만철의 길회선 부설과 북선철도 위탁과정에 관한 연구 (A Study on the Gilhoe Line Construction and the Consignment of the North Korean Railroad by the South Manchuria Railways)

  • 본 연구에서는 남만주철도주식회사가 추진하였던 길회선 부설과 조선철도12년계획에 의해 부설된 북선철도가 만철에 위탁되는 과정에 대하여 분석하였다. 일본의 대륙정책 추진과정에서 중요한 두 가지 사건인 길회선과"조선철도12년계획"을 연계하여 당시의 관련된 정책을 설명해 보고자 하였으며, 이러한 연구를 통해 일본의 만철에 대한 정책과 조선철도의 성격을 좀 더 분명히 할 수 있을 것이다. 또한 기존 연구자들이 주장하고 있는 일본국유철도, 만철, 조선철도의 연결성을 본 사례를 통해 검증하고자 하며, 선만일체론에 대해서도 검증하고자 한다. 본 연구는 기존연구와 달리 일본국내의 정책결정과정을 통해 조선철도정책의 실상을 검증해 보고자 하였다. 아울러 본 논문에서는 추가적으로 새롭게 발굴된 자료와 내지인 일본과 조선 만주의 철도제도를 비교해 보면서 이의 연관성을 함께 설명해 보고자 하였다. 본 연구를 통해 길회선 부설과 북선철도 만철 위탁의 연계성을 확인할 수 있었다. 길회선과 북선철도에 대한 만철의 일체적 경영에서 군사적, 경제적, 동아시아의 주도권 등을 잡으려는 일본의 정책 흐름도 발견할 수 있었다.

  • 최근 세계 에너지시장의 불안정성이 심화되면서 에너지 안보 확립을 위한 국가 전략 수립의 중요성이 더욱 높아지고 있다. 터키, 싱가포르 등 에너지 자원을 가지고 있지 못한 국가들이 에너지 자원의 물류중심지를 구축함으로써 에너지 공급의 안정성을 확보하는 국가전략을 추진하고 있다. 싱가포르는 물리적, 제도적인 요인으로 동아시아 지역에서 오랜 기간 석유시장의 중심지 역할을 수행해 왔다. 그러나 최근 동북아 지역에서의 석유제품의 수출입이 증가하면서 지역내 경제적 석유확보와 석유안보 도모 및 유리한 개발 이익을 거두기 위해 동북아 지역에서의 석유물류 중심지의 구축 필요성이 대두되고 있다. 한국의 항만 여건을 포함한 지리적 요건과 전반적 기반 시설은 중국, 일본과 같은 동북아에 다른 국가들에 비해 석유중심지로서 높은 경쟁력을 갖고 있다. 이러한 점에서, 한국은 지금까지 아시아 석유중심지로 역할을 해온 싱가포르를 대신하여 동북아의 석유물류중심지로의 큰 잠재력과 기회를 갖고 있다. 동시에 충분한 상업적 저장 시설, 항만 배후지를 포함한 제한된 항만시설, 석유거래시장의 미발달, 비즈니스 친화적이지 못한 환경으로 인한 외국기업 활동의 어려움 등의 약점과 장애요인을 안고 있다. 전 세계적으로 잘 알려진 탱크터미널 회사로는 독일 함부르크(Hamburg)에 본부를 두고 있는 독일계 오일탱크(Oiltanking), 로테르담에 본부를 두고 있는 네덜란드계 보팍(Vopak), 그리고 오드펠(Odfjell)을 들 수 있다. 본 연구에서는 이들 기업을 대상으로 하며, 주요국의 석유물류중심지 구축을 위한 정책 및 이들 기업의 유치 전략 등에 관해 연구할 필요가 있다.

