This paper object is application of electronic Customers Relationship Management(e-CRM) for buyer This paper focuses on the possibility of the adaption of Escrow system in Local L/C opening and payment. The purposes of this study are to obtain efficiency and stability of Local L/C and to provide opportunity to accept trust of the transaction parties. The results of the study show that Escrow system is recommended when Local L/C opened, because Escrow system has the following merits: (1) Open system of internet can be used to Local L/C process. (2) Transaction process of Escrow system is very simple. (3) One stop transaction can be applied to all the process of local L/C.

최근 급변하는 기술환경에서 향상된 정보서비스를 제공하기 위하여 지자체 또는 중앙정부차원에서 막대한 예산을 투입하여 GIS를 활용한 행정업무의 전산화를 추진하고 있거나 추진할 예정이다. 이러한 시점에서 예산의 중복투자 방지, 기 투자재원리 재활용을 극대화한다는 측면에서 행정업무 전산화의 특징을 살펴 행정업무 전산화사업에 있어서 GIS 응용 컴포넌트의 도입 가능성을 검토하고자한다. 본 연구서는 정보통신부 주관사업인 「개방형 GIS 컴포넌트 S/W 개발」 프로젝트에서 토지민원서비스 응용 컴포넌트를 개발하였다. GIS 응용컴포넌트는 OpenGIS의 OLE/COM 기반으로 만들어지며, 그 개발방법으로는 USD (Unified System Development), 시스템설계는 UML(Unified Modeling Language), 컴포넌트의 구현은 Visual C++를 이용하였다. 구현된 컴포넌트들은 Process Control, Map, Print, Statistics 컴포넌트들로서 Visual Basic 과 Delphi를 이용하여 구현된 컴포넌트를 검증하였다. 본 연구의 결과 컴포넌트의 개발이 지자체의 GIS 업무개발에 매우 유용하게 활용될 것으로 판단된다. 그러나 업무활용의 극대화를 위해서는 업무, 자료, 시스템의 표준화가먼저 선행되어야 할 것으로 보인다.

Objectives: This paper aims to describe a public health planning model, Mobilizing for Action through Planning and Partnership(MAPP), and to discuss its application in Korea with a specific focus on the Local Public Health System (LPHS) component of MAPP. Methods: Literature content review was performed on research papers on MAPP development and application, MAPP handbook and guides, the guidelines for the 5th Phase Community Health Plan, and a research report on public health center evaluation system. Results: MAPP has been applied to public health planning (the 5th Phase Community Health Plan) and a performance evaluation system for public health center in Korea. The current application is limited to the early stages of the MAPP. Limited or partial application affects the integrity of the model. Follow-through should be strengthened especially for evaluation planning. Conclusion: Systems thinking approaches should be considered for the development of LPHS and strengthening logical and practical linkage between planning and evaluation of community health planning.

This paper aims to analyse the impact of city-county consolidation on promotion practices of local government employees, using system dynamics approach. The cases employed in this study are Cheongju City and Cheongwon County which reached the referendum stage twice but without success. While the idea of consolidating two neighbouring local governments via a merger sounds enticing, some opponents argue that consolidation may cause some problems on the part of local government employees, emphasizing that consolidation could lengthen actual time period needed for local government employees' promotion. The majority of the existing literature on city-county consolidation, however, tends to describe the most successful cases, focusing on the achievements it has made or the political processes associated with it. With this in mind, this paper attempts to identify the impacts of consolidation on the local government employees' promotion time period, utilizing system dynamics approach. It concludes that consolidation could rather shorten the time period of promotion of local government employees concerned from the long term perspective.

Accurate load modeling is essential for power system static and dynamic analysis. By the nature of the problem of parameter estimation for power system load modeling using actual measurements, multiple local optimal solutions may exist and local methods can be trapped in a local optimal solution giving possibly poor performance. In this paper, Trust-Tech, a novel methodology for global optimization, is applied to tackle the multiple local optimal solutions issue in measurement-based power system load modeling. Multiple sets of parameter values of a composite load model are obtained using Trust-Tech in a deterministic manner. Numerical studies indicate that Trust-Tech along with conventional local methods can be successfully applied to power system load model parameter estimation in measurement-based approaches.

This study seeks to determine the effect of the application of accounting information system (AIS), internal control system, and human resource (HR) competency on the quality of local government financial statements (FS). This study uses agency theory and compliance theory. Agency theory is used to explain that there is a link between the society as the principal and the government as the agent. Compliance theory is a theory, which states that every agency is obliged to comply with regulations because the law-drafting authority has the right to dictate behavior. The population in this study were employees of the financial division of local government organizations in one of the districts in Central Java, Indonesia. The total samples in this study was 106 respondents. The data used are primary data taken from distributing questionnaires to respondents. The method of analysis used to test the hypothesis was multiple linear regression analysis. The results of hypothesis testing indicate that HR competency has an effect on the quality of FS; however, the application of AIS and internal control system has no effect on the quality of FS. The implication of this research underlines the importance of HR competency to improve the quality of local government FS.

Various types of B-ISDN bearer connection can take place according to access types of endpoint equipments in call and number of connectio between endpoints. In this paper, performance of application signalling protocol on three basic facilities of B-ISDN CS-2 signalling system, such as connection of point-to-point, point-to-multipoint and multiconnection call, is evaluated and compared. For performacne evaluation, experimental model of B-ISDN application signalling protocol is implemented and respective message processing time of each process is measured. By applying message processing time to local exchange system, cal processing capacity of application signalling protocol on three basic connection types is evaluated by simulation method. In this paper, local exchange system is considered to have two ATM NNI links and four ATM UNI links.

In this paper, the contrast enhancement method of thermal image is proposed and it is the plateau equalization algorithm using local histogram for the real time display of infrared imagery. Through hardware implementing, its practicality and adequacy are proved. Examinations are executed to verify the effect of contrast enhancement by bright control and contrast control automatic to the plateau value in the manual mode, and that verified the effect of contrast enhancement in the automatic mode and the practicality in the real system. According to the experiment results, the proposed "the application of local histogram and plateau equalization algorithm for contrast enhancement of real time thermal image"in this dissertation is the verified method for the thermal imaging contrast enhancement.

본 연구는 제도복합성과 제도정합성이라는 신제도주의 이론에 근거하여 정부회계제도를 분석하고 시사점을 제공하고자 하였다. 이러한 분석은 국가회계와 지방회계에 대한 문헌연구와 실제 운영현황에 대한 자료를 기획재정부, 행정안전부, 감사원, 회계통계센터 홈페이지 등에서 체계적으로 수집하여 수행하였다. 분석결과 정부회계제도는 제도복합성 측면에서 다양한 요소로 구성되어 있으며 정보의 생산, 공개, 활용의 측면에서 정합성은 높지 않았다. 이를 향상시키기 위하여 다음과 같은 측면이 개선될 필요가 있었다. 신뢰성 있는 정보의 생산을 위해 회계직 공무원 채용을 신설해야 하고, 감사제도로 발전시킬 필요가 있으며, 국가회계와 지방회계 관련 조직의 협력이 필요하다. 투명한 정보의 공개를 위해 실시간 정보공개 및 국가회계정보와 지방회계정보를 연계하여 공개하는 것이 필요하다. 정보활용을 위해 정보이용자에 대한 교육, 타당한 원가정보와 활용가능한 재정분석지표의 제공, 재정책임관제의 도입, 국가회계와 지방회계가 포함된 통합재무제표의 작성 등이 필요하다.
