This is conducted with the aim of critical discussions on existing arguments, focusing on the establishment of a higher lifelong learning ecosystem. First, this study discusses the characteristics of university education in Korea and the discourse on the crisis of local universities. Second, the arguments on the establishment of lifelong learning society and a lifelong learning system. Third, the arguments for the establishment of a higher lifelong learning ecosystem are reviewed and practical measures for this are critically discussed. The conclusion is as follows. Measures for the establishment of a higher lifelong learning ecosystem have been discussed in considerable detail, and through this, the possibility of overcoming the crisis of local universities and balanced regional development is sufficient. However, first, the university should play a central role, but this study questions whether university reform could be achieved to suit it. Second, in order to overcome the crisis, national responsibility, responsibility, and continuous support are required. On the other hand, it raised questions about whether cooperation from the current Korean government authorities is possible. Third, local communities should also achieve governance and participate in democratic ways, raising questions about whether a foundation-forming strategy for stakeholder consensus is established.

Based on the MOU between Chosun University and Daegu University, this study was conducted with the aim of exploring the operation strategy of a extracurricular education program on the theme of lifelong education for the disabled in community connection. In front-line university sites, extracurricular education programs are often recognized as forms and procedures to assist in subject learning at the major or liberal arts level, but they have a very important status and identity considering that they are classified as "learning competency reinforcement support", "career psychological counseling support", "employment and start-up support", "subject-linked extracurricular education". Accordingly, the extracurricular education programs has the nature and advantage of covering not only the level of the one-time trend program itself, but also various community -linked problem-solving learning, including students' major learning and employment linkage. As part of the above, this study aims to present a strategy for the operation of a extracurricular education programs with the main theme and content of "lifelong education for the disabled" by viewing Chosun University and Daegu University. The contents of the study were largely presented as "organizational operation strategy between two universities," "operation strategy of curriculum between two universities," and "comprehensive system for extracurricular education programs operation of lifelong education for the disabled between the two universities". First, the first research content, "Organized Operation Strategy between Two Universities," was schematized in detail the process of collaborating and communicating with Chosun University's center of extracurricular activities, Daegu University Lifelong Education Center, and other committees and departments. The second research content, "The Curriculum Operation Strategy between Two Universities", is a detailed schematic diagram of the learning contents, methods, and procedures to be organized in the extracurricular education program. The third study, "Comprehensive System of extracurricular education program Operation for Lifelong Education for the Disabled between Two Universities," presents the results of synthesizing the basis elements essential for operating the extracurricular education program at the level of a roadmap. As a result of the study, it was possible to see the project tasks that could be promoted in-depth through the operation of a extracurricular education program on lifelong education for the disabled through the MOU between the two universities.
As the value of lifelong learning becomes important, states are making efforts to build a system of lifelong learning. According to this tendency, this paper intends to compare the participation rate of lifelong learning, learning outcomes, learning support infrastructure, support of learning expenses, and recognition of lifelong learning. For the comparative pedagogical approach, Bray and Thomas' cubes such as geographical / regional level, non - geographical demographic statistics, social and educational aspects were utilized. The participation rate of lifelong learning in Korea is 34.4% in 2017, which is lower than the OECD average of 46%. The competency scores of Korean adults were lower than the OECD national averages of the PIAAC survey which measured adult competence, language ability, numeracy, and computer-based problem solving ability. In order to recognize prior learning, EU countries have developed EQFs to evaluate all non-formal and informal learning outcomes, while Korea recognizes qualification as a credit banking credit under the academic credit banking system. International comparisons of lifelong learning can be used as an important tool for diagnosing the actual conditions of lifelong learning in a country and establishing future lifelong learning policies. Therefore, it is necessary to maintain that the comparative pedagogical approach of lifelong learning differs according to the historical context, socioeconomic characteristics, and population dynamics, including the formation process and characteristics of modern countries.

The lifelong education center is an educational system that provides adults with learning from cradle to tomb to people, and it is difficult to provide smooth educational services due to the period of COVID-19. Through this, the purpose of this study is to investigate how the service quality of lifelong education centers affects psychological well-being through positive psychological capital based on previous studies on service quality, positive psychological capital, and psychological well-being. This study distributed and collected questionnaires from November 1st to November 14th, 2021, targeting 212 students attending the lifelong education center. As a result of hypothesis verification, first, it was found that the service quality had no effect on self-efficacy, but all of them had an significant effect on hope. Second, it was found that the assurance and responsiveness had a positive effect on resiliency, and it was found that responsiveness had a positive effect on optimism. Finally, hope, resilience, and optimism were found to have a significant effect on psychological well-being. Through the results of this study, it is expected that it can be used as data for the policy direction to provide better quality lifelong education center services to lifelong education center learners.
The National Education Information System (NEIS), one of ERP systems developed by Ministry of Education & Human Resources Development, has been utilized in primary and secondary schools. In this paper, we considered the NEIS should be used not only for educational administration affairs, but also for a lifelong management of National Human Resource. The current School Information Management System (SIMS) is unsatisfactory due to the insufficiency of actual field suitability and user's conveniency. For solving such problems, the system rebuilding or revision should be accompanied by. As a guideline of revision and supplement of the SIMS, we suggest an application useful in both schools and clinics by the integrating healthcare management information of people. For this, we propose a lifelong healthcare information management by integrating Student Health Records of the NEIS with Electronic Medical Records of doctors' offices. The healthcare information is designed and represented in XML. We applied different XSL style-sheets to XML documents in order to offer a view suitable for demands of schools and clinics. The healthcare information can be managed and utilized efficiently by using the view. We ascertained that the lifelong Healthcare Information Management System is an improvement to overcome the inefficiency of healthcare information management and the connection inadequacy between schools and medical institutions, and is desirable for a lifelong management of the National Human Resource.

