A Study of SBAS Position Domain Analysis Method: WAAS and EGNOS Performance Evaluation

  • A Satellite Based Augmentation System (SBAS) is a system that provides positioning information with high and accurate reliability to users who require ensuring high safety such as airplane taking off and landing. A continuous performance evaluation on navigation safety facilities shall be performed to determine whether developed systems meet the required performance before and after the operation. In this paper, SBAS position domain analysis is discussed in relation to analysis items for performance evaluation. The performance evaluation on the SBAS in the position domain shall conduct analysis on accuracy, integrity, continuity, and availability, which are items in the required navigation performance (RNP). In the paper, position domain analysis was conducted with regard to the Wide Area Augmentation System (WAAS) in the USA and the European Geostationary Navigation Overlay Service (EGNOS), which were developed already and now under operation. The analysis result showed that each of the systems satisfied the APV-I performance requirements recommended by the International Civil Aviation Organization (ICAO) with regard to daily data. It is necessary to verify using long-term data, whether the performance requirements in the RNP items are satisfied for system certification.

  • Asphalt pavements have to perform under the conditions of heavily-loaded vehicles due to the industrialization and large temperature variance between the summer and the winter. Due to these factors, a characteristics change of early permanent deformation becomes a big issue, and to remedy this problem many research to use modified asphalt are being widely conducted. However, most of the modified asphalt is being paved after milling the surface course and applying tackcoating, and it is being used mostly for the repair and maintenance purpose rather than pavement of new national road. The purpose of this investigation is to obtain some fundamental data for the evaluation of the performance and long-term performance of the construction material mixtures by the laboratory test and field experiments. For the field experiment, 200m of two-lanes national road, that is being paved for the new national road under the direction of Pusan Regional Construction Management Office, was paved with SBS PMA and PSMA asphalt mixtures, which are an modified asphalt mixtures used for the surface course, on top of the base course paved with other modified asphalt mixtures. The remaining section of the new national road was paved with dense grade mixture. The laboratory tests assessed and analyzed the mixture characteristics by Marshall's stability test, strength tests and wheel-tracking test. On the basis of the evaluation result of the temperature control and roughness of the newly constructed road at the field experiment site, it is desired to evaluate and identify the most economic modified asphalt mixtures by long-term performance evaluation and LCC(Life Cycle Cost) analysis in order to apply the test result to the design of new road construction in the future.

  • The construction of reliability evaluation according to their fields was promoted under the supervision of Agency for Technology and Standards for establishing the relevant institution & infrastructure that can fundamentally solve the reliability problems, the biggest obstruction when the developed electric components & materials come into the market. This paper describes the criterion of reliability evaluation and the evaluation facilities for the purpose of heightening the reliability of composite insulator estimated as the new material among the electric components & materials. We will understand the criterion of reliability evaluation with two parts as the performance evaluation based on various kinds of standards (especially IEC) and as the long-term reliability evaluation utilizing the accelerated aging & flashover test methods. Therefore we aim for constructing the criterion of reliability evaluation as the foundation for evaluation so as to support the industrial group based on KERI facilities.

Durability Evaluation of Inorganic-Impregnated Concrete Exposed to Long-Term Chloride Exposure Test (무기계 침투제를 적용한 콘크리트의 장기폭로실험을 통한 염해 내구성 평가)

  • The repair technique using surface impregnation of reactive compound is so effective for deteriorated concrete structures that many researches are recently focused on these works. Particularly, inorganic impregnant is regarded as ecofriendly material because there is no air-pollution during manufacturing process as well as field coating works. Furthermore, The delamination between old concrete and impregnated surface does not occur, resulting from different material characteristics. In order to evaluate the durability performance of surface-impregnated concrete, durability evaluation through the long-term exposure tests is significant, however, experiments are usually limited to the temporary and qualitative laboratorial scope. In this study, durability characteristics for inorganic and organic/inorganic impregnated concrete specimens are evaluated through longterm chloride exposure test. The specimens with 21MPa and 34MPa strength have been prepared and exposed to chloride attack in the atmospheric, tidal, and submerged conditions. Evaluation for compressive strength, chloride penetration, and electrical potential (half cell potential) for steel corrosion are performed for the specimens exposed for 2 years. From the results, no distinct strength gaining is observed but the resistance to chloride penetration and steel corrosion is evaluated to be improved through surface impregnation. The more improved resistance to chloride attack is measured in the inorganic impregnated concrete and the results from atmospheric condition show more improved resistance to chloride attack than those from submerged and tidal condition.

The long-term operating evaluation of the grid connected photovoltaic system (중규모 태양광발전시스템 장기 실증운전 평가)

  • The 50 kWp grid connected photovoltaic system which was installed at KEPRI site in 1999 has been operated more than 10 years. In order to acquire long term operation characteristics of medium size photovoltaic system, the operation test data related on power generation electricity and capacity factor of 50 kWp system, which have been collected since 1999, were analysed. From the analysing results, 57.7 MWh in annual power generation electricity of 50 kWp photovoltaic system in 1999 has been decreased 49.1 MWh in 2005 and reached 41.9 MWh in 2008. In addition to, the capacity factor of 50 kWp photovoltaic system also showed 13.2 % in 1999, 11.2% in 2005 and finally reached 9.6% in 2008. The operation test data showed a trend of decreasing of generation electricity and capacity factor during the 10 years operation time and we guessed that was caused by solar cell performance degradation and decreasing of PCS system efficiency.

