The Information System is now becoming a very important part of our livers. It encompasses technical and spactial characteristics that are much more different from the order information systems used up until now. Therefore, as various fields within the Information Center are researched, the proper usage of those fields must be well thought-out. This study presents the application of quality management systems in Library, Korea. The purpose of this study is to build a framework of improving the management system and planning and performing the service of high quality in Library. To achieve this goal, a theoretical approach was tried through the previous study and the performed with the subject of the 4 steps by Damming' quality management theory. This study may enable domestic organizations to draw up a concrete and practical plan in Library.

The purpose of this study is to diagnose the changes, complexity and ill effects of the public library administrative system in Korea, to analyze its previous research and improvement issues, and to suggest reform plans and subsequent action. To do so, the author has proposed a unification model for the library administrative system, the library status in the local administrative organization, and the library management plan of the local government. And the author has suggested various subsequent actions for the unification of the library administrative system, that is, the transfer of property, relief of the financial burden, removal of the disadvantages caused by the status change, adjustment of the library director's position, improving the personnel system of librarianship, and amendments to the relevant laws and regulations.

The Result of this study (1)In the case of KDI school of public policy and management, since it makes up a very interesting and diversified racial environment that shapes the multinational global community, there must be careful considerations for foreign students together with wide publicity about Korea on the side of the school headquarters. (2)The library must become familiar with the ways to utilize outside organizations in order to provide user education to the foreign students. (3)In order to make it perfectly sure for them to provide not only the secondary materials such as bibliography, index, and abstract, but also the necessary full-text from the preparatory stage of the students' studies. (4)The library must grasp the students' needs through communication and must promote the efficiency of library operation by introducing an information service strategy measure similar to that of FISP so they can acknowledge and provide necessary information to fulfill the students' academic needs in advance.

The purpose of this study is to present the directivity of outcome management through the analysis of public library operations in Seoul. For this purpose, author evaluated the public library policies by linking the 「Metropolitan Comprehensive Library Advancement Plan 2018~2022」 and 「The Third Comprehensive Library Advancement Plan: 2020 implementation plan」 and compiled to draw up the issue of policy development on the awareness of public library services by Seoul citizens. Nest, author analyzed and compared the core infrastructure, collection services, programs and activities of 173 public libraries in 25 local governments. Based on these results, author suggested the directivity of outcome management as follow. All public libraries in Seoul must emphasize the development scope and management methods of the performance indicators. For outcome management, this study emphasized building a strategy planning with the development procedures of performance indicators, categorizing outcome management indicators, developing user-centered indicators, and improving qualitative indicators. As there is a possibility that the quality of services expressed in the output may deteriorate due to the failure of the physical input indicators, it is necessary to strengthen the input and encourage the resolution of the service gap by establishing a performance management system to logically explain the relevance or causal relationship between these indicators.

This study was conducted as basic research for establishing a mid-to long term comprehensive development plan for libraries in Dong-gu, Incheon. It attempted to draw the vision, operation strategy, and service directions by administering questionnaires to local residents and analyzing the needs of library officials, professionals and local residents. From the findings, following issues can be suggested: First, it is necessary to activate the management of small libraries in Dong-gu, Incheon. Second, local residents' needs for improving library facilities and constructing new libraries were found to be higher. Third, it needs to qualitatively and quantitatively enhance library materials for various age groups. Fourth, customized reading and cultural programs should be developed by considering the demand of various age groups. Fifth, the needs for items regarding external cooperation among expected roles of libraries. Sixth, it is necessary to consider how to promote complex cultural space by improving library facilities. Seventh, the librarian personnel should be complement to balance between the internal management of libraries and externally related businesses. Eighth, the space for collecting and keeping materials should be promoted. Ninth, it is necessary to seek the establishment of policies for activating small libraries.

The purpose of this study is to explore the mid- and long-term strategies for activating the management of academic libraries in Korea and strengthening the knowledge-based society, which should be carried out by the government. In this study, major trends and problems that academic libraries in Korea have been currently facing are analyzed, and development strategies and a plan of operations for various tasks, which are aimed at improving the overall environment of academic libraries, are suggested. Also proposed is the road map of development for the improvement of academic libraries on the national level, based on the comprehensive analysis of the findings in this study.

To deal with a new environment of information technologies in the 21 Century, many libraries around the world have made great efforts to develop online knowledge-information services. In Korea, the National Library initiated an online knowledge-information services, in 2008. Through case studies and practical tests of online knowledge-information services, this article discusses plans for developing . The article explores definitions and types of online knowledge-information services, and analyzes online knowledge-information services in Denmark, Sweden, Finland, and Korea. Futhermore, practical reviews on the four services are conducted through 'question-answer' tests. As a result, the article discusses present and future tasks for improving .

The purpose of this study is to explore strategies for development which could help academic libraries expand and strengthen their significances in the midst of structural innovations for universities in Korea. In this study, the trend in changes in academic libraries affected by financial difficulties and structural reforms in universities is analyzed, and major issues and challenges that academic libraries have currently faced are investigated. Also, reviewed are strategies that major academic libraries in advanced countries have built, and it is suggested how to establish strategies for development and medium-and long-term plan for improving academic libraries. which should be carried out on the government level.

During the COVID-19 period, public libraries produced and provided a variety of online contents to users as an alternative to offline services. The purpose of this study was to analyze the overall management of online contents in public libraries in the post COVID-19 period and to provide a methodological basis for improving online contents management. This study surveyed the overall current state of online content management in 305 public libraries in terms of production, services, and preservation. We also analyzed the librarian's perception of the online contents management process. As a result of the analysis even after the COVID-19 period, public libraries are efficiently producing and providing online contents and are actively providing this through the library website and social media. In addition, librarians recognized that online contents produced by public libraries are valuable as library resources and predicted that the online content would be produced more in the future. Also, they faced difficulties in production and management due to a lack of professional capabilities and extra workload, but they have recognized the high need for online contents management. Online contents is leading a paradigm shift in public library services. Therefore, attention and effort to activate online content is no longer an option but a necessity.