조건부가치추정법을 활용한 제주지역 해외수용력 연구 (A Study on Population Capacity in Jeju by Contingent Valuation Method)

  • The increase in national income, the expansion of transportation network, the increase in leisure time, and the influx of foreign tourists in the era of internationalization, the influx of the outside population of Jeju region increased rapidly until 2020. However, the corona 19 (Covid-19) incident that began in January 2020 has hit the entire industry, and the tourism industry in Jeju has also been greatly damaged. However, in the second half of 2020, with some calming of the Corona 19 situation and difficult to leave overseas, the number of visitors to Jeju Island is increasing again as Koreans choose Jeju Island as their domestic tourism. This study analyzed the capacity of Jeju's external population based on the Contingent Valuation Method, and based on this, attempted to suggest policy recommendations for Jeju. The size of accommodations such as the density of visitors, toilets, and rest areas were excluded from consideration, and the level of securing the parking lot already exceeded the capacity, and the rate of securing the parking lot was 93.4%. In the case of accommodation, the total number of available rooms is 88,691, even if one guest per room is assumed, which is 32,372,215 per year, which is sufficient in terms of visitor capacity. To analyze the aspects of psychological capacity, this study analyzed whether the residents are feeling psychological discomfort through three methods of road congestion, garbage disposal, and sewage treatment through Contingent Valuation Method. However, the inconvenience caused by the increase of visitors and the effect of continuous population influx is working in combination, and it has the limitation that the effects of these independent factors cannot be specifically separated. As a result of the study, discomfort has already been recognized in terms of psychological capacity among the factors of capacity, and it was estimated that a cost of about 45 billion won per year was incurred as a result of deriving psychological costs through Contingent Valuation Method. In the future, a policy review is needed to resolve or maintain the perception of this discomfort through continuous management. Accordingly, it is necessary to recognize that the increase of visitors leads to the psychological discomfort of the residents, and to seek a policy alternative that can simultaneously increase the number of visitors and the comfort of the residence.

국내 항만배후단지 효율성 및 생산성 비교 분석 (A Study on Productivity and Efficiency Comparative Analysis of Container Terminal)

  • 항만배후단지는 항만과 인접한 배후공간으로 항만의 기능이 더욱 활성화될 수 있도록 지원한다. 하지만, 국내 항만배후단지는 단순한 항만물류지원기능에 국한되어 있으며 인프라 시설, 정책 및 지원, 투자 미흡 등으로 인하여 항만배후단지 활성화에 어려움을 겪고 있다. 이에 본 논문은 국내 항만배후단지 업체별 내부자료를 바탕으로 DEA 분석 및 생산성 분석을 진행하여 국내 항만배후단지의 종합적인 정책 방향을 도출하고자 하였다. DEA 분석결과 창고업의 경우 광양항 서측, 인천항 북항 항만배후단지가 효율적인 것으로 나타났으며, 제조업의 경우 인천항 북항, 울산항 1공구 항만배후단지가 효율적으로 나타났다. 또한, 외국인 투자규모별 생산성의 경우 광양항 서측, 평택당진항 1단계 항만배후단지가 높게 나타났으며, 시설 투자규모별 생산성은 광양항 서측, 인천항 북항 항만배후단지가 높은 생산성을 보였다. 마지막으로, 노동생산성은 인천항 북항, 부산항 웅동 항만배후단지가 가장 높은 생산성을 보였다. 이러한 결과는 항만배후단지 입주기업 선정 시 취급 품목이 효율성에 중요한 영향을 주며, 외국인 투자규모, 시설 투자규모, 종업원 수가 항만배후단지의 생산성 향상으로 직결되고 있지 않은 상황을 나타낸다.

환동해지역 거점도시에서의 시장성장과 경쟁 및 유통구조: 후쿠오카, 울산 및 옌지의 시장을 중심으로 (Market Growth, Competition, and Distribution Structure in Major Cities of the East Sea Rim)