Thus study examined the possible the link between social enterprises and lifelong education for the underprivileged. To this end, this study searched for the definition and position of social enterprises emerging from the welfare system under the influence of neoliberalism and overcoming the problems in terms of creating social jobs and providing welfare services. In addition, the lifelong education for the underprivileged was examined according to the subjects, such as the disabled, migrant women, young and adult low-income group, and senior citizens. The plan was as follows. First, the expansion of the proportion of community-affiliated social enterprises was analyzed. Second, it provides a differentiated support and protection market for social enterprise. Third, the development and dissemination of social entrepreneur training programs was examined. The results showed that the entire society should have a sense of responsibility for the support of the underprivileged. This provides implications for the linkage of lifelong education and social enterprise in the expansion possibility to improve the quality of life and expand lifelong education for the underprivileged.

This study was conducted for the purpose of convergence reconstruction of the transition education model for students with disabilities in Korea. Ultimately, this study was also conducted with the aim of enhancing the perspective of the development of a lifelong education support system for the disabled in connection with schools and communities. The research method consisted of a procedure with a meeting of experts based on the procedure of analyzing the previous research literature that tried to materialize the transition education model for students with disabilities from the viewpoint of connection between school age and adulthood. The contents of this study were reflected in the dimension of ensuring consistent connectivity validity based on the viewpoint of school-centered, community-centered, education, and welfare between special education and lifelong education for the disabled in order to reconstruct the conversion transition education model constructed in the current special education field. Accordingly, the transition education model for students with disabilities built in the field of special education centered on school age minimizes the tendency of a fragmented approach between school age and adulthood, and presents a standard basis and structure that can be linked to the entire adulthood. The transition education model was reconstructed convergence in terms of content.

The purpose of this study is to analyze current state of education departments in Korean universities and to find out ways to help education major students shape their future career. The findings of the study are as follows. First, the comparative analysis of the current state of education and education-related departments showed that average employment rate of education departments in 2011 was 35.0%, whereas that of related departments was 56.6%, which showed a significant difference. Second, education courses were specialized in areas such as lifelong educator qualifications, teaching certificates in morality/ethics, corporate HRD(human resource development), etc. in case of education departments. In case of education-related departments, education courses were specialized in areas such as teaching certificates in pedagogy, lifelong educator qualifications, license of school counselor, corporate HRD, etc. Though there were many overlapping areas, specialization was relatively more common and diverse in education-related departments. Next, to help students shape their future career, developments in specialized career courses, new career fields, and career education models were suggested. To give shape to the progress plans, the development of standard education courses for student careers, the introduction of certification system about course specialization, and search for the career path of teaching profession which allows utilization of the knowledge of education were suggested.

This study aims to develop design elements for cultural convergence between rehabilitation for individuals with developmental disabilities and lifelong education for individuals with disabilities, which is a key area in the practical support system for independent life support for individuals with developmental disabilities. As for the research method, a procedure for conducting FGI by forming two teams for professors majoring in special education and rehabilitation science was formed. The research was presented in three upper categories (universal cultural convergence elements, field-centered cultural convergence elements, and policy-centered cultural convergence elements) that should be designed for cultural convergence between rehabilitation for individuals with developmental disabilities and lifelong education for individuals with disabilities. In addition, subcategories were specifically composed for each upper category. First, as a universal cultural element, "open creative convergence" was presented in principle, which can be explained as a principle of exploring and practicing the validity of convergence between related fields for rehabilitation for individuals with developmental disabilities and lifelong education for individuals with disabilities. Second, field-centered cultural factors included development of joint practice model between fields of rehabilitation science and special education, subject matter education knowledge and skills, teaching and learning methods, learning career roadmaps, employment and job career development roadmaps, and the formation of an independent life development history certification system. Third, as policy-centered cultural elements, the formation of a curriculum integration composition system between local related institutions, the establishment of a qualification development path for coordinator-professional teacher-type personnel, and the organizational systematization between school-center types were presented. The study concluded that independent life support for individuals with developmental disabilities should not only be guaranteed for the entire life of adulthood, but also a lifelong education for individuals with disabilities based rehabilitation support system for individuals with developmental disabilities should be established through cultural convergence.
