  • The use of social media in government has expanded steadily around the world on the basis of Web 2.0 technology. The government uses social media as a tool for enhancing transparency, participation, collaboration, and saving costs. However, the use of social media in the public sector has not only been positive. It has also been described as a double-edged sword. Most local governments in South Korea use social media for a variety of reasons but there has not been enough practical study of the effectiveness of social media use in the public sector. Local governments generally have positive views of their social media use but the real application of social media is not consistent in each local government. This study tried to determine the reality of social media use in local government and what factors influenced its use. The research analyzed the data from a survey conducted by the Korea Local Information Research & Development Institute (KLID) in 2015 and data from Facebook in each local government. The results show that most local governments were using Facebook for promotional purposes and local government officials similarly recognized that they were using Facebook well. However, local governments showed great differences in their use and practical effect. Meanwhile, the study found that population, financial independence, level of government, the entity operating social media, the median age, and whether social media are used for interaction or to gather opinions were the most influential factors that make a difference in utilization in local government.

  • Social media, also known as the 'revolution of communication', has become a major means of communication and service in contemporary society. Unlike existing media, the advantage of being able to deliver interactive information is already beyond the level of use between individuals and government efforts to use it. In fact, local governments in Korea operate one or more social media services for various purposes, which promotes policies of local governments or provides prompt information to local residents. These social media records are based on public business and should be managed as records. However, the legal basis for managing records of social media in the area of public records management is currently small, and each local government does not recognize the need for records management. Social media operate by local governments are not only of different types but also difficult to manage as standardized guidelines. Nevertheless, minimal guidance is needed to manage and preserve social media records. The purpose of this study is to draw out the least common elements in the preparation of guidelines for social media record management. For this purpose, the guidelines and policies established by advanced countries that already systematically manage social media were analyzed and the items and characteristics were derived. In addition, the guidelines were checked for application by comparing actual social media records with social media archives. This study is meaningful in that it proposed components that should be included in the development of guidelines for the management of social media records in local governments through the actual status of social media archive operations.

  • Over the last couple of years, digital diplomacy has become a fascinating area of research among Mass Communication, Peace and Conflict Studies, and International Affairs scholars. Social media and new technology open up new avenues for governments, individuals, and organizations to engage with foreign audiences. However, developing countries' governments are still lacking in the realization of the potential of social media. This study aims to analyze the usage of social media (Facebook & Twitter) by the two biggest countries in South Asia (Pakistan and India). I selected 10 government officials' social media accounts including prime ministers', national press offices', military public relations offices', public diplomacy divisions', and ministries of foreign offices' profiles. The study relies on quantitative content analysis and a comparative research approach. The total number of analyzed Twitter tweets (n=1,015) and Facebook posts (n=1,005) include 10 accounts, five from each country. In light of Kent and Taylor's (1998) dialogic communication framework, the results indicate that no digital engagement and dialogue occurs between government departments and the public through social networking sites. Government departments do not engage with local or foreign audiences through digital media. When comparing both countries, results reveal that India has more institutionalized and organized digital diplomacy. In terms of departmental use of social media, the digital diplomacy division and foreign office of India is more active than other government departments in that nation. Meanwhile, Pakistan's military public relations office and press office is more active than its other government departments. In conclusion, both countries realize the potential of social media in digital diplomacy, but still lack engagement with foreign audiences.

The data was collected through web crawling in order to analyze the social media contents. We especially analyzed the contents duration time and peak level time. This study also analyzed the characteristics of contents quality factors using expert evaluation data on the social media contents. Finally, we verify the relationship between the contents quality factors and user response types by cross correlation analysis. Findings According to the big data analysis, we could find some content life cycle which can be explained through empirical distribution with peak time pattern and left skewed long tail. The user response patterns are dependent on time and contents quality. In addition, this study confirms that the level of quality of social media content is closely relate to user interaction and response pattern. • The purpose of this study is to examine problems and status quo of the smart media addiction prevention system and to develop convergence policies to improve those systems. Based on the literature review, notable results are as following; Since current facilities including Internet Addiction Prevention Center, Korea Youth Counselling and Welfare Institute, and I Will Center, tend to focus on restricting use of smart media, efforts from various ministries have not worked properly. Therefore, there needs to be more specified and customized services based on regions and ages. Following the precedent set by advanced countries, this study suggest alternative policies to help solving the problem including recommending responsible use of social media through education rather than regulations only, encouraging family participation and intervention, expanding harmful environment block system, and establishing a partnership between local government and private organizations under central government's control. Since smart media addiction is emerging concern, further researches will be needed for developing the Korean standard for prevention policy.

  • Macao, a special administrative region of China, has been able to maintain the records of zero deaths and keep confirmed cases under 50 since the outbreak of COVID-19 for more than half a year as of July 2020, despite being the world's most densely populated city. The current paper utilizes the dialogic public relations theory to analyze the situation using both literature review on how the various government actions and strategies during the pandemic were corresponding to the theory, and a quantitative random digital dialing (RDD) telephone survey, with a sample of 502 Macao residents aged 18 or above, to study the public reactions towards the government pandemic prevention actions. Survey results show a high level of public satisfaction towards epidemic prevention performance, as well as some forms of collaborative information redissemination behavior in social media platforms. Literature review and analysis from dialogic theory found that spirit of mutual equality, collaboration with local community, immediacy of presence in crisis time, engagements with stakeholders through maximum media channels and networks, supportiveness to public with both useful information and practical social support like subsidy program, as well as commitment to transparent and genuine communication, are all the dialogic communications strategies that describe what the Macao government has done in the crisis of COVID-19. The dialogic strategies that could be learned from the Macao government may be used as a reference for similar urbanized and densely populated cities in other territories.
