This study is to examine the cooperation plan of participating bodies in the area on social welfare system that is appropriate in the localization era. In order words, in order to develop the local social welfare system by approaching on the cooperation within the participating bodies within the area in the local governance level, the purpose of this study is to find out the problems that the existing local community welfare system has, and seek the responsive development cooperation plan. Furthermore, through this study, it is expected to present desirable cooperation model of local social welfare, and the reasonable welfare plan on the locality would be available.

This study examines the relative efficiency of 34 local public medical centers in Korea. In order to concretely grasp the causes of inefficiency and suggest improvement solutions, the desirable set point was established based on the actual value which needs to be improved. As a result of analysis, we determined that output must be increased while input is held constant in order to improve effectiveness through the actual value and set point. Efficiency cannot be achieved if input is augmented solely to increase output. Also, to increase output, the medical centers need to improve their quality without increasing any input for customer visits and hospitalizations. Further, in order to strategically promote effectiveness and efficiency of local public medical centers, these medical centers must focus on input resource and patient interchange through the mutual cooperation with local private hospitals and university medical centers.

Localized shear band is investigated through the analysis of one-dimensional model for simple shearing deformation of thermally rate dependent material. Generally mesh size or interval of nodes play an important role in determining the overall flow behavior of the material. In order to observe these size effects we adapted non-local theory by including higher order strain gradients of the equivalent strain into the constitutive equation for the flow stress. for the ease of convergence and numerical stability the inplicit finite difference scheme is employed.

Based on local viewers' awareness of locality and consideration of desired local broadcasting service, this study explored the direction of service policy and specific service strategy of local broadcasting. The research method is a secondary analysis using three regional audience surveys and in-depth interview data conducted by KBS. For local audience, the concept of localism is being narrowed down to the city/county/district where they live. In order to reinforce the identity of local broadcasting and improve local broadcasting services, first, the function and role should be expanded to the local mega platform. Second, regional programs such as in-depth coverage and discussion of local issues should be strengthened. Third, in order to communicate with local audience, viewer analysis ability and communication education of local broadcasting members are required. Fourth, it is necessary to create an ecosystem in which local people participate as producers of local broadcasting.

Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

In this work, we generalize a family of optimal eighth order weighted-Newton methods to Banach spaces and study its local convergence to approximate a locally-unique solution of a system of nonlinear equations. The convergence in this study is shown under hypotheses only on the first derivative. Our analysis avoids the usual Taylor expansions requiring higher order derivatives but uses generalized Lipschitz-type conditions only on the first derivative. Moreover, our new approach provides computable radius of convergence as well as error bounds on the distances involved and estimates on the uniqueness of the solution based on some functions appearing in these generalized conditions. Such estimates are not provided in the approaches using Taylor expansions of higher order derivatives which may not exist or may be very expensive or impossible to compute. The convergence order is computed using computational order of convergence or approximate computational order of convergence which do not require usage of higher derivatives. This technique can be applied to any iterative method using Taylor expansions involving high order derivatives. The study of the local convergence based on Lipschitz constants is important because it provides the degree of difficulty for choosing initial points. In this sense the applicability of the method is expanded. Finally, numerical examples are provided to verify the theoretical results and to show the convergence behavior.

Recently, the method based on fractional order partial differential equation has been used in image processing. Usually, the optional order of fractional differentiation is determined by a lot of experiments. In this paper, a denoising model is proposed based on adaptive fractional order anisotropic diffusion. In the proposed model, the complexity of the local image texture is reflected by the local variance, and the order of the fractional differentiation is determined adaptively. In the process of the adaptive fractional order model, the discrete Fourier transform is applied to compute the fractional order difference as well as the dynamic evolution process. Experimental results show that the peak signal-to-noise ratio (PSNR) and structural similarity index measurement (SSIM) of the proposed image denoising algorithm is better than that of other some algorithms. The proposed algorithm not only can keep the detailed image information and edge information, but also obtain a good visual effect.

This study was conducted to explain the capacity building policy of local public officials. Especially, it is to derive the policy task that can increase the efficiency within the limit of limited resources. The results of the study are as follows. First, local government officials' job management was the most important policy task in the largest framework to strengthen the capacity of local public officials. Next, the evaluation was in the order of recruitment management of local public officials and personnel management of local public officials. Second, the results of the evaluation of detailed policies. Among the local government officials 'job management, the introduction of the local government officials' rest period was evaluated as the most important. Regarding recruitment management of local public officials, reform of the public official exam courses was evaluated as the most important. In the personnel management of the local public officials, the job training of the elected officials was the most important. The results of this study will help to explain the policy development for strengthening the capacity of local public officials in realistic aspect. In order to strengthen the capacity of local public servants in future, it is necessary to analyze the measurement variables more.

If a restriction is imposed only to a (proper) subset of parameters of interest, we call it a local restriction. Statistical inference under a local restriction in multinomial setting is studied. The maximum likelihood estimation under a local restriction and likelihood ratio tests for and against a local restriction are discussed. A real data is analyzed for illustrative purpose.