  • The purpose of site monitoring and investigation is to offer the basic data for performance assessment and design of low- and intermediate-level radioactive waste(LILW) disposal facility by monitoring variations of main site properties continually in the stage of pre-operation, operation and post-closure. Main contents of site monitoring are as follows. In the stage of pre-operation, suitability evaluation for disposal facility and monitoring for constructing and operating disposal facility are performed. In the operation period, monitoring is performed including surroundings to research the influence to environment with operating disposal facility and operate safely and efficiently. In the post-closure period, monitoring about major site properties is performed to prevent the effect of radioactive waste from disposal facility and to secure long-term safety.

  • Almost 30 years have been passed since the first nuclear power plant was operated in Korea. Many studies have been actively conducted from the early 1990's in order to develop the deterioration management system for concrete structures in NPPs(Nuclear Power Plants) accordingly. Base on these studies, a systematic deterioration management program has developed and operated since 1997. According to this program, systematic inspections to provide database and evaluation were periodically performed (every overhaul at intervals of $12{\sim}18$ month and every five years). Accumulated deterioration database was usefully utilized for the NPP PSR (Periodic Safety Review). In this paper, the long-term durability and integrity of Kori 1,2 NPP concrete structures which are the oldest ones in Korea were evaluated based on the precise inspection database and regulatory inspection results including compressive strength, depth of carbonation, amount of chlorination and spontaneous potential of reinforcing bar, etc. It was noted that Kori 1,2 NPP structures have not any serious durability problems.

Study on the Performance Evaluation of CS-H Wall composed of Steel Fiber (강섬유를 이용한 CS-H 벽체의 성능 평가에 관한 연구)

  • In this study, CS-H walls with large stiffness were constructed using geosythetics for use in excavation at a depth of 30 m or more in Korea, and in order to construct the CS-H wall suitable for the site conditions, the formulation was examined according to the change in the mixing ratio of the geosythetics and the slump value (slump flow) and as a result, in the target slump 180 mm and the slump flow 500 mm, the formulation was confirmed to meet the mechanical properties such as the initial bending strength, the long-term behavior, and the elastic modulus as well as the economic efficiency. However, in the slump flow 600 mm, the result indicated that the formulation was inappropriate in the mechanical properties such as the initial bending strength, the long-term behavior, and the elastic modulus.

Proposal for the Hourglass-based Public Adoption-Linked National R&D Project Performance Evaluation Framework (Hourglass 기반 공공도입연계형 국가연구개발사업 성과평가 프레임워크 제안: 빅데이터 기반 인공지능 도시계획 기술개발 사업 사례를 바탕으로)

  • The purpose of this study is to propose a scientific performance evaluation framework for measuring and managing the overall outcome of complex types of projects that are linked to public demand-based commercialization, such as information system projects and public procurement, in integrated national R&D projects. In the case of integrated national R&D projects that involve multiple research institutes to form a single final product, and in the case of demand-based demonstration and commercialization of the project results, the existing evaluation system that evaluates performance based on the short-term outputs of the detailed tasks comprising the R&D project has limitations in evaluating the mid- and long-term effects and practicality of the integrated research products. (Moreover, as the paradigm of national R&D projects is changing to a mission-oriented one that emphasizes efficiency, there is a need to change the performance evaluation of national R&D projects to focus on the effectiveness and practicality of the results.) In this study, we propose a performance evaluation framework from a structural perspective to evaluate the completeness of each national R&D project from a practical perspective, such as its effectiveness, beyond simple short-term output, by utilizing the Hourglass model. In particular, it presents an integrated performance evaluation framework that links the top-down and bottom-up approaches leading to Tool-System-Service-Effect according to the structure of R&D projects. By applying the proposed detailed evaluation indicators and performance evaluation frame to actual national R&D projects, the validity of the indicators and the effectiveness of the proposed performance evaluation frame were verified, and these results are expected to provide academic, policy, and industrial implications for the performance evaluation system of national R&D projects that emphasize efficiency in the future.

IDENTIFICATION AND EVALUATION OF HUMAN FACTORS ISSUES ASSOCIATED WITH EMERGING NUCLEAR PLANT TECHNOLOGY

  • This study has identified human performance research issues associated with the implementation of new technology in nuclear power plants (NPPs). To identify the research issues, current industry developments and trends were evaluated in the areas of reactor technology, instrumentation and control technology, human-system integration technology, and human factors engineering (HFE) methods and tools. The issues were prioritized into four categories based on evaluations provided by 14 independent subject matter experts representing vendors, utilities, research organizations and regulators. Twenty issues were categorized into the top priority category. The study also identifies the priority of each issue and the rationale for those in the top priority category. The top priority issues were then organized into research program areas of: New Concepts of Operation using Multi-agent Teams, Human-system Interface Design, Complexity Issues in Advanced Systems, Operating Experience of New and Modernized Plants, and HFE Methods and Tools. The results can serve as input to the development of a long-term strategy and plan for addressing human performance in these areas to support the safe operation of new NPPs.