  • Purpose - This is a comparative study of the market development and characteristics of Ulsan in South Korea, Fukuoka in Japan, and Yanji in China, which are major East Sea Rim cities with adjacent areas of similar natural characteristics of the sea and the country. Particularly, it considers these aspects while focusing on the evolution of networks that appear in the distribution system and at the same time examining the institutions of market activation and regulations that are handled by the central and the local government and the changing logistics due to the development of transportation and the concern of food safety, using a meso-analysis approach. Research design, data, and methodology - The study used a historical and comparative approach with a focus on case studies. It made use of various materials such as local newspaper articles, reports, literature, interviews with experts, discussions with local merchants, discussions with customers, and so forth. Results - In the case of Fukuoka, from the 1960s, due to the entry of supermarkets, supermarkets expanded and they have now come to a dominant market position in the current market. They offer a convenient and comfortable environment while providing a large mall offering a variety of educational and cultural activities for customers to meet the customers' needs, such as the preferences of Korean tourists, who appear to prefer Japanese foods. The Fukuoka City Central Wholesale Market has been exporting fruits and vegetables as well as seafood products to Korea, China, and so forth. In the case of Ulsan, as in the early 2000s, due to the expansion of supermarkets, the traditional markets have been shrinking and further, the modernization of traditional markets was conducted under the auspices of the Small Business Administration. In addition to the large discount malls, the expansion of SSM is expected to further drive the small trader bay. Shopping malls, department stores, and traditional markets contend with each other in Yanji, China, but a large number of citizens appear to prefer traditional markets and imported milk in the supermarket after the melamine scandal in China. Recently, the WanYuan (萬源) wholesale market has been partially completed and made an attempt to become a logistics hub in Northeast Asia. Conclusions - For the development of Korea's retail industry, it is important to offer the government with proposals regarding desired regulation. On the other hand, in order to enable the business of traditional markets, it requires an association for cultural tourism. At present, it would be better to provide a venture fund for the youth rather than infrastructure support. This study emphasizes the importance of institutions and policy to develop networks in the East Sea Rim. Future studies should conduct a survey on customers, managers, and merchants more carefully and systematically to understand the market situation while considering the size of the city and its evolution of markets, as well as policies and institutions.

A Suggestion for the Strategic Choice of Seoul to be a Network Center in Northeast Asia

  • The East Asian Region has experienced remarkable economic growth and transformation of interurban networking over the past three decades, and urban competiti veness for a networking hub in this region has become a critical issue confronting cities. Competitiveness of the Seoul capital region for a networking hub in Northeast Asia is outstripped by other competing cities in East Asia, notwithstanding its geo-politically and geo-economically advantageous location in this region. In this paper, we aim to appraise the Seoul capital region's competitiveness in terms of logistics distribution, financial function and logistics distribution, financial function and agglomeration of transnational corporations (especially of RHOs and other managerial functions), and to advance the networking strategies of the region for a Northeast Asia hyb. As a result of analysis, we suggest that the Seoul capital region be developed as a Northeast Asian center for regional headquarters or leading global corporations and financial services for being a strategic nodal point in Northeast Asia in the 21st century. A recent survey shows that where to locate an RHQ is influenced by various factors, such as potential market and manufacturing site in the city's hinterland, quality of life, such things as culture, health, safety, education, a well-educated, English-speaking population, reliable air transport, state-of-the-art communications, and an active policy to offer foreign companies generous incentives. The Seoul capital region, which is located at a strategic nodal point advantageous as a springboard for its Northeast Asian hinterland, cannot meet the other conditions mentioned above. To overcome these drawbacks in attracting transnational capital and to create competitiveness as a strategic hub of RHQs in Northeast Asia, it is urgent to initiate a structural reform of the Korean economy, politics, and overall society, to minimize the regulation of FDI, and to provide various incentives for foreign investment. Moreover, we propose the construction of an 'International Business Town' in the Seoul capital region, as a medium to intermediate these strategies and to shape them in a spatial scale. The projected 'International Business Town(IBT)' will be a 'free city' open to international business in which liberal economic activities are guaranteed by special legislation and administration, infrastructures needed for international and improved accessibility to the airport are furnished, and the preference of foreign high-income investors for cultural and living environment are satisfactorily met. IBT is conspicuously differentiated from a raft of other cities' incentives in that it combines deregulation and incentive programs to attract the investment of transnational capital, with a spatial program of offering an urban environment preferred by the high-income investors for cultural and living environment are satisfactorily met. In conclusion, 'International Business Town', in line with other legislative and administrative incentive programs, will function as a driving force to make the Seoul capital regional more competitive as a regional business hub in Northeast Asia.

