This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.

This study analyzes the relationship among environment uncertainty, local infrastructure, flexible-open firm culture, operations performance and marketing performance focus on SMEs. This research has revealed that the relation among firm size, firm type, firm culture, operations performance and marketing performance as well. The findings show that firm has its culture which is preparing environment uncertainty and local infrastructure influence on forming firm culture. Change-oriented and leaning-oriented firm cultures affect operations performance and marketing performance. In conclusion, this study suggests implication and limitations for further research.

Administrative works of local governments in Japan always have been led by central government. Local government organizations have gotten used to control of central government, whose organization is divided vertically into divisions. Such organizations as lack of cooperation of each administrative division could not define strategic goal appropriate for their district independently and could not give an efficient and optimized solution to their strategic goal. Under existing management system, it will be difficult for local governments to rapidly adapt to changing society. Under these circumstances, it is necessary for local governments to structure new management system independent on central government's instructions in order to manage appropriately.

In this research the levels of information infrastructure of selected forwarders were measured and analyzed a relationship with business performance. The selected forwarder was consisted of local forwarder group and foreign invested forwarder group. In this analysis the level of information infrastructure of foreign invested forwarder group was higher than local forwarder group, and accordingly their performance was found a difference. i. e. A positive significant relationship was found between the level of information infrastructure and forwarders' business performance by means of correlation analysis.

For the problems in executing rural development, recent recognitions are that discovery, preservation, and utilization of area-unique resource are unsatisfactory, that participation of local residents was neglected, and that approach to gradual refurbishment of houses and common space of town in consideration of existing spatial pattern of the town was not adequate. Especially, neglect for exact investigation, analysis and evaluation on rural local resources is bringing about social problems such as mass production of uniform rural area and loss of local identity. In this study, rural resources were listed and resource evaluation items was designed in order to establish development direction of rural village. According to these results, for the efficient and reasonable drive of the resource evaluation system, following items are required; A premise of local development by participation of local people, Development of diversely appliable resource evaluation clauses, Establishment of development type in connection with resource evaluation clauses, Systematic management of local resource through spreading DB resource. This research was loused on unearthing direction development of rural village and theme. However, what should be reconsidered through continuous study is that resource evaluation clauses are somewhat general and not concretely illustrated. Therefore establishment of characterized development is expected through clarifying local identity and presenting direction of local development, with the importance of resource and systematic analysis in planning on rural village in the future.

본 연구에서는 기후변화 영향에 의해 대형화되는 홍수 피해에 대한 기반시설의 취약성을 평가하는 방법을 수립하고, 결과를 분석했다. 본 연구에서는 기후노출, 기반시설 민감도, 적응능력의 3가지 지표를 활용하여 지자체 기반시설 취약성을 분석했고 각각의 지표별로 대용변수들을 선정하여 지표값을 계산했다. 기후노출 지표값 계산을 위해 국립환경과학원에서 제시한 기후변화 시나리오(A1B) 데이터를 활용하여, 현재뿐만 아니라 미래(2020, 2050, 2100년대)에 대해서 기반시설 취약성을 분석했다. 취약성 분석 결과, 현재의 경우 서울을 포함하는 경기도 북부, 강원도 및 경상남도의 해안지역의 기반시설이 홍수에 취약한 것으로 분석되었다. 미래의 경우는 현재와 유사한 공간적 패턴을 보이지만, 2100년대에 가까워질수록 경기도와 강원도에 위치한 기반시설의 홍수 취약성이 가중되는 것으로 분석되었다. 본 연구에서 제시한 취약성 분석 방법과 결과는 전국 232개 지자체를 대상으로 홍수 관련 기반시설 취약성에 대한 추세 및 지표별 세부대용변수별 기여도를 보여주기 때문에, 향후 지자체별 적응 대책 마련에 기초 자료로 활용될 수 있을 것으로 기대된다.

Since enforcement of double entry book-keeping accounting system on 1 January 2007, local government should draw out financial statement for assets and liabilities possessed after due diligence. But, some social infrastructure including underground facilities are difficult to implement entire inspection actually. In this study, we proposed effective approach for assessing assets of local government's social infrastructure such as road, water and sewage, subsidiary facilities etc. using GIS built on local government by NGIS project. Through this, local government ensures correctness and effectiveness of asset inspection as a result of successive establishment of double entry book-keeping accounting system.

