Policy Development on Health Administration System in the Era of Local Autonomous Government (지방자치제에 따른 보건의료사업을 위한 보건소 모델개발연구)

  • As the WTO system launches through the agreement of Uruguay Round, the Government has to revise the office regulations or reform the system. Also, Integrating and Coordinating the like affair in health care (i. e., children's home, industry health, school health, health manpower, the administration of health center, the administration on food hygiene, health environmental education, and so on.) which is now scattered into some government departments like the Ministry of Labor, the Ministry of Education, the Ministry of Home Affairs, the Ministry of Agriculture, and the Ministry of Environment, the Government has to prevent unspecialty, inefficiency, inconsistency, and uneconomy. The Government has to review and adopt above suggested the Proposal 1),2),3),4) of the Health Centers on the basis of the local autonomy law and it will help the successive settlement of the local autonomy system in Korea. According to the suggested proposal, the Central Government mainly takes charge of the Macro affairs as hardware, and transfer the Micro affairs as software into the Local Governments to attempt the appropriate functional allocation. To achieve it successfully, the Central Government also has to do the financial support, manpower training and technical support, allocation of health care resources, direction and control, research and development and the health care plan on the macro level. Local Governments which divided into the wide local government and basic local government also have to do their best for health improvement of the community societies like plan of health care program, implementation of health care service program, taking charge of the affairs of health insurance, activation of community residents' participation and security of health care resources etc. To achieve this goal, the Government have to be more active and reformative, the related social and health agencies and educational agencies have to cooperate and support for the goals, and especially, the community residents have to participate actively and voluntarily, When all these conditions promote, local health care administration will be developed, and health level of community residents will be secured. And going one step forward, the country and people will be more healthy

In Pursuit of Low Carbon Cities: Understanding Limitations of ICLEI's International Local Government Greenhouse Gas Emissions Protocol (저탄소도시를 지향하며 -ICLEI 규약의 한계성 분석-)

  • This article addresses potential errors in accounting greenhouse gas (GHG) emissions based on the International Council for Local Environmental Initiatives' (ICLEI's) International Local Government Greenhouse Gas Emissions Analysis Protocol (IEAP). The IEAP seems to provide practical guidelines for local governments so that they can measure their GHG emissions. The outcomes are immediately convertible for any national GHG inventory analysis when one is constructed based on the methodology drafted by Intergovernmental Panel on Climate Change. Further, it provides a societal foundation at the global level in order for local governments to collectively deal with 'double-counting' and 'allocation' problems. However, ICLEI's IEAP overlooks two major issues: (1) the protocol does not consider carbon dioxide emissions due to burning biological fuel as a type of GHG emission; and (2) it overlooks the possibility of indirect double-counting when producing emission factors at the local level. Thus, the limitations must be fixed so that the local governments can measure their GHG emissions more precisely, while the accurate GHG inventory will ultimately support reducing the local governments' emissions to mitigate anthropogenic climate change.

Association Between Local Government Social Expenditures and Mortality Levels in Korea

  • Objectives: We examined the association between social expenditures of the local government and the mortality level in Korea, 2004 to 2010. Methods: We used social expenditure data of 230 local governments during 2004 to 2010 from the Social Expenditure Database prepared by the Korean Institute for Health and Social Affairs. Fixed effect panel data regression analysis was adopted to look for associations between social expenditures and age-standardized mortality and the premature death index. Results: Social expenditures of local governments per capita was not significantly associated with standardized mortality but was associated with the premature death index (decline of 1.0 [for males] and 0.5 [for females] for each expenditure of 100 000 Korean won, i.e., approximately 100 US dollar). As an index of the voluntary effort of local governments, the self-managed project ratio was associated with a decline in the standardized mortality in females (decline of 0.4 for each increase of 1%). The share of health care was not significant. Conclusions: There were associations between social expenditures of the local government and the mortality level in Korea. In particular, social expenditures per capita were significantly associated with a decline in premature death. However, the voluntary efforts of local governments were not significantly related to the decline in premature death.

