Evaluation Elements for Effectiveness of Rural Landscape Policy (농촌경관정책의 실효성을 위한 평가요소 도출)

  • For rural landscape management to run in virtuous circle, the present study has paid attention to the roles and activities of local residents and administration, which are the main sectors of managing landscape. In this respect, this study is aimed to arrange the roles of local residents and administration for landscape management and propose the basic data necessary to develope evaluation index for effectiveness of rural landscape policy. Key findings and implications are as follows. First, literature reviews of 18 landscape management studies found 37 administrative roles and 7 roles of local residents. And those roles were classified into 3 factors by similar concept: 'local government support system', 'landscape management planning', and 'promoting the participation of residents'. Second, two Delphi surveys were conducted with landscape experts to verify the validity of those evaluation items by sector. Third, factor analysis was carried out to analyze the hierarchical structure of those evaluation items. 3 sub-factors were extracted from 'local government support system' sector; 2 sub-factors from the 'landscape management planning' sector; and 4 sub-factors from the 'promoting participation of residents' sector. Fourth, the hierarchy of those evaluation factors was divided into high and low classes and sub-indexes were structured to examine the relative importance of each class and assign a relative weight on each index. The most important sub-factors were turned out as follows: 'local residents' will to practice landscape activities (0.112)', 'local government budget for rural landscape management (0.088), and 'restriction on buildings by village regulation (0.068). It indicates the viewpoints of the landscape experts that local residents' voluntary participation in landscape activities and agreement of local residents on landscape management by village, e.g. village regulation, are preconditions for successful landscape management. In addition, it is significant for a local government to secure the budget of landscape management to support local residents support.

  • The Landscape Act was enacted in 2007 introducing a new procedure of the Local Landscape Agreement and the Local Landscape Improvement Projects. The act has granted local governments a legal basis to support residents participation activities in order to create, improve, and maintain the townscape quality of their neighborhood environments. The degree of utilization of this particular process, however, is far below the expectation. Partly, it is due to the lack of field experience and concrete guidelines for preparation and implementation in actual landscape planning process. This study aims to seek for detailed solution to lead the residents participation for local landscape improvement in Korea through consideration for institutional strategies and cases about the local landscape planning and management in Japan. Local landscape improvement projects in Japan are progressing successfully in concurrence with a variety of local participants such as residents participation, administrative supporting and supporting of local company. And it will be possible to support systematically with systematization of participants, such as NPO and a council.

A Study on the Ordinance on Landscape Composition by Korean Local Government - Focused on the Present State in Comparison with Japanese Local Government - (한국 지방자치단체 경관형성관련조례에 관한 연구 - 일본지방자치단체와 비교고찰을 통하여 -)

  • This study conducted a comparative analysis on ordinances on landscape composition by local governments, which are a part of the policy to activate landscape composition, by examining the cases of Korea and Japan. For the purpose of specialized landscape compositions according to the own characteristics of Korean local governments, this study suggests factors to consider on the enactment of ordinance on landscape composition as follows. First, in order to compose landscape with an unique figure of the local government, it is required to collect and analyze informations about the local landscape, to provide consistent programs of education and publicity related to the landscape composition and to encourage the involvement of local citizens and reward it. Second, the construction of the ordinance needs to build a plan of landscape composition for each district focused on the landscape composition, to introduce a system which enables self-designation of an ordinance, to establish a detailed guidance, to assign the duty to keep the guidance and regulate punishment in case of a violation of the guidance. It could be done by completing the common or basic elements on the construction of the ordinance on landscape composition.

  • Article 6 of the Landscape Act stipulates that "the Minister of Land, Infrastructure and Transport establishes a basic landscape policy plan every five years in order to create a beautiful and pleasant landscape, discover and support excellent landscapes." This is a comprehensive plan for landscape policy, a national plan that presents basic directions and strategies for the formation and continuous management of excellent national landscape. The basic landscape policy plan is a plan established every five years. It is an action plan that establishes a medium-term strategy for landscape policy and proposes specific implementation plans. Landscape-related policies are established in various fields, such as the central and local governments, and the private sector, and are based on mutual cooperation. Local cities voluntarily establish basic landscape plans, but in terms of integration, there are few cases in connection with urban regeneration. However, when the existing city establishes the basic landscape plan, the effect will be doubled if a new city is comprehensively constructed in relation to urban regeneration from the overall aspect of the city. Therefore, this study aims to provide data so that a master landscape plan can be established by analyzing and synthesizing the problems of the existing city centering on Jeonju, a representative local city.