정부와 민간기업에서는 현재의 청년실업을 극복하고 청년창업 및 지역 고용을 활성화하기 위해 다양한 창업 인프라 기관을 지역 내 구축하고 있음에도 불구하고, 이와 관련한 선행연구는 창업 인프라 기관이 예비창업자들의 창업 의지에 미치는 영향을 중심으로 제한적으로 다루어져 왔다. 본 연구는 이러한 연구 공백을 채우고 지역 창업 인프라 기관이 지역 고용에 과연 어떠한 효과가 있는지 N사의 창업 인프라 기관인 파트너스퀘어를 대상으로 규명해 보고, 향후 창업 인프라 효과성 검증 관련 후속 연구의 기반을 마련하는 것을 목적으로 한다. 이를 위해 N사 파트너스퀘어의 지역 고용 효과성을 검증하고자 정부통계데이터인 경제활동인구조사(통계청)의 원자료를 계량모형인 이중차분법(Difference-in-Differences)으로 분석했다. 주요 연구 결과는 다음과 같다. 파트너스퀘어 서울의 설립은 서울 청년층의 취업을 통계적으로 유의하게 증가시키지 못하는 것으로 나타났으나, 파트너스퀘어 부산의 설립은 2017년 5월~2019년 7월 기간에 평균 취업자 수(575천 명)의 약 3%를 상승시켜 지역 청년취업자수를 약 1만 7천 명 증가시키는 것으로 나타났다. 파트너스퀘어 광주는 설립된 후 2018년 9월~2019년 7월 기간에 평균 취업자 수(267천 명)의 약 1.7%인 4천 5백 명 증가시키는 것으로 분석되었다. 이는 창업 인프라 기관인 파트너스퀘어 부산과 광주가 지역의 예비창업자 및 창업자를 대상으로 다양한 창업교육프로그램 및 네트워크를 형성할 수 있는 프로그램을 제공하여, 창업자들의 성장에 도움을 주고 있으며, 통계적으로 유의미하게 지역 고용을 활성화시키고 있는 것으로 판단된다. 이러한 연구 결과는 창업 인프라 기관이 지역경제 및 고용 활성화에 도움을 주고 있음을 정부통계데이터를 통해 탐색적으로 실증분석을 했다는 점에서 시사점을 갖는다. 추후 연구에서는 정부의 산업육성정책, 파트너스퀘어 이외 창업 인프라 기관 등 지역 고용효과에 미칠 수 있는 다양한 외생변수를 고려한 연구가 진행되어야 할 것이다.

공간정보를 기반으로 하고 있는 GIS가 행정업무 처리와 대민서비스 향상을 위한 핵심 수단으로 활용됨에 따라 지방자치단체의 GIS도입 및 확산이 급속히 이루어지고 있다. 최근의 급속한 GIS활용 확산에도 불구하고, 중대도시에 비하여 농촌과 지방소도시의 지리정보기반은 아직도 크게 미흡하다. 지리정보기반의 지역간 수준격차는 공공행정서비스의 질적 수준 격차는 물론 궁극적으로 지역간 사회경제 격차를 심화시키는 요인이 된다. 이 연구는 지리정보기반 개념을 규정하고 우리나라의 수도권과 비수도권 등의 지역 및 지자체 유형별 지리정보기반 수준의 격차수준을 분석하였다. 그리고 이러한 지리정보기반 수준의 지역간 격차요인을 검토하고 특히 지리정보기반이 취약한 지방소도시 및 군부지역의 지리정보기반 강화방안을 제시하였다.

Hierarchical Mobile IPv6는 Binding Update를 지역적으로 관리함으로써 기존의 Mobile IPv6의 성능을 향상시킨 메커니즘이다. 이렇게 향상된 Handover Delay로 인하여 지연에 민감한 서비스들의(예를 들어, VoIP나 비디오 스트리밍(Video Streaming)) 지원이 좀 더 실현 가능해졌다. 하지만 기존 MIPv6와 비교해 볼 때, HMIPv6에서는 Local Binding Update와 관련된 보안 위협 사항이 새로이 생겨나게 되었으며 이는 반드시 해결되어야 할 문제임에도 불구하고 정확한 표준이 제시되지 않은 상황이다. 또한 많은 연구의 초점이 AAA나 인증서 기반의 PKI 등에 맞춰져 있는데, 이러한 Infrastructure 기반의 인증 방법은 실제 네트워크에 도입되었을 때 범용적으로 사용하기에는 문제점이 있다. 이에 본 연구에서는 수정된 Return Routability 메커니즘을 적용하여 Local Binding Update를 인증하는 방안을 제안하며 아울러 이동 노드로 하여금 단말기의 파워(power)를 절약하게 하는 방안도 제공한다.
