The fisheries cooperative (FC) performs the economic and nonprofitable activity to get the fundamental objective of enhancing cooperative members' economic and social position. The internal control system fitted for a local FC should be required for not only solving the resulting problem from the complexity of FC environment nowaday but also delegating authorities and performance from FC Federation to a local FC by implementing the local autonomy. The methodology of this study is to empirically test and to analyze the condition of FC internal control system (FCICS) by the questionnaire survey. The actual condition of FCICS in Korea is analyzed by the questionnaire and the detailed contents are as follows : (1) sending 208 questionnaire consisting of 162 questions, and receiving 92 replies from 39 manufactures (business firms) and 15 banks in Gyungnam and Pusan area and 25 FC and 13 agricultural cooperative (AC) in Korea, (2) the analyzed results of FC and AC are treated simultaneously. In the fundamentals of above analyzed results, the evaluation model of FCICS is tried to construct from the relationship between the financial condition of FC and the internal control elements through the stepwise regression method. (1) By the stepwise regression method, the number of FC officials $(X_1)$, the experimental number of regular auditing $(X_7)$, and auditing duty years $(X_8)$ are finally accepted as independent variables, (2) and the final model becomes $Y=-1.53526+0.34455X_1+0.24513X_7+0.16585X_8$/ and this model explains to the extent of 47.826%. From the above study, following proposals are to be suggested: (1) The function and problem of internal control in FCICS is able to be improved by enforcing the function of FCICS and enriching the management's recognition of FCICS (2) The cooperative president can bring up good FC by the rational operation of FCICS according to the size and the performance pattern of FC, adding up to enhance members' economic and social position.

This study explored election promises on library fields by the candidates for the mayor, the educational superintendent and the chiefs of districts of Daegu Metropolitan City and implementation of their election promises by the elected heads of Daegu Metropolitan City in the 5th local election of Korea. To do this, election promises of 36 candidates were analyzed by investigating the official gazettes for elections deposited in National Election Commission of Korea. Also, the implementation of their promises of 11 elected heads was analyzed by searching through the official websites, news databases and internet. As a result, election promises and implementation by the candidates for the mayor and the educational superintendent were mostly insufficient both in quality and in quantity. 54% of all candidates for the chiefs of districts presented election promises that were mostly related with construction of public libraries and installation of small libraries. Some elected chiefs actively implemented their promises, while the other elected chiefs did not fulfill their promises.

A multidatabase system (MDBS) is designed to provide universal access to distributed data across multiple autonomous, heterogeneous local database systems (LDBSs). In this paper, we propose a global concurrency control (GCC) algorithm in MDBS. The proposed GCC algorithm adopts the idea of message ordering in group communication messaging system. A necessary condition of GCC algorithm is that global transactions are serialized in the same order at all LDBSs that they execute. n all operations of a transaction are bundled in a single message and the message arrives at LDBSs in the same order using message ordering property, each LDBS can perform subtransactions in the same order. As a result, message ordering allows to determine easily the relative serialization order of global transactions, and then it can support a local autonomy without any information about the serialization order of transactions executing locally.

Waste disposal problem is one of the most important social welfare indicators in urban area, because the volume of waste generated from urban area is remarkable. So far most waste of Seoul has been disposed at landfills. However, this landifill disposal method is confronted with several difficulties in recent. As public concern on environmental problem increases and autonomy system is settled down, local community people of the landfills refuse to receive the waste produced other places any more. It brought reginal confliction problem between waste sending and receiving by refusing to accept waste from certain region. Furthermore, it is difficult to find another place to fill up the waste, while the existing landfiis is reached at the limit in the near future. In terms of environmental aspects landfill method is not the best way to dispose waste. It contaminates the soil and ground/underground water by leaking water containing many serious pollutants as well as offensive oder. In terms of equity, this waste disposal method is not fair. Environmental pollution causes damage to residence near to the landfills, while the waste produced other places. In order to satisfy the equity aspect, the waste generated a region should be disposed within the region. Incineration of Waste has been provided as the alternative. Government plans to construct waste incinerator in every anatomy, so the waste produced by local community is disposed within their local autonomous area. However, the location decision is not easy, since waste incinerator is one of the facilities to the community people. We can not apply the existing location models for this problem, because they show strong NIMBY phenomenon for the location. The location of waste incinerator should be determined very carefully with consideration of various location factors and criteria. This study proposes a methodology for determining the location of the waste incinerators by utilizing GIS, which is a power research tool for location decision where various geographical factors related. We drive the location factors which should be considered in the determination of waste incinerators. They involve environmental, socio-economic, and institutional factors. In first, we eliminate the area which is located within the environmental location criteria such as slope, fault line, distance to river, and then eliminate ares which is conflict with the social and institutional criteria.