A Study on the Characteristics of the Establishment of a Small Town Landscape Guideline - Focused on Local Governments in Jeollanam-do Establishing the Basic Landscape Plan - (소도시 경관 가이드라인 설정 특성에 관한 연구 - 전라남도 기본경관계획 수립 지자체 사례를 대상으로 -)

  • This study investigated the characteristics of the establishment of an architectural guideline which is an important element of a urbanscape plan in basic landscape plans established by four local governments(a county level) in Jeollanam-do since the enactment of the landscape law. The results were as follows. The guideline for landscape plan elements was closely associated with shapes, materials, harmony, and coherence. For the detailed guideline for landscape plan elements, an architectural guideline on the arrangement, height, facade, and roof shapes of buildings, which is one of important elements related to urbanscape, was similar in local governments, showing a standard and uniform tendency. It indicates the limitation of forming urbanscape to enhance local identity and unique features and complementary contents are needed. The color guideline was classified into base color, sub color, and accent color in consideration of local features. In particular, natural material color was commonly used for base and sub color in all local governments. Therefore, it is necessary to develop unique material color and distinctive local color for each region.

Analysis of Ecological Landscape Planning and Policy in Germany (독일의 생태학적 조경계획 정책분석 -독일 자연환경보존법을 중심 으로-)

  • The landscape plannings were composed of the fundamental provisions which are important factors for the city and local plannings in Germany. The State Government run institute like LOLF in NRW have been established to solve the serious ecological problems. The institute have completed the basic system covering various ecological problems, such as environmental affection analysis and ecological risk, to contribute the application of the various land-using plants. The ecological landscape plannings are regarded as major fundamental plans of environmental preservation for the plannings development. The problems about the local landscape plannings needed to be preserved ecologically are introduced into the Federal Nature Preservation Law and State Congress Law in order to carry out the environmental protection policy effectively. The local landscape plannings are divided into two-step models by the special classification system for the planning. One is build-up of an independent design separated from city plans functionally, and the other is a systematic regulation for cooperation between the local plans and ecological conservation functions. The local plannings including lands to be preserved as the Nature Preservatin Zone is classified a rest area total sectioned plains.

Comparative Analysis on the Law Related to landscape Plan-making (경관계획수립 관련법규의 비교분석)

  • The purpose of this study is to establish landscape planning, and to find out to administrative system and improvement way on landscape plan in Korea. We have sought for research trend and the concept of landscape planning related to the landscape planning through the investigation of books and documents, and have analyzed the characteristics on the law for landscape plan in United State of America, United Kingdom,, France, Germany, Japan and Korea. As the results of this study are as follows; 1) A state developing local self-governing body as United State of America, United Kingdom and Germany carried out individually landscape plan. Especially, it raises clarity of administration to fix residents participation(Nonprofit Organization : NPO) and secures responsibility. 2) A state of centralized authoritarian rule as France and Japan applies common law to the nationwide but commission's concrete management or conference. 3) And so in Korea and applicable landscape plan was made on the basis of town-planning law and managed with ordinances for landscape. In here the important thing is division of role of central and local government and residents. This study proposes the system of planning and analyzed the related laws for the landscape formation and management. The future research on the character of the local areas, providing many chances with people in the community through publicity activities, and rearing the expert group on this matter should be made in the future.

