This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

The purpose of this study is to find out the policy alternatives for the activation of the local culture industry in Korea. The research methodology is content analysis into law articles of local culture promotion act and framework act on the promotion of culture industries and some related acts, to review the relations between local culture promotion and the promotion of culture industries. The results of this study are the followings: Firstly, the policies for the promotion of culture industries should connect to the policies of local culture promotion. 1) Local culture industries are related with the facilities like living cultural centers and the activities of the arts organizations or clubs of residents. 2) The industrial condiitions should be considered in the process of designation of cutural city and cultural area. 3) The local cuture industry policies should be connected to raise the funds for local culture promotion. 4) The local culture industries should be connected to the cultivation of professional personnel for local cultural promotion. Secondly, for the activation of the local culture industries, the obstructive factors should be eliminated and the facilitating factors should be utilized. 1) The purpose of the culture industries should be defined as concrete and clear through the clearly prescribing the range of culrure industries. 2) The roles which have been dispersed to various agents should assigned as designated clealy and the cooperative system should be construced. 3) In designating cultural cities and cultural area, conceptual elements should be considered and the brand of the local culrure industries should be presented. 4) The background industries such as tourism industries should be utilized. 5) Governance systems should be constructed and utilized.

This paper analyzes: (1) the effects of the population growth in the regions in which the campuses are located (2) the economic effects (3) the social and cultural effects 94) the linkage effects between university and regional community. It is found that the campuses have various effects on the regional community through the human capitals, economic and cultural factors, and educational program. In particular local campuses have substantial impacts on regional economy. Two local campuses have been found to have more regional income effects than manufacturing and service industries do. Thus, it is necessary that the growth of linkage mechanism with universities and induced consumption expenditure by universities should be constructed in the region having local campuses. In order to increase these effects on regional development, much attention should be given to the regional development aspect from university authorities, students, professors, and residents. Also from the national policy point associated with material-moving policy and capital mobility policy in relation to the universities should be estabilished.
The main objective of this study is to analyze which aspects between cultural budget or cultural activity (such as musical, theater, classic performance etc) will affect more to enhance the happiness of the local government residents. This study tries to analyze the effect of 'cultural aspect' on local residents' happiness because relatively there are not enough studies to analyze the relationship between culture and happiness. Especially, it is hard to find out studies focusing on both cultural budget and activities. According to the empirical results, the relationship between cultural budget and citizens happiness turns out to be statistically significant in the direction of the positive, while the relationship between cultural activities and citizens happiness does not turn out to be statistically significant. This finding can be justified for policy makers to increase cultural budget to make cultural city. In addition, the reason why cultural activities are not significant can be interpreted from the perspective of 'accessibility', 'degree of quality' and 'incompatibility of cultural demand of residents' and finally this study provides various policy implications.
This study aims to critically consider the local cultural policies of the government and local governments by village mural. Village murals, which began to be painted in the late 1990s, have been a nationwide cultural phenomenon for decades. In particular, it was consistently used as an important element of various local cultural policies implemented by the government and local governments. The government and local governments have been working on the project for two purposes: 'improving the residential environment' and 'activating tourism' but it has largely focused on 'activating tourism'. This study grasped the concrete status of major village murals across the country through field surveys, one of the case study methods. Also, through the analysis of official documents, the government and local governments operating in the village mural project were analyzed for the policy basis and administrative management plan. As a result of on-site surveys, most of the village murals across the country had problems such as uniform subject matter, low level representation, and poor follow-up management. This is partly based on the experiences and abilities of organizations and artists who participated in the village mural project, but fundamentally, it is due to the projects of the government and local governments that focused on short-term visual tourism rather than long-term improvement of the residential environment. It was confirmed that the projects of the government and local governments were carried out through vertical integration and that there were problems in the actual work, such as requiring specific topics, subject matter, designs and colors. As a result, the village murals 'objectify' the residents and 'romanticized' the place, resulting in a unified visual representation. Therefore, this study suggests that the administration and accounting should be strictly managed, but in actual work, the vertical integration structure should be eased by simplifying various documents and procedures, as well as rich cultural understanding of the target place, selection of various topics, and original subject matter and expressions.
State Ownership of Excavated Cultural Heritage System was originated from the legislations concerning cultural objects during the Japanese colonial period (1910~1945) and was succeeded by the present Buried Cultural Properties Act enacted in 2011. Despite the importance of the system that completes the outcomes of excavations and determines the state-owned cultural properties, the foundation of national heritage, it has been limitedly regarded as administrative area and neglected by the academic scholars or policy researchers. Recently the traditional culture has drawn increasing domestic interest and awareness that the cultural heritage contributes to building cultural identity and vitalizing tourism has led to increasing the demand of a local government's role in management of the state-designated cultural heritage and even fighting for hegemony in securing the cultural objects between the central and local governments. Despite the continuing efforts for improving the selection process of cultural heritage and its management institution, establishment of an advanced objective system has been requested. This paper is