easy to be implemented, but also has good classification rate. Generalized additive model is useful for credit scoring since it has the same advantages of logistic discrimination as well as accounting ability for the nonlinear effects of the explanatory variables. It may, however, need too many additive terms in the model when the number of explanatory variables is very large and there may exist dependencies among the variables. Mixtures of factor analyzers can be used for dimension reduction of high-dimensional feature. This study proposes to use the low-dimensional factor scores of mixtures of factor analyzers as the new features in the generalized additive model. Its application is demonstrated in the classification of some real credit scoring data. The comparison of correct classification rates of competing techniques shows the superiority of the generalized additive model using factor scores.
For binary classification models, we consider a risk score that is a function of linear scores and estimate the coefficients of the linear scores. There are two estimation methods: one is to obtain MLEs using logistic models and the other is to estimate by maximizing AUC. AUC approach estimates are better than MLEs when using logistic models under a general situation which does not support logistic assumptions. This paper considers imbalanced data that contains a smaller number of observations in the default class than those in the non-default for credit assessment models; consequently, the AUC approach is applied to imbalanced data. Various logit link functions are used as a link function to generate imbalanced data. It is found that predicted coefficients obtained by the AUC approach are equivalent to (or better) than those from logistic models for low default probability - imbalanced data.

This study analyses customer data from a US online lending platform to empirically document the discriminatory treatment that low- and middle-income borrowers face in financial markets. Researchers are using financial data from nearly 2.93 million loans between 2007~2020 of the Lending Club on the open-source Kaggle platform. We find that thin-filers borrowers, especially those with lower credit scores, receive loans at higher interest rates. This discriminatory treatment undermines financial inclusion and has the potential to increase social inequality. The significance of this research is that it sheds substantial light on the problem of inequality in financial markets and, based on the findings, suggests concrete measures to ensure equitable access to finance for all customers and enhance sustainable financial inclusion. In doing so, we propose a shift towards enhancing the social responsibility of institutions.
This paper diagnoses the financial knowledge of the college students and their values on financial situation. Another emphasis is given to the classification of surveyed college students based on their financial knowledge and values and the financial traits of each classified group is also analyzed. Statistical analysis was conducted using Cronbach's ${\partial}$, factor analysis, t-test, one-way ANOVA, and Duncan's multiple range test with total number of 733 questionnaires. Primary results of the research are as follows: First, overall score of financial knowledge was 62.65 points, showing the highest points in spending while lowest in savings and investment. Senior classes, students majoring in liberal arts, students with financial education and media experiences scored high points. Second, overall score of college students on financial values was 3.92, resulting in high points on credit and frugality but points on sharing with others were low. Thirdly, all surveyed students were classified into 4 types based on the mean scores on financial knowledges and values. Total 31.7% of students belonged to Type 1 where students scored high points on financial knowledge and values. Type 2 had about 22.4 % of students whose financial score was high but value score was low. Type 3 occupied 24.2% and this group scored low points on financial knowledge but high points on financial values. Type 4 occupied 21.8% and was a group of students whose scores for financial knowledge and values were low. Finally, Type 1 and 3 groups showed better desirable behaviors for financial management and expressed higher satisfaction status for finance than Type 2 and 4. Type 1 is a group of students whose subjective financial level was high. Monthly income was highest in Type 2 and financial stress was lowest in Type 1.
This study was done to investigate the perception and need of the nutrition counseling of the people living in Daejon. Results were as follows: Nutrition knowledge score increased with education level. It showed tendency that women's scores were higher than men's. Only 15.5% of the participants were experienced in nutrition counseling mostly with medical doctor or nurse in the general hospital. Their satisfaction level was above average, which means positive reaction on nutrition counseling. In the case of the people who paid nutrition counseling fee, they thought that fee level was reasonable. Participants whose education level was higher thought less frequently that the nutrition counseling fee charged currently in the general hospital was expensive. The prevalent contents they want in the nutrition counseling included the prevention and the treatment of the specific disease and food safety (pesticides and food-born illness). As means of nutrition counseling they preferred internet (or PC) and interview. The higher the education status and the less the age, the higher preference, there was for internet or PC. As a source of nutrition knowledge, participants gave high credit on the professional books, academic journals, and advices from dietitian, nutritionist, medical doctor and pharmacist; in the other hand, they gave low credit on the newspaper, magazine, TV or radio, and advices from family or relatives, and friends. They thought most of the adult-onset disease (especially obesity, hyperlipidemia, and diabetes) were closely related to diet. However, percentage of the participants who thought that diet and kidney disease were related was relatively low.

This study compared full-time housewives' propensity for TV home shopping addiction by different socioeconomic, psychological, and purchase-related characteristics. And it identified the factors that influenced full-time housewives' TV home shopping addiction. The data were obtained from a questionnaire completed by full-time housewives (n=225) lived in Seoul and were analyzed by t-tests, ANOVA, and a multiple regression analysis. The findings of this study were as follows: First, full-time housewives' propensity for TV home shopping addiction was higher in the relatively old aged group. Those who graduated from graduate schools had lower scores in the scale of TV shopping addiction. Also, middle income group showed higher propensity for addictive buying. Second, the propensity for TV home shopping addiction was higher among those who had low self-esteem, who had higher level of empty self Also, those who had experienced material compensations as a child showed higher propensity for addictive purchase. Third, the propensity for addictive buying in TV home shopping was higher among those who had higher propensity for materialism, who took a serious view of markers or friends. Those who abuse their credit cards were more likely to have TV home shopping addiction.