  • This thesis is analysing localization of human resources recruitment in the overseas investment of the Korean firms. The main results of the analysis can be summarized as follows: first, Korean overseas local corporations have achieved localization for physical workers. But localization above middle manager level is very poor. Second, local corporations are managed by the employee from Korean parent company. Third, parent company mentioned language ability, work process ability of local business, responsibility, leadership as selection basis for the workers in overseas local corporations. Localization propel strategy of local corporation human resources recruiting : (1) human resources recruiting strategy is the strategy of outsider. simple global human resources recruiting strategy is the recruiting of person dispatched from headquarter rather than local human resources (2) human resources recruiting strategy is the strategy of multidomestication. multidomestication human resources recruiting strategy is the strategy to use in case of stabilization in local area.

Analysis of low level cloud prediction in the KMA Local Data Assimilation and Prediction System(LDAPS) (기상청 국지예보모델의 저고도 구름 예측 분석)

  • Clouds are an important factor in aircraft flight. In particular, a significant impact on small aircraft flying at low altitude. Therefore, we have verified and characterized the low level cloud prediction data of the Unified Model(UM) - based Local Data Assimilation and Prediction System(LDAPS) operated by KMA in order to develop cloud forecasting service and contents important for safety of low-altitude aircraft flight. As a result of the low level cloud test for seven airports in Korea, a high correlation coefficient of 0.4 ~ 0.7 was obtained for 0-36 leading time. Also, we found that the prediction performance does not decrease as the lead time increases. Based on the results of this study, it is expected that model-based forecasting data for low-altitude aviation meteorology services can be produced.

  • Segmenting the image into multiple regions is at the core of image processing. Many segmentation formulations of an images with multiple regions have been suggested over the years. We consider segmentation algorithm based on the multi-phase level set method in this work. Proposed method gives the best result upon other methods found in the references. Moreover it can segment images with intensity inhomogeneity and have multiple junction. We extend our method (GLIF) in [T. Dultuya, and M. Kang, Segmentation with shape prior using global and local image fitting energy, J.KSIAM Vol.18, No.3, 225-244, 2014.] using a multiphase level set formulation to segment images with multiple regions and junction. We test our method on different images and compare the method to other existing methods.

Analysis of Viscous Free Surface Flow around a Ship by a Level-set Method

  • In the present numerical simulation of viscous free surface flow around a ship, two-fluids in-compressible Reynolds-averaged Navier-Stokes equations with the standard $\textsc{k}-\varepsilon$turbulence model are discretized on a regular grid by using a finite volume method. A local level-set method is introduced for capturing the free surface movement and the influence of the viscous layer and dynamic boundary condition of the free surface are implicitly considered. Partial differential equations in the level-set method are discretized with second order ENO scheme and explicit Euler scheme in the space and time integration, respectively. The computational results for the Series-60 model with $C_B=0.6$ show a good agreement with the experimental data, but more validation studies for commercial complicated hull forms are necessary.

  • Running tests on roads were conducted to clarify the influences of road infrastructure, traffic condition and vehicle's emission level to the amount of emission at local roadsides, and to reveal the operation patterns which can reduce the emission peaks. NOx emission peaks of two light duty freight diesel vehicles which have different emission levels were evaluated by using an on-board measurement system. Tests were carried out with various payload conditions and road conditions. As a result many NOx emission peaks were observed when the vehicles were starting or accelerating at intersections. The test vehicle which has higher emission level caused higher frequency and level of NOx emission peaks. Shifting up at lower engine speed in combination with lower acceleration brought out not only reduction of NOx emission peaks level but also of $CO_2$ mass emission.

  • Under awareness of the importance of interaction between local research agencies and farmers in developing local agriculture, this study attempts to analyse the level of interaction in extension services of Experiment Station. The data were collected through the interview with researchers in five Experiment Stations and farmers who have made contact with the researchers. The results of the analysis are as follow: (1) The Experiment Stations are currently providing extension services though they are originally research-oriented agencies. The extension methods of Experiment Stations are similar with those of extension agencies. (2) The more systematic the characteristic of extension service type is, the higher level of interaction is generated with several exceptions which should not be ignored. This study accentuates the efforts to improve the level of interaction as well as to construct a system as a linked set of actors.

Discussion for Securing Self-Reliant Finance of Local Government Using Public Data (공공데이터를 활용한 지자체 자주재원 확보 논의)

  • Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.