intended to suggest the policy direction through demonstrating the problem and assignment caused in the process of implementing the Buried Cultural Properties Act and reviews the State Ownership of Excavated Cultural Heritage System from the legal point of view accordingly. First, I suggest improving the selection process of the state-owned cultural properties. Even though current law states that Administrator of Cultural Heritage Administration reviews the research reports and selects the possible candidates for the state-owned cultural properties almost all the cultural objects listed on the reports are practically selected. In this regard, two possible resolutions can be made; newly establishing a separate process for selecting the state-owned cultural properties after publishing the report or adding the selection process of the state-owned cultural properties during the heritage selection meeting. Either way should contribute to strengthening the impartiality and objectivity of the policy. My second suggestion is improving the operating system of the heritage selection meeting in which the cultural properties to be listed on the reports are determined. Given the present extensive assessment criteria, there is much room for certain experts' subjective opinions. Therefore, in order to enhance the fairness and credibility of the heritage selection meeting, specifying the assessment criteria and advance review of the expert list are necessary. Third, this paper suggests increasing the local government's role in management of the state-owned cultural heritage and diversifying the heritage management institution. Development of a local self-governing system has led to the increased demand for delegating the authority of the state-owned heritage management to the local governments. Along with this, the gradual improvements of public museum management raises the need for expanding the cultural benefits through increasing the local government's role in management of the state-owned heritage. Considering the fact that overall majority of the art collections housed at national or public museums is owned by the central government, developing a variety of heritage contents and vitalizing the heritage tourism are crucial. The true meaning and value of the state-owned cultural heritage hidden at the storage of a museum can be found when they are shared together with the public.
The paper concerns the role model of the local cultural industry agencies, which were established by the local government for the purpose of fostering the regional cultural industries. In this article, the term of the innovative milieu refers to the interaction and network system for the creation, diffusion and application of knowledge. In doing so, the case on the Gyeonggi Digital Content Agency(GDCA), which has managed the Digital Animation Academy and the cultural heritage based digital content development project will be examined in terms of the network between academic and industry. As a result of the case study, it is not certain that the activities and policy programs of the GDCA has affected the improvement of the knowledge and network environment in the field of cultural content industries. This demonstrates industries rather than the innovation system as a whole. In this respect, the paper develops the Cultural Content R & D Network Model for the improvement of the creative partnership among universities, companies and public sector organizations. In addition, the paper suggests that the Digital Animation Academy should be managed in terms of the improvement of the innovative environment of the regional cultural content cluster.
Local governments have absolute authority for the policy and budget. So the backgrounds of local cultural foundation managers vary depending on whether the priorities are close relationship with upper institutions and organizational stability or whether the managers are asked to conduct autonomous management based on professionalism to boost the development of local culture. There are conflicting opinions about managers of local cultural foundations; some argue that administrators are desirable as they can not only maintain close relationship with the local government but also establish and maintain organizational stability. Others argue that cultural art experts are desirable for professional and effective management. However, the conflict and debate kept going on without clarifying objective facts how those completely different backgrounds, such as administrators and cultural art experts, make the characteristics of managers different. In this regard, this study divides the managers of The National Local Cultural Foundations Association into administrator group and cultural art expert group. By comparing and analyzing their characteristics, This study will enhance the professionalism and efficiency of each group.
This study examines Korea's revitalization policy on the ancient capital cities, which has been set out for preserving and improving living quality of the local communities. Since it was established, the policy has faced with constant challenges such as the lack of funding for preservation and revitalization of local communities. This study aims at providing a set of recommendation on the problems on the policy. In order for the study, it takes objective and empirical analysis on the problems of the policy by executing survey on the satisfaction level of the stakeholders and policy-makers on the present policy. The survey has displayed that the government needs to 1. subsidize more budget, 2. set out a policy to reduce the inconvenience of local communities 3. establish a supportive program to help the present promotion policy. In addition, the survey analysis has proved that the elements of revitalization policy affect to the increase of satisfaction. It concludes with a set of recommendation, 1. to secure sufficient budget to implement the policy; 2. to reduce a restriction of individual rights; 3. to promote the supporting program of local community; 4. to establish governance system with officers, experts, residents, and research institutes.

Having gone through the international financial crisis in 1997, the Korean government has sought a new future economic breakthrough. In this line, the government chose the cultural contents business and has supported this area intensively. With the cultural contents promotion policy initiated to foster the world-class culture business based on the traditional Korean culture, Andong, which has diverse cultural traditions, was rediscovered. The Andong local government and the local power elites decided that this promotion policy can not only be an opportunity to invigorate the sluggish local economy, but also help eliminate the old-fashioned image of Andong, and thus actively promoted the cultural contents business. However, there's a conflict among the local elites over which cultural tradition should be chosen as a genuine local cultural tradition. The different views and efforts regarding the cultural identity of the region by each entity not only contributed significantly to the recovery of the local economy by revitalizing tourism, but also helped the region gain an advantageous position in competition with other regions over limited resources. This progress became the groundwork for attracting major institutions and facilities, which are essential for the revitalization of the local economy.
