학교도서관 법적.행정상의 문제점

  • This study aims at diagnozing the existing school library laws and their enforcement regulations together with the library organization, and finding out any problems in them for the lack of legal and administrative suppxt has been considered the main hindrances to the developrnent of school library. The results of the work are as follows: 1. Full use of materials on the part of students is impossible because there is description in the school facilitier enforcement regulations except that of reading room. 2. No administrative consederation on the school library. 3. No incentive to be an able librarians because there is no devision in the lebrary teacher eligibility between the elementary and secondary level.

  • School Libraries are facilities which support teachers and students in their teaching and learning activities and help to fulfil the school curriculum. Recently the Ministry of Education & Human Resources and Development is emphasizing ‘self learning’and it means that the problem solving ability of students can be improved through resource based learning & self learning. The resource based learning is closely connected with school libraries. School libraries are basic organization among all kind of libraries in all parts of th country and they can not develop without the systematic support of the government. The school libraries are just nominal because education in schools is centered on entrance examination and the government is indifferent to them. Therefore, it is urgent to constitute the related regulations and systems to rescue school libraries. The present school libraries laws should be revised toward the direction of effectiveness and it is possible to revise them after School Library Promotion Acts are constituted in public. All kinds of system and organization can develop only when they attach great importance to people Even though we constitute good laws and have good systems, they can not develop without the support of administrative organizations. They can develop when the administrative organizations have the strong will to develop them and are affectionately interested with them. The development of school libraries are under the control of strong interest and will of the people who are in charge of the systems and apply the related regulations.

A Study on Legal Issues of Small Libraries (작은도서관에 관한 법제적 고찰)

  • This study aims to discuss issues related to small libraries by analyzing laws and municipal ordinances. It conducts an extensive literature review on the history and present conditions of small libraries and explores the characteristics of small libraries as a social movement. Based on the analysis of the Libraries Act, the legal status of small libraries are argued and other related regulation are also discussed. 114 municipal regulations which are related to small libraries are analyzed into five categories including general conditions, related laws, definitions, facilities, and workforce. As a result, the alternative strategies for legal issues on small libraries are provided in the three different aspects.

  • The purpose of this study is to explore the concept, contents, and curriculum of MIL(Media and Information Literacy) proposed by UNESCO from the perspective of Library and Information Science to obtain the basic information necessary for the revision of the Library and Information Life curriculum and to derive implications. As a result of the analysis, UNESCO used the term MIL to highlight the characteristics and importance of information literacy in media education. The information literacy and library literacy were key factors in forming the concept and curriculum of MIL. UNESCO also presented 'information literacy and library skills' as essential areas of the MIL curriculum, as well as core competencies and achievement criteria. In addition, the MIL curriculum actively embraces information literacy and library literacy, with the five laws of MIL based on the five laws of library science. The results of this study could be used as a basis for the reason why MIL should be actively accepted in Library and Information Science and for the revision of Library and Information Life curriculum.

  • It is impossible to obtain the growth of library and the information culture of high quality without the desirable policies. Korean libraries have been developed steadily through the efforts of the authorities concerned. libraries, the library and information science, and the library business area. For the growth of Korean library culture and knowledge information society in the 21st century, I suggest that we should set up new library policies: (1) establishment and effective administration of advisory organizations of library, (2) revision of "the library and reading promotion law" and other related laws, (3) establishment of an exclusive bureau for administration of library, and (4) continuous development of informatized library.d library.

Ranganathan, Dewey, and Bong-Suk Park

  • This article investigated the lives and careers of three great librarians in India, USA, and Korea: S. R. Ranganathan, Melvil Dewey, and Bong-Suk Park, respectively. It also explored their influences and contributions. Their births and early years, and marriage; college years; commitment toward librarianship and careers; achievements in other areas; personalities; and commemorative activities, among others, were analyzed. Their contributions to librarianship and library community in the general theory of library science, professional education, classification and cataloging, library administration and management, and library associations and library movement were also investigated. Special focus was on Bong-Suk Park, with a special regard to his unrealized dream for the Korean library community as well as insufficient estimation related to him and his achievements.

A Comparative Analysis of the Library Exceptions in Copyright Laws in Major Countries (주요국 저작권법의 도서관 예외 규정 비교 분석)

  • The purpose of this study is to enhance the understanding of the provisions for library exceptions in copyright laws and to suggest the direction for the revision of provision in the Copyright Act of Korea. This study compares and analyzes the provisions for library exceptions in several countries' copyright law including Korea, Japan, UK, Australia and USA. This study found that the most common issues in library exception provisions are providing reproduction for users, reproduction for preservation, reproduction for interlibrary loan and digitization of library collections but the conditions for each issue are quite different. The suggestions for the revision of the library exceptions in the Copyright Act of Korea are as follows: changing the amount of reproduction of unpublished works, of works which cannot be obtained at a fair price and of periodicals for users, the transmitting digital reproduction to the user under limited conditions, preparing conditions for reproduction for preservation in libraries, preparing the applicable provisions for reproductions for interlibrary loans and for the limitation of works to be digitized and extending their use at the same time.

  • The purpose of this study is to present a plan to simplify the issuance of public library loan membership cards for children under the age of 14, and to devise measures to promote the convenience of using public libraries and to promote their use. To this end, related laws and systems, related services, and systems were analyzed. The issuance cases for each type were derived and analyzed by thoroughly investigating the procedure for issuing loan membership cards for children under the age of 14 in 1,211 public libraries nationwide, and focus group interviews were conducted. Based on this, the "double diamond model" was employed among service design methodologies to propose step-by-step guidelines for simplifying the procedure for issuing public library loan membership cards for children under the age of 14, as well as improving the environment, such as the roles of stakeholders, laws, and systems.

  • This study is an analysis of the prisoners' and the pre-trial prisoners' rights based on the laws and rules, and court cases. Rights included are the right to know and the access to information, the right to legal representation and the right of education, all of them can be protected when the prison libraries are administered In order to protect the prisoners' and pre-trial prisoners' rights, the necessity for the establishment of prison library is discussed and the direction of prison library system is suggested.

Designing the Barrier-Free School Library Facilities (무장애 학교도서관 편의시설의 디자인)

  • This study is to design the barrier-free school library facilities for the disabled students. To achieve this goal, the laws, guidelines, and checklists in Korea and USA, concerning the accessible facilities for the disabled, are collected, researched and analysed. The 14 types of the accessible facilities which are suitable for the barrier-free school library are selected. On the barrier-free school library design, the guidelines of these selected facilities are presented as the result.