글로벌무역인력 양성을 위한 합리적인 무역학 교과과정 개편방향에 관한 연구 (A Study on a Direction of Modification of the Trade and International Business Curriculum for Global Trade Expert)

  • In Korea, the major of international trade and business introduced in the 1960s to supply trade expert to trading companies, and the heyday of the trade major was in the 1980s. However the trade major fell into decay from the middle of 1990s. The purpose of trade education in university is to supply high qualified employees to societies and companies. The problem is that companies have difficuties for recruiting of trade expert, on the other hand university graduates have few job oppertunies. It has some discrepancies between education and field. The object of this paper is to propose a direction of modification of the trade and international business curriculum for global trade expert. We research international trade and business departments' curriculums of GTEP universities. GTEP stands for global trade expert incubating program started from 2006 which have charge of MOCIE and KITA. First, in the title of department, a lot of former researchers have taken up the position to return "Trade" or "International Trade". We think more important fact is not the title of department but the curriculum, so we insist on a harmony between the department title and curriculums. The focus of modification of curriculum is to educate global trade expert, so we need to know about global business environment and companies' needs also. Second, We propose the directions for modification of curriculum are "convergence" and "specialty". Trade major is a mixed study in nature and trade major try to treat lots of subjects such as trade, business adminstration, economics, international law, international commerce, logistics and marketing etc to catch up changing global business circumstanses and companies' needs. So convergence of adjacent field is very important in study and training. Specialty means selection and concentration strategy for global trade expert. It is difficult to learn every knowledge and skills for employer's needs in 4 years and 140 credits. A students who has studied basic subject in trade, management, economics can choose 1 or 2 specailty subject such as trade and e-commerce, global marketing, logistics and transportation, commerce and policy, servive trade, foreign language and cross culture etc. In concusion, the concept of convergence and specialty is not separation but harmony each other, so we propose to promote two concept together for modification of the trade and international business curriculum for training of global trade expert.

환경서비스업과 물류서비스업의 예측 및 인과성 검정 (Prediction and Causality Examination of the Environment Service Industry and Distribution Service Industry)

  • Purpose - The world now recognizes environmental disruption as a serious issue when regarding growth-oriented strategies; therefore, environmental preservation issues become pertinent. Consequently, green distribution is continuously emphasized. However, studying the prediction and association of distribution and the environment is insufficient. Most existing studies about green distribution are about its necessity, detailed operation methods, and political suggestions; it is necessary to study the distribution service industry and environmental service industry together, for green distribution. Research design, data, and methodology - ARIMA (auto-regressive moving average model) was used to predict the environmental service and distribution service industries, and the Granger Causality Test based on VAR (vector auto regressive) was used to analyze the causal relationship. This study used 48 quarters of time-series data, from the 4th quarter in 2001 to the 3rd quarter in 2013, about each business type's production index, and used an unchangeable index. The production index about the business type is classified into the current index and the unchangeable index. The unchangeable index divides the current index into deflators to remove fluctuation. Therefore, it is easy to analyze the actual production index. This study used the unchangeable index. Results - The production index of the distribution service industry and the production index of the environmental service industry consider the autocorrelation coefficient and partial autocorrelation coefficient; therefore, ARIMA(0,0,2)(0,1,1)4 and ARIMA(3,1,0)(0,1,1)4 were established as final prediction models, resulting in the gradual improvement in every production index of both types of business. Regarding the distribution service industry's production index, it is predicted that the 4th quarter in 2014 is 114.35, and the 4th quarter in 2015 is 123.48. Moreover, regarding the environmental service industry's production index, it is predicted that the 4th quarter in 2014 is 110.95, and the 4th quarter in 2015 is 111.67. In a causal relationship analysis, the environmental service industry impacts the distribution service industry, but the distribution service industry does not impact the environmental service industry. Conclusions - This study predicted the distribution service industry and environmental service industry with the ARIMA model, and examined the causal relationship between them through the Granger causality test based on the VAR Model. Prediction reveals the seasonality and gradual increase in the two industries. Moreover, the environmental service industry impacts the distribution service industry, but the distribution service industry does not impact the environmental service industry. This study contributed academically by offering base line data needed in the establishment of a future style of management and policy directions for the two industries through the prediction of the distribution service industry and the environmental service industry, and tested a causal relationship between them, which is insufficient in existing studies. The limitations of this study are that deeper considerations of advanced studies are deficient, and the effect of causality between the two types of industries on the actual industry was not established.

