This study aims to establish a simulation method for CCTV (Closed Circuit Television) sight area. The simulation incorporates variables for computing CCTV sight area including CCTV specifications and installation. Currently CCTV is used for traffic, crime prevention and fire prevention by local governments. However, new locations are selected by administrator decision rather than analysis of the optimal location. In order to determine optimum location, a method to CCTV compute range is needed, which incorporates specifications according to CCTV purpose. For this purpose, limitations of previous research methods must be recognized and the simulation method must supplement these limitations. Here in this study, we derived CCTV sight area variables for realistic analysis to complement the limitations of previous studies. A total of eight elements were derived from image device sensors and installation: wide angle, height, angle, setting height, setting angle, and others. This research implemented a 3D simulation technique that can be applied to the derived factors and automate them using ArcObject and Visual C#. This simulation method can calculate sight range in accordance with CCTV specifications. Furthermore, when installing additional CCTVs, it can derive optimal allocation position. The results of this study will provide rational choices for specification selection and CCTV location by interagency collaborative projects.
Various kinds of performances and events have been held by local governments along with the worldwide popularity of K-pop, and there is a growing concern about possible accidents. Actually, a large-scale of accident took place during the MBC pop song concert in Sangju Sports Stadium in October 3, 2005. And another great safety accident occurred during an open event in the Lotte World in Seoul in March 26, 2006. The purpose of this study is to propose improvement of security company that carry out security activity through the analysis of the cases of accidents and common causes in the event sites. The improvement of safety management for large-scale event site by the study are as followings; First, institutional measures should be taken to extend the size of private security companies. Second, more education and training should be provided for security personnels who work for the event. Third, private security companies should prepare for the security measures more thoroughly in advance. Fourth, private security companies should make every possible effort to maintain order in the event site. Fifth, private security companies should bolster their collaboration with relevant organizations. Sixth, security companies should take actions to make themselves completely ready for any possible unexpected situations.

The maps produced by the NGII(geographical information institute) are composed of 1/1,000, 1/2,500, 1/5,000 large scale maps, 1/25,000, 1/50,000 and smaller scale maps. 1/1,000 digital map, as the most large-scale digital map made by the NGII, has been constructed with the beginning of NGIS(national geographic information System) Project in 1995. However, 1/1000 digital maps have been not produced by the fundamental survey on the basis of systematic planning at the national level, but a lot of parts have been constructed by the public survey for the purpose of the fiscal year of the local governments. Also, these maps have been not regularly updated because of big budget. In this study, we investigated problems related to the construction status, system, and area, and suggested plans that can improve these problems. As the improvement plan, we proposed a nationwide three regionalization for short-term modification and long-term regular update, reset of core downtown boundaries based on topographical features, diversification of budget execution method and an improved execution system.
This study examined the status of apartment housing based on the problems of noise and smoking between floors and tried to reflective reconsideration to practice the etiquette of apartment buildings by analyzing their perceptions with big data. The research results are as follows. First, it was confirmed that laws and systems were in place to prevent and solve problems of noise between floors and smoking between floors. Second, local governments and apartments are seeking to solve problems through various activities, but we could see that the problems mentioned above continue to increase. The third, big data analysis results showed that people were divided into four groups of awareness of noise and smoking. Fourth, we could see that the etiquette of apartment housing to solve these problems should presuppose improvement of perception and practicality. We proposed three categories to solve the problem. First, we should practice decorum following changes in the living environment. Therefore, I suggest that continuous research and etiquette book should be published. Second, I think the spirit of mutual respect and consideration is necessary, and suggest the autonomous attention and effort of residents living in apartments. Third, I hope that the etiquette education of apartments will be made in apartments or various educational sites and spread to the culture of living.
Cultural industry's role in national economic growth has increased gradually and drawn increasing attention due to the immense window effect on other industries. Especially, China has fully pushed forward with the development of cultural industry to sophisticate industrial structure since the 2000's. In Korea, the cultural industry has played the leading role in the national economic growth through intensive investment relatively early compared with China. Under the circumstance, this study compared the cultural industry efficiency between China and Korea to examine cultural industry's impact on economic growth and its potentials. The greatest difficulty in comparing the cultural industry efficiency between China and Korea is the development of comparable statistical data. This study chose the number of businesses and the number of employees as the input variables for efficiency analysis and the sales of cultural industry, the output variable. Also, the efficiency was comparatively analyzed through DEA-Malmquist index. Integrated DB about local governments and basic data from KOSIS were used for Korean data and the National Bureau of Statistics of China's data were used for Chinese data. The analysis period was set to 2013-2017. According to analysis, the Malmquist index for Korea was 1.048 and China, 1.041. In other words, Korea improved the efficiency by 4.8% during the analyzed period and China, 4.1%. This result can be attributed to the fact that the cultural industry in Korea was reaching maturity during this period while the cultural industry in China was entering the growth period.

