The purpose of this study is to discover the plans for Yangyeongsi in Daegu, one of the most traditional streets and a tourist spot in South Korea, by preserving the historical place, reviving the historical characteristics and identity, revitalizing the uniqueness of the location, and developing the environment. This paper also illustrates the problems of the place through a investigation into its current state in order to promote the district and conduct a fundamental research framework to suggest future development methods and directions based on the problem statements. Daegu Yangyeongsi was chosen through frequency analysis and a survey asking for a suitable location and local characteristics to be developed for the local promotion through the field investigation of 158 cultural assets registered in the local government. This survey was conducted through the development process of the Regional Design Innovation Center to revitalize the traditional streets and places of interest. Through this investigation, 19 sites and traditional streets, which can be cultural resources for sightseeing and contribute to the local promotion, were extracted. Yangyeongsi, was selected from the finalists. The research methodology will be 1) to identify things for improvement potentiality through an in-depth analysis of Yangyeongsi, 2)to examine the mutual relationship between the revitalization strategy of Yangyeongsi and the city promotion strategy, and 3) to integrate the problems and improvements based on the results of the analysis. The notion of SWOT analysis synthetically considering the elements of opportunity and intimidation, strength and weakness to come up with the development direction was introduced to discover the local characteristics of Yangyeongsi and deduce the problem statement through the state analysis. Based on these results, the future development method and direction will be suggested in this paper through the revitalization study of Yangyeongsi.
It is very important to understand the factors affecting the occurrence of vacant houses in research on them. The purpose of this study is to analyze the factors affecting the rural vacancy occurrence. This study set 121 research areas and selected eight independent variables (Aged house rate, housing transaction rate, house diffusion ratio, local extinction index, net migration rate, regional aging index, the ratio of the number of employees to population and financial independence rate) and one dependent variable (vacant house rate). As a result of the study, first, both Model 1 for the entire general agricultural fishing village area and Model 2 for the county (gun) area were statistically significant, there was no problem with the independence of residual. Second, local extinction index and aged house rate had a statistically significant positive (+) relationship in both Model 1 and Model 2. Third, diffusion ratio of house had a statistically significant positive (+) relationship only in Model 1, and housing transactions rate had a statistically significant negative (-) relationship in Model 2. The implications of the study were drawn as follows: First, the increase in the house diffusion ratio without growth in households and population suggests the increase of the probability of the vacancy occurrence in the area, and the higher the aged house rate, the higher the probability of the vacancy occurrence. Second, for the revitalization of housing transactions, it is necessary to have an investment inflow in the area for mid- to long-term development. Third, local extinction index has a significant relationship with vacant house rate, it is necessary to introduce a local revitalization policy from a long-term perspective for the permanence of the area.

Purpose: By identifying the contents of the "Empty Home Utilization & Community Revitalization Model Project" which is a pilot project of empty homes back into use in Kyoto City and analyzing the characteristics of the case housing, the purpose of this study is to find out implications and suggest improvements for the domestic empty home utilization project. Methods: The scope of the survey covers seven project sites in the period from 2014 to 2016. The research method is to derive the physical and operational characteristics of the project, through the literature reviews related to bringing empty homes back into use in Kyoto City and the field survey including the space measurement and the operator interview. Results: First, in order to succeed in bringing empty homes back into use for community revitalization, the selection process of the project and the role of the public in and after supporting the project are important. Second, the important features that are required as a physical characteristic of the project are an advantage in location and an interactive space that is available at all time like a community cafe at the entrance. Third, as an operational characteristic of the empty home utilization project, it is advantageous for the local residents to participate as a business actor or an operator, and it is the continuous use of residents and outsiders by implementing an operating program that is suitable for the characteristics of the local community. Implications: The physical and operational activation factors to bring empty homes back into use need to be included as the project screening standards. And it is necessary for the public to develop the Intermediate Support Organization and to participate in linking with residents in order to carry out the empty homes utilization project effectively.
The study is to analyze the role of highschool youth group in a rural regeneration project. The process of youth group becoming subjective in resident participation plan was classified into isolation reduction, self-awareness, perspective-taking, subjectivity practice, and opinion expression. Isolation reduction is a stage in which youth group is gradually drawn into the community from a limited society of home and school, self-awareness is a stage in which they discover their thoughts, and view perspective-taking is a stage in which they objectify themselves and surroundings through communication with other members of the region, social experiment was analyzed as a practice of subjectivity that experiences leadership guiding the local community independently, and expressing opinions is a stage of representing the region and giving responsibility for the specific issue of the implementation plan. The study is also an analysis of how residents committee, local governments, and local research institutes perform both regeneration and community revitalization in rural areas. Therefore, the analysis of the cooperative organization of these institutions was conducted simultaneously. The leadership program was effectively linked to the project of rural regeneration. Since high school students themselves are family members of the local people, the process of accepting the project is unaffected, and the feasibility of the project is also increased, such as forming a positive atmosphere for the project and easing resistance to minority opinions.
After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.