  • This research focused on the improved alternatives of the ordinance which practically control the open space in-situ, public open space and landscape construction related to city landscape for the healthy physical and mental life of the city dwellers. The contents of the study are as follows: 1. The special law of Landscape Architecture should be legislated. 2. The portion of landscaping should be changed by up-grading in the Ordinance of Landscape area and planting and the terms of landscape Facilities should include the ecological aspects in it's contents in the law. 3. The administration of local governments should actively lead and support the dwellers to make the roof gardens and the window gardens in the building area of cities or commercial districts which have relatively low rate of green space. 4. Any new construction and restoration of the buildings with preservation of the natural environment and creation of public open space should be given incentive and Set-back space in aesthetic area should have appropriate planting area and facilities in it. 5. Organizing professional landscape evaluation committee and composing evaluation standards are very important because of the contemporary proposition of the establishment of the establishment of ecological space and conservation of urban natural space. Because of the characteristics of Landscape Architecture, the Provisions of landscape Architecture Design and landscape architecture supervision of the specialist should be legislated and the Landscape Architectural Organization should be established within the Government.

Comparative Study on Street Landscape of Bugok Hot Spring and Kinosaki Hot Spring - Focused on Color Analysis - (부곡온천과 기노사끼온천 관광지 가로경관 비교분석 - 색채 분석을 중심으로 -)

  • The tourism sites and attractions of South Korea in many ways have little specialties in their image due to the local development plan's uniformed way of designing and improving landscape. The lack of specialties in tourist sites and attractions have caused displeasure from the local residents, as the sites don't characterize the locals as attractively and appealingly as is the potential. There have been no research or studies on the scenic effect on tourism or resort development thus producing an urgent call for local authorities to develop planned landscapes of local sites. This study compares Bugok Onchon (hot spring), whose image hardly differentiates itself from the others, with Kinosaki Onsen (hot spring). Bugok Hot Spring, which is the case study of this report, has recorded a steady decline of visitors due to a result of uniformed development planning. In the case of Kinosaki Hot Spring, scenery development, however, has made a breakthrough in tourist increase despite its no-so-easily-accessible location. The study assumes that scenery effects changes in promoting local tourism, thus analyzing and comparing the two hot springs to unearth critical factors in tourist site development, as well as viewing the present state of Bugok Hot Spring for further study. Furthermore, the study provides tourist site developers with a guideline of the two comparative Hot Spring cases. Investigations and analyses are mainly focused on colors, which are important factors in making underlying images of tourist sites, and the comparison of Bugok Hot Spring with Kinosaki Hot Suing. Bugok Hot Spring shows the influences of accent colors as well as a variety of color combinations and similarities of color tones. Kinosaki Hot Spring shows a combination of naturally-generated colors its own scenic beauty by trimming the landscape. Through the comparative study of the two hot springs, Bugok (boulevard) uncovers a typical case of Korean local landscape planning, even with the well-known tourist attraction 'Bugok-Hawaii', and calls upon a new, serious landscape-improvement plan to increase visitors.

A Comparative Study on Local Residents' and Visitors' Cognition for the Landscape Conservation of Rice Terraces in Gacheon Village, Namhae (남해 가천마을 계단식 논의 경관보전에 대한 지역주민과 방문객의 인식 차이 비교연구)

  • This study was to identify the differences on cognitions for conservation on the Rice Terraces landscape between local residents and visitors. For this purpose, this study drew problems and implications through consideration about advanced studies and then carried out a survey of local residents and visitors. The results of this study analyzed five factors that are the components of cognition about the Rice Terraces landscape: production, policy, landscape, management, and revitalization. The Cognition of Rice Terraces landscape indicated that local residents had more positive evaluation than visitors did. In addition, there were indicated differences in most items. Particularly, the local residents had more positive evaluation than visitors did in production(rice paddy of fallow ground, form of traditional rice paddy, weeds), landscape(cultural value, footpath of rice field and stonewall), and revitalization(common program for local residents and visitors, village revitalization from festival and event). Visitors had a more positive evaluation than local residents in terms of policy(designation of a place of scenic beauty, direct payment) and management(cooperation of local residents and visitors). In consideration of these results, it needs to draw up measures that are able to build up a common cognition to overcome differences between local residents and visitors. It is based on the knowledge and opinions that visitors and local residents had concerning history, traditions, cultures and production.