Recently, the incidence of flooding in Korea has decreased by the measures by central and local governments, however the scale of damage is increasing due to the improvement of living standard. One of the causes of such flood damage is natural causes such as rainfall exceeding the planned frequency of flood control under climate change. In addition, there are artificial causes such as encroachment of river spaces and management problems in upstream basins without consideration of downstream damage potential by regional development flood. In this study, in order to reduce the inundation damage caused by flooding of river, the situation at the time of inundation damage was reproduced by the detailed topographic data and 2D numerical model. Therefore, the effect of preparing various disaster prevention measures for the lowland was simulated in advance so that quantitative evaluation could be achieved. The target area is Taehwa river basin, where flooding was caused by the flooding of river waters caused by typhoon Chaba in October 2016. As a result of rainfall-discharge and two-dimensional analysis, the simulation results agree with the observed in terms of flood depth, flood arrival time and flooded area. This study examined the applicability of hydraulic analysis on river using two-dimensional inundation model, by applying detailed topographic data and it is expected to contribute to establish of disaster prevention measures.
Recently, there has been growing social interest in the use of care farms as part of therapy for neurological or mental patients and regional innovation for rural areas. Care farm, which combines the health treatment and rural innovation perspectives, is important to establish a proper governance system for mutual collaboration with various stakeholders. However, there is still a lack of research on this. Therefore, this study designed the care farm governance framework and comparatively analyzed the governance between Netherlands paradise care farm and Belgium blue farm, which are major successful care farm cases. The results showed different governance system between Netherlands and Belgium care farm in terms of institutional and financial support, regional characteristics, structure, operation, and strategy. In Netherlands, as the central government-initiated therapy-centric, care farm governance is concentrated in treatment of patient mainly supported by Ministry of Health, Welfare and Sports under the law on social support. Whereas, in Belgium, as local government-initiated agriculture-centric, care farm governance is mainly focused to lead voluntary participation of agricultural cooperatives and medical institutions in regional area. This study provides a theoretical foundation of governance type and system for the care farm research and suggests guidelines of care farm governance for the governments like South Korea consider activating care farm.

Urban parks are important spaces of ecological and socio-cultural value to citizens who lead busy lives in increasingly complex and densely populated megalopolises. However, creating and maintaining city parks takes the will of the authorities to put it into practice and provide the attendant financial resources. That explains why we are focused on the budget aspects for the Seoul Metropolitan City in relation to creating park spaces. Our findings were as follows: 1) The overall city budget has steadily increased, but the budget allocated to Green Seoul Bureau and new park development has decreased since 2011. 2) As for elected officials, the budget grew during the time of the first, third, and fourth mayors as the creation of parks was considered to be a major priority, but after the sixth popularly elected mayor, the budget was sharply cut. 3) About 10% of the budget was allocated to the parks managed by the self-governing districts, compared to the ones under the direct management of the city. Furthermore, the analysis of the average annual budget for each park and how long (in terms of year) the budget for each park is invested showed that it was classified into three different types of category. Local governments adhere to the principle that their budget must be compiled and expended for a single year, which makes it hard to establish and push ahead with a long-term plan. However, as parks and green areas should not be approached from a short-term perspective for performance but from a long-term perspective, securing the consistent amount of budget is essential. This study has significance in that it attempted to analyze the budget issues related to parks, which has not been studied in depth so far, but the subject in this paper was limited to the budget for Green Seoul Bureau. Therefore, further research is needed because the parks managed by the self-governing districts were not considered.

The purpose of this study was to select the sectoral vulnerable areas index in welfare field and analyze the socially vulnerable areas from comprehensive analysis. For this study, preceding research and theoretical background were reviewed. Through this, we selected for the analysis index and criteria, and data corresponding to the index are collected. Based on the index and criteria, the data analysis was performed in Seoul Metropolitan City selected as the spatial extent of this study. From the results of analysis, the sectoral lower rank 10% of social vulnerable areas was determined. In addition, Junggu, Yongsangu, and Seodaemungu from the comprehensive analysis of individual vulnerable areas were derived as a final vulnerable areas. In particular, Junggu was weak in all sectors; Yongsangu was in the medical sector; and Seodaemungu was poor in housing and education. Lower vulnerability index of all sectors (energy, housing, medical, transportation, and education) in 1st, 2nd, and 3rd residential areas by examining use zoning was showed. From the results of this study, we can expect time and labor saving of policy support in public sector.

The use of consistent coastlines is an important element for the systematic management of maritime boundaries and the interests of local governments. The Hydrographic and Oceanographic Agency conducted a preliminary survey for consistent coastline production, since 2001. As a result, the length of coastline was different by year. Because of the lack of systematic management, the use of incorrect data, etc. We also changed the coastline on the sea chart to show on a digital map for realization of terrain expression method. However, there was a variation in shoreline length due to various surveying techniques and shoreline extraction methods. In this paper, the characteristics of Jeju-do coastline were analysed by using a modified divider method of fractal dimension. The accuracy of the vectorization was determined by converting the actual distance in the Public Survey Amendment for proper divider use. With 1:5,000 and 1:25,000 digital maps of Jeju-si and Seogwipo-si each fractal dimensions were calculated. Jeju-si=1.14 and Seogwipo-si=1.12 in 1: 5,000. Jeju-si=1.13 and Seogwipo-si=1.10 in 1: 25,000. Calculated fractal dimension were correlated to data from digital maps. It was considered that complexity and scale of coastlines affected. In the future coastline length statistics and minimum ratio of calculated coastline length to original length need to be determined for consistency of coastline length statistics.