This study analyzed the factors affecting urban residents' expectations and participation in community gardens to present basic data of guidelines for community garden management. Urban citizens valued the necessity of community gardens overall, especially residents with outdoor gardens. The experience of private gardens was important in perceiving the need for community gardens, which are public spaces. The creation of community gardens had high expectations for social aspects such as improving quality of life, health promotion, and community revitalization. In particular, residents living in individual housing have high expectations for revitalization of the community, and community gardens can be a mediator for forming and maintaining local communities. Through this, the citizens' perception on the role and function of the garden as a community space could be examined. Expectations for quality of life, health promotion, and community revitalization are factors affecting the necessity of community garden. Participation was high in the creation and management of the community garden, and the necessity of community gardens, expectation for community revitalization, and expectation for environmental purification are factors that affect participation in the management of community gardens. The amount of donations that the residents are willing to pay for community garden management was KRW 75,222 /year on average. Overall, residents with higher need for community gardens and higher social expectation showed higher participation. Urban citizens have high expectations for community gardens, and they perceive the importance of social aspects more than personal aspects such as community revitalization and quality of life. As a strategy for increasing community involvement, it is necessary to set up the processes, determine participants' composition and roles, and establish a system to promote participation. Considering welfare aspects such as community revitalization and improvement of residents' quality of life, motivation and administrative support for participation in the creation and management of community gardens will serve as important factors.

This study was to identify the differences on cognitions for conservation on the Rice Terraces landscape between local residents and visitors. For this purpose, this study drew problems and implications through consideration about advanced studies and then carried out a survey of local residents and visitors. The results of this study analyzed five factors that are the components of cognition about the Rice Terraces landscape: production, policy, landscape, management, and revitalization. The Cognition of Rice Terraces landscape indicated that local residents had more positive evaluation than visitors did. In addition, there were indicated differences in most items. Particularly, the local residents had more positive evaluation than visitors did in production(rice paddy of fallow ground, form of traditional rice paddy, weeds), landscape(cultural value, footpath of rice field and stonewall), and revitalization(common program for local residents and visitors, village revitalization from festival and event). Visitors had a more positive evaluation than local residents in terms of policy(designation of a place of scenic beauty, direct payment) and management(cooperation of local residents and visitors). In consideration of these results, it needs to draw up measures that are able to build up a common cognition to overcome differences between local residents and visitors. It is based on the knowledge and opinions that visitors and local residents had concerning history, traditions, cultures and production.
Effective implementation of private subsidy projects requires comprehensive expertise in the aquaculture and construction sectors to be provided to private subsidy operators, local government officials and others involved in budget execution and settlement. Due to the strengthening of laws and systems related to the execution of state subsidies since 2015, the efficient implementation of private-sector grant projects has been difficult for delays in projects, cancellations, and conflicts with local governments from lack of prior awareness and understanding of related regulations. It is expected that the government will be able to activate the project by analyzing the current status and problems of each phase of project implementation for improving quality internalization of the project effects, as well as quantitative growth of the private sector subsidy project for environmentally friendly aquaculture development projects.
In 1977, the Main Street Program(MSP) of the United States was founded by the National Trust for Historic Preservation to revitalize downtowns which suffered major declines in their economy and population. This study analyzed the methodology of MSP such as the Four-Point Approach and the Eight Principles, history of MSP, local program organizational structure, local program budgets and funding, official designation and so on. Three successful cases were discussed the background of an introduction to MSP, implementations, results and revitalization statistics. To be able to apply rural development projects in Korea, this study showed the implications such as the need for a program's ethic and methodology, a strong public-private partnership, a dedicated organization, a full-time professional program manager, a commitment to good design and comprehensive work plan, and an educational program of ongoing training for staff, volunteers and other residents.

It has been long time since the local small-and-medium cities had lost their vitality due to the progress of aging, economic decline in urban areas, the lack of new growth engines, and the declining population in korea. In addition, since the implementation of the local self-governing system, the creation of new urban areas and the transfer of the administrative institutions to the outskirts of a city have accelerated the decline of old downtown. Rather, local small-and-medium cities would have a problem to make urban regeneration impossible. Under the recognition of such problems, individual self-governing entities have come up with numerous policies and implemented various policies for the revitalization of local small-and-medium cities, but it is a condition that the effect of their efforts falls shorts of expectations, such as the space of the similar style, which has been widespread in developed countries, simple restoration, and a few structural changes. In this regard, the part to be realized anew is to enhance the attractiveness of small-and-medium cities. However, is not possible to raise the overall attractiveness in a short time in reality. To select local assets to be utilized in urban regeneration, it is judged that gathering opinions of local residents is more important than any other thing. Accordingly, this study intends to present positive outcome for the purpose of the revitalization of local small-and-medium cities by finding the factors which can remind us of the collective memory of Jinju city and selection the critical factors to determine a detailed project plan from the perspective of urban regeneration.