A public librarian is an occupation, which requires long-term. continuous training and difficult study to acquire and cultivate professional knowledge and skills. It is a necessity to achieve new knowledge, information and skills via appropriate retraining. A training system is the method which gives chances of retraining to public librarians. After examining some of the problems with the existing training system, it is apparent that the direction of training system needs to be decentralized. That is each local branch should be autonomous in terms of new training for librarians. For the method of training system, each autonomous unit would integrate the different theories to apply to the community-at-large and invite practical specialists from the local community to lecture. The training classes would be elective in that the each librarian could choose the classes he/she wants to take and give them credits for that, but the certificate for the class would also go towards completion for the required technical training. Finally, the utilization of cyber-education should be introduced, and the library association's role strengthened, to help public librarians cultivate their specialties.
In 2007, London Thames Gateway delivery plan was started, and it was in progress to solve climate change, population density, housing problems, green space, regional imbalances, and transportation issues from east London and Kent to Essex. The plan was carried out faithfully local autonomy enlargement of local governments. This case is evaluated as a successful case of waterfront regeneration with well balanced on development and conservation. This study concludes as follows by comparing with this case and a new Han River management foundation plan. First, Seoul's new plan needs to change to diffuse thinking on comprehensively understanding. Second, local and central government, which are adjacent to Han River, need management scheme in cooperation. Third, the countermeasures for solving traffic problems in Seoul are required through the provision of transportation method to take advantage of the waterfront.
The purpose of this study is to analyze the present stage of community archives movement in the UK. By doing so, it draws some implications of the UK case for the community archives movement in Korea. The UK's 'Independent' community archives as a part of grassroots movement are characterized by participation, autonomy, and self-help of community members. Along with the appearance of the concept of 'community', the UK has experienced the revitalization period of community archives in the social context of community-based urban regeneration project. Recently, the UK's community archives have transformed themselves into building a 'governance model' relying on the partnership with mainstream archives. In particular, the UK model of community archives is based 'on their own ways' with their autonomy as a product of intrinsic development initiated by communities themselves. The character of the model of this type is very analogous to the nature of maul' community archives movement in Korea. Since the early 2000s, however, the UK model of community archives has been evolving into a way of building governance through their appropriation of the skills and methodologies from mainstream archives without endangering the autonomous essences of community archives themselves. We need to note the point of local researchers' view in archival science who have tried to seek out the methodology for building maul community archives with regard to openness and collaboration. In this respect, a shift in archival principle in the UK would give significant implications in regenerating the locally based community model.
According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.
Health is a fundamental human right and a sine qua non for happiness of people and for national development. Government has a responsibility for the provision of health services for their people. Recent changes of disease pattern, i.e. decrease of Infectious diseases and increase of chronic and degenerative diseases Including cancer and cardiovascular diseases, together with universal coverage of health insurance and improved living standard have prompted medical care utilization and skyrocketed the national health expenses. The goal of national health policy is improving the quality of life through the betterment of health level. To achieve this goal it is necessary to establish a healthcare system for lifetime, to improve the efficiency of healthcare delivery system, and to strengthen the public health services for disease prevention and health promotion. The current public health service programs are Inefficient due to an inconsistent policy for health service program, lack of health information system, irrational health program planning and evaluation, and Inadequate training of health workers. Local government has a legal responsibility for health service program planning and promoting the competence of health workers. Thus, municipal and provincial health departments should expand their roles and strengthen their function. The strategies for developing public health service programs at local level are ${\circled}1$ stipulating the goals of health policy, ${\circled}2$ promoting the ability for health program planning and evaluation, ${\circled}3$ establishing health information and surveillance system, ${\circled}4$ training of health workers, ${\circled}5$ establishing an institution for health information management and training of health workers, and ${\circled}61$ collaboration with local universities.

Busan Metropolitan City, a research site of this study, was promoted to a metropolitan city in 1995 with the implementation of the local autonomy system, and the overall change was made as it absorbed the surrounding areas to address the shortage of population and space. Twenty-five years after the introduction of the local autonomy system, it is necessary to diagnose whether balanced development of the entire city is being made in accordance with the reorganization of the metropolitan city in terms of spatial structure. In this study, changes in spatial structure and regional characteristics were analyzed by applying population potential, which means potential for future spatial interaction, in time and space. According to the analysis, the development was taking place around the center area and the sub-center established by the urban master plan, but Gangseo-gu and Gijang-gun, which were incorporated in the past, remained stagnant. In addition, it was shown that the spatial expansion of the city was suppressed by the green belt surrounding the city. However, in other regions where the green belt is located, the city has been expanded, which is different from Gijang-gun or Gangseo-gu, which was incorporated into the metropolitan city. Therefore, the cause of the decline in incorporated areas should not be limited to the institutional dimension of land use regulation. Growth management and balanced development plans will be necessary for the development of declining old downtowns and underdeveloped incorporated areas.