중국 중소 IC 회사의 운영 효율성에 관한 연구 (A Study on the Operating Efficiency of Small and Medium-sized IC Companies in China)

  • 본 논문의 목적은 중국 IC 산업의 자원 활용과 전반적인 개발 수준을 반영한 중국 IC 산업의 효율성에 영향을 미치는 다양한 요인을 조사하기 위한 것이다. 본 논문에서는 2018년 영업이익이 10억 미만인 IC산업 상장기업 17개사를 대상으로 3개의 입력지표(R&D 지출, 종업원에게 지급된 비용, 고정자산 총액)와 2개의 출력지표(순이익, 판매수익)를 선정하고 기술효율성 이론과 DEA 분석법을 적용하여 아웃풋 기반 상대적 효율성을 분석하였다. 연구결과, 분석 대상 17개 기업 중 1개사는 효율적이고, 2개사는 부적합한 규모로 비효율적이며, 나머지는 생산기술과 규모, 경영수준이 미흡해 비효율적이라는 것을 파악하였다. 본 연구의 시사점은 중국의 중소 IC기업은 투입 자원을 적절히 축소하고, 기술혁신 관리를 통해 자원 활용의 효율성을 높여야 함을 제시한 것이다. 향후 맘퀴스트 분석을 통해 중국 중소 IC 회사의 동적 효율성 분석을 실시할 필요가 있다.

한국 서비스산업의 수출경쟁력 강화정책에 관한 연구 (A Study on the policy for export competitiveness enforcement of Korean Service Industry)

  • 한국의 서비스무역 수지는 2012년에 IMF의 BPM5를 기준으로 흑자를 기록하였다. 이는 여행수지적자 감소, 건설 및 운송수지 흑자 확대와 규모는 작지만 개인, 문화, 오락서비스 수지가 꾸준히 개선되어 흑자로 전환된 데에 있다. 그러나 대외적으로는 세계경제 성장세가 둔화되고 원화가치가 강세를 보이고 있는 반면, 한국 서비스산업의 경쟁력은 매우 취약하기에 서비스무역 흑자 기조를 유지하기는 쉽지 않다. 이에 본 연구에서는 안정성이 미흡한 서비스수지 흑자 항목과 심각한 적자 항목을 중심으로 경쟁력 강화방안을 제시하고 있다. 해외 사례로 한국과 같이 제조업 중심의 발전 국가인 독일과 일본의 정책 및 현황을 분석하였으며 서비스 주요 업종의 현황분석을 통해 서비스 산업 경쟁력 강화 방안을 제시하였다. 해외건설의 안정적 시장확보 방안과 꾸준한 개선을 이루고 있는 개인 문화 오락서비스 분야의 독립적인 산업으로서 성장 및 동반 성장이 가능한 분야와의 연계 방안을 발굴하는 것이 필요하다. 서비스 산업은 고부가가치 산업으로 높은 수준의 지식 기반 서비스가 국제경쟁력이 있기에 집중 육성분야를 선정하여 미래지향적인 R&D 지원을 함으로써 지식재산권을 확보하고 핵심원천기술을 토대로 특허권 등 사용료 수지를 개선해 나가야 한다. 서비스산업은 제조업과는 다른 상품특성, 유통체계, 대금결제방식 등을 가지고 있으므로 업종별 특성을 반영하여 지원제도를 개발하여야 한다. 또한 해외 진출을 지원하기 위한 방안으로 서비스 업종별 시장개척단, 공동물류센터 등의 마케팅적 지원은 물론 현지국의 사회 문화적 특성을 고려하여 외교적 지원까지도 필요하다.
